It wasnt enough to just redistribute migrants across the eu. One of europes Migration Choke Points is gasping. More than 8,000 arriving in Lampedusa Injust three days this week, more than the whole population of the italian island. The Migrant Centre built to hold 400 was at ten times its capacity. Congested, chaotic, some trying any futile way to get free. Today, two new arrivals rather more planned. The italian Prime Minister, giorgio meloni, and the eu president , Ursula Von Der Leyen to see for themselves the turmoil at europes door. Italys leader is under pressure, elected with promises to curb migration. Numbers are now double the same period last year. Translation what is at stake here is the future, future that l europe wants to set for itself. And it is very important to be able to tackle the huge, massive challenge challenges which lie ahead for us, especially in terms of illegal immigration. The eu president offered more help from the bloc s border force to crack the smugglers and more efforts to distribute migrants across europe, something several eu members have refused, prompting fears she was armed more with rhetoric than with workable solutions. Migration is a european challenge and it needs a european answer and solution. It is concrete actions that will bring change on the ground. But lampedusa has repeatedly seen promises come as quickly as the migrant boats and vanish soon after. And patience here is wearing thin. Translation as far as im concerned, europes done nothing for lampedusa so far. Theyjust come here to parade. Weve been undergoing this extreme situation for years, and its not fair that we continue to suffer from it. The camp is emptying out as new arrivals are transferred elsewhere, but conditions remain grim. Aid agencies stretched to breaking point. Face to face with the dreams of europe turning to misery. The continents leaders will try yet again to solve it, just as countless more of the desperate will try yet again to come. Mark lowen, bbc news. Earlier i spoke to the journalist seema gupta, who is based in italy on the island of lampedusa. She gave me this assessment from todays visit. The residents of lampedusa are probably welcoming the idea by Prime Minister meloni to help the administration with an additional 45 Million Euros in help to deal with the situation of the migrants. But some people ive spoken to have said it is interesting they come today, they see the situation at the port but it wasnt like that a few days ago when he had lines of migrants standing there, people looking very tired, very traumatised after arriving. So they are seeing a sort of spruced up situation even though they did make a visit to that migrant Reception Centre. The centre, as we saw in that report being able to house some 400 people, but instead dealing with a few thousand. The red cross of italy has confirmed they are right now about 5500 or so migrants in that Reception Centre and they are moving as quickly as they can to transfer them to the mainland and they expect things to go back to fairly normal situations in the Reception Centre tomorrow. But, of course, that depends on the number of arrivals. We saw some new boats arriving this morning and with better Sea Conditions and has been reported, Competition Among the people smugglers, so we are seeing a lowering of the price in terms of the ticket people pay to make this incredibly dangerous journey across the mediterranean. And because of that they expect to see an increase in the number of arrivals on the island of lampedusa. Lets not forget we are closer here geographically to africa than we are to the italian mainland. The bbc and a producution company who made programmes for channel 4 are both investigating allegations of serious misconduct against the comedian Russell Brand whilst he was presenting radio and Television Shows in the uk in the mid 20005. It follows allegations of rape and Sexual Assault in a joint investigation by The Sunday Times, the times and channel 4 dispatches. The report claimed concerns about brands behaviour whilst working on shows were reported to Production Managers at endemol, the Production Company commissioned by channel 4. In a statement, banijay uk, which purchased endemol in 2020, said, in light of the very serious allegations relating to the alleged serious misconduct of Russell Brand while presenting shows produced by endemol in 2004 and 2005, banijay uk has launched an urgent internal investigation and will co operate with any requests for information from broadcast partners and external agencies. The bbc has issued a statement this afternoon saying, the reports contained serious allegations, spanning a number of years. Russell brand worked on bbc radio programmes between 2006 and 2008 and we are urgently looking into the issues raised. Brand was working for channel 4, the bbc, and Acting In Hollywood Films during the period of the claims, all of which he denies. Rape, multiple counts of Sexual Assault. Todays headlines about Russell Brand come from four women who spoke to the Programme Dispatches and times newspapers. And as the story began to unfold last night, the comedian headed to a performance where, when he was on stage, he was met by fans with cheers and a standing ovation. But today, a womens charity, the trevie, said it was cutting links with the performer. His literary agents, Tavistock Wood have also dropped brand, saying they believe they were misled by him. I phoned the officers and i asked to speak to his agent. The agency had been approached in 2020 by a woman, the program called alice, who said a relationship had begun when she was 16 and that she had been assaulted by brand. They believed the denials. The programme also catalogued concerns that went back to the beginning of his tv career, and the Foreign Secretary says it raises wider questions about the entertainment industry. There are some real challenges where you have these very, very acute differentials in power, whether that be in the entertainment industry, whether that be in politics. And we see this in the commercial world as well. And i think we have to be particularly careful when we listen to the voices of the people who are relatively powerless. These allegations pertain to the time when i was in response. Russell brand has issued a Video Message vehemently denying the allegations. I was very, very promiscuous. Now, during that time of promiscuity, the relationships i had were absolutely always consensual. I was always transparent about that then almost too transparent. And im being transparent about it now as well. And to see that Transparency Metastasized into something criminal that i absolutely deny. Makes me question, is there another agenda at play . But the people behind the investigation say there is evidence beyond the testimony. A woman, the programme called nadia says she was raped by brand. Hes grabbing at my underwear, pulling it to the side. Im telling him to get off me and he wont get off. This, the apologetic text message they say he sent to her afterwards. They also contacted people who they say heard screams from another assault. |and he pulled me aside and he said to me, i have never forgiven myself for not running in that house to save you Russell Brand, meanwhile, is due to continue a tour of britain. He has millions of followers on social media. This is anti establishment, anti authoritarian. Where he has cast himself as a voice of dissent against Mainstream Media, the Mainstream Media that is today carrying out some urgent inquiries. 0ur reporter tom brada sent this update from outside wembley park theatre in london, where Russell Brand performed on saturday. Developments have been coming through thick and fast in the past few hours. Id like to read you some of what channel 4 has said in a statement about how theyre going to be conducting their own internal investigation following those allegations against Russell Brand. So the channel 4 said in the statement, we have asked the Production Company who produced the programmes for channel four to investigate these allegations and Report Theirfindings properly and satisfactorily to us. Channel 4 is also conducting its own internal investigation, and we would encourage anyone who is aware of such behavior to contact us directly. And dont forget, Russell Brand was working for channel 4 in his capacity as a presenter for one of the spin off shows of big brother. There has also been an updated statement from the Metropolitan Police, which id like to read out to you. Earlier, they had said that they had not received any reports in relation to the allegations revealed by channel 4 and The Sunday Times. But they gave an updated statement saying, we spoke with The Sunday Times on saturday 16th of september. We will be making further approaches to The Sunday Times and channel 4 to ensure that any victims of crime who they have spoken with are aware of how they may report any criminal allegations to police. So clearly there will be more conversations between the Metropolitan Police and channel 4 and The Sunday Times about that investigation. And of course, tom, you are at wembley. That is where Russell Brand performed a sold out showjust hours after those allegations were broadcast. What happened there . I do understand he was late arriving on stage. Thats why Russell Brand arrived about an hour later than was originally scheduled for the show. Apparently that was simply down to traffic, but when he first came onto stage, he did seem to make a reference to the Controversy Swirling around him. He said, and ill quote him exactly. There are obviously some things i absolutely cannot talk about, and i appreciate that you will understand. Now, that was The One And Only reference he made throughout the gig to the allegations, which i should say he has strenuously denied and particularly denied in that Youtube Video which he uploaded to his own account. Now, throughout the actual gig, it is reported that Russell Brand seemed distracted. In fact, at one point he said to have completely lost his place and was repeatedly in the second half of the show, referring to pieces of paper which had brought on stage with him. But in spite of that, it seems that the audience wasnt fazed. In fact, they were particularly appreciative, and at the end of the show they gave him a standing ovation, apparently for several minutes. But this is not the only show hes scheduled to have in the coming days even. Hes meant to be playing in windsor on tuesday. Hes scheduled to be playing in plymouth on friday. Hes got several shows over the coming weeks and months. But with such serious allegations against him, there are obviously question marks about whether all of these shows will go ahead. The United Nations says the number of People Killed in last weeks floods in libya has reached more than 11,000. Another 10,000 people are still missing. Two dams failed in a storm a week ago today which saw large parts of the eastern city of derna washed away. 0ur correspondent anna foster is there and has this update on the situation. All the time, there are still recovery teams arriving to continue their work here in derna. We know now that more than 10,000 people are still missing, so that attempt to try and recover those bodies is continuing in this area, which you can see just a small bit of the devastation, but this is repeated right the way through the heart of this city. One thing we are starting to see now is the beginning of International Aid arrivals from Different Countries around the world. In the beginning, it was very much local libyans who were doing that job, but various countries, including the uk, have pledged aid and that now is starting to arrive here in derna. Of course, the scale of this catastrophe, as we have been saying, is such that a huge amount of aid is still needed, but it is starting to come in and starting to reach the places that need it. Special at teams are also starting to come into this area, who can help with the recovery operation, help with finding and identifying the bodies, and crucially to help those survivors who are still living in the middle of, in many ways, a nightmare. Ukraine is claiming to have recaptured another village, during its offensive in the east of the country. It says that the small village of klishchiivka, has now been cleared of occupying Russian Forces. The village is just a couple of miles from bakhmut, the city captured by Russian Forces in may after a long battle. Since then, ukraine says it has been re taking land surrounding bakhmut including andriivka, which it claims to have ta ken on saturday. Russia has denied ukraines claims. Now its time for a look at todays sport. It has been a busy day . It has. We will start with the Rugby World Cup because england havejust started their Game Againstjapan and after both sides have won their opening matches, this is expected to be a fascinating encounter and 16 minutes gone and it is 3 0 to england after a george ford penalty. Fiji have beaten australia for just the a george ford penalty. Fiji have beaten Australia Forjust the third time in their history and that result totally changes the pool. And that includes wales and that means there will be a lot riding on the game between australia and wales. South africa, in the same group as ireland and scotland beat romania. Arsenal have beaten Everton1 0 A Goodison Park to move to fourth place in the premier league table. Arsenal replaced aaron ramsdale, but he had little to do as the goal was enough to secure victory at the ground they have struggled on recently. The result leaves everton without a league win so far this season and in the bottom three. We never really got to grips with the ball. Against the sides, that is your biggest chance to put them on the back foot when he turned the ball over. When we did get the chance to get the ball and play, playing backwards, playing backwards, so you never ask the question. We are getting punished in one box and we are not taking advantages on the other. It is a lona advantages on the other. It is a long time advantages on the other. It is a long time without advantages on the other. It is a long time without a advantages on the other. It is a long time without a Win Advantages on the other. It is a long time without a win but advantages on the other. It is a l long time without a win but there are reasons for it. It was much better, are reasons for it. It was much better, we are reasons for it. It was much better, we had more purpose and more discipline better, we had more purpose and more discipline as better, we had more purpose and more discipline as well and i think we played discipline as well and i think we played a discipline as well and i think we played a great game, we didnt give absolutely anything away. You can win in absolutely anything away. You can win in many absolutely anything away. You can win in many different ways, but to come win in many different ways, but to come to win in many different ways, but to come to this ground and get this kind of come to this ground and get this kind of play, the way we wanted. Chelseas kind of play, the way we wanted. Chelseas stuttering start continued at bournemouth. That game finished goalless. Both sides had chances but couldnt convert and chelsea have had just one win from their first five league games. They are down to 14th place and bournemouth are still chasing their first victory of the season and one place below chelsea in the table. Pare season and one place below chelsea in the table in the table. Are missing something in the table. Are missing something in the table. Are missing something in the final third. In the table. Are missing something in the final third. More in the table. Are missing something in the final third. More clinical in the table. Are missing something in the final third. More clinical in in the final third. More clinical in front of the goal. We were creating chances, we were fighting. It is about the process and that is why we need to keep positive. A busy weekend, as you said, but that is all the support for now. Good to see you, thanks very much. The area of sea ice surrounding antarctica is well below any level previously recorded in the antarctic winter, Satellite Data shows. The map image shows the typical extent of sea ice at this time of year, specifically on the 14th of september. Thats the yellow dotted line, but the actual extent of ice is much less than the median. And as we head into the antarctic summer, much of the existing ice will continue to melt. 0ur Climate EditorJustin Rowlatt has been following the story. Youd see it growing up until 2016, they actual area of sea ice was growing, we think that is because antarctica is a continent of its own surrounded by sea, essentially has its own kind of weather and climate system. But what we are seeing since 2016 and culminating this year, is what seems to be what some scientists are describing as a regime shift, moving toward an era of lower ice cover, and its really significant because the ice and act arctica reflects back the energy from the sun, that keeps the continent cool and cools the water underneath it, it acts as kind of a refrigerator at the bottom of the earth, regulating the earths Weather Systems and keeping the earth cooler. If that begins to change in a significant way, this change would be gradual. But if it does begin to change obviously that could have a really Significant Impact on the worlds climate and obviously on weather patterns. Seen an exceptional year for Sea Temperatures, weve seen an all time high for sea surface temperature. This summer in the northern hemisphere. It happened injuly, and normally you would expect it to happen towards the end of the Southern Hemisphere summer. So this is an unusual time to see such a high peak. It was really kind of out of the ordinary. Scientists dont know whether that is what is driving the changes in antarctica, we imagine that seeing Sea Temperature will have a role, but we want to look at all sorts of other factors that may have a role, rising Sea Temperature is a real concern, it takes a lot of energy to heat water up and it takes a long time for that energy to diffuse. And we are at the moment, at the beginning of an el nino year, some Weather Variation that sees temperatures in the tropical pacific rise, pushes them wide, peak to the end of october, november, december this year and that should mean we see similarly high temperatures next year and obviously that may, we may see consequences of the Antarctic Ice going into next year as well, thats certainly something scientists will be watching very closely. Wales has become the first uk nation to drop the speed limit from 30 Miles Per Hour to 20. The new legislation applies to thousands of roads in built up and residential areas. Spain introduced a similar law in 2021. So what are people making of the change in wales . Tomos morgan reports. From today, driving slower will be the norm in built up areas across wales, but not everyones happy in the slow lane. Jane is a carer in barry, drives around four to five hours a day and is concerned with the impact it will have on her. Im afraid myself and my staff are going to bed thinking, gosh, if we just take our concentration off that speedometer for two seconds, whether weve got a colleague in the car, whether the in car phone goes, are we just going to go up to 25 by mistake . Are you aware of the national changes coming in in september . If you are pulled over doing more than 20, then you could be fined. But the response from officers will be proportionate and reasonable. For the first 12 months, there will be more focus on education, with Police Officers allowed a level of discretion. However, when it comes to fixed speed cameras, theyll operate using the current tolerance threshold of 10 above the speed limit plus two Miles Per Hour. Although most roads in urban areas across wales will now have a reduced speed limit, every council across the country have picked out exemptions, roads that will remain at 30 mph, roads like this one, that are busier with vehicles and have fewer pedestrians and fewer cyclists. Over a third of roads will now be 20 mph, and these changes have been made according to the Welsh Government to reduce collisions. One in four fatal crashes involve somebody driving too fast, so speed matters on everyjourney, and the faster we drive, the greater our risk of crashing. A last minute ditch to scrap the proposals by the conservatives was voted down in the senedd on wednesday, but the Welsh Government did say they would constantly review the impact of the change. The Prime Minister has said it wasnt something he was considering but speed reductions are being trialled by some councils in england. In scotland, slower speeds will become the norm within a few years. So, for now, wales becomes the first uk nation to adopt 20 mph as the rule and not the exception. Tomos morgan, bbc news, cardiff. Authorities in china have managed to re capture 66 crocodiles after five days on the loose. They had escaped from a farm that was hit by Torrential Downpours in guangdong province. The flood waters caused part of the Croc Enclosure to collapse and the reptiles managed to escape through two gaps. Residents within a five Kilometre Radius had been warned not to go into the water. Five crocodiles do still remain unaccounted for. Stay with us here on bbc news. Hello. Weve had some pretty big downpours across some parts of the country in the last few hours. Thunder and lightning, too, but dry weather as well in one or two spots, in fact. Clear spells also expected through this evening and overnight. And very mild conditions. The air still is coming in from the south. So mid teens expected overnight. In fact, if you look at the motion of the cloud, you can see drifting in, gently drifting in from the south. And these are the storm clouds that affected the south. And then through the evening hours, the storm clouds will have drifted northwards. Outbreaks of rain elsewhere across scotland and Northern Ireland and then early hours of the morning, the possibility of further heavy showers with Thunder And Lightning across the south east of the uk. Here are the temperatures again, 15 or 16 in the south, 13 for newcastle and even for ourfriends in lerwick. Their double figures first thing in the morning. Heres the weather map for monday. Quite a large area of low pressure here and a couple of cool fronts or cold fronts. That means that relatively speaking, the air behind these weather, france is fresher and a little bit cooler or less warm, i should say, because its not particularly cold air at all. This means rain for a time in the morning for some of us with gusty winds. And then its the case of sunny spells and showers. And youll notice these temperatures still reaching 20 degrees in the south east, 17 in newcastle, and about 14 expected in belfast, middle of the day, tuesday into wednesday. Quite a strong jet stream is expected to sweep in an ex tropical cyclone. This storm actually moved across the north east of the united states. Its an ex Tropical Weather system, meaning that theres a lot of warmth and moisture in it. So despite the wind and the rain and basically turbulent gusty weather, those temperatures will still reach around 19 in hull, around merseyside, 20 or so in london, a little bit fresher there in the lowlands around 15. And its a large weather system, a broad weather system, meaning that will be feeling the effects of this low into wednesday. If anything, the winds can be even stronger, easily gusting to 50 miles an hour inland, really quite blustery for the time of the year, but it is the middle to second half of september. So we are expecting this kind of weather to become more frequent. Now, we could see spells of warmer weather wafting our way over the coming days. But i think its a safe bet that from now onwards there is certainly not going to be any more hot weather returning our way. Bye bye. This is bbc news, the headlines the president of the european commission, Ursula Von Der Leyen, and italys Prime Minister have visited the italian island of lampedusa. Its seen huge numbers of people arriving from north africa this week. The bbc and banijay uk, the company who employed Russell Brand whilst he was presenting shows for channel 4 in the mid 2000s, have launched an urgent investigation after allegations of rape and Sexual Assault are made against him he denies the claims. Anger grows among survivors in libyas flood ravaged city of derna as authorities in the east of the country blame nature for the disaster. The United Nations says the number of people known to have died has reached around eleven thousand three hundred. And the Antarctic Sea ice has declined to its lowest winter level on record according to Satellite Data. Now on bbc news. Brain hacks. Modern life the school run, work calls, inflation. Remember your lines. Scientists are carrying out pioneering. Sorry, that whole thing. Ok, the whole thing
