And coming up calls into a Public Inquiry into cuts to the Probation Service. And coming up three women at fox news bring to light a Sexual Harassment scandal find out what what mark kermode thinks of bombshell, in the film review. Good evening. Two of the candidates to succeed Jeremy Corbyn as leader of the labour party have been launching their campaigns today. In the last hour, rebecca long bailey has set out her pitch to the partys membership. Shes promised to end what shell call the Gentlemens Club of politics, by devolving powers to the regions. Earlier, it was Emily Thornberrys turn. She opened her campaign in her home town of guildford, in surrey, saying it was important to choose a leader, who would take labour forward and bring back the voters the party had lost. Our Political Correspondent, nick eardley, is in westminster, and hes following the twists and turns of the Labour Leadership Campaign for us. And turns of the labour take and turns of the labour us through what we have h today, take us through what we have heard today, nick. I think take us through what we have heard today, nick. Ithink from take us through what we have heard today, nick. I think from rebecca long bailey, definitely one of the favourites in the leadership election, she had quite a fiery speech, talking about how she wanted to fight for labours values, many of them are similar to the ones Jeremy Corbyn a spouse. Not a big surprise because rebecca long bailey was one of his key allies, threw up many of his key policies, her argument was that labour lost the election so badly because people lost trust in the party and its ability to deliver. Her case is to rebuild that trust over the next few yea rs. Rebuild that trust over the next few years. Have a lesson to her making her pitch on what labour would stand for if she was laboured. My kind of socialism is the kind in which we all rise together. My kind of socialism is a britain in which everyone is free to dream, free to climb and free to succeed. Applause. And im not talking about social mobility for a lucky few, im talking about a society in which structural inequality and Financial Insecurity are gone. So thats her pitch on her broad philosophy. Youre going to hear it a lot in this Leadership Campaign about how the various candidates want to communicate with potential labour voters outside london. We know that labour lost its heartlands in the general election in december, rebecca long bailey talking a lot about devolving power, taking it away from london. Really interesting that she was notjust away from london. Really interesting that she was not just talking away from london. Really interesting that she was notjust talking about westminster, she was also taking that a lot of people in and pass you have voted labour felt that brussels wishes to far away, they went in confident laws being made thousands of miles away. Thats why she thinks brexit happened. Talking about get out and out of london, Emily Thornberry is a london mp, but she was brought up in guildford where she was to launch our campaign. She was talking a lot today about her experience on the labour front bench, about taking on borisjohnson as shadow foreign secretary when he was foreign secretary a few years ago. She is not doing quite all that well in this campaign if you believe the polls. She did not do that well when it came to nomination for labour mps. The latest poll suggested that she might be getting just 3 of the vote from labour members, a point to heartjust after the launch. I have never taken the easy way. But this campaign isjust starting. I am launching tonight, it is a long campaign. What we need to do is start getting on the platform, being at the hustings. People can then work out who they think is potentially the best leader. I think the idea of stopping the campaign before the campaign has started is short sighted. I think, in the end, i can show that im the one with the vision, im the one with the experience, and im the one with the passion. And i can take on borisjohnson, and that is the sort of leader that the labour party needs. Frankly, after 100 years, wouldnt it be nice to have a woman four of the five candidates in this race are women, you have got rebecca long bailey, Emily Thornberry, lisa nandy and jess phillips. They want the man in the race still seems the to beat, sir keir starmer, according to beat, sir keir starmer, according to the latest poll. One poll has suggested that he is out in front but that is a long way to go in at the race. We wont know who do new believe it is until april, still a lot play for. And well find out how the labour leadership race and other stories are covered in tomorrows front pages at 10 40 and 11 30 this evening in the papers. Our guestsjoining me tonight are david bond, at the financial times, and nicola bartlett, Political Correspondent for the daily mirror. A number of british cities are aiming to go completely Carbon Neutral by 2030, removing as much Carbon Dioxide from the atmosphere as they put in to it in a bid to tackle Climate Change. Glasgow, which is hosting a major un Climate Change summit later this year, is one of them. Its promising to achieve the ambition by radically cutting emissions and planting enough trees to absorb the carbon in any remaining fumes. Our science editor, david shukman, reports from glasgow in the latest part of the bbcs our planet matters series. From a proud history as an industrial powerhouse, glasgow now wants a future that is Carbon Neutral. No easy task in a city that depends on fossilfuel. Its motorways encourage commuters to use their cars. The Councils First move is with its gritting lorries. They run on diesel and are now being adapted to use cleaner hydrogen as well. They are as clean as possible. Just one step, says the councillor in charge, anna richardson, of many needed in the next ten years. We need to work as quickly as we can to decarbonise this city, as do all cities across the world. A 2030 target is hugely challenging, certainly. And it is going to mean everybody has to work hard to achieve that. In your heart of hearts, do you think you could ever make it . I think we need to give it our absolute best shot. The biggest challenge in glasgow is that most people live in flats, many of them badly insulated, and nearly all heated by gas. In this social housing scheme, an old heating system is being removed to make way for a greener alternative. Its gone down well. New pumps draw warmth from the air. By contrast, another project on one of the poorest estates involved building this miniature power station. Tenants we met described their shock at their bills, which went up by different amounts. Worry, panic, anxiety. Whether im gonna be able to afford it when the bill hits the mat. Anxiety to the point of illness. The scheme was imposed on tenants. Now, to a certain extent, that blindsided us. James and nick, in these tower blocks, are among thousands of tenants in this particular scheme, and Cube Housing Association and sse, which run it, told us they are committed to Greener Energy and to tackling fuel poverty. According to chris stark, the uk governments independent climate adviser, it is vital that everyones views are heard. There is a huge risk in foisting upon People Solutions that have not had a full process of public consent behind that, behind them. And that is the bit that we havent done yet. Already, more and more electricity, for glasgow and the rest of the country, is becoming cleaner. Here, on the edge of the city, there are lands to expand this wind farm and to fit solar panels, but getting to zero carbon power is still a big struggle. As things stand, it is hard to see how glasgow, or any major city, could possibly be Carbon Neutral in as little as ten years. But the council says it wants to send a signal that at least its trying. And this comes at an important time. Because an International Summit on Climate Change is due to take place here in november, so the world will be watching what the city does. Leading psychiatrists have said Companies Like facebook should be forced to hand over their data to researchers, so they can study whether social Media Technology is harmful to children. The Royal College of psychiatry say information on how children use social media and how much time they spend on it should be shared with researchers. They want to companies to pay tax to fund that research, and say that all new apps that are developed should be age appropriate. Here is angus crawford. Public anger at the tech giants for failing to police their own platforms means regulation is on the way. And today, some of the most radical proposals yet. In part, sparked by the death of Molly Russell who had been looking at self harm and suicide material online. And took her own life. Protecting children like molly is what her father ian believes these proposals are all about. We are not asking for peoples privacy to be invaded here. We are asking for the data that is available, the data that those Tech Companies use and monetise, to be notjust turned into their profits but to be used for good as well. Do you really think the Tech Companies will willingly hand over their data 7 i think the Tech Companies first step seems to me to be a caution. They are very suspicious of peoples motives, but i would hope the Tech Companies see the value in that. Because it is really important. It will save lives. Social media is of course not wholly and only bad, but it is important the harmful parts of social media are kept in check, otherwise that is what we will only hear about. How many of you use social media . Learning about Online Safety is also of course a job for teachers, parents and the youngest users, some still at primary school. Social media makes me feel very happy because i have to connect with friends and many of my friends live very far away. Sometimes you could be talking to someone and they say they are some age but they are really not. Some people could maybe feel a little bit sad with someone posting something and they could maybe take out their anger on someone online and it could hurt someone elses feelings. I use social media, other members of my family use social media, but certainly with my own children i would be very careful with what they are on and also keep a very close eye on what they are looking at and the content, because we dont really fully understand the powers of social media or its reach. The government is planning a social media regulator and a legal duty of care, not popular with the Tech Companies. But today, one industry body said. For now, for molly and childrenjust like her, ian russells works goes on. If in any way mollys story has helped and the increased awareness that we have has helped anyone else, she would be very pleased. Angus crawford, bbc news. Earlier, i spoke to the ceo of the centre for countering digital head, i asked of the foot of todays report. I thought it was set of very sensible recommendations in the report. Perhaps it was with an eye to further use. We would go further at the centre, we would say that some of those social Media Companies have behaved downright morally in allowing the sort of hate to fester on their platforms, notjust the abuse of young ladies and young people, but also nasty level that we find in groups. It is time for society to take action. Is that not another element of the world of social media, in terms of blocking that type of content . I think what they psychiatrists are saying is research into Mental Health. Absolutely. They lookjust not at the Mental Health of young people, but also at the impact of radical material on young people and society asa material on young people and society as a whole, as well. So do you think the report goes far enough . |j as a whole, as well. So do you think the report goes far enough . I think it certainly is a good start. What it certainly is a good start. What it recommends is that we are able to conduct that research, that social Media Company share the data with independent research to find out exactly what the scale of the effect has been across society. But we already know there has been an effect on society. For example, we know that at the Johns Hopkins school of public health, in a study last year, showed that young people who use social media are twice as likely to show internalised or externalised Mental Health problems as those who do not use it. So, internalising things like depression, anxiety. It sterilise means aggression towards other people or anti social behaviour. Means aggression towards other people or antisocial behaviour. So there is some data out there already for you to say that we do now this is taking place. So what data do you think would really ramp up the research, in terms of adding that value, what more do we need to know about . We wanted be able to track not just the end about . We wanted be able to track notjust the end effect, we want to look at whats called a longitudinal long analysis, as people go through the view cycle over time. Having access that data will give us more insight into what is happening. The data is great, research is great, we also need to social Media Companies to show the will to act. I think it isa sign to show the will to act. I think it is a sign today the cynicism of some of their against their report, it has shown that they are quite often not just unwilling has shown that they are quite often notjust unwilling to act when they do see height, but even with a very modest and sensible recommendations, lets look at it in a bit more detail. Even they are, they are so electric to paly ball. When they do see hate. The headlines on bbc news. Two of the candidates for the labour leadership have launched their campaigns today. One in seven people in britain are said to be neuro diverse a term describing those with dyslexia, adhd or on the autism spectrum. More and more employers are trying to attract people who are neurodiverse. The Intelligence Agency gchq has been doing so for more than 20 years. Now, a major record label has produced a book aimed at making the working environment more inclusive. Chi chi izundu has more. So, this can be used to describe most neurodiversities. I typically use it to do either dyspraxia or autism. Put these goggles on and what they will do is turn your wold upside down. Can you see . Yes. Now, try and shake my hand. Pleasure to meet you. A small gesture that happens all the time in a workplace. But what if you are neurodiverse . Neurodiverse people, those with adhd, dyspraxia, dyslexia and the autism spectrum, can sometimes struggle in a work environment. Something universal music uk wants to change. They acknowledge some of their work practices and processes were probably stopping neurodiverse people from even applying forjobs with them. So, they did some research and have produced a handbook, giving tips on how to make work more inclusive. Thats why we are doing it. You know, theres brilliant folks out there that we have already spoken to, as part of this research, that just wouldnt even consider applying to the likes of us, or indeed many companies. But not every operates like universal music. 31 year old yvonne is a Marketing Consultant who works in a typical office. So, i am dyslexic. My d5 and bs tend to get mixed up, i dont easily recognise errors, in terms of spelling, punctuation and grammar. When i told my previous line manager, in regards to the fact that i was dyslexic, they worked pretty quickly and we were able to adjust my working environment to meet my needs. For people who can read very well but the odd word here and there they get stuck on. And as nat showed me, support is available from the government and will be needed if employers are to tap into the potential of neurodiverse staff. Earlier, i spoke to nat who you saw in that report. He is from exceptional catlike individuals, unemployment agency. Pea ke exceptional catlike individuals, unemployment agency. Peake began later, challenges faced by employers. I think the main thing is that organisations do not really understand neuro diversity. It is all around us, one in ten have dyslexia. But at exceptional individuals, we see on a daily basis what the misconceptions are, it is not about what you cant do, it is about what you can do in the spiking is. There may be some areas you struggle with, but other areas, you go above and beyond, and it is this talent that organisations are missing out on. There is no doubt that the ability is there, it sounds as if the key to unlocking this is the communication . Yes, communication, reasonable adjustments, it definitely takes both sides. An individual looking for inclusive employment is to understand that managers are just not there yet, they have to be understanding and communicate how their mind works. It is also on to their mind works. It is also on to the managers side. We support managers, help them understand how to have those conversations. For individuals, how to get across this in interview stop i suppose that it isa in interview stop i suppose that it is a lot of training involved in this. Once youre in that a working environment, once the managers have got that, what about the trickle down to their colleagues, because they will be in this open working environment, will not come at a cost to companies in order to incorporate that . It will come at a cost of the do nothing at all. Neuro diversity is not being about inclusive, necessarily, it is about hiring diversity. Its about getting people different ways of thinking, different ways of thinking, different mindsets, different points of view. If you are hiring people with neuro diversity, if you are not encouraging them tojoin with neuro diversity, if you are not encouraging them to join your organisation, you are not going to be innovating at the space where your competitors are. Organisations are missing out. Now time to take a look at the weather. It has been a day of transition, certainly a colder day, some showers have you dates now. Still a few squally showers to come before the end of this evening. Very different over the weekend, cold nights and fun days because of High Pressure building in the stop showers in southern areas, they will keep going in at the north, there could be some ice around, temperatures dropping to freezing or below, certainly on the booze given the light showers. Otherwise, it does look like a fine and dry start to the day, a crisp and dry start to the day, a crisp and cold one as well. Showers eventually eating in the north, still a keen enough when, perhaps more clout coming into the cell. Temperatures will be down on a recent days, but giving up the sunshine and lighter winds, it will feel quite pleasant. Coach that sunday and monday, perhaps picking up sunday and monday, perhaps picking up more fork to watch out for. . This is bbc world news, the headlines. To Labour Party Candidates have launch their campaigns today. Glasgow reaffirms its pledge to become a Carbon Neutral city by 2030 amid fresh warnings over global warming. Psychiatrists call for social Media Companies to hand over their data so they can research what their data so they can research what the online world is doing to childrens Mental Health. I runs Supreme Leader has appealed for unity following antigovernment protests last week over the accidental shooting down of a passenger plane. Calls for a Public Inquiry to klutz to the Probation Service following the inquest into the death of Connor Marshall who was killed by someone on probation. More on one of our top stories today. A number of british cities are aiming to go completely Carbon Neutral by 2030. Removing as much Carbon Dioxide from the atmosphere as they put into it in a bid to tackle Climate Change. Glasgow is hosting a major un Climate Change summit later this year. Its promising to achieve the ambition by radically cutting emissions and planting of trees to absorb the carbon in any remaining fumes. Annita mcveigh spoke to the leader of the council today. She says it is an ambitious target. We do aim to get there but we dont underestimate the scale of the challenge that we have set for ourselves in glasgow. Were not normally a city thats talking about 2030 for Carbon Neutrality but glasgow, because of our postindustrial legacy and some of the physical challenges, we perhaps have some bigger tasks in front of us and other cities and were gonna have to reduce carbon the hard way, but thats not a bad thing. We see that as something very worthwhile and actually, its why glasgow has to take the lead because if we can do it, if we can take on these challenges here, if guys go can bea these challenges here, if guys go can be a test for some of the toughest that means anywhere can do them. How are you going to measure it . What will be success that you can say you have achieved a Carbon Neutral status . that you can say you have achieved a Carbon Neutral status . I think were learning more all the time about how to measure carbon output and how to find that what we have made progress on the per capita output of carbon from the city. The uk average is about in 6. 5 tonnes a year. Glasgow plasma 412. Glasgows 4. 2. We are going to learn more in the next ten yea rs going to learn more in the next ten years about how to measure and how to refine that, how to get more measurements and really understand how to get into progress and see where progress is installed so we can see different contributors to carbon rather than just the overall picture, the different contributors, where are we offsetting . How are those playing up against each other . The more we can understand that, the better we will be able to do. Lets talk about the Climate Summit the city will be hosting at the end of the year. I think we can see it through, a very wet window on the other side of the river from where we are. The sec will be the hub for that summit. They estimate 100,000 people for that event. You went to madrid to try to get a sense of what it was all about, so what are the challenges and hosting Something Like that . There are logistical challenges obviously. We have a very good record in glasgow for hoping you might hosting big advance. We do it really well. But this is the biggest ever. We are confident we can put on a great show, but we also wa nt can put on a great show, but we also want the name glasgow to have positive associations. We want to have good outcomes from this. I think caught 25 in madrid showed that we cant necessarily rely on the governments to deliver on that. They clearly didnt deliver. The sta kes a re they clearly didnt deliver. The stakes are really high for glasgow and the non state actors, thats the kind ofjargon and the non state actors, thats the kind of jargon they and the non state actors, thats the kind ofjargon they use, cities like business like civilian society, it means its on us to demand progress from the governments, but also to demonstrate what we are doing practically, that we are getting on in doing this. We are not necessarily hanging about and waiting for governments to deliver, to decide where the decimal point goes. We are actually in cities like glasgow, practically delivering change that is reducing carbon and improving lives in quality of life in every city across the planet. Now the Probation Officers Union has called for a Public Inquiry into klutz to the service. After the inquest of a man murdered by a serial offender. Karon Mark Marshall was beaten to death in 2015 by David Brayton who was out on probation. The second inquest into his death, the assistant coroner said his caseworker was woefully inadequate and overwhelmed by her workload. Braden was jailed for life for mr marshall cosmic murder. Earlier we spoke to our correspondent tomos morgan who is in. Connor marshall left the family home, do to be back home the following morning for his mothers birthday but at 7030 the following morning, it wasnt connor at the door but the police to tell his mother he had been brutally attacked by david. The company had concerns raised about them by the union only recently. Davids probation officer was said to have been overwhelmed by the work she had and was said to be new to her role under management of her role. It was said to be woefully mismanaged. Following the narrative conclusion, today connors mother gave a statement in which he blamed the privatisation of the Probation Service for ons death.
