Legally fatal with those words, the appeal court may have killed off plans for a third runway at Heathrow Airport. The court ruled the proposed expansion didnt take account of the Uks International commitments on Climate Change, made in the Paris Agreement. Campaigners against the third runway have hailed the ruling as a huge victory. The government says it wont appeal, but Heathrow Airport will challenge the judgement in the Supreme Court. It claims expansion is vital for trade in a post brexit era. Our correspondent Roger Harrabin reports. Cheering. In the sleet and cold they massed outside the appeal court, hoping for a ruling that the government acted unlawfully by failing to take Climate Change into account when it approved the heathrow expansion. Thejudges ruling, when it came, was clear. The secretary of state acted unlawfully in failing to take into account the Paris Agreement on Climate Change when deciding to designate the Airports National policy statement in support of the expansion of Heathrow Airport. The government acted unlawfully. It triggered scenes ofjubilation outside. The government has been told its got to go away and think again. If they want to resurrect the project they will have to do a full and proper appraisal against all the Climate Change impacts over the full lifetime of the project, and thats a pretty demanding assessment to do. I think its pretty unlikely that heathrow would scrape through that evaluation, but thats a matter for government. But that hope may be premature. Since its opening in the 19505, heathrow has faced many setbacks to expansion. And normally it gets its own way in the end. Its supporters are not ready to give in. The way out now is for the Prime Minister and the secretary of state to demonstrate that we want to be a proper trading nation and we want to be able to trade through our biggest ports, and that means making whatever amendments need to be made, as suggested by the courts today. That small amendment to factor in Climate Change is far from small though. If the government does decide to reassess the third runway plan, itll have to show how expanding aviation, our most polluting form of transport, is compatible with meeting its own laws on cutting emissions. We have said we do want to see airport expansion but of course critically it has to match with our ambition, our commitment to be zero carbon by 20 50. Those things have to fit together. There is no way we can tackle Climate Change allowing heathrow expansion to go ahead. I think this project is now dead. Borisjohnson, i think, knows that as well. This is a way in which Boris Johnson can get off the hook, drop the thing now. Its not yet clear how the government will react to the ruling. The eyes of the world will be on this judgment because its ramifications are potentially huge. It suggests that for every major Infrastructure Project planned by the government, there will have to be a clear demonstration that it fits with the governments on Climate Change laws. And that may often be a very difficult hurdle to cross. The airports chief executive, john holland kaye, said he believed the decision was wrong and said the airport will appeal to the Supreme Court. We will continue to fight for what is right for the uk. We will be appealing to the Supreme Court, we think the Appeals Court got it wrong. However at the same time we will work with government on their review to make sure that we can demonstrate that heathrow expansion is compatible with the paris accord on Climate Change. In fact it is only a couple of weeks ago that we published a National Plan for getting the whole uk aviation sector to net zero emissions by 2050. We have taken a lead on that as heathrow, we are committed to it so iam heathrow, we are committed to it so i am confident this issue is fixable and we can work with the government and we can work with the government and get on and deliver the expanded heathrow that britain needs. The transport secretary saying only in response to this ruling that the Government Supports airport expansion overall but no specific mention of heathrow, saying it is up to the airport and the courts to decide what happens next. The government has been clear, it is almost throwing up its hands and saying this is nothing to do with us now. The airport has to make its case, either win or lose that appeal at the next legal stage of this process and has to make the case that the airport can be expanded and also allow the government to meet its targets and commitments to reduce Greenhouse Gas emissions by 2050, taking them effectively to net a zero. The government has suggested it may come up with an alternative plan or may formulate a new way forward for airport expansion. In a statement this afternoon with grant shap saying the government will consider this verdict and set out its next steps in due course. Supporters of expansion say actually heathrow is vital, especially in the post brexit era for global trade. The Prime Ministers vision of a global vision, that is what the heathrow statement said. This goes against that idea of a global britain. That is one of the few competing, political and economic factors in this whole process and that big question of whether heathrow should and will expand with the third runway in the future. You have got that stated aim and ambition of the government to make the uk into a Global Trading nation and the importance that those who believe heathrow should expand put at having a true global hub airports at having a true global hub airports at the heart of that, but then you have conversely the conservatives represented now by many more mps in the midlands and the north of england than there were previously saying, if you expand heathrow, it will take business and passengers and economic benefits away from airports and other parts of the uk. That is one little conundrum that the government has to resolve, add in the environmental factor with that being much higher up the agenda now and the governments legal commitments under the paris climate agreement and also its domestic commitment to cut Greenhouse Gas emissions as well, also the Prime Ministers very well documented opposition personally to heathrow expanding in the past and you have a very, very tricky issue to solve. Two more patients have tested positive for coronavirus in england bringing the number of cases across the uk to 15. What is the advice to employers, companies about how to try and keep their workforce as healthy as possible and take all the precautions necessary to spread the precautions necessary to spread the course of the virus . From the point of view of providing things such as hand sanitiser is in the office, workplace and to look at scheduling meetings over phones and technology wherever possible. You have got to look at hr policies and things like sick pay, what to do in certain situations such as if people are asked by a doctor to self isolate or if you had to send someone home because you believe they have been to a danger area. Someone home because you believe they have been to a danger aream a worker does come back from abroad and needs to self isolate, go into some sort of quarantine, can they claim sick pay . What are the rules on that . There is no statutory right to be paid if you are self isolating but you should stay in contact with your employer and see what your policy is on sick pay. We are advising that employers should consider paying sick pay wherever possible or make alternative arrangements. If someones role can be done from home to see if that can be done from home to see if that can be possible, they can still do their job if they are not sick. If the employer sends the employee home however that is different, that is a case where they would expect to receive their normal sick pay. Is there a time limit on that . The quarantine period is 1a days but what if somebody says they need longer, i need to stay away from work longer . It would revert to the usual things you would do in any sickness such as getting a doctors notes and medical advice and staying in contact with your employer and the employer staying in contact with the employer staying in contact with the employee, that is key. What if staff dont want to travel to work 01 staff dont want to travel to work orfor work staff dont want to travel to work or for work because of the coronavirus . Maybe theirjob involves travelling abroad and they think actually maybe they dont want to do that at the moment. Completely understandable but again it will be about having a conversation with the employer to see whether there is some alternative arrangement that can be made and to keep an eye on Home Office Guidance on Health Conditions in the area they are going to be travelling to. What about freelance staff . Are they affected by those rules that you have just been talking about, about sick pay . Some freelance staff will be employed by an agency and they should speak to the agency but if youre talking about a self employed person, im afraid it will be the same as it would be if they couldnt work at any other time, they may find they have insurance that can cover that, they may not have that. Presumably you are delighted. Absolutely. It is a win for the climate, people, future generations so we are pleased indeed. It is a when you say but some would see this asa when you say but some would see this as a defeat because in the post brexit era, dont we need an expanded heathrow, heathrow is our biggest port, 40 of exports going through it . We need connectivity but that doesnt have to be flying. We need to improve our railways and for connectivity and make it easier for people to do other things but we cant afford to have more flights. To avoid climate breakdown we had to cut the number of flights we have currently and its peoples future, it affects things like the floods we have seen, droughts as well, so those things impact the economy as well. These extra flights will probably happen anyway just somewhere else, it may not happen in london but it may happen in the netherlands or france. They were shifted and shunted to another country. Everybody has to think about the climate, all countries. There shouldnt be extra flights at any uk other airport or any other in europe, so other European Countries have also been declining airport expansion on climate grounds and in the uk also. We have to realise that climate is serious and we need to ta ke climate is serious and we need to take it seriously so the government was found to have just not properly factored in the need to meet this key paris accord that we signed, that came from 2015. He heathrow say this is not consistent with the paris accord, they say they have taken the lead in taking the uk aviation sector to commit to a plan to get to net zero emissions by 2050 and we will get it done the right way without jeopardising the planets future. We disagree basically because their plans rely on offsetting and they basically hardly ever work. What few emissions might be able to be offset need to be for things that we cant avoid and basically the problem is that if you people take the majority of flights. What flying can be done and nobody is saying no flights at all, it has to be shared out more fairly, Something Like a frequent flyer levy, so you would add tax after the first flight then the second and that means people can still take the occasional regular holidays abroad but we cannot carry on as we have been. Is this actually a victory or is it just been. Is this actually a victory or is itjust a temporary victory . Heathrow will appeal to the Supreme Court and actually they have said in their statement, this is eminently fixable, so it sounds like they are confident they can overturn this. That cant happen, the government has to review it and we will see. Therell be another ten days of difficult conditions in parts of the midlands devastated by flooding, according to west mercia police. A yellow weather warning of snow and ice has been issued for much of the midlands, including the river severn in shropshire, where flood defences have buckled under the pressure of water. All the water has gone out now and its a case of sanitising everything and getting everything in place because we will be back open today for customers. We want to make sure our sovereignty is respected and one of the most difficult issues is this idea of competition for business, what the eu because the level Playing Field and how you ensure that if you have tariff free trade that if you have tariff free trade that businesses on one side dont have an unfair advantage over the other. The eu has been saying consistently this means that the uk will have two follow some of the eus rules particularly on things like subsidies. What this makes clear is the uk says that there is no way that will happen, it is not a basis for a deal as far as the uk is concerned, lets listen to michael gove when he introduced this document the house of this morning. Geography is no reason to undermine democracy. To be clear, we will not be seeking to dynamically align with eu rules on eu term is governed by eu laws and eu institutions. That clearly is going to be a problem, even though as we have said before it is only a tiny part of the economy on both sides of the channel. Most eu countries dont even have a coastline so most do not care about fishing, but in the communities that do care about it it is a massive issue and it is totemic of that idea of taking back control. The eu wants to uphold and that is language that has been telford, uphold its current access for eu boats to british waters. The uk rejects that. Lets listen to michael gove. We will take back control of our quarters and we will not link access to our waters to access to eu markets. Our fishing waters are our sovereign resource. It is possible to do a deal in the timetable but the uk has now said if we get to june timetable but the uk has now said if we get tojune and we dont feel we are making progress on the easiest issues and they are talking about deals on things like financial services, they hope that will be relatively easy, if they see no progress then certainly the threat at the moment is we will change focus and stop looking at the kind of deal as they put it that australia has, which is no free trade deal with the eu and leaving the Single Market and the Customs Union at the end of this year without any formal Free Trade Agreement in place which four businesses would be an alarming prospect. With me is Craig Beaumont a director of the federation of Small Businesses, who support the expansion of heathrow. Do support it, but plenty of people, climate campaigners, were outside the court celebrating, they were delighted, they see this as a victory and thickness of the final nail in the coffin for the third runway . We have 5. 8 million Small Businesses in the country, our feedback today is that they are quite disappointed by this ruling. This is not the end for heathrow, this was a judgment that there was a problem in application, this is a blow and a setback, but we think there is a way through. Six of the ten largest providers of childrens homes and Foster Carers are operating with huge debts, according to a report for councils in england and wales. The local Government Association says its worried that such financial instability could put at risk the care of vulnerable children. This Residential Care home can take just three children, but each place is in high demand. They get about 30 requests a day from councils, one sign of a system struggling to cope with the growing number of children needing a safe space. Obviously we are a three bed home. We dont have the capacity to even look at the referrals. So, you know, theres a huge need for more homes like ours. Fees for childrens homes can easily cost more than £3,000 a week. This small independent home says that allows them to provide quality support, but Large Companies now dominate childrens social care. Todays report for the local Government Association raises serious concerns about the huge debts those big firms are racking up. It found six out of the Ten Largest Companies had more debts than assets. Many of those were backed by private equity finance, and some were making more than 20 profit on their income. Councillors are worried by the rise in the fees they now face, and the stability of the big companies. I think if you saw what happened with Southern Cross with Adult Social Care back in 2011, where the system collapsed, we dont want that to happen with childrens social care. We dont want to wait until that happens before the government steps in. There are also concerns that children like robin not her real name end up being sent miles from where they live because local care home places go to the highest bidder. She was 12 when she was sent to a home nearly two hours away from family and friends. I was really close to all my teachers and the school, so being took out of it was really hard, as well as being took from my family. That kind of leads on to the child thinking its got no one and its alone, so they could lead to a really bad path. Some councils are now opening their own care homes, like this one, but private Care Companies insist they provide value for money and say they want to work more closely with local authorities to meet the increasing needs of children. What were looking at is growing the sector and having more homes to meet the needs of the growing number of children. I dont think we can actually afford to say one thing isnt right, because what we need is the whole spectrum. Legally fatal with those words, the appeal court may have killed off plans for a third runway at Heathrow Airport. The court ruled the proposed expansion didnt take account of the Uks International commitments on Climate Change, made in the Paris Agreement. Campaigners against the third runway have hailed the ruling as a huge victory. The government says it wont appeal, but Heathrow Airport will challenge the judgement in the Supreme Court. It claims expansion is vital for trade in a post brexit era. Our correspondent Roger Harrabin reports. Cheering in the sleet and cold they massed outside the appeal court, hoping for a ruling that the government acted unlawfully by failing to take Climate Change into account when it approved the heathrow expansion. Thejudges ruling, when it came, was clear. The secretary of state acted unlawfully in failing to take into account the Paris Agreement on Climate Change when deciding to designate the Airports National policy statement in support of the expansion of Heathrow Airport. The government acted unlawfully. It triggered the scenes ofjubilation outside. The government has been told its got to go away and think again. If they want to resurrect the project, they will have to do a full and proper appraisal against all the Climate Change impacts over the full lifetime of the project, and thats a pretty demanding assessment to do. I think its pretty unlikely that heathrow would scrape through that evaluation, but thats a matterfor government. No more runways no runway expansion, nowhere, no way. But that hope may be premature. Since its opening in the 19505, heathrow has faced many setbacks to expansion, and normally it gets its own way in the end. We will be appealing to the Supreme Court. We think the Appeals Court got it wrong, however, we will work with government on their review to make sure we can demonstrate that heathrow expansion is compatible with the paris accord on Climate Change. If the government does decide to reassess the third runway plan, itll have to show how expanding aviation, our most polluting form of transport, is compatible with meeting its own laws on cutting emissions. We have said we do want to see airport expansion but of course, critically, it has to match with our ambition, our commitment to be zero carbon by 2050. Those things have to absolutely fit together. Theres no way we can tackle Climate Change allowing heathrow expansion to go ahead. I think this project is now dead. Borisjohnson, i think, knows that as well. This is a way in which Boris Johnson can get off the hook. Drop the thing now. Its not yet clear how the government will react to the ruling. The eyes of the world will be on this judgment because its ramifications are potentially huge. It suggests that, for every major Infrastructure Project planned by the government, there will have to be a clear demonstration that it fits with the governments own Climate Change laws. We know that the government are not actually going to appeal against this but heathrow are. How confident are they that they can overturn this and get that third runway in the long term . They are certainly sounding confident and dont forget this is a £14 billion project, is a huge initiative and heathrow reckons its very future depends on it. There are two ways around this if heathrow wa nts to are two ways around this if heathrow wants to get the third runway going and building started. First of all there is its own challenge to the Supreme Court. It has said it will do that but theres also a way out for the government. One thing the court didnt say today was the third ru nway court didnt say today was the third runway was actually incompatible with environmental commitments. It merely said the government hadnt taken them into consideration when drawing up its plan and when putting the National Policy statement into effect. So what the government could do now is go back, carry out a review, that means delay of course, but it could decide to argue the point and explain why an expansion of heathrow would not be incompatible with its Climate Change commitments. That would offer another way forward. Its a twin pronged approach. What we are seeing from heathrow is an appeal and the government has yet to say what it will do but it still has the avenue of modifying the National Policy statement in coming forward with different arguments in favour of expansion. What might worry heathrow is the government appears to be quite lukewarm on this and a lot of people are saying this is quite politically convenient for Boris Johnson because he is opposed to a third runway, he once said he would lay down in front of the bulldozers and this judgment gets lay down in front of the bulldozers and thisjudgment gets him off the hook. Absolutely. If the government does want to withdraw support for a third runway here this would seem to be the ideal opportunity and Boris Johnson, his constituency is very close to heathrow, he said he would lie down in front of the bulldozers, he avoided voting on the National Policy statement back in 2018, so he clearly doesnt want to be associated with the expansion. On the other hand the economic arguments that are being put forward in favour of heathrow expansion still remain very strong and if you think back to 2015, the Commission Set up under sir Howard Davies recommended expansion of heathrow as the right way to increase airport capacity in the uk and suggested there were strong economic arguments for it. If the government wants to back down it has an avenue here although it still has the appeal from heathrow itself to content with, but if it does want to move forward there are still avenues open to it as well. A huge relief here because as you said, around half of this village would have to be bulldozed for a third runway. If you can see behind me, almost in every lamp post there are these green signs saying, stop heathrow expansion. People living here say they already put up with u na cce pta ble levels of they already put up with unacceptable levels of noise and air pollution and a third runway would just destroy their community. The people whose house it would be left, they would be living next to this massive new runway, more and more planes flying in and taking off every single day. I spoke to one man and he has been living here all his life, in fact seven generations of his family have been here, hes brought up his children here and he says he has been worn down by the situation. His house was one of the ones going to be bulldozed and he didnt know what to do, he didnt wa nt didnt know what to do, he didnt want to leave but perhaps he was going to be forced to. One of his neighbours, a 90 year old woman lived here her whole life, she was in the same situation. There is this relief but there is a wariness about it because Heathrow Airport have said they will appeal and theyre feeling pretty confident about it. People havent given up the fight just yet in case heathrow take this back to the courts, which it looks like they are very much likely to do. There is really fun celebration as you say but still quite a lot of uncertainty. Yes. People say they have been living in limbo for years now ever since the idea was floated ofa now ever since the idea was floated of a third runway at heathrow and then of course when it was passed in 2018. People are joyous this verdict happened in the court of appeal but they are not taking anything for granted. The government, they have said they are not appealing but heathrow are, so people are thinking, what will happen . They talked about their Community Just disappearing. This is a small village, villages you would find all across england and the entire community would be gone because of this third runway and i dont know if you can hear, there are planes going over all the time anyway. Can you imagine more and more planes going over . For a lot of people they are so worn down by the situation, they are not confident yet that they are out of the woods. Lets speak to our Political Correspondent jonathan blake. As we have been saying, this could be seen as being quite politically convenient for Boris Johnson. Potentially, yes because as you suggest, borisjohnson potentially, yes because as you suggest, Boris Johnson has potentially, yes because as you suggest, borisjohnson has long opposed personally as an mp in the flight opposed personally as an mp in the flight path of Heathrow Airport, an expansion to that airport and although this was a decision taken by the conservative government, it was under theresa may that the go ahead for a third runway was given and parliament voted for it and from the government s reaction today we havent seen any expression of disappointment or support expressly for the expansion. They say what happens next is up to heathrow itself and the courts. We can speak now to sir ed davey, leader of the lib dems and a long time opponent. Your reaction to this decision. We have worked across party with Campaign Groups to argue that the government failed to take account of Climate Change when they decided to expand heathrow. The court have given the chance to show that and to make sure britain is really a world leader in tackling Climate Change. Your constituency is in south west london, you have an interest there as well as the acting leader of the lib dems at the moment, do you accept airport expansion has to happen somewhere and there will be disruption wherever it happens . What we need to do is try to reduce the need and demand for flight. That is one of the reasons why we have been so strongly in favour of high speed two, and major investment in our railways. If we can get people off the roads and off the planes into trains, then we can get people to have the convenience of train travel, the speed of that and also protect our environment. The government says Boris Johnson could walk away from eu trade talks if there is not a broad outline of a deal byjune. Ministers this morning published negotiating guidelines ahead of the first round of talks which begin on monday. The government wants them wrapped up by the end of the year. Our reality check correspondent chris morris explained a little earlier what to expect once negotiations begin. Negotiations formally start on monday and we have already got a row. In what we have today is a 30 page document setting out in detail the kind of things it has been saying anyway about, we are taking back control, that is what brexit is about, we want to make sure our sovereignty is respected. One of the most difficult issues is this idea of competition for business, what the eu because the level Playing Field and how you ensure that if you have tariff free trade that businesses on one side dont have an unfair advantage over the other. The eu has been saying consistently this means that the uk will have two follow some of the eu rules particularly on things like subsidies for business. What this makes clear is the uk says there is no way that will happen, it is not a basis for a deal, lets have a listen to what michael gove said when he introduced this document in the house of commons this morning. Geography is no reason to undermine democracy. To be clear, we will not be seeking to dynamically align with eu rules on even terms are governed by eu laws and eu institutions. The british people voted to take back control, to bring the power home, to have the rules governing this country made by those directly accountable to the people of this country and that is what we are delivering. What could be some of the key stumbling blocks . People talk about fisheries as one of the really difficult areas. That clearly is going to be a problem even though as we have said before it is only a tiny part of the economy on both sides of the channel. Most eu countries dont even have a coastline so most dont care about fishing but in the communities that do care about it, its a massive issue and it is totemic of the idea of taking back control. The eu has said it wants to uphold and that is language on in the last couple of weeks, uphold its current access for eu boats to british waters. Again the uk pretty much categorically rejects that. Lets have another listen to michael gove. We will take back control of our waters and it is an independent coastal state and we will not link access to our waters to access to eu markets. Our fishing waters are our sovereign resource. We will determine other countriess access to our resources on our terms. A lot of tough talk we have already seen ahead of these trade talks. It is the reality though that once the two sides get down to the negotiating table, in the end both sides do want and need a deal . Both definitely want one. Things could get worse before they get better. People on both sides are already talking gloomily, the whole thing could break down and that idea about the level Playing Field, its a fundamental issue for both sides and won the eu is saying we have to protect our Single Market, the other the uk saying you had to respect our sovereignty. That is what diplomats and officials are therefore, they go behind the scenes and when things calm down in quiet rooms, they negotiate language to try and get through that. One of the problems is the timetable. It is possible to do a deal in the timetable but the uk has now said if we get tojune and we dont feel we are making progress on the easiest issues and they are talking about deals on things like financial services, they hope that will be relatively easy, if they see no progress there then certainly the threat at the moment is, we will change focus and start looking at the kind of deal that australia has, which is no free trade deal with the eu and leaving the Single Market and the Customs Union without any formal Free Trade Agreement in place which four businesses would be an alarming prospect. Flooded communities will face further heavy rain and strong winds as a new storm makes its way across the uk over the weekend. Another 10 days of difficult conditions have been predicted for parts of the midlands still devastated by flooding. And there are fears shropshire and worcestershire, where evacuations have been taking place, will be further affected following heavy rain. Residents forced from their homes in ironbridge are facing further problems as more wet weather is forecast. Phil mackie is in worcester. The only severe Flood Warning still in place is in ironbridge in shropshire, where the force of the river caused the temporary flood barriers to buckle, allowing water underneath. It still looks dramatic today, but its going down. Those railings were completely submerged yesterday. Its now critical, once we get to a certain level, we can get our team to look at the barrier, assess what damage has been done. We have got over 200 metres of barrier we can replace ready for the next weather front that could bring more rainfall through here. In shrewsbury, where they saw record levels earlier this week, the clear up has begun. The water has gone out now and itsjust a case of sanitising everything down, and getting everything in place. Once this is done, Everything Else is fully functional upstairs for us. So, yes, come on back into shrewsbury. But the peak is now moving south. Worcester is seeing the same record equalling levels it saw last week. Two years ago, they raised this road to make it flood proof, but the river level is so high they have had to close it to all traffic except for buses. Theres worcestershire county cricket club, that has been underwater for 60 days since the beginning of october. This is normally the busiest part of the city centre, and today its eerily quiet. The train arriving at Worcester Foregate street station shows the extent of flooding in the centre of the city. Although theyre used to it, businesses are having to cope with the fifth flood this winter. I have been here quite a few years, and to be fair this is the worst i have ever seen it. We are coping as best we can with it, but we have all our pumps working 24 hours a day, trying to keep the water down, and obviously hoping that as soon as it goes down well get straight back in, get it all cleaned out and bang, reopen again. The environment secretary is paying his first visit today since this flood began 12 days ago, amid growing criticism. People are telling me they would like someone like boris or George Eustice to come and visit the flooded areas, to smell the floodwater, to see the squalor and filth, to see the misery in their homes so that they can. They are feeling neglected right now, and they need a big boris cuddle. Its not just here in the West Midlands. More rain has caused flooding further north. This is staithes in yorkshire. The peak is still working its way down the river severn in worcestershire. Itll be at its highest later in the village of severn stoke, which has spent most of the past fortnight underwater. Lets get a look at the weather. Very important, especially for those areas still flooded but it is know you have got in your picture there. We had a lot of rain over the month of february but what we have not had a lot of his snow. We are only a couple of days from spring are starting about scenes like this. Plenty of snow across the northern half of the uk but we did see it falling. Here in suffolk, a similar picture in birmingham. The sun has come out this afternoon so a fairly transient snow. The first snow of the winter just a transient snow. The first snow of the winterjust a few days of the start of spring. We have had a storming and strom dennis and now we have storm jorge. Yes, it has been named by the spanish met service. Normally it would go in alphabetical order, the next storm we would be expecting is alan, but storm jorge has been named and here in the uk we are using that as well. It is confusing but the Uk Met Office work in combination with the Irish Met Service and the dutch met service. Elsewhere in europe the spanish work with the portuguese and in belgium as well. This one has been named, we will not change it because that will avoid confusion. Storms dont change names as they change borders. That is because the Spanish Met Office got in there and named it. It is on the way late on friday and into the weekend. It has been named on the strength of the winds, gusts will be 65, 70 five Miles Per Hour but it will be the heavy rain, particularly friday and saturday. Not great news for the flood affected regions with more rain on the way. What is the forecast than for the next few days . A quiet respite this afternoon. The sleet and snow we had in the south is clearing away. Still wintry showers across scotland but elsewhere quite a lot of dry weather. We have blue sky and sunshine at the moment. Temperatures in single figures and feeling cooler in that breeze as well. As we head through into this evening a lot of dry weather, still some wintry showers across scotland. Later we will see the next area of ring approaching from the south west. Further east under those clear skies, a cold night with a widespread frost on the risk of icy stretches first thing tomorrow. Things turning milder from the west ahead of that next area of the rain. With the weather turned increasingly wet and windy, we could see further disruption to travel, more flooding problems as well through friday and into the weekend. No respite in our very unsettled spell of weather. Storm jorge will be approaching, a deep area of low pressure. A couple of fronts pushing from west to east, the first on friday bringing some heavy rain. For scotland it will be falling as snow over the Higher Ground and Northern England also seeing more snow as well. The wind is also picking up with this storm on friday but it will not be as windy as it will be through the weekend. A lot of us seeing more rain, could be 40 60 millimetres falling across parts of wales, the midlands over the next couple of days. Some of the heaviest bursts will be on this cold front as it makes its way eastwards on saturday morning. They will ease out on sunday but heavy showers moving in from the west bringing hail, snow over the Higher Ground. Further south and east you should stay mostly dry after that first band of rain clears. As we move through saturday night, a real squeeze in those winds, strong, gusty winds through the channel. Winds will ease on sunday but there could be more rain in the south and also rain and hill snow continuing on sunday across parts of scotland but in between, we should see a bit ofa but in between, we should see a bit of a respite. As the authorities here step up their coronavirus preparations, weve been asking you to send in any Health Questions you have about the outbreak. Here to answer them is our Health Correspondent nick triggle. Lets get into the questions. Pamela on email if you get the virus, how long does it last for . It develops on the severity of illness, it varies from person to person, probably about eight in ten people will develop mild symptoms, a fever, it may be some shortness of breath, that can pass in days. But for others, it can be quite severe. You can develop pneumonia and other pres bytery you can develop pneumonia and other presbytery problems. About one in 20 become critically unwell, they need hospital treatment and can spend weeks fighting the illness and trying to recover. In terms of the mortality rate, have we got a clear idea of what sort of percentage of people it actually kills . This virus has only been infecting people for about three months, so we are still learning a lot about it. It has been suggested it is perhaps between one and 2 . But we dont know how many cases had grown undetected up there, so the actual mortality rate could be much lower than that. It will ta ke be much lower than that. It will take some time to fully understand exactly how this virus works. Everybody is concerned with stopping the further coronavirus. Liz from bucking mesh i ask, how long can a virus they live on items such as products shipped in from china . M can stay alive on surfaces for quite a while, some research suggest up to nine days is kept at room temperature. They warm up the environment, the shorter the virus can survive for. In terms of infection and the race, the significant risk comes if someone has close contact with an infected individual, that is classed as spending 15 minutes within two metres of an individual, that is where the risk comes in, not from surface contamination. That takes us onto the idea of vice mass, we have seen pictures of people around the world wearing lose face mask. Gary and wants to now, many people are pictured wearing surgical masks as protection, can you tell me whether or not these mask really do provide a rejection that people believe they do . There has been a lot of interest in this, a lot of people have been buying leads mass, dentures have reported shortages of mass they have been able to buy. But there is little evidence of them stopping people getting infected. People tend not to wear them properly, they buyers can get in, and they have to be replaced quite regularly and disposed of properly. In many cases, they are more effective in stopping an infected person passing the virus on the costly mask catches the sneezes and providers. Judith ask, do people who have had a milderform of the buyer is, or had been treated and recovered, do they have immunity . If you have had it, essentially, are you immune from further infection . Generally, that is how it works with a virus like liz. What we dont know is how long that immunity at last. When infected, your body fights of the virus and there is some memory of that so there is some immunity, but it may only be for a short period of time. Mutation is always a risk. If anything, viruses tend to mutate by becoming manager in terms of the illnesses that they cause. They may become more infectious, but a virus wa nts to become more infectious, but a virus wants to survive, it wants to infect as many people as possible. If it kills people quickly, it has less chance of surviving. The good news is as it will probably go in that direction if anything. They would pandemic has been mentioned, what does that actually mean . As defined by World Health Organization, a pandemic is when a virus is being easily transmitted in many countries around the globe. We are seeing many outbreaks in many Different Countries at the moment, it is getting quite close to a pandemic stage but not quite there yet. It is all to do with the quickness of it spreading. People are aware, obviously, one women asks about breast feeding. Do you know what the advice is if she got coronavirus . She says there is no advice anywhere about what to do with her baby, especially with regard to self isolation. We are still learning much about it, but we do know that the virus seems to cause more severe illness and older people and underlying illnesses, such as asthma and heart disease. Younger people, children and babies seem to get a mild form of the illness. Anybody concerned about symptoms and should call nhs111, they will be offered testing. I think with Young Children and babies especially, that be available. The nhs has five hospitals, it has another 20 plus on standby if needed. There is a question here about how do you know if you have it . You mightjust think that you have the flu. Someone on twitter saying that the energy basically lists the same symptoms for coronavirus as they do forcefully. Two a re for coronavirus as they do forcefully. Two are the different symptoms for the purposes of diagnosis . What are the differences in terms of symptoms . There are very little difference use, everybody a cts little difference use, everybody acts differently. Fever, cough, shortness of breath, they are very similar. Public Health England have just started a piece of work with 100 gp practices to see if it is circulating in the Community Already unbeknownst to the authorities, because people with flu like symptoms might actually have coronavirus, so they are randomly testing people at least 100 gp practices. One of the differences is that we have a vaccine for flu, there is no vaccine get for coronavirus, that could be 18 months away. Alan ask, how many people have died of the this winter . I think they flew mortality rate just gives asa they flew mortality rate just gives as a way of keeping things in proportion a little bit. We talk about the flew mortality rate as being under 1 . In terms of deaths per year, flu is not often put on a death certificate, so we see estimates from a few hundred to a few thousand if we current flu as a underlining because of that day. Looking back at swine flu, there was very good monitoring of deaths caused by it, that was just under 500 deaths during that pandemic. It put it into some perspective that these coronaviruses and under flu viruses do cause deaths, but for the majority, it is a mild illnesses. Some very good advice and information for us there. The new order affects 130 people of different nationalities who entered on the 24. The minister also confirmed that workers will be allowed in and out of the hotel, which had been locked down on tuesday morning. That is the latest from that hotel in tenerife. School children in the West Midlands are being trained in methods to stop catastrophic bleeding from stabbing. Specialist bleed kits will also be distributed to schools in the area. The move follows the release of figures from the Midlands Air Ambulance service which shows that stabbings are among their top four reasons for being called out, with paramedics attending two incidents a week. Kathryn stanczyszyn reports. This lesson could mean the difference between life and death. Its a trauma pressure bandage, which you can put on a bleeding wound. In a departure from normal Critical Care work, Midlands Air Ambulance paramedics are now delivering training to schoolchildren on how to deal with stab victims. I try to stop his blood circulation so he doesnt bleed out. These teenagers are learning how to use the specialist bleed control kits. They contain heavy duty bandages, like this, and also a military grade tourniquet. Theyre designed to save lives, particularly in the event of catastrophic injuries from stabbings. Theres a lot about youth crime kind of growing up these days, so i think its more important for, like, Young Children especially to kind of learn this. When we see something, were the ones to first see it its not the ambulance. We are the ones that have to make the call for the ambulance. These teenagers are doing a Public Services course at worcester sixth form college. Staff here would like all 1,600 pupils to receive the training, and say schools should embrace it. I think there is some concern that maybe youre getting this training because youre more likely, or your school is unfortunately at the centre of these incidents, but hopefully most people are going to look at it and see that actually prevention is better than a cure. Its notjust secondary schools taking it up. Primary schools are, too. It comes as knife crime in the West Midlands is at a record high. Lynne baird lost her son in a stabbing in 2017. Her charity is behind these kits, and shes come to the strensham airbase to find out more. How are the kids taking it . Theyre super enthusiastic. And it seems this new collaboration is timely. In 2019, Midlands Air Ambulance attended on average two stabbings a week, and that was just in daylight hours. Its now amongst the top four of most frequent missions for the charity, whereas just a few years ago it was a fairly rare occurrence. Theyre now on course to deliver bleed kit training to 60 schools in the midlands by the end of april. With the greatest will in the world, we wish these cases werent happening. What we want to be able to do is be able to give them the best chance of having a good outcome and the best chance of survival. That will calm down a little bit. Although things went quiet 18 months ago, it wasntjust a brexit doing that, it was actually goes back to the recovery from the 2007 recession. We solve for several years lots of markets are doing very well, some still not doing well, there are still some markets that still havent recovered from two at levels. But it is still basically a supply and demand, there is a bit of pent up demand. Supply and demand, there is a bit of pentup demand. What is holding some parts of the country back, do you think . The way i look at the markets, we look right down to the prices of properties on the street from a uk level downwards. Take aberdeen, for example, the local economy and there is really suffering. Since 2014, house prices fell by 26 , rents falling by 30 . Nine you look at other areas, the midlands has been doing very well. They were Late Developers in terms of Price Performance and mental performance compared to the rest of the market. Where is when you head down to london, bristol, somewhere like east anglia, those areas recover very quickly and extraordinary wealth from the credit crunch. They are now slowing. It is very much driven by what is happening to supply and demand, as well as if enough new builds are being built for the growth in population. Legally fatal with those words, the appeal court has thrown controversial plans for a third runway at heathrow into doubt. The court ruled the proposed expansion didnt take account of the Uks International commitments on Climate Change, made in the Paris Agreement. Campaigners against the third runway have hailed the ruling as a huge victory. The government says it wont appeal, but Heathrow Airport will challenge the judgment in the Supreme Court. It claims expansion is vital for trade in a post brexit era. Our correspondent Roger Harrabin reports. Cheering in the sleet and cold they massed outside the appeal court, hoping for a ruling that the government acted unlawfully by failing to take Climate Change into account when it approved the heathrow expansion. Thejudges ruling, when it came, was clear. The secretary of state acted unlawfully in failing to take into account the Paris Agreement on Climate Change when deciding to designate the Airports National policy statement in support of the expansion of Heathrow Airport. The government acted unlawfully. It triggered the scenes ofjubilation outside. The government has been told its got to go away and think again. If they want to resurrect the project, they will have to do a full and proper appraisal against all the Climate Change impacts over the full lifetime of the project, and thats a pretty demanding assessment to do. I think its pretty unlikely that heathrow would scrape through that evaluation, but thats a matterfor government. No more runways no runway expansion, nowhere, no way. But that hope may be premature. Since its opening in the 19505, heathrow has faced many setbacks to expansion, and normally it gets its own way in the end. We will be appealing to the Supreme Court. We think the Appeals Court got it wrong, however, we will work with government on their review to make sure we can demonstrate that heathrow expansion is compatible with the paris accord on Climate Change. If the government does decide to reassess the third runway plan, itll have to show how expanding aviation, our most polluting form of transport, is compatible with meeting its own laws on cutting emi55ion5. We have said we do want to see airport expansion but of course, critically, it has to match with our ambition, our commitment to be zero carbon by 2050. Those things have to absolutely fit together. Theres no way we can tackle Climate Change allowing heathrow expansion to go ahead. I think this project is now dead. Borisjohnson, i think, knows that as well. This is a way in which Boris Johnson can get off the hook. Drop the thing now. Its not yet clear how the government will react to the ruling. The eyes of the world will be on this judgment because its ramifications are potentially huge. It suggests that, for every major Infrastructure Project planned by the government, there will have to be a clear demonstration that it fits with the governments own Climate Change laws. And that may often be a very difficult hurdle to cross. Roger harrabin, bbc news. Lets speak now to adam marshall, director general of the british chambers of commerce, who support the heathrow expansion. How big a blow do you think this is to the third runway, this appeal courtjudgment . There will certainly be some real disappointment and a lot of our business communities across the uk this afternoon. Business communities rely on great connectivity, whether they are putting something in the hold of an aircraft are going out into markets around the world, and if we do want to build a global britain, a trading nation that can literally reach all corners of the earth, having a great hub airport is important, so busine55e5 do want to see heathrow expansion go ahead. But, do you recognise the importance of fighting Climate Change . We have got to save the planet. It is notjust about more trade under more planes, it is about fighting Climate Change. More trade under more planes, it is about fighting Climate Changem course that is absolutely right, and i dont think the two are mutually exclusive. Aviation i5 i dont think the two are mutually exclusive. Aviation is taking big 5te p5 forward, exclusive. Aviation is taking big steps forward, huge innovations going on in the sector, and it is po55ible going on in the sector, and it is possible to have expansion as well as possible to have expansion as well a5 action to reduce carbon and reduce impact, and some of that will come in the air, some will come on the ground, as we increase public transport access to our airport5. So the two things are compatible, and busine55e5 really do want to see the 5ignal busine55e5 really do want to see the signal that we are ready and able to build some of these big Infrastructure Projects that we need for the future, while being mindful of Climate Change commitments. We heard that Heathrow Airport is going to appeal against this to the Supreme Court, but the government seems quite lukewarm about that. Bori5 seems quite lukewarm about that. Bu5ine55es will want to see those words backed up by deeds, while other countries around the world a re while other countries around the world are improving their infrastructure and their competitiveness, the uk cannot be left behind. We have been talking about this particular project for almost two decades now, many other countries have moved far further forward. That puts us at a real competitive disadvantage, and it is something we need to address. But if the Prime Minister is not an enthusiast to say the least, that is a real problem for you . We certainly would like to see unequivocal backing from the Prime Minister and government for our aviation sector and for expanding our airport5. We need this as business communities, we need connectivity that they offer, and of course we will work with the government to ensure we are also reducing their carbon impact at the same time. Two more patients have tested positive for coronavirus in england bringing the number of cases across the uk to 15. They caught the virus while in italy and tenerife, and have been transferred to specialist nhs infection centres. It comes as the World Health Organization says the fight against coronavirus is at a decisive point. Globally, over 80,000 people in more than 40 countries have been infected. In italy, two more people have died bringing the death toll in the country to 14. The number of coronavirus cases in italy has risen by a quarter in the last 24 hours. Saudi arabia is suspending visas for foreign pilgrims wanting to visit mecca and medina, as a precaution against the spread of the virus. The japanese Prime Minister shinzo abe has called for all schools in that country to close for several weeks from the 2nd of march as authorities there try to contain the coronavirus. And this afternoon its been announced that 130 tourists will be able to leave a hotel in tenerife which is in lockdown due to an outbreak of the virus. Our correspondent Sophie Hutchinson has this report. The Royal Free Hospital in london where one of two new patients with the new coronavirus is being treated. They were infected with the virus while abroad in italy and tenerife. It brings the total number of cases here to 15. The Prime Minister insisted there was no need to panic. I think it is absolutely vital that people do feel reassured. The nhs is a fantastic service. We have made every possible preparation for any eventuality. If you are concerned about travelling abroad to an area that is affected, then the key thing is to look at the fco website for the advice. But across the channel, they are now expecting a crisis. The french president has visited a paris hospital where the second person has died from the virus. The man, aged 60, had no known links to coronavirus and the authorities are desperately trying to discover how he became infected. Translation we are facing a crisis, an epidemic that is coming, and some countries are already much more affected. We have to organise ourselves differently at each stage and face it as best we can. Italy has reported another increase in deaths today. The Authorities Say they have more than 400 infected people there, but scientists believe the true figure is likely to be nearer to 1,000. Further afield in iran, another seven deaths have been reported in just 24 hours in a spread that appears to be accelerating. The World Health Organization has given this warning to countries around the globe. The second big conclusion for the world is it is simply not ready, but it could get ready very fast, but the big shift has got to be the mindset about what, how were going to deal with the disease. New precautions are being put in place in saudi arabia, suspending access for foreign pilgrims to holy sites. But it is not clear whether the major pilgrimage later this year will be affected. Injapan, the Prime Minister has called for all schools to close for several weeks from monday. In the us, california, experts have seen the first case of unknown origin, suggesting the virus is spreading within the us. We are very, very ready for this, for anything, whether it is going to be a break out of larger proportions whether or not we are at that very low level. Scientist are working around the clock to understand this virus. There are concerns in china that some patients who have recovered are then testing positive for the coronavirus again. There is still much to be no about how this infection will play out. Sophie hutchinson, bbc news. Lets get the latest situation from the hotel in tenerife. Fiona trott is there. We have heard from the ministry of health, what have they been saying . They have said that 130 people who arrived here on monday can leave the hotel because they are confident that they did not come in contact with those four infected people staying here because they left for hospital before they arrived. Remember, dozens of people came here because of the sandstorm that had to wrap ash disrupted the travel plans, that is why they arrived here on monday. Of the guests leaving, we understand there we re guests leaving, we understand there were 11 different nationalities, some of them we understand are british, and the Health Minister said, look, once the screening has been completed, these 130 people can leave the hotel, keeping themselves under their own supervision, so you can take from that there will be self isolating themselves. Public Health England have also said a Public Health expert is on the way to tenerife to understand the spread of the virus, and to understand the strategy here. How people here are trying to contain the virus. Good news in that sense, 130 people will be leaving the hotel, we do not know yet when that will be, but there will be many others facing two weeks of quarantine, and there are mixed m essa g es of quarantine, and there are mixed messages about that, which has left him frustrated. One guest we spoke to told us she was told by her travel company that she will have to stay here until the 10th of march. The hotel said to her that she could leave before then. So, really still a big gap between information that is currently out and how it is being interpreted, but the Foreign Office has said it has left letters at the hotel for the guests with a direct telephone number, it has also been encouraging travel companies to leave direct telephone numbers for guests as well, so hopefully the communication can improve. Ministers this morning published negotiating guidelines ahead of the first round of talks which begin on monday. The government wants them wrapped up by the end of the year. Our reality check correspondent chris morris explained a little earlier what to expect once negotiations begin. Negotiations formally start on monday and we have already got a row. In what we have today is a 30 page document setting out in detail the kind of things it has been saying anyway about, we are taking back control, that is what brexit is about, we want to make sure our sovereignty is respected. One of the most difficult issues is this idea of competition for business, what the eu because the level Playing Field and how you ensure that if you have tariff free trade that businesses on one side dont have an unfair advantage over the other. That the uk will have to the eu has been saying consistently this means that the uk will have to follow some of the eu rules particularly on things like subsidies for business. What this makes clear is the uk says there is no way that will happen, it is not a basis for a deal. Lets have a listen to what michael gove said when he introduced this document in the house of commons this morning. Geography is no reason to undermine democracy. To be clear, we will not be seeking to dynamically align with eu rules on even terms are governed by eu laws and eu institutions. The british people voted to take back control, to bring the power home, to have the rules governing this country made by those directly accountable to the people of this country and that is what we are delivering. What could be some of the key stumbling blocks . People talk about fisheries as one of the really difficult areas. That clearly is going to be a problem even though as we have said before it is only a tiny part of the economy on both sides of the channel. Sides of the channel. Most eu countries dont even have a coastline so most dont care about fishing but in the communities that do care about it, its a massive issue and it is totemic of the idea of taking back control. The eu has said it wants to uphold and that is language which has been toughened in the last couple of weeks, uphold its current access for eu boats to british waters. Again the uk pretty much categorically rejects that. Lets have another listen to michael gove. We will take back control of our waters and it is an independent coastal state and we will not link access to our waters to access to eu markets. Our fishing waters are our sovereign resource. We will determine other countriess access to our resources on our terms. A lot of tough talk we have already seen ahead of these trade talks. It is the reality though that once the two sides get down to the negotiating table, in the end both sides do want and need a deal . Both definitely want one. Things could get worse before they get better. People on both sides are already talking gloomily, the whole thing could break down and that idea about the level Playing Field, its a fundamental issue for both sides and won the eu is saying we have to protect our Single Market, the other the uk saying you had to respect our sovereignty. It is hard to see where that gets bridged. That is what diplomats and officials are there for, they go behind the scenes and when things calm down in quiet rooms, they negotiate language to try and get through that. One of the problems is the timetable. It is possible to do a deal in the timetable but the uk has now said if we get tojune and we dont feel we are making progress on the easiest issues and they are talking about deals on things like financial services, they hope that will be relatively easy, if they see no progress there then certainly the threat at the moment is, we will change focus and start looking at the kind of deal that australia has, which is no free trade deal with the eu and leaving the Single Market and the Customs Union without any formal Free Trade Agreement in place which for businesses would be an alarming prospect. That is chris morris. Flooded communities will face further heavy rain and strong winds as a new storm makes its way across the uk over the weekend. Another ten days of difficult conditions have been predicted for parts of the midlands still devastated by flooding. And there are fears shropshire and worcestershire, where evacuations have been taking place, will be further affected following heavy rain. Residents forced from their homes in ironbridge are facing further problems as more wet weather is forecast. Phil mackie is in worcester. The only severe Flood Warning still in place is ironbridge in shropshire, where the force of the river caused the temporary flood barriers to buckle, allowing water underneath. It still looks dramatic today, but its going down. Those railings were completely submerged yesterday. Its now critical, once we get to a certain level, we can get our team to look at the barrier, assess what damage has been done. We have got over 200 metres of barrier we can replace ready for the next weather front that could bring more rainfall through here. In shrewsbury, where they saw record levels earlier this week, the clear up has begun. The water has gone out now and itsjust a case of sanitising everything down, and getting everything in place. Once this is done, Everything Else is fully functional upstairs for us. So, yes, come on back into shrewsbury. But the peak is now moving south. Worcester is seeing the same record equalling levels it saw last week. Two years ago, they raised this road to make it flood proof, but the river level is so high they have had to close it to all traffic except for buses. Theres worcestershire county cricket club, that has been underwater for 60 days since the beginning of october. This is normally the busiest part of the city centre, and today its eerily quiet. The train arriving at Worcester Foregate street station shows the extent of flooding in the centre of the city. Although theyre used to it, businesses are having to cope with the fifth flood this winter. I have been here quite a few years, and to be fair this is the worst i have ever seen it. We are coping as best we can with it, but we have all our pumps working 24 hours a day, trying to keep the water down, and obviously hoping that as soon as it goes down well get straight back in, get it all cleaned out and bang, reopen again. The environment secretary is paying his first visit today since this flood began 12 days ago, amid growing criticism. People are telling me they would like someone like boris or George Eustice to come and visit the flooded areas, to smell the floodwater, to see the squalor and filth, to see the misery in their homes so that they can. They are feeling neglected right now, and they need a big boris cuddle. Its not just here in the West Midlands. More rain has caused flooding further north. The peak is still working its way down the river severn in worcestershire. Itll be at its highest later in the village of severn stoke, which has spent most of the past fortnight underwater. Lets go to Annabel Tiffin in salford, who can give us the latest on a confirmed case of coronavirus at a school in derbyshire and peter levy is in snaith in east yorkshire, where severe flooding has affected around 100 homes in the area. But first to annabel in salford. Whats the situation at the moment in derbyshire . Yesterday the head teacher at a Primary School called burbage Primary School called burbage Primary School in buxton confirmed the school would be closed today for a deep clean after a pupils parents tested positive for coronavirus. It is understood that person contracted the virus in tenerife whereas we know 168 britons have been told to isolate themselves at a hotel after an outbreak there. Its thought this person is one of the two new confirmed cases of the virus in the uk, bringing the total number to 15. They are being treated at the Royal Liverpool hospital and the Royal Free Hospital in london. Also in buxton a doctors surgery has been shut. They had a note on the door telling patients to seek treatment elsewhere while it too underwent a deep clean. Its answerphone message says they have a confirmed case of coronavirus. So its fair to assume this is the same person connected to the school. As for the school, in the school. As for the school, in the last hour or so parents have been told it will remain shut tomorrow as well and they will be an update over the weekend. It has asked parents to be sensitive when explaining to the children why they are not going to school. Matt barlow asa are not going to school. How are the Community Reacting . For the kids its an extra day off school and there has been a bit of snow so they are enjoying themselves but coronavirus is definitely the talk of the time. There has been lots of chat on social media about the case. One pa rent social media about the case. One parent saying they should be testing for everyone at the school. But generally in the time people are quite philosophical. They have told our reporter that it had to happen somewhere, they had to be an outbreak in the uk somewhere and its basically a storm in a teacup. Derbyshire county council has issued a statement saying the risk to the general public remains low. They say they are following up close contact of that infected person but if you havent been contacted by public Health England then you dont need to do anything other than the normal things you are told to do to keep safe. This isnt the first school to close although it is the first one with a connection to a confirmed case. Earlier in the week a few schools in cheshire and lancashire and liverpool were closed as pupils returned from skiing trips in northern italy. But as we heard from the Health Secretary yesterday, the government is urging schools to stay open, saying the goal is to keep things as normal. Lets go now to peter in snaith. How severe is the situation there at the moment . It looks really bad doesnt it. Its the worst flooding ive ever seen and ive been doing thisjob a long time. This is a housing estate. You can see just how bad it is. Every house down here has been evacuated. People are not in their homes any more. Could there be an element of bandwagon and in all of this . The biggest problem for everyone as we dont know where where this is going to go. We dont know how bad its going to get and we dont really know how long it can go on for. Companies have already talked about an impact on profits. If this carries on for months or longer then obviously thats going to have a big effect on these companies so i think at the moment may be people are jumping on bandwagons but who can blame them because there is so much uncertainty and its such a rapidly changing situation. President trump has tried and failed to calm matters. What will it take to calm the matter is down . Probably some kind of cure or some kind of vaccine for the coronavirus would be the ultimate thing the markets would want because while its still going on we dont know how many people could be infected and how far the spread could go. I think at the moment it would take a medical or Something Like that but hopefully something will come along sooner rather than later or may be a complete fall in the numberof later or may be a complete fall in the number of people being affected. Speaking of companies in need of a medical, wpp the big advertising conglomerate, a massive fall in its shares today. Whats going on there . Its all down to the fact that sales are falling and they expected to stagnate in 2020. At the end of last year they fell more than expected and whats happened is wpp was this massive conglomerate advertising giant but its got rid of 40 businesses since Martin Sorrell left the Company Almost two years ago. It is two years into a three year turnaround plan so it has to cut debt and its also got to trim its business down. Its got to slim down and keep the business part going but may get money. Six of the ten largest providers of childrens homes and Foster Carers are operating with huge debts, according to a report for councils in england and wales. The local Government Association says its worried that such financial instability could put at risk the care of vulnerable children. The governments currently carrying out a review of the care system. Heres our social affairs correspondent, alison holt. So this is the open plan area. This Residential Care home can take just three children, but each place is in high demand. They get about 30 requests a day from councils, one sign of a system struggling to cope with the growing number of children needing a safe space. Obviously we are a three bed home. We dont have the capacity to even look at the referrals. So, you know, theres a huge need for more homes like ours. Fees for childrens homes can easily cost more than £3,000 a week. This small independent home says that allows them to provide quality support, but Large Companies now dominate childrens social care. Todays report for the local Government Association raises serious concerns about the huge debts those big firms are racking up. It found six out of the Ten Largest Companies had more debts than assets. Many of those were backed by private equity finance, and some were making more than 20 profit on their income. Councillors are worried by the rise in the fees they now face, and the stability of the big companies. I think if you saw what happened with Southern Cross with Adult Social Care back in 2011, where the system collapsed, we dont want that to happen with childrens social care. We dont want to wait until that happens before the government steps in. There are also concerns that children like robin not her real name end up being sent miles from where they live because local care home places go to the highest bidder. She was 12 when she was sent to a home nearly two hours away from family and friends. I was really close to all my teachers and the school, so being took out of it was really hard, as well as being took from my family. That kind of leads on to the child thinking its got no one and its alone, so they could lead to a really bad path. Some councils are now opening their own care homes like this one, but private Care Companies insist they provide value for money and say they want to work more closely with local authorities to meet the increasing needs of children. What were looking at is growing the sector and having more homes to meet the needs of the growing number of children. I dont think we can actually afford to say one thing isnt right, because what we need is the whole spectrum. The government says it is currently reviewing the care system to ensure it provides the best possible support for children. Alison holt, bbc news. Weve seen some extreme weather conditions recently and the various storms battering the uk have caused all sorts of challenges. One of them is the tricky task of landing an aeroplane in high winds. Its a job which requires skill, strong nerves and special training, as tim muffett has been finding out. How on earth do pilots land in strong crosswinds . With gusts of 50mph or more, landings can look alarming. Were lined up, we have got the wind from the right. Peter hodgdon is showing me how it is done. Its about a 40mph crosswind. Were approaching gatwick. Its very, very windy, and, oh yes, were in a simulator. Crosswinds are a part of the daily life of being a commercial pilot. Geography and weather, when they combine, can create some challenges in approaching. When landing in a crosswind, it can look like the aircraft is flying sideways. This is deliberate and is called crabbing. If you want to go towards the end of the runway, you have to allow the aeroplane to drift, as it were, the nose into wind. We are offsetting to the wind, and we are going in a Straight Line towards the end of the runway. People see it and it looks like you are flying sideways, but its all part of the plan and the best way to land in a crosswind. The severity of recent storms may have taken some by surprise, but not airline pilots. The weather that you encounter has been discussed before that aeroplane gets off the ground. If in any doubt, pilots are trained to abort the landing, or go around, as its known. This can feel alarming for passengers, but is quite common. During storm ciara and storm dennis, there were about 250 go arounds at londons five airports alone. It is a bit nerve racking, it gets the adrenaline flowing. Peter mccann is a long haul pilot who previously worked for thomas cook. He believes pilots who fly longer journeys often find crosswind landings more daunting. Short haul pilots might do four landings a day, four days a week. I probably average about three a month, and therefore the exposure of a long haul pilot to those kind of conditions is minimal. Have there been times when you thought, that was close . Yes. You learn from that, and that is the experience that you take to make better decisions in the future. A chance to experience a little of the challenges pilots face. Sorry, passengers, it might be a bumpy landing. We can go from a bright sunny day with no wind to the worst tornado you can expect. Pilots are much more prepared because we have those facilities to recreate real scenarios. The end of the runway is rapidly approaching yeah, thats fine. This is a great day for anybody who is concerned about Climate Change. We will be appealing to the Supreme Court. We think the Appeals Court got it wrong.
