After the programme was broadcast, a former lead inspector for the coc got in touch and talked about the 15 inspection report into Whorlton Hall, where he had raised concerns. Whorlton Hall, where he had raised concerns. 2015. He said the culture was worrying and he is a very experienced inspector. That report was not published and todays independent inquiry into what
happened says it can find no satisfactory explanation for the reason for that not been published. Some of the findings were taken and published in a later report, but the report today is very clear in saying it should have been published because it is that marker of what was going on in the service. We seem to have a lot of stories on a similarvein, to have a lot of stories on a similar vein, often involving bbc panorama as well, where there are calls for places like this to be shutdown, for a root and branch change of how this whole thing operates, and yet nothing changes. This is another pointer to things needing to change and the cqc has said in response to this report, one that it was shocked by what the programme showed, it said that at the time, but it says that it accepts all the recommendations made in this report today and that it wants to go on and learn from that to improve the regulation of services that provide care, for this really Vulnerable Group of people. Close them now. As we did with the Mental Health asylums in the 70s. If they had taken up the recommendation in 2014, perhaps we wouldnt have had Whorlton Hall hospital. What does it say about where we are at the moment with the checks and balances . Are they pointless . No, you need an effective regulator and the coc need to look at this report today. They need to change the way they do inspection by listening to whistle blowers and families. But you need more than that. I recommended an independent commission of the people with
learning disabilities, someone who could take up stories of abuse and do something about them. That hasnt been acted on. It is extraordinary. There are 2100 people, our fellow citizens, who are as we speak probably suffering further abuse. I am sure there are further scandals to come unless the government is prepared to act and close them and develop the Community Facilities that can provide better care. there are further cases, where does there are further cases, where does the buck stop . That report was not published and todays independent enquiries into what happened says it can find no satisfactory expiration for the reason for that not being published. Some of the findings were taken and published in a later report, but the report today is very clear in saying it should have been published. Because it is that marker of what was going on in the service. I was also told to resolve this institutional issue, there needs to be change, not more reviews. In 2014, i recommended to the
government that they close these institutions, they are by their nature abusive. I said they need to close, we need to develop the Community Facilities to provide care for people near their families. Community facilities to provide care for people near theirfamilies. The government said they had accepted that report, they have done very little about it. Very similar numbers of peoples people are in these institutions now. What is disappointing to me is that the current secretary of state instead of acting on my recommendation has instituted two more reviews. You dont need more reviews. If they had taken at the recommendation back in 2014, perhaps we would not have had Whorlton Hall. today and i think a fundamental change in the way they do inspection by listening to whistle blowers and to families, but you need more than that. It is extraordinary. There are 2100 people, our fellow citizens, who are as we speak probably suffering further abuse. So at a time when we are talking about Mental Health more in general, the fact that people are suffering symptoms and they dont connect the dots and realise why, is that part of the reason why this is getting worse rather than better . Desperately trying. Words used for entertainment, debate, discussion, whatever. That was his life and writing as well. More than 800 people have died of what is called middle east respiratory syndrome since then. That virus does not spread very easily between people. The new coronavirus in china has been linked to this Seafood Market in wuhan. Scientists are working on the theory that it also jumps to humans from an animal being kept here. An emergency meeting is being held by the World Health Organization to decide whether this outbreak constitutes a Global Health emergency. Only five have been declared before. Epidemics including swine flu and ebola. They will be looking at what measures might be necessary in order to better deal with the outbreak. They will assess the outbreak based on three conditions. Is it unusual, is it spreading internationally, is it a risk of causing interruption to travel and trade . In wuhan, authorities take to the streets, disinfecting roads and shopping areas. It is unclear how this outbreak is going to unfold but china says it is at a critical stage of trying to contain it. The Deputy Director at the National Infection service Public Health england says here in the uk members of the public should not be too
worried yet. We have assessed the threat to the uk as low and that is based on the information we are receiving out of china and our assessment of the potential impact. It was handed down to their son leonard and it was only with his recent death that it has come to light and was auctioned at christie s yesterday.
