He had been under pressure to act on these dogs over the last few days, these dogs over the last few days, the increasing number of incidents that have been reported. The Home Secretary had warned these were a lethal danger. She has clearly wanted action but she is not responsible for that, that is the environment secretarys job and im told Behind The Scenes she was working on the details of a ban, which labour incidentally support as well. But it is quite a difficult thing to bring about because if they want action on the Dangerous Dogs Act they have two define The American Bully Xl as a breed. It is not officially a breed at the moment and there are fears among some dog owners are similar dogs could be caught up in a ban inadvertently. The rspca, who know a thing or two about animals, think this is a flawed approach and politicians should be concentrating on the actions of the dogs and their owners rather than blanket bans on a particular type of dog. Bodies have begun washing up on beaches in libya following the catastrophic flooding in the city of derna. 11,000 people are believed to have died and thousands are still missing after two dams collapsed, inundating the city with water. About 30,000 people have been left homeless and there are now fears of disease from the contaminated water. The red cross, though, has said it beleives theres a chance of finding survivors. Frances read has the latest. This is all that is left, in a city where thousands of people are dead and many more thousands are missing. Between these buildings, the signs of ordinary life now turned upside down or washed away. 30,000 are homeless and now danger of disease from contaminated water. Aid is heading towards derna. The logistical challenges are enormous in a place where there is now no electricity, no water or fuel. Only one of the seven Access Routes possible. To be able to move from the west part to the east part, before it was 15 kilometres. Now it is 150 kilometres to be able to move from one side to the other of the city, and this is another complication. It has been five days since the flood, the work needed barely begun. But some help is already here. Firefighters from italy have managed to reach the city, and teams from spain use dogs to search for survivors. From the air, the path of this deadly flood has reduced the landscape to bare bones. This place is uniquely difficult. Years of civil war has torn the country apart, its infrastructure left to crumble. The Authorities Say they will only accept aid that is necessary, and libyas Disaster Response has been criticised for being too slow. They need to step aside. Its very, very clear what needs to happen. So the experts themselves that have dealt with this time after time in different theatres across the world, they know what is needed. The Libyan National army doesnt know what is needed. They were responsible for the devastation in the years before. They have to stand aside. Until then, these medics will have to wait. Frustrating for professionals who have skills that are needed. They intend to fly in from tripoli in the west, helping those who have already made it to derna. Under this pile of rubble they have found a survivor. Speak to us so we can find where you are, the rescuers say. They have a chance. Not everyone will. Frances read, bbc news. 0ur correspondent anna foster sent us this update from the libyan city of benghazi. The real concerns now are for the people who survived this catastrophic event because while the mayor of derna says that as many as 20,000 people may have been killed, swept away out to sea on that raging torrent of water, there are many survivors who now just dont simply have the basics that they need. Many of them are without homes. The Electricity Situation in derna is very difficult. But the World Health Organization has particular concerns about disease and the spread of disease. They are worried that they wont be able to get adequate levels of health care to the people in derna who need it. There have been fears expressed that there just arent enough body bags to be able to bury the dead. And clean water again is a huge issue for those many people who are now trying to survive in a city which used to have we believe seven different routes in and now only one of them is still functioning. And when you consider alongside all of that the difficulty for the International Community to actually send aid in here to libya, into this country which is split between rival east and west administrations, all of these things taken together along with the infrastructure which has been frankly decimated by years of conflict, it makes the situation enormously difficult and it makes particularly the scenario for survivors and for their next few days and weeks difficult, really, for them to cope with the conditions that they find themselves in. Anna foster reporting from libya. Tata steel is to receive up to £500 million from the government for its port talbot works as part of plans to produce greener steel, but unions say up to 3,000 jobs are still at risk. The plant in south wales is britains biggest steelworks. Heres our wales correspondent tomos morgan. Tata steels long term future always seems to be shrouded in uncertainty. But there is no detail aboutjobs and what it means for those working here, much to the frustration of unions, steelworkers and a wider Steel Community and industry here in south wales. Working in the coke ovens, matthew is one of those who will almost certainly be impacted by the creation of an electric arc furnace. But really i think this is almost deja vu. Every few years there seems to be concerns about the future of tata steel and this site. Train drivers have announced two more strike dates as part of a long running dispute with Rail Companies about pay. Its been revealed that 80 Prison Officers hadnt turned up for work at Wandsworth Prison in london on the day the terrorism suspect Daniel Khalife escaped. The Prisons Minister Has said nearly 40 of the staff due on shift that day were absent. Our Political Correspondent peter saull is at westminster. That is a staggering figure, 40 . Yes, and this has come about following a written question tabled in the House Of Commons by the labour and he Rosena Allin Khan who Cheating Constituency includes part of Wandsworth Prison, and she has described the response from prisons minister damian hinds is deeply concerning. He admitted that 80 Prison Officers expected to turn up on the 6th of september, the date Daniel Khalife escapes, didnt, so only around 61 of those expected on the day weather. Damian hinds suggested that although this sounds quite shocking, actually this is above the safe levels put in place by the prison. They believe this complies with the rules. It is alleged Daniel Khalife hid under a delivery van outside the kitchen is to get away. We were told that all of the kitchen and gatehouse staff were in work on this date but it clearly raises questions for all of the authorities involved. From sunday, residential and built up areas in wales will be covered by a blanket 20 mile per hour speed limit, reduced from 30 miles per hour. Waless First Minister has insisted that the move will save lives but critics have described the policy as insane, saying it would damage the welsh economy and cost drivers money. Heres our wales correspondent, hywel griffith. As a delivery driver, every mile and every minute counts. For nick, Crisscrossing The Streets of south wales, time really is money. Which is why hes anxious about what lies ahead. From sunday, a third of the road network in wales will go from 30 to 20 miles an hour as a default limit. The aim is to slow traffic and save lives. Most journeys will take around a minute longer. But nick is not convinced. It is just Something Else thats just making it harder. Its more control that is being forced upon us. Most motorists are responsible. Theres only a few people who will spoil it for everybody else. And theyre going to carry on doing it regardless of whatever laws and legislation is put in place. Here in st brides major, theyve been trialling the new limit. Applying it across the whole village, notjust on specific streets. For some families, its made them more confident in going out to walk and cycle. For me with young children, they dont Pay Attention when theyre walking down the road. Actually, if they step off the pavement or they are on their bikes and still learning how to ride their bikes and they wobble into the road, there is plenty more time to correct themselves or for drivers to react which there wouldnt have been in the past, particularly at the busy times when theres lots of cars parked up for school and so on. When the new restriction was trialled, traffic was monitored for hours to see what difference it would make. On average vehicles did travel more slowly. But still, the majority of drivers, 55 , still broke the 20 mile an hourlimit. The man leading the charge on slowing wales down is adamant a lower limit will save lives. Even if it does frustrate some drivers, him included. I have to make a conscious effort to drive at 20 miles an hour. I think im probably not a particularly patient driver. So, for me, i have to make an effort to do it. But i know im making that effort because, just as i make the same effort to observe other speed limits, i am doing it because there is a good reason for doing that, and i see many, many other people doing the same. Scotland is also set to introduce a national 20 mile an hour limit in 2025. Road safety charities want the rest of the uk to follow in the same direction. Hywel griffith, bbc news. Tomorrow marks the First Anniversary of the death of mahsa amini, the 22 year old iranian woman who died in Police Custody after being arrested for wearing her headscarf incorrectly under the countrys strict morality laws. It sparked waves of protest across iran, with women burning their headscarves and cutting their hair. There have been fresh crackdowns by the authorities on the activists involved. Our correspondent Caroline Hawley has been looking at whether things have changed for women in iran, 12 months on. A warning her report contains some distressing images. Elahe had never taken part in protests before. Now in exile in italy, she says that after mahsa aminis death, she felt compelled to take a stand. Gunshot. Thats the sound of the bullet that changed her life. Shed rushed to help young protesters whod been shot while pulling down pictures of the supreme leader. She came here for medical treatment. Surgeons removed the bullet from her head but couldnt save her right eye. Translation it was like losing a loved one. An eye is a part of someones beauty. Im just one of many wounded protesters. Even though he shot my eye, my heart is still beating. My heart beats for life, for iran, for the people of iran. Iwas shot, i had bought them school supplies. All their clothes and hands were covered with blood and they kept shouting, my mum was killed it was a tough moment. I can neverforget it. So many iranians suffered terribly in a brutal crackdown against the women led uprising. Hundreds were killed. Thousands upon thousands were arrested and seven executed. The protests eventually died down, but not the widespread fury that had ignited them. One western diplomat estimates that, around the country, about 20 of iranian women now go out unveiled. They know theyre being watched and that they risk being fined, denied Public Services orjailed. Mojgan ilanlou, a prominent film maker, began posting pictures of herself unveiled last year. She was jailed for several months after also criticising irans supreme leader. She says a profound social revolution is taking place across classes and across the country. Extraordinarily, she spoke to me from tehran without wearing the veil. Translation what has changed after mahsas death is mens Public Opinion of women. In the streets, in the metro, in bazaars, they praise womens courage, even at family gatherings, which i believe is the most significant fruit of mahsas movement. Back in the suburbs of milan, elahe has no idea when shell be able to go home. She still needs an operation so she can close her eyelid over her new glass eye. Translation i dont regret it, because i cant remain silent. In the face of oppression. It was for the freedom of my homeland, for my people, for the next generation. Now, move over the British Museum, the guggenheim and the uffizi. When it comes to online enthusiasm, its hard to beat the Bovington Tank Museum in rural dorset. The home of 300 Military Machines has become an internet sensation, with more than half a million subscribers to its Youtube Channel making some of its curators social media stars. Our Correspondentjenny Kumah has been to look around. The louvre in paris. The British Museum in london. The met in new york. These have some of the highest Visitor Numbers in the world. But this remote rural museum in dorset is outgunning the big players when it comes to the battle for online audiences. Please remember to like, | subscribe or click the little Notification Bell if you dont want to miss out. This is the last surviving example anywhere in the world of a british mark one heavy tank. And that is unbelievably important because this is the first tank ever to see combat on a battlefield. Chris copson feels hes an unlikely youtube star, yet some of his videos have attracted around two million views. This is the 88 millimetre, and this was capable of spoiling the day of lots of allied tank crew. Hes even been recognised in the street by fans. Its nice, but at the same time its, whoa, iwasnt expecting that to happen did you ever think youd be a youtube star . Not in a million years, no. Well, this is my first time in a tank and its really exciting because you get to see and touch the vehicle up close, and being able to come to the museum and see these things, its really impressive. But for many people, accessing the Museum Online is just as fascinating. The channel recently surpassed the milestone of half a million subscribers. Most of them are middle aged men. We lifted up the cover on the ends, and we took off a few parts so we could lift it up. But this 18 year old from canada is one of the younger enthusiasts. The youtube videos sparked a passion for tanks. Now his dad has brought him here on his dream trip as a birthday gift. And on tiktok, too, i see posts all the time of little tours and showing the insides of tanks and stuff. And i dont think all the way in canada i would have even known about this place without seeing it on social media. So i can understand that on the surface of it, Tank History Videos might not be everybody s cup of tea, but we tell some fantastic stories. The growing Web Community helped this place survive the pandemic. Now, more than a quarter of the museums turnover, around £2 million, is generated online. Well, as youve seen by complete historical accident, were in a quiet corner of dorset. So the challenge for us has always been about how we raise awareness, because of course, no ones going to visit us if they dont know we exist or if they dont know where we are. So youtube has allowed us a very low cost way of reaching this
