State killer Mohammed Emwazi was brought to their attention. And the state of virginia is to pay compensation to people who were forcely sterilized in part of a longrunning eugenics program. Hello. Thanks for being with us. The German Parliament has approved plans to extend the international bailout for greece until june. Now, the deal reached last week between greece and its partners in the eurozone was passed by an overwhelming majority in the german minister. The german finance minister had acknowledged that members did face a difficult decision but also warped them that rejecting the deal would do great harm. These are pictures from before the vote in the German Parliament. This is from thursday evening. Hundreds of people took to the streets. There were petrol bombs thrown shop windows broken. These were protests about the reforms which the new government has been promising and the compromising theyre having to make. The first demonstrations against the syriza party since it took power a month ago now. The german vote is in and its been decided. David damion mcginniss is following that for us. Was it an even bigger margin than you might have thought. Well a few said no which wasnt expected. Yesterday in the runup for the vote, 22 mps signaled they would vote no. Whats more surprising were not the results, it was more that the debate, German Parliament from civilized affairs. Which was pretty salacious. There were lots of cat calls, lots of jeering, quite a lot of laughing at the polling, and thats because this extension of the bailout, it might be unpopular in greece, its already pretty unpopular here in germany. Twothirds of german voters say they dont want the extension of the bailout, and only 20 of the germans say they do. And thats because theres a lot of skepticism here in germany about whether on the one hand athens will push forward the Economic Reforms promised. And also whether these reforms are only a must even if they do go forward. So its a very controversial debate, and this is now a stopgap for the next four months, but its going to carry on after that. Its intriguing isnt it that you see these pictures of demonstrators and violence once again in athens because of what they perceive as significant compromises by the group government. I presume from a german point of view, those arent compromises, thats just the base starting point. Reporter yes, i think what weve seen is luckily, both sides have compromised. And thats because both sides know or they both have the same aim. Neither berlin or athens wants greece to leave the eurozone. So those governments are clear about what they want. Doesnt mean its popular with the people. But here in berlin what is clear is theyre very unhappy about this bailout extension and the north are convinced that athens will connect with the group and say what it says it will do. Its like the least bad alternative. Because any forced exit out of the eurozone for greece will probably be more expensive for germany, because it will be more unlikely that greece will ever be able to pay that money back. And i think people here in berlin are very aware about that. Damien mcginniss in berlin thank you. A prominent bangladesh american blogger known for his atheist views have been hacked to death during a visit in dhaka. Relative who is lived in the United States had traveled with his wife. He had been criticized as being antiislamic. Police are still investigating the killing. More details from dhaka. It happened last night. When the blogger along with his wife were coming out of the book fair in dhaka, they were coming out of the affair they were attacked in the middle of hundreds of people around and attackers, they went on they hacked them and they just left the scene. And in the rush to the hospital rushed immediately by the people around, and the doctors declared the bloggers dead. And his wife she received serious injuries. Since then hundreds of bloggers and activists, online activists, that joined the rally in dhaka in the morning and theyre demanding punishment of the killers who attacked on the blogger. Relatives of western hostages who were beheaded by Islamic State militants say they want the man known as jihadi john to be captured alive to face justice. Hes now been identified as Mohammed Emwazi. British Intelligence Services have been tracking emwazis movements, because its suspected he was trying to travel to somali to join islamist extremists there. He did manage to leave britain in 2013. He got to syria, as we know. Our correspondent, frank gardner, has this. Reporter jihadi john now revealed as Mohammed Emwazi, has a history with britain Security Service. A named extremist, hes been in their sight for several years, so did they drop the ball . Uh yo dont know the total picture theyre looking at. While we can look at hindsight and say this is a figure who showed up in other investigations and appeared to be linked to other communities, ended up in other positions, we dont know how many other people there are in the community. Reporter this man is believed to have had a major influence on emwazi. As a commander in Somalias Al Shabaab insurgent group, he helped radicalize emwazi here in britain. They questioned emwazi even as they tried to recruit him. It appears to have backfired. He turned the Campaign Group cage, but now i feel like a prisoner, only not in a cage in london. A person imprisoned by controlled Security Service men, stopping me from living my new life in my birthplace in my country, kuwait. The Security Service here apparently let a lone terrorist sift through their hands and go to syria to become this executioner. But whats unknown is how many other jihadists successfully approached of failed terrorist attacks here in britain. Emwazis role as coldblooded sadistic executioner for i. S. Is a blow to the Intelligence Services services. I think the message youre hearing about the role of the Security Service is an attempt to deflect culpability of jihadi john. This man made a decision to go to syria, to participate in this conflict and behead our own citizens. Reporter Mohammed Emwazi remains at the center of Police Murder investigations. He may never be caught. There are also many others behind him still at large. Frank gardner, bbc news. I want to bring you on to a unesco News Conference thats just underway now, because unesco is calling for a emergency meeting of the u. N. Security council. This is after Islamic State destroyed statues with sledgehammers in naples. I would expect over the course of the last hour its a pretty heavyhanded brutal attack on what some people see as some of the great artifacts of ancient times, dating right back as far as the 7th century. These pictures actually came from an Islamic State video. So we cant verify how many of them are originals, and some of them may be replicas. Nonetheless, the director general of unesco you see him there on the screen. Shes holding this News Conference, trying to raise further the attention, the amount of damage being done to historical sites across the middle east at the moment. Well pick up on what she had to say a little bit later here on bbc world news. Weve got to catch up with the business, of course, though. Aarons with us. And we are heading for one almighty budget announcement. Big bday in india. Let me explain. Let me start in india. Lets start with india where the finance minister is certainly putting together the final touch of his budget. Youve got to remember this is the first budget under the modi government, the first fullyear budget, that is. And of course Narendra Modi swept to power with all sorts of promises. He got wide support from businesses and investors. But it is going to be a huge financial challenge, let me tell you that because to keep the markets happy, india needs to well india needs to do the following. Keep going, keep going, keep going. India needs to do the following. It needs to stabilize its finances, it needs to cut the fiscal deficit. Thats the gap, of course between what the country believes in it and the government believes in taxes and what it spends. This year it promised to cut that to 4. 1 of gdp, gross domestic product, and that further cuts are expected next year. Heres the problem, in the First Six Months of this Financial Year were already in a bit of a black hole to the tune of 71. 5 billion. Heres an even scarier figure. The previous finance minister has noted that india as an infrastructure deficit. Of course, Infrastructure Spending is everything we use on ports, power stations that deficit standing at 1 trillion. So delivering on election promises is going to require some serious financial conjuring. And our correspondent tells us a bit about the india budget in his very own special way. Thousands of people joined in that protest, you can see here carrying banners with pictures of the missing trainee teachers. Prosecutors say the students were arrested by corrupt Police Officers handed over to a criminal gang and killed. Now, the practice of eugenics of creating a genetically superior human population was championed by adolf hitler in his search for a pure race. Well at one point, it was being used across 30 american states. Only now the state of virginia has agreed to pay compensation to victims who decades ago were sterilized by the authorities forcibly. After a threeyear fight, survivors of the process will be paid around 25,000. Well, lets have a look at this a little bit more. Because with me is sylvia with the society of kings college, london. Thanks very much indeed for joining us. Eugenics remains courtesy of other people a dirty word. It will shock a lot of people to know that some american states were doing that. Thank you, david. This is a very good question. We often we hear comparison between eugenics in the past and dna, mitochondrial or other domestic technologies that we use today. Now, i do not think that this comparison is justified. Now, today, we have something that accounts that we refer to as reproductive freedom. We think it is the right of individuals to decide when and with whom to reproduce. In the past in eugenics this was not the case. The race was not considered a right of individuals to have reproductive decisions. So the state justified in intervening in reproductive decisions. So many will know today that even in scandinavia, sterilization was going on up until the 70s. So i really do not think that this comparison is justified. It is a key question, which particularly today, we find difficult, freedom over loss of freedom to decide. Yes, freedom or loss of freedom to decide. So the negative connotation of the world eugenics is more back in the 30s, it did not have this negative connotation. When the coin was phrased here in london in 1883, it was compared to a religion. Like you had the duty. But as i was saying now you have this concept of freedom, parents can choose whats good for their children. And as late as the 911970s, these are the programs that were still going on. Is it clear that is finished that really is history anywhere in the world, in terms of the forced nature of those programs . Yes. This is finished. Scandinavian countries, we had sterilization law up until the 70s. The fact that we dont often hear this kind of discussion but for example, in scandinavia, the history of eugenics went hand in hand with the history of the rest of the states. So society thought, okay were giving balances to certain communities, but we are also putting away other members of the community. And thats whats considered okay. And the sterilization law process were part of the those who were considered feebleminded. It was an umbrella term which was a catchall for manys abilities and exhausted mothers. Mothers who had too many children and could not take care of the children anymore. But its very different in comparisons with mitochondrial placement and genetic technologies. Okay. Our times changed. Thank you very much. Thank you. Stay with us here on bbc world news. It follows the first protest in athens against the new greece government and its compromise. A bangladeshi american blogger known for speaking out against religious fundamentalism has been hacked to death in dhaka. British security agencies face questions after naming the Islamic State killer Mohammed Emwazi nicknamed jihadi john, was brought to their attention five years. And we find out why president putin is announcing pay cuts for his staff. Hello and thanks for joining us. The German Parliament has approved plans to extend the international bailout until june. The deal was passed by an overwhelming majority in the german party, even though some mps had expressed doubts over the deal. The german finance minister Wolfgang Schauble acknowledged that members did face a difficult decision. But warned them beforehand that rejecting this deal would do great harm and urged them to approve it, despite the skepticism within germany. Translator were not talking about new changes to greece or any changes to this program. Rather, its granting or providing extra time to successfully end this program. That was Wolfgang Schauble. Certainly, there are anxieties not just in germany, but in greece as well. In fact, weve seen the first signs of trouble there yesterday evening. These were the protests with police by a group of antigovernment demonstrators. They are unhappy at the compromises so far made by the newly elected sirs ayriza government to achieve this deal. Our athens correspondent mark lowen has been out and about in athens trying to get a flavor for what most people feel about the syriza governments moves. Greeces new government is a month old and its been a stoney start. Gone are the talk of reversing austerity, tearing up the bailout, and defying berlin as a compromise was found to keep greece in the eurozone. So how do people feel about their government . We come to the historical heart of athens. This ancient country isnt exactly stranger to Turbulent Times in his history. From conquests of alexander the great across the centuries to the trojan wars and the clash of the titans will tsipras bring a smile back to the greek people or mark another tragedy in the greek tragedy . I happy, because i know its difficult. They are not gods. And they found a very difficult situation. This liquor store has been around here for 106 years. Its seen plenty of governments in its time and on its shelves, youll see every shade of political opinion. So posting the success of Alexis Tsipras here or are they drowning their sorrows . We are happy for that because they get something more than the previous government had. I hope the new government is going to help put people to get the taxis from the greek. Reporter all over athens the talk is of politics and they hope the greater political stability will help the countrys biggest history, tourism. First the new government but now we have support from europe and we want to stay in the eurozone to support the government staying in the eurozone. So what will tsipras serve up in office . Perhaps its too early to tell . He passed his first test with brussels, but greece Prime Minister certainly has a lot more challenges on his plate. Mark lowen there. Now, a prominent bangladeshi american blogger known for his atheist views has been hacked to death during a visit to dhaka. He had traveled to the bangladeshy capital with his wife to attend a book fair. He had received threes after publishing articles promoting secular views. Hed written about science and social issues as well which have been criticized for being antiislamic. Police say they are investigating the killing. At this date no one has been arrested. Now lets talk to the acting head of the bbcs bangladeshi service. Would he have expected these threats to be real and serious . The police are saying he had received threats on his facebook account in the past. He came to the realization of what this meant during the book fair, because a new book of his was being released. He was going about having tea in the stores in the bookstore. So i dont know whether he actually thought that this would be he was out and about and not trying to hide no. What do you know about the attack itself and what efforts police are making so far . Police havent made any evidence yet or detained anybody for questioning. But they are investigating the killings. They are saying that they are actually investigating some twitter accounts. Where the twitters those who had twittered, had posted some remarks about what he did and theyre investigating all the leads. And how prevalent is this against people who are prepared to speak out on whether its secular issues or others . Is this a trend or a bit of a oneoff . Well it has happened before. A blogger has been constantly writing about against religious and those who have written blogs along the same lines in the past have been murdered and in 2013 another blogger was killed for his views on extreme religious views and he spoke out against extreme religious views and he was killed near his home. And a prominent writer was attacked in the same spot when he was coming out of the bookstore. He later died. But, you know, its not true or uncommon in bangladesh to be attacked. And is the sort of expectation that this will be dealt with . You know that there will be rather a sense of this is what happens. And increasingly people learn to just shut up. The government has promised that that, there have been protests from citizens from dhaka, and his friends and family members and others they want them brought to justice. Was unfortunately, in the past, the bloggers who have been attacked and killed those cases really havent been resolved yet. Thanks very much, indeed. Okay lets get back to one of our main stories. Thats the quest for justice for the victims of the jihadi john the man who was identified as Mohammed Emwazi. A man who was brought up and educated here in britain. Were responding to the naming of jihadi john. David cameron says the Security Services make good judgments on our behalf and we should get behind them. We have in place the right ways of scrutinizing the work that these extraordinary men and women do on our behalf. And all i can say, even in the last few months their dedication and work has saved us from plots on the streets of the united kingdom, that you have done enough dablg and so we need the moment to stand up and thank them for the work they do on our behalf. Prime minister David Cameron alongside the deputy Prime Minister. I asked Chris Phillips formerly head of uk National Terrorism Security Office how the Intelligence Services allowed emwazi to get to syria. You have to bear in mind that we live in a free open democratic society, where people can do what they wish as long as they dont break the law. As soon as someone breaks the law, they are taken before the courts, hopefully. Are there ways to stop them from leaving the country or coming back in the country . Yes, there are, but you have to understand the sheer difficulty of dealing with people who may be on the cusp of terrorism, may be extreme in their views, but havent actually yet decided to step over the line. Its incredible to think that this person was roaming around our streets, but the fact that hes in syria probably is you know, is some its an interesting point that he actually left the country and was able to get away like that. One of i dont know dozens of Intelligence Services will be looking at or hundreds or maybe even thousands. What good is some sense of scale . Trrp at the time literally hundreds of people. And when someone has not yet committed a crime, there are limits to what you can do. And someone has to take a riskbased process to look at who should they keep out at the moment, because we dont have extreme numbers of nonetheless, there was also an interest to recruit him. Clearly. He wasnt interested. What happened at the point of which, a potential recruit says no, im not interested . Because in the north, hes been life is going to get very difficult for you. And im sure he feels it did. Thats probably why he left the country. The interesting thing is there arent such a large number of people there that this in area on the cusp of terrorism. Theyre on the radar, but theyre not actually under the microscope. And its a manpower intensive game to actually keep these does it make a lot of difference do you think, to the Security Services to the police as well in terms of their efforts to deal, a, him, but perhaps his circle as well that we do now all know who he is and where he lived . Well its an interesting point that they actually cover that at all. Because other killers they didnt cover up. He chose to keep himself under the radar, as such. But i think the police have to deal with a whole range of issues around this. There are still hostages there. There was the opportunity, potentially, of him contacting people from his past. And im sure that thats what the police were trying to do. They thought that was the best way to crack this guy down. But of course the intelligence coming out of iraq and syria at the moment clearly, we would have tracked this guy down by now. It is a very difficult situation that theyre having to deal with over there. Counterterrorism expert Chris Phillips. Stay with us here on bbc more. A prominent bangladeshi american blogger known for his atheist views had been hacked to death with a machete during a visit to dhaka. To russia now, where president putin has decided to cut the salaries of his staff by 10 . This comes as russias economy has been hit by lower oil prices, of course but also the western sanctions over conflict in ukraine. Well sarah, explain why his staff has take a hit . President putin has decided that the president ial administration would in and out get a 10 cut in their salaries. It does follow though, the decision by the deputies in parliament here who said they would give themselves a 10 cut in their salaries just a few days ago. And i think it comes at a time when government officials are certainly being made aware of the fact that the economy is in some difficulty. That some people need to make stiss, and that seems to be the message thats coming from president putin, too, that his own staff will also have to make sacrifices. Unless of course as he said its because of western sanctions, but mainly because of the falling price, which has really put pressure on russians finances, and put pressure on the budget here. Its interesting, because the country still runs a surplus, for a start, and president putin has gone out of his way to reassure the russian people that their Public Sector pay will be fine. Do you think though this is a sort of First Step Towards an across the board reduction in Public Sector pay, at least . The word austerity has been mentioned many times now. People are looking at the budget the finance ministry itself is looking for significant budget cuts to be made. In fact it doesnt believe that what the government has so far is good enough. So austerity is certainly the word of the moment. We also for example, this week heard that supermarkets are going to be freezing their prices on key products for two months, because of inflation here. Its a big problem for people an increasing problem for people. Theres a sense of difficult times to come but interesting to note just this week we saw another poll about president putins popularity, and that was in fact saying in february his popularity rating had increased by 1 even amid all this austerity and all these economic difficulties. Reporter images of the abuse she suffered made headlines in indonesia, leading to public outrage. The former domestic house worker told the court how she was forced to live on nothing except timely portions of bread and rice was beaten regularly, and at one point had a vacuum cleaner shoved down her throat. Its not clear whether her hong kong employer will appear at the sentence, but activists says the ruling serves as a stern warning to employers of Domestic Workers in hong kong. Its thought that at least 3 million indonesian workers are currently working abroad. Most of them young women, mainly as domestic helpers. They are also often the victims of physical and sexual abuse. Many of the crimes against them go unreported. India wants to stop funding its Migrant Workers overseas as domestic helpers to protect them. But activists say this is unrealistic. The main reason they say, that indonesian women go abroad as maids is because there are no betterpaying alternatives here at home. Until the government creates better jobs here in indonesia, its very likely indonesian women will continue to find a way to make a better life for their families. A wild animal on the loose is never a good story. We have a llama drama. Two llamas escaped in arizona not for long, but long enough to make quite a stir. Reporter a desperate chase after two quickfooted la mas. These animals had authorities in a bind dashing in and out of traffic. The two escaped from a mobile petting zoo and started roaming around the suburb of sun city. Officials were quick to see the lalama llamas, but not fast enough.
