try and do is to try and skewer rishi sunak and suggest that he has, over the years, whether as chancellor between 2020 and 2022 failed to front the refurbishment of school buildings, and as well, point to research done by bbc verified that shows that a school buildings programme but was cancelled by the conservative led government after they took power in 2010, that 13 schools affected by this crisis were on that list. with the conservatives are going to try to do, and rishi sunak will know very well what labour are prying to bring up on premises questions, is the tory party seem to be really trying to contextualise this crisis, saying that 95% of schools are not a chilly affected but they have been funding refurbishment of schools and they are being ultra safe in their approach. there was an instance over the summer of one school building, this led to a reassessment of the risk and that they are just being very safe, trying to ensure that no children are hurt but it is certainly going to be not a tough afternoon for rishi sunak because it is notjust prime minster questions, later on we will see this effort by the labour party as well to release documents about rishi sunak may or may have not known when he was chancellor. may have not known when he was chancellor-— may have not known when he was chancellor. . , ., ., ., ., , chancellor. really what that amounts to is labour trying — chancellor. really what that amounts to is labour trying to _ chancellor. really what that amounts to is labour trying to push _ chancellor. really what that amounts to is labour trying to push a - to is labour trying to push a narrative that tories don't care about education? hat narrative that tories don't care about education?— about education? not 'ust that narrative though, _ about education? not 'ust that narrative though, so _ about education? notjust that narrative though, so they - about education? notjust that narrative though, so they are i about education? not just that - narrative though, so they are trying to push a narrative that labour have been pushing for years one way or another. since the conservatives took power in 2010, of course initially in the coalition government, and then solely in charge, is that during the age of austerity and subsequent to that, they have not invested sufficiently in purbeck services. that age—old narrative of labour saying that they are the party that can be trusted with investing notjust in things like schools but hospitals as well whereas the conservative party cannot be. the conservatives have been saying today about this school buildings project that was cancelled backin buildings project that was cancelled back in 2010 is that actually, labour school buildings programme was overspending, it was not working very well and then return to that conservative criticism of labour where they will say, you have a labour government, they tend to hike up labour government, they tend to hike up taxes, spend lots of money and not spend it very well, so it is speaking to the political divide which feels quite familiar between the labour party and the conservative party and looks like we will see that playing out today but certainly, pressure, ithink, for rishi sunak. they are continuing to have to defend the actions they have taken and for gillian keegan as well, the suggestions, has she potentially overreacted in taking this action, now it is spiralling over to other public buildings as well, even parliament, we have been heard, is being inspected so this story keeps growing and growing in terms of its indications. find story keeps growing and growing in terms of its indications.— terms of its indications. and it will no terms of its indications. and it will go on _ terms of its indications. and it will go on for _ terms of its indications. and it will go on for some _ terms of its indications. and it will go on for some time - terms of its indications. and it i will go on for some time because this will be a problem that is not fixed overnight. it is a costly one? what the treasury have said and the chancellor said is that they will do what it takes to repair this and make sure that schools are safe for children to return to where they have been affected by this issue. we don't have a bill at the moment. what we are waiting for is the full list of schools in england that have been affected by this. we don't know if we might get that fairly soon but that might to some degree, layout the extent of the crisis as we know it so far for those schools and then further details might emerge about other public buildings, whether courts or hospitals, whether it is parliament. parliament have long been the concern of its structural integrity but this could keep growing and as you say, therefore the cost could keep growing as well and then there will be the question of who exactly is going to meet it. there is a broader question and that is whether this alternative be a pivotal moment in the run—up to another election? it is pivotal moment in the run-up to another election?— pivotal moment in the run-up to another election? it is pretty early to speculate _ another election? it is pretty early to speculate about _ another election? it is pretty early to speculate about that. _ another election? it is pretty early to speculate about that. for - another election? it is pretty early to speculate about that. for rishi| to speculate about that. for rishi sunak, this is not the return to parliament that he would have wanted to see after the summer break. i think that is certainly true. for rishi sunak, it has officially been an extremely bumpy few days in that sense because notjust questions about conservative party's competence, the government's decisions over the years, but also this effort by labour to pin it actually on him and decisions that he may have made as chancellor of the exchequer when he served under borisjohnson. i think rishi sunak will be well—prepared and well briefed. he a details man. he will know exactly what labour is going to try and do over the course of today and becoming days as well so i am sure he will be armed with plenty of context that he will try to layout of where the conservatives have been spending money on schools and the fact that the majority, he says, of schools are not affected by this crisis. in terms of the election, we don't know when the election is going to be. likely to be next year but it is quite possible that labour will use this episode, and we don't know yet how long this will stretch on for, how bad it could get but they will try to use this episode to make that point that they like to make, that they believed the conservative party under invest in public services. for conservative party under invest in public services.— public services. for the moment, thank yom _ public services. for the moment, thank yom we — public services. for the moment, thank you. we have _ public services. for the moment, thank you. we have some - public services. for the moment, i thank you. we have some breaking news for you and that is the scottish schools, the list of scottish schools, the list of scottish schools, the list of scottish schools affected by this concrete crisis have been listed and there are 30 in total. those are the schools, you can go to our website to see the list of those. 30 schools so far have been listed in scotland. there was a big increase, actually a quarter increase, in 2021's budget on these capital project for schools. we had done about 500 over the last ten years. the project is to do another 500. as i've already explained a couple of times, i don't want to keep going back on this for your viewers, but the building schools for the future programme that i know labour are very keen to push this morning only referred to secondary schools, and secondary schools are the minority of schools. so it clearly couldn't have resolved the problem. and i had a look at that article, the bbc verify article this morning, and the verify team themselves say that many of those schools have had other maintenance work and other actions and renovations taken place. sir keir starmer, leader of the opposition says the prime minister is directly responsible for children not being in school. a number of the schools affected today were on the list for building schools for the future, the labour list, the labour programme that, in 2010 this government cut. and you aren't true that that in 2021 a list of schools that needed work done was put before the prime minister, when he was then chancellor, and he refused to allow the funding to go forward. as a direct result, you have pupils this morning who are not in school. just to remind you, we are going to prime minister's questions a little bit later and we will bring that to you. that will be an indication of exactly how tense this crisis has become between the tories and labour with a somewhat distant general election insight. many children now not in school at the moment. some of them are having to scramble to attend classes in marquees and so on because of this concrete crisis. 0ur correspondence to moffat has been to visit one of those schools affected. this is honywood school in essex. one of many schools affected by the concerns over raac. one of the areas here, as you can see, is no longer accessible to pupils. and what that means is that many won't be starting school as they would have hoped to have done this term this week. now, james, you are the head teacher here. thank you for letting us have a look around. just tell us, when did you first realise you had a problem with raac? well, we have known about raac for some time and we have been managing that. we only knew it was a problem when there was a change in policy a week ago. ok, so let's have a little look around. this is one of the areas where students went to be allowed to come but we are allowed to have a look around today. what are the ramifications for you and for the school? put simply, we have got to close half of the school. we have 22 rooms out of action. we are walking down our maths corridor at the moment. there is also office spaces out. another 22 spaces. that includes the medical room, counselling room, our maths rooms, our english rooms. this is a maths classroom here. 0ur humanities classrooms, our languages classrooms. 0ur computing classrooms. all of them are out of action. so that means that the students will be learning from home, which is what many of them had to do, all of them had to do at some point during covid? yeah, we are quite geared up for remote learning, although we would rather not do it. but, yes, we can only get a maximum of three of our five year groups on site at any one time. so two of them will have two, on a rotational basis, work from home. how well do you think the government is handling the situation? i think the thing that they need to do to speed things up is to cut out some of the red tape. in terms of dealing with the varying layers of caseworkers or managers. so that we can get decisions a lot faster. and then we can get things happening on the ground. ok, now, much of this stuff is unseen, it is above the ceiling. but there is part of the school where we can see a little bit of it, you know, just below the window frame of the skylight, we are going to get a shot of that. it's extraordinary, that's something that looks so innocuous is causing so many headaches. and the fact it is so difficult to access makes the challenge even greater? none of our raac is rated critical. it was part of our regular buildings management programme. we have bits of raac rated high risk or medium risk. the policy and guidance at the time we have been following was that we don't have to do anything immediately to attend to that. however, that changed, that guidance, last week. no longer is it just critical raac that needs immediate attention, it is anywhere with pot present which means we have to close. what do you plan to do now? you have outdoor space now? quite a large outdoor field. our plan is to source accommodation as quickly as possible on the school field, so we can get all of the children back at school learning. exactly what you should be doing. just one of many schools caught up in this growing problem, and we expect from the government this week a definitive list of those schools that have been affected. that list has emerged. there are 30 of them. aberdeenshire council, lanarkshire council, one school which has not been named. those are the list of the 30 schools which have been affected by the concrete crisis which is emerging across the country. we believe there are in total over 100 schools but those are the 30 which have been named simply in scotland. we will get more names of schools very shortly as we understand it. let us go to jess shortly as we understand it. let us go tojess parker, johnny is from westminster. worth explaining why it is that these lists are being released separately.- is that these lists are being released separately. yes, we have devolved governments _ released separately. yes, we have devolved governments in - released separately. yes, we have devolved governments in the - released separately. yes, we have i devolved governments in the united kingdom and they are now going to have to work together with westminster to try and resolve this crisis. the uk treasury has said they will do what it takes to fund the repairs but it is not exactly clear how that will work at the moment. now scotland's list is out, we await england's list, which we have been waiting for for a little while. the fact that scotland's list has been published will put pressure on the government here in westminster to get their list ready. westminster to get their list ready. we know it is supposed to be around 150 schools potentially affected. it is notjust seeing that list of schools which people want to see in the name of transparency, but it is also the numbers. we will be looking to see whether it is the 150, whether it is more than had been expected and then i think as well
