Magnificent French National library. My magnificent French National library. My wife and i will visit bordeaux, the first city to be twinned with the first city to be twinned with the british city, bristol, in 1947. This shared link is just one of the countless number of connections between our towns and cities, communities, businesses and educational establishments. It is our people through all that they do together who are writing each new chapter of our history. So that it more secure, more prosperous world might be the inheritance of the next generation. Ouryoung might be the inheritance of the next generation. Our young people must therefore be at the heart of our shared endeavours. This morning, i am pleased to see young people from the 19th Arrondissement in paris who have received support for starting professional work and this is through initiatives with clubs in different organisations. When we support our young people we are investing in our future and there will be many and many return on this investment. President , madam speaker, senators, members of the lower house, just under 120 years ago my great great grandfather king edward vii gave a commitment on the uk for the Entente Cordiale between our two countries. You could say that this link was sanctified by the extraordinary sacrifices of the past century and has been enhanced with each example of ourjoint work and vision. It is now in our hands, it has been passed on with great pride from father to daughter, from mother to son, as it has been through the different generations of my own family. Forthe different generations of my own family. For the time that i shall be granted to rule as king, i give a commitment to do everything i can, everything in my power to strengthen the central relationship between the uk and france. And today, i would urge you tojoin me in this effort. Together, our potential is boundless. That is why we must cherish and maintain our Entente Cordiale. We must renew it for future generations so that it becomes, as i would suggest, it also becomes, as i would suggest, it also becomes an entente for sustainability so we can have a more Effective Response to the Emergency Situation for climate by our diversity Around The World. We have a commitment to one another which we share with such pride. It is a commitment inspired by the example of the past and which encourages us to take on huge challenges of the world around us now. As neighbours, as friends, as partners there is no challenge we cannot take on. As we have taken on challenges so often in the past. Let us move ahead with hope and courage and let us do it together. Thank you. Applause the applause brings to a close the address from king charles iii, the historic address, the first from the floor of the chamber of the senate. He is receiving applause from politicians from both houses, the upper and lower house. He apologised for interrupting their holidays, they arent currently in session at they arent currently in session at the moment. But some of the Big Key Themes reinforced and reiterated over the last half an hour. The unity between the two countries, the friendship, the history, the shared sacrifice and the continuing fight, the continuing fight for democracy and the defence of ukraine and of course the fight for Climate Change. I dont know whether we have translation for this part of the proceedings. Translation i proceedings. Translation . , ~. , translation i thank him for being here this morning translation i thank him for being here this morning with translation i thank him for being here this morning with the translation | thank him for being j here this morning with the members of the lower house in the senate here in the chamber of the senate, thank you, your majesty. There we go, thank you to finish off the go, thank you to finish off the proceedings. Some of the Big Key Themes that we could have potentially expected but nonetheless pretty stark. I think lots of people especially in the uk will have been listening to those words about Climate Change and that will raise an eyebrow. Potentially some people thinking may be given the comments from one arm of the uk state yesterday, the government, rishi sunak delaying those green proposals, perhaps therefore we have another arm of the uk state, the monarchy out on the world stage, perhaps would be tempted to not mention Climate Change so much but that certainly didnt come to pass. Climate change and the fight to protect the environment very much playing a key role in that speech from king charles. We can bring in Christine Ross royal commentator. Thank you for staying. What stuck out to you in those remarks . Really rela in out to you in those remarks . Really replaying the out to you in those remarks . Really replaying the incredible out to you in those remarks . Really replaying the Incredible History Replaying The incredible history that france and the uk have together, going through literally centuries of a relationship. I feel like this statement to the French Senate was re establishing that relationship. King charles speaks highly of the golden thread that was his mother that connected the uk and france in such a deal way. And to establish himself as king in this new role, that he wants to maintain the Entente Cordiale, sustainability, highlighting the cause is so important to the uk. Maybe some people in the political world that he hadnt highlighted so strongly, also the war in ukraine, other issues plaguing european nations right now. He speaks of a commitment inspired by the past but also acknowledges them as neighbours, partners, friends and allies, encompassing how rich and diverse this relationship is. It is interesting. Diverse this relationship is. It is interesting, some diverse this relationship is. It is interesting, some of the themes that came up actually from all of those speeches, so from the french side as well. The quotes from winston churchill, the references to the late queen, those were things that were mirrored in the kings speech too. I suppose you have to expect, there is of course differences between france and the uk, brexit is one of the most obvious ones. There was acceptance throughout all of the speeches that france and the uk will do things differently. They drive on different sides of the road but are heading in the same direction, as it was put. I suppose you would expect, wouldnt you, on formally just like this too of course he wouldnt be getting into the details of the disagreements. That city officials, thats for the politicians. You would expect speeches like this to focus on common ground, shared unity and history is an obvious one to lean into. Also the fight for democracy was interesting because of course the shared history unites us Around The World wars, protecting and fighting for Democratic Values and fighting for Democratic Values and thats what both france and the uk viewers, what they are defending in ukraine right now. In ukraine right now. Absolutely. This is a diverse, in ukraine right now. Absolutely. This is a diverse, complex this is a diverse, complex relationship. There is a lot of conversation about fraternity but also an implication of a Sibling Relationship where even though they dont always agree or get along, there some disagreements but at the end of the day they are going to support each other in the way that siblings often do. But i think at its core is a commitment to democracy, fighting for causes we can all agree on, things like Climate Change, ukraine, issues that can be conquered better together. Thats why these friendships and alliances exist. Alliances exist. Alliances, friendships, alliances exist. Alliances, friendships, its alliances exist. Alliances, | friendships, its interesting alliances exist. Alliances, friendships, its interesting when the queen was here, i think there was a line in her speech, this is going back a fair while but about the shared chosen path of the eu. Its interesting how clearly that is very different now. The shared path is slightly different, the issue not directly raised in those stark terms perhaps understandably. I want to look at some of the other things he referenced in the speech, particularly his late mother and what that relationship went to france as well as to the uk. I think we found when france as well as to the uk. I think we found when queen france as well as to the uk. I think we found when Queen Elizabeth ill we found when Queen Elizabeth ii died that she was a strong figure worldwide. If you think about how widespread the morning was. It wasntjust widespread the morning was. It wasnt just the widespread the morning was. It wasntjust the queen of widespread the morning was. It wasnt just the queen of the widespread the morning was. It wasntjust the queen of the uk or even the realms of the commonwealth. Looking at france, the united states, other countries where Queen Elizabeth for such a significant figure. I did love in the speech he referred to her as the golden thread that ties us together and that such a beautiful visually, its a special, to hear how instrumental she was in the relationship. But i think different people really held her dear as did many people around world. And her influence and that endearment came from 70 years on the throne are going through some of the most serious issues that france and uk think about world war ii, but its on the ground again as a mechanic but also being seen and heard about in france, that constant figure, was so reassuring to many people Around The World. I figure, was so reassuring to many people Around The World. People Around The World. I dont know whether people Around The World. I dont know whether you people Around The World. I dont know whether you can people Around The World. I dont know whether you can hear people Around The World. I dont know whether you can hear me, | people Around The World. I dont| know whether you can hear me, i people Around The World. I dont know whether you can hear me, i may have lost communications. But thank you very much forjoining us. I will hand back to the studio because we are having a technical problem. We will let you get out of the rain. To some breaking news now and india appears to have halted Visa Services in canada amid a widening diplomatic dispute between the two countries. A notice on the visa Application Portal said the suspension was due to operational reasons and would be until further notice. But the message has since been removed from the site and theres been no comment from the Indian Foreign ministry. Relations plummeted this week when canadas Prime Minister Justin Trudeau said indian agents may have been involved in the killing of a canadian Sikh Activist shot dead injune near vancouver. India described the accusation as absurd. Its warned its citizens to be cautious in canada due to what it called a rise in politically condoned hate crimes. Canada has removed diplomatic staff from india, citing similar concerns. Here in the uk, attitudes towards many social and moral issues have experienced a Near Revolution in recent decades, according to a major survey. Views on sexuality and the role of women have become much more liberal in the past a0 years. But the British Social Attitudes report also found more people now feel social class affects their opportunities. Live now to our home editor mark easton, whos live in the newsroom. Before we get into the results from the survey, can you give us a bit more, tell us more about this British Attitudes survey and what exactly it meshes. British Attitudes Survey and what exactly it meshes. Well, this is an exam le i exactly it meshes. Well, this is an example i think exactly it meshes. Well, this is an example i think of exactly it meshes. Well, this is an example i think of british exactly it meshes. Well, this is an example i think of British Naval. Example i think of British Naval gazing. Were trying to work out what the place we live in is actually like and since 1983 some of the countrys leading social scientists have put together a Special Report based on interviewing people around the country about their attitudes and its a real Treasure Trove for people like me. You can see the trends in social attitudes changing over a0 years. He mentioned the fact that there has been something of a revolution, we are much more liberal around a whole range of dishes that we used to be, if you think about things like household composition, Sexual Behaviour and so on. Abortion, those kind of issues have become much more liberal. There one question which i think has sparked quite a lot of interest this time. This was a question first asked in mid 80s and its a statement. A mans job question first asked in mid 80s and its a statement. A mansjob is question first asked in mid 80s and its a statement. A mans job is to earn money and a womans to look after the home. Theyve been asking people whether they agreed or disagreed with that statement since the mid 805. Back then, surprisingly, almost half of the population, a8 said yes, thats the way it should be, thats how gender roles should operate. Now perhaps youll be glad to hear that figure has fallen substantially to just 9 . Who are those 9 . They need that i think theres some quite Interesting Data about with women particularly coming into the Labour Market and much more significant numbers now. The idea that women look after the home and the man goes out to work, that really has changed but when it comes to domestic duties, household chores, what happened there . Theyve done a bit of work on that over the years and you can ask people, do you think thosejobs should years and you can ask people, do you think those jobs should be shared . Well, yes, the answer is absolutely, we should share the hoovering, the washing up, the cleaning and making the bed and all that kind of thing. Yes, everybody kind of agrees, three quarters of people agree that those are all tasks that should be shared. When you ask it differently and say, who actually does those jobs . It perhaps wont surprise you to know that in almost all cases, women generally think they are the ones who do most of it. In fact, quite a lot of men agree, a third of men agree they dont do their fair share. ,. , agree they dont do their fair share. , i. , ~ , agree they dont do their fair share. ,. ,~ ,. , agree they dont do their fair share. , w ,. , share. Identify, which social class they identify with identify with. Yes, this is interesting. Identify with. Yes, this is interesting. Britain identify with. Yes, this is interesting. Britain classically as a class Ridden Society but i think there was a sense that perhaps those old Working Class and middle Class Divisions were breaking down a bit. Actually, over a0 years of the survey, tiny movements. But the Working Class as an idea is still very strong. Back in the early 80s it was about 78 of people said that they were Working Class, now its 72 . That social division very real to people but something very substantial has changed in that. Backin substantial has changed in that. Back in the 805, people were defined by the job they did. So, if you were a coalminer or worked in a car plant or a steel mill you were Working Class. It was yourjob that defined your class. Not so much now because i think around 30 people who say they are Working Class actually have what might be described as middle classjobs. So, there is Something Else going on and it seems to be about peoples education. Those people who leave school perhaps with fairly minimal qualifications tend to regard themselves as Working Class, those people who go to college or university tend to regard themselves as middle class. That clearly doe5 a5 middle class. That clearly does change actually the way that Class Divisions work, not least because weve seen a huge increase in Educational Achievement over those last a0 year5 Educational Achievement over those last a0 years and so one would expect actually to see similar changes in terms of class too. Fascinating. You described the results of the report is a bit of a Treasure Trove. What else would you say you have identified in the Treasure Trove that really is of note . I Treasure Trove that really is of note . ~. , Treasure Trove that really is of note . ~. ,. , note . I think one of the interesting Cuestions Note . I think one of the interesting questions they been asking for aol questions they been asking for a0 years is about whether you think people on welfare are deserving of the state assistance they get. It wont surprise you to learn that over time, wont surprise you to learn that overtime, people wont surprise you to learn that over time, people have generally thought that people are more deserving. Particularly during tough economic times. Interestingly, the most recent survey, the a0th bsa survey, finds that anti welfare sentiment is at its lowest since they started recording these things. But of course has big implications for politicians, thinking about the election which is almost certainly going to be next year. Where are they going to place themselves in terms of state spending, public spending on services . This social Attitudes Survey very much suggests that when you ask people at least, and this is obviously different to what you might do in a polling booth, they do want taxes to remain high, they do want Public Services to be supported and as i say, they do also believe that the Welfare State is something important and should be available to those who need it. ,. ,. ,. , need it. A delegation representing Ethnic Armenians of breakaway Nagorno Karabakh have held talks in yevlakh on integrating the region as part of a ceasefire agreement. The president of azerbaijan says his forces have taken control over the disputed Nagorno Karabakh region following a two day Military Operation there. Here are the latest pictures pictures of the talks being held between armenian separatists and officials from azerbaijan. On wednesday, the separatists said theyd give up their weapons and agreed to peace talks. Mediated by russia, these talks mark the first time in 30 years the two sides have gathered to discuss the rights and security of Karabakh Armenians as azerbaijani citizens. 0ur correspondent in tbilisi, Rayhan Demytrie has the latest. Just before coming on air i saw footage that was posted by a local journalist in stepanakert, thats the regional capital of Nagorno Karabakh. In that short video you can clearly hear gunfire. It is not clear who is shooting but also some unconfirmed reports from the armenian social media telegram channels saying that Azerbaijani Forces are moving towards the regional capital stepa na kert. That same journalist described the scenes at the hospital this morning. He simply said that the situation was horrible. Ethnic armenians reported about a00 people that were injured in the 2a hour fight or anti terror operation which azerbaijan launched two days ago to finally gain full control over its breakaway Nagorno Karabakh region. And also, according to armenian sources, about 200 people were killed including civilians. Were also hearing about large numbers of Ethnic Armenians who are trying to leave the area. Are there fears of repercussions . Huge fears, huge fears. Were talking about the communities, Ethnic Armenian communities that lived in a state of conflict and constant war with azerbaijan for nearly three decades. Yesterday we saw images of thousands of people gathering outside the Russian Peacekeeping headquarters in stepanakert, looking for ways to escape. But so far, there have not been any talks about a humanitarian corridor for these people to flee their homes. Today at the talks in yevlakh, we know that azerbaijan will present its plan for reintegration of Ethnic Armenians into azerbaijan while the armenian side will be looking for guarantees of safety and security for its population. The other story we have been following this hour, king charles state visit to france. 0f following this hour, king charles state visit to france. Of course, we will be following that as well. Here he is entering the senate in paris to give a speech that he wrapped up a few minutes ago. We will be getting back life to paris in the next hour. Stay with us here on bbc news. Hello. After the torrential rain, yesterday, the sometime today is welcome. Therell be a scattering of showers continue to develop through the afternoon. The odd heavy and thundery one and more persistent rain from this cloud here, which is in across parts of northwest scotland. Yesterdays rain, though, is clearing and you can see that gap in between. But its these scattered whiter clouds that gathered towards wales and the south west, which will develop more widely through the southern half of england and wales and could become thundery during the second half of the day. Still gaps between some will stay sunny. Not a bad day, though, for far north of england, South And East Scotland and the south of Northern Ireland, where many will stay dry but wet and also windy this afternoon through the north of Northern Ireland and still through some Western Parts of scotland. Winds gusting 30, a0mph. Temperatures down on what weve been used to so far this month, closer to where we should be for september, if not a little bit lower for some. And that will lead into a cool night tonight. Therell be a batch of showers through the English Channel running into the southeast in east anglia and showers continuing to feed in north west scotland, Northern Ireland and some Western Parts of england and wales. In between all that clear skies and a cool night, temperatures in rural parts of england, wales, maybe down around four orfive degrees to start tomorrow morning. But it should be a bright start, a few mist and fog patches still the overnight showers just clearing away from the southeast corner, but showers in the north and west. The uk will blossom more widely across the country into the afternoon. The odd, sharper one. But therell be some areas staying completely dry and fewer showers through the afternoon in the west. But notice the temperatures 11 to 18. A real cool day for some compared to what youve been used to and that will lead into a chillier night. But in between this next area of low pressure pushing in the one clear, weve got a ridge of High Pressure for saturday. Saturday is the day to mark and the diary. If youve got outdoor plans, most places will be dry and bright. Best of the sunshine in the morning, cloud increasing from the west in the afternoon and by the end of the day some rain into Northern Ireland. Temperatures after that cool start maybe lifting a little bit. But given the fact the winds should be lighter, it should feel all right once the sun is with you. But as you go through saturday night into sunday, this area of low pressure, the remnants of Hurricane Nigel drives in more weatherfronts. So expect outbreaks of rain in the north and the west on sunday. The south and east should stay dry. But whilst temperatures will be lifting up into the start of next week, were going to continue to see that fairly changeable pattern. Sunshine at times, but still some further downpours to come.
