The European Commission president has laid out an Emergency Plan of action following the arrival last week of thousands of migrants on the italian island of lampedusa. Ursula von der leyen said European Countries had to tackle the Migration Issue together. The italian Prime Minister Giorgia Meloni said the influx to the island and to italy had to be stopped it wasnt enough to just redistribute migrants across the eu. Matt graveling reports. In just three days, more than 8000 migrants have arrived on the shores of lampedusa. Thats more than the number of People Living on the italian island. It has led to protests and pressure on the government. Today two more arrivals that local people were happy to welcome italian Prime Minister Georgia Maloney and president of the European Commission Ursula Von Der Leyen. This massive flow of immigrants is something which requires the involvement and the responsibility by everybody to be tackled, because it is going to affect certainly the border, the frontier countries, but it will soon also involve all of the other countries. The Italian Red Cross has said it is currently dealing with about 2500 people at this Reception Centre, designed for 400 arrivals. Today, Ursula Von Der Leyen announced she had a ten point plan to tackle the issue. This includes stepping up efforts against smugglers and providing more legal pathways for migration. We will increase our support to transfer migrants out of lampedusa, and we urge other Member States to use the voluntary solidarity mechanism and transfer migrants out of italy. This mornings visit also included the port of lampedusa, the landing point of many migrants who have left nearby tunisia by boat, arriving here amongst the residents of italys most southerly point. So they are seeing a sort of spruced up situation, even though they did make a visit to that migrant Reception Centre, that centre as we saw in that report being able to house some 400 people, but instead dealing with a few thousand. The red cross of italy has confirmed that they are right now about 1500 or so migrants in that Reception Centre and they are moving as quickly as they come to transfer them to the mainland. And we expect things to go to fairly normal situations in the Reception Centre to it tomorrow, of course that depends on the number of reliable � s. But what we are seeing since 2016 and culminating this year, is what seems to be what some scientists are describing as a regime shift, moving toward an era of lower ice cover, and its really significant because the ice and act arctica reflects back the energy from the sun, that keeps the continent cool and cools the water underneath it, it acts as kind of a refrigerator at the bottom of the earth, regulating the earths Weather Systems and keeping the earth cooler. If that begins to change in a significant way, this change in a significant way, this change would be gradual. But if it does begin to change obviously that could have a really Significant Impact on the worlds climate and obviously on weather patterns. Seen an exceptional year for Sea Temperatures, weve seen an all time high for sea surface temperature. This summer in the northern hemisphere. It happened injuly, and normally you would expect it to happen towards the end of the Southern Hemisphere summer. So this is an unusual time to see such a high peak. It was really kind of out of the ordinary. Scientists dont know whether that is what is driving the changes in antarctica, we imagine that seeing the temperature will have a role, but we want to look at all sorts of other factors that may have a role, rising Sea Temperature is a real concern, it takes a lot of energy to heat water up takes a lot of energy to heat water up and it takes a long time for that energy to diffuse. And we are at the moment, the beginning of an el nino year, some Weather Variation that sees temperatures in the tropical pacific rise, pushes them wide, peek to the end of october, november, december this year and that should mean we see similarly high temperatures next year and obviously that may, we may see consequences of the Antarctic Ice going into next year as well, thats certainly something scientists will be watching very closely. So thats why, despite the wind and the rain, temperatures in some spots could still nudge up to around 18 or 20 Degrees Celsius. And its a broad area of low pressure, meaning that it will take time for it to sweep across the country. So i think on wednesday, once again, another blustery day, with a spell of heavy rain, as this cold front moves across the country.
