Of carrying out the attack. Also in the program, let science decide. Two american footballers say they will give their brains to research as the sport faces ever growing questions about the damage caused by concussion. And also it looks like Old Fashioned banking is back on the agenda. Because it appears no longer Investment Banking is where the money is made these days. Instead it is all about credit cards and lending to us the consumer. But banks such as rbs and barclays as they trim units we ask what does it mean for businesses operating in todays global stage. Its mid day here in london. 7 00 a. M. In washington. 3 00 p. M. In donetsk in Eastern Ukraine where an explosion has left at least 30 miners dead. With poisonous gases escaping rescuers have been held at bay. A local spokesman said seven bodies have been recovered but it is thought up to 50 miners were working underground in that blast area all seven years after previous explosion was left more than 100 dead. We start with this report. Reporter outside the mine the families have been arriving desperate for information about the fate of their loved ones. And after hours of confusion it is being confirmed that dozens of miners have been killed. This expert said there had been an explosion around 7 00 in the morning local time and it wasnt known where the miners were. Some rescue teams have gone in to try to find those trapped deep below the surface and to retrieve the bodies of those killed. But there are questions whether there will be enough emergency workers to deal with an accident of this scale. The coal mine is in the eastern city of donetsk which is controlled by the separatist rebels. Its a huge complex, one of the biggest and deepest in the region. Thats already there are allegations the rebels are not allowing rescue teams to come in from other parts of Eastern Ukraine which remain under the control of the central government. In a statement posted on twitter the ukrainian president demanded that emergency workers come police men from all areas begiven access to the scene of the tragedy. Officials say more than 200 miners were underground at the time of the explosion and the bodies of some of those killed have been recovered. For many families it will be a long anxious wait before they find out if their husbands survived what is just the latest in a series of accidents at this mine. At the mine site is our correspondent. Just a short while ago he sent us an update. Reporter an official from the peoples republic of donetsk, the part of Eastern Ukraine controlled by the rebels. That official confirming that at least 30 people have died in this accident but we believe many more are trapped underground inside this coal mine. There have been accidents at the mine before and the authorities are working, of course now to free those other miners. We have seen their relatives coming and going throughout this morning, some looking visibly upset. The explosion which we believe could have been caused by gas leak happened in the early hours of this morning and there will be questions about the resources and ability of the authorities in this rebelcontrolled part of ukraine to deal with this type of emergency given that there has been a war raging here for nearly a year. Its nearly two years since the Boston Marathon was rocked by two deadly explosions which prompted a manhunt. One of the two brothers accused is going on trial. Dzhokhar tsarnaev was captured near the scene. His brother was shot dead by police at the time. Our correspondent has the background to the case. Reporter dzhokhar tsarnaev, the 21yearold ayear old alleged to carry out the boston bombings. This was the finish line at the Boston Marathon on april 15 2013 when two bombs exploded 12 seconds and 200 meters apart. The Pressure Cooker bombs killed three people including an 8yearold boy and injured more than 260. These images captured tsarnaev and his older brother at the scene. Claimed motivated by extreme islamic beliefs, americas wars in afghanistan and iraq. Tamerlan tsarnaev was killed by a fire fight with police. His younger brother was found hiding in a boat. While hiding there it is said he scrolled messages that included the u. S. Government is killing our innocent civilians. The defense will portray tsarnaev as an impressionable young man. Prosecutors will argue that the student possessed his own extremist views. Given the celebrations that followed in boston after his arrest the defense claims he wont get a fair hearing and have tried to get the trial moved to another city. If found guilty he could face the Death Penalty. Lets go to boston and get the latest in the snow there. I guess for many bostonians this feels like it has been a Long Time Coming now. Reporter almost two years since that fateful day in april 2013. There has been a number of other trials connected to this that have happened in the intervening period. The process has been a tricky one. The defense has tried to have it moved three or four times because they say that tsarnaev cant get a fair trial here. Of course the process of choosing a jury has taken at least two months now, Something Like 1,300 jurors were assessed. That was taken down to a couple of hundred. Now we have a jury of 18 possible jurors. Six will be in reserve. Complete range of people from an air Traffic Controller to a cake decorator on that jury and they are expected to take around four months to reach their conclusion. One will assess whether or not tsarnaev is guilty. The second part will assess if guilty what he should get. It was a very personal attack to boston wasnt it . Nonetheless as we said the marathon continues. Peoples lives move on. Is this the focus of all of the tension . Yes. It is. Bear in mind boston is not a particularly large place. It is around 650,000 people. 23,000 people from all over the world came to take part in that marathon. You are talking hundreds of thousands of people on the streets. It touched quite a lot of people here. That has been one of the problems finding jurors who could say that they could keep an open mind in this particular chiel. It does go much wider and touches on what the federal government will say is international terrorism, islamic extremism. What the defense will say is an innocent 19yearold young man influenced by his elder brother. Over the next few weeks we see that panning out. We see a lot of arguments about the admissibility of particular evidence. Will the jury be taken to see that or will just bits of it be brought into court. Still a lot of legal to go. After two years we are getting underway in about an hour and a halftime. Thanks very much. Let me bring you up to date with other news around the world. Officials from the u. S. It was then the civil rights march from selma, alabama to montgomery took place. Back then the authorities cracked down on a group of Peaceful Protesters in a moment that helped define the era and brought about the Voting Rights act. Retracing the walk and looking at some of the problems still unresolves like racial segregation in schools. When they made the journey 50 years ago the protesters who marched camped out. So that is what we did. This is not just about looking to the past. Its about looking at what issues were resolved and what still remains in modern day. It wont surprise many that segregation in schools in alabama is still a hot topic of discussion. Thats because predominantly private schools white students and Public Schools are predominantly black. We met one parent who tried to send her daughter to an all White Private School and this is what happened. We go to this meeting and there is like 500 people in this gym. We are like what is all of this . And then a gentleman stood up and yelled at the board and said you have ruined our heritage. You have allowed this to happen and you have ruined our heritage. I was like that is like the first black student to be accepted into that school. That right there we knew this is maybe going to be a problem. Kids spray painting in the yard go back home and created a website and a facebook page. There is graffiti spray painted of bogue hung from a tree that said ml k is a homosexual. There is all of this negative stuff brewing underneath. Reporter has been pulled out of a private school and being schooled at home. A little further along from selma about 14 miles out. Thank you so much for coming out here. Youre essentially in charge for alabama for the schools in this area. Lets talk about whats going on at some private schools here. How can it be that private schools accuse people in this way so that some people might think it is because of race. Mainly is in the state of alabama are just that. They get no dollars from the State Government or federal government so they pretty much can put together their own enrollment requirements. However, i think if you ask them they will tell you that they do not discriminate based off of race but a lot of the Public Private schools are segregated. When the government said you have to be segregated. It looks as if they are much more segregated. Why cant the government say you cant have all white or all black school . They can dictate it when all of the children and all of the schools were Public Schools and they were receiving state and federal dollars. You can dictate it. But once you become a private school the federal government cannot force you to integrate your students into the Public Schools. Thank you very much for joining us. Very difficult situation and it does feel like defacto segregation at least will remain in alabama for the time being. Big challenges still ahead. Reporting there from alabama. In this half hour should a rapist be given a platform to account for his actions . A government blocks a Tv Documentary which includes an interview with one of the most notorious rapists in recent times. And who owns some of londons most valuable real estate . And also the program. You told us the most expensive city in the world to live. I can tell you the city with the best lifestyle in the world that crown goes to vienna. One of the worst is havana cuba. We are looking at how emerging communities are moving fast up the list offering a great quality of life. In december 2012 a young woman was raped on a bus in delhi. It was a case that sparked outrage around the world and continues to do so because a controversial documentary which includes an interview with one of the convicted rapists has been banned by court order. An investigation into why he was allowed to give an interview in prison in the first place. From delhi we have this. This is going to encourage this. The documentary has generated a vigorous debate here. Today the indian home minister joined the discussion telling parliament there should be an investigation into why an interview was granted. Whoever is responsible will be punished for their actions. Reporter what is causing the controversy is an interview of one of the men convicted. The key question is whether he should be allowed to express his views. The rapist seems to be saying that his victim is responsible for her own murder. After it happened there were vast demonstrations some ended in riots. The victim had just completed the finals of her medical exams. She came to symbolize the hope and promise of a new generation of women in india. Very important. Reporter the director says she was surprised and shocked by the decision to ban her film. I think that would be the biggest mistake india could make because india led the world by example and with demanding equal rights for women. There is no other country in the world in my lifetime that has done that. The film makers are considering an appeal and say the real issue is the deeply ingrained sexism remains in some parts of indias society. Bbc news delhi. A huge contention. Our correspondent is in delhi. You have been looking at some of the responses coming across the board especially in social media. Can you give us a flavor of that . The response is divided. Opinions right in the middle as you saw in the media and in the parliament i would say. If i read a recent tweet one says banning is like killing Charlie Hebdos cartoonists to force its shut down. Another says the rapist language is offensive but lets fight the horrific mindset and not ban a documentary that exposes it. Then there are differing views. One person says who is to benefit by watching a perverts pered perverted arguments. Coming clearly from all directions. What chance do you think of this documentary getting its bearing . There are but as far as the legal concern that the government has which is about the fact that the convict whose statements are center of controversy have appealed against the sentence and therefore his comments should not be aired is considered by many as a strong concern. And the other concern that the government has which is that such a regressive statement may spur violence and Sexual Violence against women, there arent many people doubting the concerns on that either. It seems very plausible that the ban may not be getting profiled. That much is clear. Would it be reasonable to say that since this appalling attack which hit head lines across the world not just in india, would it be fair to say the impact it has had within india has been to a certain extent a force of good, a more progressive approach to womens rights . I think very very much so. In fact, that is what the women activists here have been pointing out. If a film comes two years after this incident but highlights the regressive views in part they feel that takes away from the change that the government policy makers police women activists and general public has been able to bring about. I would like to under score its a big change that we need and it will take its own time. Whatever little progress has been made activists see that is taken away in some way by this film. Thanks very much with the reaction from delhi. We have the business of banking back in the high streets and the spot light. Its like we are seeing a theme among banks kind of turning away from the old days and going back to Old Fashioned banking. I will explain more. Good to see you. Hello there. Brace yourselves if you work in the Banking Industry because reports out today say that the royal bank of scotland which is 80 owned by the british taxpayer is planning another round of job cuts. According to the Financial Times the bank could cut as many as 14,000 jobs from its Investment Banking divisions in places like asia and the United States. That would be if that is the case 80 of the staff in that Global Investment unit. This news follows reports from several other banks including barclays which are looking to pay back their Investment Banking divisions. Why this move makes Financial Sense for the banks Balance Sheets but not for businesses trying to operate on that global stage. The old days Investment Banking was where you made your money. In a new era of regulation very tight capital controls Investment Banking is hard work. You mentioned barclays. They announced their figures yesterday. Their return on equity which is the key marker of how well a business is doing, 2. 7 in the Investment Bank. In the overall bank over 10 . That shows how difficult it is to make money. Hsbc showed their Investment Bank again was struggling in terms of revenue. Royal bank of scotland they did the annual results he said job cuts would be significant. I asked if it would be thousands he said yes. I think over 10,000. Whether it will be the specific number of 14,000 of the 18,000 they have in their Investment Bank i think too difficult to tell at this stage but they are pulling out of 25 countries going back from 38 to 13. Clearly there are going to be job losses there. Investment banking was the powerhouse. Rbs used to have a sheet bigger than British Government pre2008. Now it wants to be a smaller retail focused british bank retail and that is where the money is now. I think there is a bigger issue. Global Investment Banks are necessary for global trade and at the moment the big players are either america, Jp Morgan Bank of america or germany deutsche. Are there going to be other players in the market in five years time . That is a big issue for all businesses that work on a global stage. We will keep it across when the rbs statement comes out. Where is the best place in the world to live . Its vienna in austria takes the top spot once again offering the best quality of life in the world according to the latest survey. Following that new zealand and munich. Second, third and fourth places. The quality of Living Survey is based by global [ inaudible ] cities within cuba followed by pakistan and iraq. I asked how you make a survey like this . When we are putting together this research we look at 39 different factors across ten different categories of all of the things that make an appealing place to live. Is it clean . Does it have good Electricity Supply . What is public transport like . Are there schools and hospitals where people are able to send families if they need to. We look at all of that when we are assessing these locations. This year it has come out on top. We are seeing a trend towards cities actually coming into top 100 for the first time. It jumped up seven places. We are seeing a trend in india and in south africa where come out above and in south Africa Durbin comes out above. Lets talk about this. Europe has seen smaller change but asia has seen the larger jump. Now, since 2008 the gap between high and low earners has grown the least in europe. You can see it is just up about 2. 2 . In contrast north america 7. 2 rise in the wage gap. Asia take a look at that number has seen increase of 12. 5 . Its all interesting stuff. A consultant at the group which compiled the numbers. It has been great to have you in the studio. Before we talk about asia we talk about this a lot, it has been a theme around the world this gap, this widening gap, this division. Why are we in this time of history . Why is there a gap like that . I think just with the recession and discussion about the pain of the recession being shared equally. This gap is actually a 20, 30 year trend. Its driven by a couple of things. There is no shortage of people who can do low skilled work both in developed economies and emerging markets where tens of millions of people are migrating to cities and joining the global workforce. At the top end there is increasing demand for certain skills that cant be automated. Things like leadership Emotional Intelligence and ability to think creatively and solve unusual problems. So the next question taking from what you said then what went wrong . What is going wrong in asia . Much more like business in usual in asia. They didnt feel the recession. I think part of that strong growth is more of a shortage of those senior level to be successful in senior level positions. Many asian economies are growing faster than their companies and universities can produce people that are able to take the top positions. There is a real supply and demand issue there. It must make it hard in some ways i guess for the employer to manage these differences and have their workforce i guess feeling valued. Absolutely. There are a couple of things there. There is a strong link between employees. When they are clear about what their job is what is expected of them and how they stack up against that clear about where they are on their career ladder and what they need to do to get to the next level and clear about how the pay is decided. I think employers can do a lot to figure out where they stand on each issue and then be transparent in communicating them. There is a lot employers can do around training and development. A lot of skills they cant learn at university. Employers cant effect what is going out on the market they can make sure it has to go out in the market unless it is necessary. Unfortunately, i have to wrap this up. Do we see this gap now . Can it be i think the trend which says no shortage of people doing low skilled work i cant see that changing anytime soon. Thanks very much. We appreciate it. Thats it for the business. I want to bring you breaking news from switzerland where the u. S. And Iranian Foreign minister have been meeting. They just finished a round of talks with regard to the Nuclear Program of iran. Just a couple of lines to come out of that john kerry saying we have made progress but have a lot of challenges ahead. He will be meeting french german and British Foreign ministers in the days ahead. As for the Iranian Foreign minister he said we have but a lot of work remains. More work to be done coming in the light of Benjamin Netanyahus address to u. S. Congress yesterday saying do not trust tehran. You are watching gmt. Stay with us here because coming up in a moment finding out how glass blowing is helping one american city. So, have you heard about lancaster . Buttery rich, smooth, and surprisingly soft cremes. So you give one a try and wow. Its lancaster. Its caramel reimagined. You have millions, maybe billions and you dont want to lose that. Where is the best place to put it all . Maybe the London Property market. The Campaign Group thinks the city has become a safe haven for the proceeds of crime and corruption on an extraordinary scale and wants the British Government to clamp down on the problem. Its published research to back up claims and showed more than 270 million worth of property has been put under criminal investigation over the last decade. Transparency saying that could be just a tip of an iceberg. U. N. Figures suggest only 1 of laundered money is ever detected. Could be a huge drop and they say more than 75 of those properties under investigation are registered to a secret offshore company. There lies the problem. The report says more than 36,000 properties are held by offshore companies. Well with me is dr. Robert barrington chief executive of Transparency International which compiled the report. Just a flavor of the scale of the problem. I dont know if you can put it into figures for us. Its likely to be vast. The point about corruption is people are trying to hide the money. You dont know exactly how much is there. The figures suggest it is on a pretty big scale. In terms of london is this the capital of Money Laundering opportunities . Certainly within the uk on a global scale there are probably a number of cities where people find it is attractive to live and a big enough market that you can hide your capital. A point about london is we have the secrecy rules so it is possible to buy the property. That is also a question of privacy. You shouldnt have to reveal where your money comes from . We are not saying that you need to make this entirely publicly available but at least our Land Registry should know and the point is at the moment nobody knows. So those who you believe are doing this how are they working this . Obviously a lot going via offshore companies. Usually offshore companies are not just one company. You might have company upon company. Its really deeply hidden. The problem for Law Enforcement is trying to peel back layers instead of catching criminals. We have heard a lot here recently about trying to trace down tax avoiders who may be doing it through various accounting methods. Very difficult. Takes huge amount of manpower. Is there much you can do about this . In our report we look at what can be done. We think relatively simple fixes can make a difference. Land registry could say if you want to buy property in the uk you have to tell it through beneficial. Those rules apply to uk companies because of legislation going through the parliament but not foreign companies. People from outside can do it but from inside cant. Is there a position i mean if it is the oec who you would point to and say they have it right . The truth is nobody is doing this very well. It is a particular problem for london because it is such a big market in an attractive city. We would like britain to take a lead on it. Im sure you would. Dare i say that it is not likely to be Much Movement in the short term at least on this is there . I think it is possible there will be. This government is introducing legislation, i mentioned to create Beneficial Ownership transparency over british companies. It has made many statements about the necessity for transparency. It is also bringing in a lot of money. The Property Market is booming in london still. And they dont want to deter people from spending good money in this country, do they . You dont want to deter the good money but you want to deter the bad money. It is misery from millions which it has been stolen. Thanks very much. Here is a change of scene for you. Come the delicate art of glass blowing help bring tough neighborhoods from the brink. In tacoma in washington the team is making its way digging up stories which often go untold. During their time in tacoma a history of drunks and violence they did learn how one neighborhood has turned to glass burning.
