Russell brand is facing a growing list of claims of sexual impropriety, which he denies. Now we have spoken to a woman who says that he exposed himself to herjust moments before recording an episode of his radio show in los angeles. Olivia, whose identity we are protecting, did not work for the bbc, but did work in the building. She say she was in the bathroom when brand came in and stood over her. And then he said, im going to call you betty. And i said, but thats not my name. And then he said, well,i im going to you. And i went, what . She says that the door was closed when this was happening. And he pulled out his penis on his hand and served it to me, as you would be serving someone some food. And i said, no, no, no, youre not going t me. And then all of a sudden there was, like, banging, like, bang, bang, bang. Like, russell, youre wanted, russell. Youre wanted in the radio studio. Olivia said that Russell Brand left the bathroom. He went outside to the hallway to meet his team. Moments later, she said she also walked out of the bathroom. She says she remembers feeling ashamed, embarrassed, she said she was red in the face. She also remembers walking past a group of men who wear hanging out here, in the hallway. She continued herjourney to her office that way, and meanwhile, Russell Brand had entered the studio, where he went on to prerecord his radio 2 show, where he and co presenter matt morgan laughed and joked about brand exposing cell. The bbc has removed some of Brands Offensive Content from its services. But we think it is important to hear this moment. Russell brand i wont be able to drag her off into a cubicle and show her my pubicles that would never. How long ago did you do that last . Been a long while, max, since old russy brand. 25 minutes since he showed his willy to a lady. Laughing very easy to judge olivia never made a formal complaint. At bbc management was told about the exchange in 2019. No action was taken. Olivia only recently realised that the exchange had not been cut from the final broadcast. What is your reaction to the bbc now investigating . Its a bit late. But isnt there a sense of duty . The audio that i heard at the weekend was vile. What made the bbc think that was appropriate to go out like that . I just dont understand why they didnt investigate this much sooner. Ina in a statement, the bbc said, we are very sorry to hear of these allegations and we will look into them. We are conducting a review to look at allegations of this nature, and if the woman who has shared her story is willing to speak to us, we would be very keen to hear from her. We welcome of course, speak to the bureau team and anyone who was working there in 2008 as part of this. We put olivias allegations to both Russell Brand and his co presenter, matt morgan, but have not received a response. Her claims come after an investigation by The Sunday Times and channel 4s dispatches programme, in which four women allege they were sexually assaulted by Russell Brand between 2006 and 2013. The metropolitan police also says it has received a Sexual Assault allegation from 2003. Brand has denied any wrongdoing. I was very, very Prime Minister course was very, very Prime Minister course. During a time of promiscuity, the relationships i had were absolutely always consensual. | were absolutely always consensual. T was were absolutely always consensual. I was very, very promiscuous. This i was very, very promiscuous. This is i was very, very promiscuous. This is the i was very, very promiscuous. This is the first time that brand was accused of Sexual Misconduct and then here discussing it. The bbc is looking at the claims as part of its review. But the corporation is facing even more serious questions about brands time at the bbc and what he was allowed to say and do on airfor so what he was allowed to say and do on airforso long. Our media correspondent Colin Paterson is here. That was a pre recorded programme. The question is, how did it get on air . ,. ,. , the question is, how did it get on air . ,. ,. , the question is, how did it get on air . Any radio show is prerecorded, it has to be air . Any radio show is prerecorded, it has to be complied. Air . Any radio show is prerecorded, it has to be complied. So air . Any radio show is prerecorded, it has to be complied. So somebody| it has to be complied. So somebody at radio 2, at an editorial level, would listen to the whole thing and decide whether it was suitable to be broadcast. At that time, radio 2 were almost approving of Russell Brands bawdy, edgy and rude humour, because they were trying to attract a younger audience, dick was working. His star was in the ascendancy. That broadcast was only ascendancy. That broadcast was only a few weeks after his Hollywood Film forgetting Sarah Marshall had been released, he was still in la because he was making another film with adam sandler. This is almost exact what they were wanting. Four months later, another pre recorded show ended his time at radio 2, when he and Jonathan Ross left abusive messages on the Answer Machine of actor andrew sachs. An industry regulator ofcom investigation into that, called out bbc s serious flaws when it came to compliance. A bbc investigation at the time did not bring up the incident, the alleged incident that we are talking about today. It is worth pointing out that this is a wider industry issue, because at the moment there are two investigation is looking into Russell Brands time hosting a Spin Off Show from big brother on channel 4. Five people from bulgaria whove been living in the uk are to be charged with spying for russia. The three men and two women, aged between 29 and a5, will appear at Westminster Magistrates Court next week. Our correspondent Daniel De Simone reports. Accused of spying in the uk for russia, five citizens of the former Communist Bloc state bulgaria. Including this woman, Katrin Ivanova, who ran courses on British Values for immigrants. The five defendants are alleged to have worked in a russian spy cell, carrying out surveillance on targets perceived as enemies of russia here in london and in europe. Businessman orlen roussev is accused of running the operations and passing information on to moscow. His home was this Seaside Guesthouse in norfolk, where he is alleged to have forced passports for the spy cell. It is alleged the group posed as journalists using fake Identity Cards during one spying operation in europe. Bizer dzhambazov and Katrin Ivanova lived as a couple. The pair told neighbours they worked in health care jobs. They ran a Bulgarian Community organisation and promoted it online. Va nya gaberova, an vanya gaberova, an Award Winning beautician, run a Beauty Business and was a judge at eyelash competitions. Three of the defendants were charged earlier in the year with possessing fake Identity Documents for nine different countries. All five defendants will appear in court next week. Police spending a growing amount of time on investigations into suspected espionage involving russia. The concern follows notorious incidents like the Fatal Salisbury nerve agent attack five years ago. Daniel de simone, bbc news. For the first time in almost two years, the Bank Of England has decided not to raise Interest Rates holding them at 5. 25 . Their decision was a surprise. If you look at this graph, you can see whats been happening since the financial crash in 2008. Very low Interest Rates until the end of 2021, when they rose sharply month after month. The big question is this the peak . Our economics editor faisal islam has more. At a Development Near grimsby, the slow burn impact of a relentless series of rate rises is hitting home and hitting house in particular. A Small Development like this for us, 12 bungalows, would normally be fully reserved very early on in the build. However, even though inquiries are coming in at high levels every week, reservations have been very, very slow and impacted massively. The hold in Interest Rates goes down well in this sector. Very welcome news. It will create some confidence in the market and hopefully kick start some sales again. In just over two years, rates have risen 1a times as the world tries to cope with a series of inflationary shocks. Other nations across the world have also raised rates sharply, but are now on pause, too. But new inflationary clouds linger in the oil market, with the price heading back up to levels last seen just after russias invasion of ukraine. Governor, is this decision to pause rate rises a Turning Point . Well, its a point when we stopped hiking because weve had very good news this week on the inflation front, very welcome news. We can see that inflation was coming down, but this weeks news was good because, you know, its a sign that weve had, you know, more than we expected and thats very good. But, of course, the jobs not done yet. We cant be complacent about this. This is a pause at least in the sharpest series of Interest Rate rises weve seen in a generation. It was a knife edge decision, reflecting a very delicate tightrope between inflationary pressures on the one hand and the Overall Health of the economy. And while if things remain as they are, we should expect that this could be the peak in Interest Rates, the central expectation of forecasters is that theyll remain around this level for some time to come, which offers some respite for borrowers from further rises. Just dont expect a cut in rates any time soon. And even at this level, rates affect notjust borrowers, but renters like paige, too. Forced to live with her parents as landlords sell up and rents surge. Yeah, skyrocketed because i moved. Into my last flat just a year ago, l and i think the average was around £700. But nowadays, youre looking at a grand to share with strangers, so its skyrocketed for sure, yeah. For those in the Housing Market impacted by ever rising borrowing costs, today will be some relief, but its far from the end of the matter. Faisal islam, bbc news. The hikes in Interest Rates over the last few years followed a decade of historically low borrowing costs, and have been keenly felt by many people. Our cost of living correspondent Colletta Smith reports from a Mortgage Brokers in selby in north yorkshire. Interest rate announcements didnt used to be this nerve racking. In fact, they have | decided to hold. Gasps but for everyone here, its been a pleasant surprise. Its going to be good news for once to tell people. Anyone sat on a tracker or a variable today, with todays news, they are going to be glad that their payment is not going up this month. But from a fixed point of view, things are starting to come down, and look more favourable towards anyone looking at remortgaging or buying. Its really exciting to actually watch the house get built. Its reassured rob, whos moving into a bigger new build soon. But his new Mortgage Payments will still be much higher than hed hoped. When we started our property search, we were looking. You know, we had a budget in mind and its definitely sort of pushed us towards the lower end of that budget. Weve got a little boy and thats what we want to do. We want to go on holidays, want to do nice things and have nice days out with him. And to have to cut back on those things because we feel like we need to move and we need a bigger house, again, is frustrating and disappointing. If youve already got an agreement in principle or a mortgage offer, its worth checking again to see if you could get that at a cheaper rate now. But, on the other hand, if youve got savings, its worth thinking about locking in at the moment, if banks are expecting that base rate to begin to fall. You can find out more information on the bbc news tackling it together pages. Look at the Mortgage Calculator there to see how your mortgage might be affected. Even at current rates, this free Debt Advice Centre is fielding more calls than ever. One in four homeowners that contact us, theyre already in arrears with their Mortgage Payments. Between now and the end of the year, therell be over half a million fixed rate deals ending. And for those customers, theyre going to see a significant rise in payments up to £400 is likely. So while todays announcement is ringing in a change, current rates are still very hard for many to manage. Colletta smith, bbc news in selby. The time is 18 15. Our top story this evening. Fresh allegations tonight. A woman tells the bbc that Russell Brand exposed himself to her then laughed about it minutes later on his bbc radio 2 show. He coming up on bbc news, englands lionesses resolve their dipsute over bonus payments, with Captain Millie bright saying the team have Come To An Agreement with the Football Association after the issue was put on hold for the world cup. Sham companies in and around london. The 92 year old media mogul Rupert Murdoch says hes retiring as the chairman of fox and news corp, which owns the sun and the times newspapers. And news corp, which owns the sun his son, lachlan, will take over. And news corp, which owns the sun in a letter to staff he said he would still take an active interest in the companies and what he called the daily contest of ideas as mark easton reports. Even if the age of 92, Rupert Murdoch is regarded by many as the most powerful person on the planet. Rumoured to be able to change governments, making or destroying political careers without ever having to win a vote from anyone as the Billionaire Head of the media giant news corp, murdochs influence on britain has been profound for more than half a century. Music. The tv Series Succession was a thinly veiled take on the Murdoch Dynasty in the familys battle to take over control of the global business. Now we have a new episode, and its real. Rupert is stepping away from the seat at the head of the table. His son lachlan, seen here on the left, will take the reins. In a statement today, Rupert Murdoch said our companies are in robust health, as am i. We have every reason to be optimistic about the coming years. I certainly am and plan to be here to participate in them. In my new role i can guarantee you that i will be involved every day in the contest of ideas. Its going to affect british media. I very much doubt whether the sun will be a Print Product within a couple of years. There will be other difficult decisions which i imagine, i imagine, you know, rupert will want to hand on to somebody else. There is absolutely no point in saying, lachlan, youre the chairman and you turn out to be actually, you turn out to be the chief operating officer. Murdoch was born in australia, and at the age of 21, he took over the running of the news, a small adelaide newspaper his journalist father had owned before his death in 1952. The young rupert was hooked on the idea of becoming a press mogul. He bought more australian titles and then took over the News Of The World and the sun in britain, turning them both into market leaders. Later hed acquire times newspapers, too. Murdoch took on the newspaper industrys powerful print unions, moving his titles away from fleet street and disrupting the Media Industry with new technology and new ideas. His empire expanded into the us and into the wider broadcasting sphere. Murdochs influence became legendary, courted by many uk Prime Ministers. Im not hiding behind an editor and saying i have nothing to do with the policy or whatever. I do get involved in it and i understand. Despicable, thats how millie dowlers parents have reacted. But in 2011, it was alleged that murdochs News Of The World had illegally hacked the phone of a young murder victim as well as celebrities, politicians and members of the royal family. The paper was forced to close in a scandal that still echoes through news corp to this day. Rupert murdochs place in history will be written by his competitors and by his supporters, so it will be completely binary. His legacy will be incredible positive in the papers that he owns and very negative in those that he does not. The passing of the baton has long been expected, but this moment is no less significant for that. When the downing street switchboard announces ruperts on the line, Prime Ministers may a longer feel they have to take the call. Mark easton, bbc news. Our North America correspondent John Sudworth is outside fox news hq in new york. One of the worlds biggest Media Figures stepping back at 92 what do you think his impact has been . So for, you know, at the age of 92, this moment had long been anticipated, of course. But when it came, the stepping down of somebody who is arguably the worlds most powerful and controversial media tycoon has still, is a bit of a shock to staff here at fox news as well as other offices across his empire. In a statement to staff, he described his son lachlan is a passionate and principled leader who would take the companies into the future, and of course attention will now focus on his legacy, as we heard in that report, there are those for whom his revolutionising of the Media Industry makes him a hero but there will also be those focusing on some of the scandals and setbacks. The Phone Hacking Scandal in the uk, of course, as well as more recently those unfounded claims of a rigged election here in america, for which news recently had to pay 800 million. Fox news had to pay. But mr murdoch has remained bullish until the end, in a note to staff he said he was a change maker and an outsider and described himself over his career as sometimes having felt like the skunk at the tea party. The Public Inquiry into the post Office Information technology scandal has resumed this week and is focussing on one of the most high profile cases. Lee castleton, a former Sub Postmaster was made bankrupt by the post office after a two year legal battle. He was one of the hundreds of workers accused of accounting discrepancies. Now, 17 years on, hes hoping to get some answers about what went wrong. Our Business Correspondent emma simpson reports. The only thing that im looking for is, you know, some accountability, somebody to actually say, yeah, you know, that was bad, that really was bad. We should not have done that. Lee castleton is gearing up for a big day. Hes always refused to accept that he was responsible for the losses at his post office in burlington. Office in bridlington. He believed the Horizon Computer Terminal was to blame. Now his case is in the spotlight at the post office inquiry. Hi, nervous, excited . Hi, nervous, excited . No, not reall. Hi, nervous, excited . No, not really. About hi, nervous, excited . No, not really. About to hi, nervous, excited . No, not really. About to come hi, nervous, excited . No, not really. About to come facetoface with the solicitor really. About to come facetoface with the solicitor who really. About to come facetoface with the solicitor who acted really. About to come facetoface with the solicitor who acted for really. About to come facetoface with the solicitor who acted for the | with the solicitor who acted for the post office in his case. Stephen dilley is facing questions now. Is there anything that you would like to say| to mr castleton or to his family . No, there is not. Do you consider that you bear some responsibility for what happened to mr castleton . Im satisfied that i acted and my firm acted professionally and politely and appropriately at all times. He was quizzed about an allegation that he said the post office would ruin lee. It just does not sound at all like something i would say. It makes me sound like a vinnie jones character from an east end gangster film. Itsjust not at all who i am. The inquiry was shown this e mail from mr dilley to the post office after theyd won the case. Do you accept that that was in fact their main goal . It became a goal. It became their main goal that they were willing to have, litigate to send a message that they would stand firm. That was not a surprise for lee. When i caught up with him at the end. What did you make of that, then . Yeah, exactly what i expected. You did not get an apology. I did not expect one or want one. But lee hopes today can at least mark another step towards the end. Emma simpson, bbc news, central london. King charles was given a Standing Ovation as he addressed the French Senate in paris and he did it in both french and english. He called for france and the uk to Work Together to protect the world from Climate Change. He was later taken with the queen to Notre Dame Catherdral to see the work being done to restore it after the fire. From paris heres our royal correspodent daniela relph. A king making history. Today, charles iii became the first british monarch to address both houses of the French Parliament from the senate chamber. He speaks french. In french and in english, he spoke of a shared vision, describing events in ukraine as horrifying, and stressed the power of governments working together to fight Climate Change. Just as we stand together against military aggression, so must we strive together to protect the world from our most existential challenge of all, that of global warming, Climate Change and the catastrophic destruction of nature. There was a Standing Ovation for a king here to revitalise the entente cordiale. Theres been an ease and informality between the queen and the president s wife, bridgette macron. And the president s wife, brigitte macron. At franc s national library, they launched a new literary prize. And the queen spoke in what she described as slightly rusty french, praising the power of books and writers. Meme sil est vrai que nous Apprecions Veritablement la bible et shakespeare. At every turn here, there are memories of the late queen. Today, her son visited a Central Paris Flower Market named after her. And at notre dame, with the macrons, the royal couple met those who fought to save the cathedral after the devastating fire four years ago. In the parisian drizzle, they saw the Renovation Work currently under way. The state visit has come at the same time as france hosts the rugby world cup. In a break from training at a fans village, the king chatted to welsh rugby player dan biggar. Its a visit thats been all about friendship and unity. Except maybe when it comes to table tennis. Then, it was the french who had the upper hand. The table tennis might not have gone to plan but the mood around this trip has been positive and optimistic. Theres been a Focus On Finding and Funding Solutions to change, so the political decisions back home around green policy havent been brilliantly timed. However, year into the row, the king was just not going to get openly involved in uk politics during a state visit to france. A year into the role. Tomorrow the royal couple will to bordeaux for the rest of their state visit. Ten days of top level golf tee off tomorrow starting with the womens solheim cup in spain. Europe are hoping for a third win in a row over the usa. Thatll be followed by the mens ryder cup. The two touranments arent usually played in the same year. This is the first time theyll be back to back something the organisers have been criticised for not making more of, as jane dougall reports. Come on, europe theres Something Special about solheim this year. Europe are favourites. They are on home soil, theyre back to back winners and they have a charismatic captain. I really cant wait to see our players go out there and really showcase how good european golf is at this point and stage. Five of the worlds top 20 are in the team, including englands charley hull. Vice captain Dame Laura Davies has played in more solheim cups than anyone. She agrees this is the strongest side europes produced. I think, from player one to player 12, there is no. Theyre all superstars, but there is no standout players because they are all as good as each other. One of the highlights is the fans, with both sets equally devoted. This is our sixth and this is probably the Strongest Team on paper. And theyre young and they are up for it. I think were going to do all right. Confidence from the usa. Yes most definitely most definitely. Five rookies have been selected by American Captain stacy lewis, who at 38 is the youngest us captain in the solheim cup history. So inexperience isnt really a concern for her, and shes had bigger issues to contend with. Covid has meant the ryder cup is also in europe in the same year. Lewis feels that should have been capitalised on. I thought this could have been marketed together as two weeks in europe, two cups for play. You know, i think it was a missed opportunity for the sport of golf. Louiss counterpart Suzann Pettersen is known to be ruthless. In 2019 she holed the winning putt at gleneagles to take the solheim cup. Now she hopes to lead this team to an historic third consecutive win. Jane dougall, bbc news, andalusia. Before the weather, its been a big week in politics heres what coming up tonight on Question Time with fiona bruce. This week, the Prime Minister has scaled back on his green policy commitments. He clearly believes it will please voters, but is he right . Question time is in ipswich to find out. Were live on iplayer at eight oclock and bbc one after the ten oclock news. Time for a look at the weather. Heres chris fawkes. We have had quite an unsettled day today, some strong winds across scotland and Northern Ireland with persistent outbreaks of rain, but for england and wales it has been a day of sunny spells and passing showers. Take a look at the radar picture, you can see the rain still affecting scotland and Northern Ireland, england and wales are still having showers, but look at the line of storms developing at the moment across northern france. These are just a bit more organised than the computers think so we could see some heavy downpours going into parts of sussex, kent, the east part of greater london, Eastern Areas of anglia, may be heavy enough to cause some localised Surface Flooding in parts. Temperatures dipping into single figures. Then tomorrow, we are looking at a similar kind of weather day, showers to start across northern and Western Areas of the country. The best sunshine for easter in scotland, central and eastern england, Eastern Parts of wales. But for the afternoon, shower or two could break out pretty much anywhere and some could be heavy with a bit of thunder mixed in. Temperatures quite near to average for this stage of september, ranging from around 1a to 18 celsius. I do have some better news is we look at the forecast into the weekend. This ridge of High Pressure building in ahead of the next Weather System thats looking in the atlantic. So what that means is it should be a fine start to the day, most of us seeing some sunshine on saturday. Things were cloud over in the south west later, we might see an odd spit of drizzle here, and probably some rain arriving in Northern Ireland but really quite late in the day, and for most of the day the weather looks fine with some sunshine and dry conditions. Temperatures for most about 1k sunshine and dry conditions. Temperatures for most about 1a to 17 celsius. Then we see the return of wet and windy conditions for the second half of the weekend and next week looks quite unsettled. For the most part its very mild, temperatures around two to three degrees above average. Thanks. And thats bbc news at six. Hello, and welcome to sportsday im hugh ferris. Our headlines this evening. Flying higher than ever before from being on the brink
