Against a speech in parliament by donald trump but some Conservative Mps say hes out of order. An update on the Market Numbers for you heres how londons and frankfurt ended the day. And in the United States this is how the dow and the nasdaq are getting on. More now on the commons speaker, john bercow, who has defended his statement that President Trump should not be allowed to address parliament on the grounds of racism, sexism and inequality. A short while ago, the speaker of the lords, lord fowler responded to the comments made by mr bercow yesterday in parliament. Yesterday the Commons John Bercow said he was opposed to the president speaking. I should said he was opposed to the president speaking. Ishould make said he was opposed to the president speaking. I should make it clear that i was not consulted on that decision or its timing. However the speaker contacted me this morning, he told me while he maintains his view on the issue, he was genuinely sorry forfailing to view on the issue, he was genuinely sorry for failing to consult with me. Obviously i accepted that apology. My view is that i will keep an open mind and consider any request for mr trump to address parliament if and when it is made. I do not intend to argue the case for oi do not intend to argue the case for or against the visit of mr trump, thatis or against the visit of mr trump, that is not my role as speaker. Patrick kidd is the times parliamentary sketch writer, hejoins me from our studio in westminster. Im sure youre having some fun with this yourself but it is quite serious. How do you think it is going to play out for the speaker of the house . I suspect hes going to get away with it. It was all politely expressed today as well as the lord speaker who clearly was angry and went as far as he could to giving john bercow a ticking off. We also heard from a couple of Tory Backbenchers including sir gerald howarth, he said can you reassure us with enough confidence in your impartiality. That seems tremendously polite but it is code for we are extremely worried youre not impartial. John bercow said he was acting honestly and honourably but as you heard is that the lord speaker said he would not have spoken out in any way. So i think he is in spoken out in any way. So i think he isina spoken out in any way. So i think he is in a bit of trouble but well get away with it. It is not his job to speak out, he knows the rules, why do you think he did it . Because he has a strong view on it i suppose. There was a raucous applause after he made his statement yesterday from the snp and the Labour Benches and he did not go out of his way to quiet man down. John bercow is a bit ofa quiet man down. John bercow is a bit of a showman, he likes the stage. He was asked again today about the clapping and he said perhaps i could have acted a bit more quickly to stop it. The thing is he likes all the attention. And i do not think he is worried about whether he gets sat next to the president at the state banquet, to be honest. He really does not have much to lose because i think he is not thinking of staying on much longer. He said he wanted to go after nine years so perhaps the action of a man with a bit of a missionjust to get action of a man with a bit of a mission just to get things offjust before he goes. And think there was a lot of grumbling this morning but everything was moderated when they spokein everything was moderated when they spoke in the chamber. Thank you very much. Israel has legalised around Four Thousand jewish Settler Homes built on private Palestinian Land in the occupied west bank. The palestinian president , mahmoud abbas, says its an attack against his people. From jerusalem, yolande knell reports. Settlers protesting last week in the west bank. Israels high court has ruled that jewish families built their homes here on private Palestinian Land. After years of delay, police moved in to clear the site. Now the Israeli Parliament has narrowly passed a highly controversial law protect other outposts built without government permits. A victory for nationalists who stressed biblical ties to the land. Translation we are voting tonight on our right to the land and the continuous connection of 3000 years. We are voting tonight for the connection between thejewish people and its land. The whole land is ours, all of it. A small outburst in the Public Gallery was quickly curbed. But opposition politicians and the governments top Legal Adviser believe this law is unconstitutional. Translation do not give your hand to this insane law that threatens to destroy israeli democracy, israels international standing, that threatens military commanders and leaders of this state and stands in complete opposition to the opinion of the attorney general. Many experts predict this law will not stand up to challenges in israels Supreme Court. But it is being seen as a sign of how the government feels emboldened. Although there has been International Condemnation of plans to expand settlements on land the palestinians want for a state, donald trump is taking a much softer stance than former us president s. Talks in london meant israels Prime Minister was away for last nights vote. Theresa may says she warned against the new legislation and expressed concerns about recent announcements of 6000 new Settler Homes. All settlements are seen as illegal under International Law but israel disagrees. Palestinian officials want more done to stop them. If the International Community wants a two State Solution to materialise at one point in time, they must act now because the whole scene now is that netanyahu is trying to deliver a lethal blow. Not only to the existing prospects of a two State Solution, but the future possibility of a two State Solution. And now the European Union has put a summit with israel on hold. Washington is expected to await a Supreme Court ruling before weighing in. There has been a lot of voting and debate tonight about how the brexit deal will play out with calls for amendments to the bill presented by theresa may after triggering article 50. The latest development tonight from the commons has been that mps will get a vote on the final brexit deal before it is put to the european parliament. But if mps turn it down the uk would still leave the eu with no deal in place. However an snp amendment which would mean the uk would not leave the eu if no exit deal was reached, has now been heavily defeated in the commons. A lot of politicians trying to get their steer on how brexit plays out. More on that later. The government has pledged to fix the broken Housing Market in a new housing white paper announced today. The strategy will include a new fund forFirst Time Buyers. Joining me now from our westminster studio is james cartlidge, the Conservative Mp and chairman of the all Party Parliamentary group on housing and planning. What has the government actually done to make improvements for buyers, to help people buy their first Home Consumer what does this mean for people who cannot afford a house . Well it is notjust about buyers, the most important part of the white paper today is that the government is committed to those who rent and who potentially can buy. Many people in the country would love to buy but will not be able to for a number of reasons. And others who because of their circumstances will inevitably rent. So we want the policy for the whole country, recognising we had to have a serious offer for those who rent. Recognising we had to have a Serious Offerfor those who rent. For First Time Buyers, and for all people in this category, the key thing is greater Supply Properties because with more supply over time Price Pressure should reduce and affordability of course is a massive challenge in large parts of the country. That is the most basic point. The white paper is about increasing supply across all ten yea rs. Increasing supply across all ten years. There are feelings amongst the labour party in particular that the labour party in particular that the best way forward is to stop the obsession with owning a home and bring back Council Housing and make more homes available and more Affordable Homes with better protection. Has the government looked into that and considered that asa looked into that and considered that as a potential option . That is a fairly rapid outline of the policy and it is fair to say that were not obsessed with Home Ownership. That is the key point the government has made in the white paper and something i have been writing about for some time. The first thing i sensed as a change when theresa may became Prime Minister, whereas David Cameron focused very much on Home Ownership are entirely supported that because there is a huge problem for First Time Buyers and that because there is a huge problem forFirst Time Buyers and Home Ownership, nevertheless i think we have recognised now that there are far greater problems as well for those in rented accommodation. As the white paper recognises, one of the white paper recognises, one of the Biggest Challenges we face above all else is the growth in the number of people becoming homeless because they come to an end of a short hold tenancy. Relatively unprotected Rental Agreements with their landlord. That is worrying and we do not want people to be homeless. We ta ke not want people to be homeless. We take this seriously. So far from the kind of obsession with Home Ownership you referred to, this is about a broad policy across all ten yea rs about a broad policy across all ten years both branding and for those who seek to own their home. Labour are called the measures people beyond belief. Other improvements, would you like to see more being done . I think having read the white paper cover to cover, it is interesting to note just how many of the items within it are very interesting proposals but they are going to lead to consultations with councils, Housing Associations and so on. Councils, Housing Associations and so on. Just to take one part of it, there is a huge challenge in the Housing Market, a big gulf between the number of Planning Permissions granted, which are at an all time high, and the number of homes actually constructed which is much smaller. So were looking to address that because there is a theory that some landowners might sit on land so the price goes up and we want to address that. To do that you need to consult and speak to the whole industry and seek the view of developers and councils. This will not deliver change immediately but it has unlocked some interesting ideas and is a broad strategy. We must leave it there. Thank you very much. More on the bbc website. A look at the Weather Forecast now. It is going to turn colder from now onwards, we have been forecasting some chilly weather coming in from Eastern Parts of the continent and thatis Eastern Parts of the continent and that is what is heading our way. We still have some rain around and also some frost this coming night especially across western areas. Some mist around as well. But these more eastern portions of the uk Comic Eastern Scotland certainly, a fair bit of cloud and some rain. But the Weather Front from yesterday which brought all The Rain And Wind has now blown itself out. Here is a look at wednesday morning, out west some sunshine, some frost in places especially further north. The rest of the country and further north, thatis of the country and further north, that is just a cloud with some spots of rain. Wherever you are, whether in the south or across scotland, temperatures around 3a degrees at this stage was out westjust temperatures around 3a degrees at this stage was out west just that little bit lower. So for tomorrow afternoon, the cloud probably will hang about for most of the day across eastern areas. Feeling quite unpleasant with that lack of sunshine and the breeze. But the wind not too at this stage. Across western areas, not a bad day with some sunshine in cardiff and belfast and around 7 degrees. Then we have some wintry showers starting to come in from the east. On thursday morning we start off with some frost, and this is cold air coming from Eastern Europe and scandinavia. And look at that, some wintry ferries there. A chance of some snow flurries not just across ferries there. A chance of some snow flurries notjust across the hills but some towns and cities. And temperatures only around two or three degrees and similar expected on friday as well. The temperatures keep dropping, essentially the wind just blowing from the east and pushing that colder air evra west. So to summarise, Cold Easterly Wind now starting to develop from tonight onwards, it will be pretty cloudy with not much sunshine to come in the days ahead and of course the risk of snow showers from thursday and friday onwards. Hello and welcome to 100 days. For the first time in American History the Vice President has to vote to confirm a cabinet nominee. His unprecedented move was needed to break a tie on the floor of the senate. The senate being equally divided, the Vice President votes in the affirmative. And the nomination is confirmed. The appointment of education secretary betsy devos leaves the senate and the country deeply divided.
