You will see a plan of action to give more powers to scotland, more tax powers, more spending powers, more plans and powers over the welfare state. And that will be put into effect, the timetable for delivering that will be put into effect the moment there is a novote in the referendum. George osborne there. The yes campaign say the latest offer is nothing more than a bribe, and theyre questioning why people should settle for anything less than full independence. Nobody is suggesting independence is a magic wand, but it is an opportunity to access our own resources and be the ones in charge of the decisions that shape the kind of country we are. Independence is also not about turning our backs on anybody else across the british isles. An independent scotland will continue to be part of the british isles, working with our parts in other parts of these islands, but doing so on the basis of equality. I asked our scotland correspondent james cook how much agreement there is in scotland with the mayor of London Boris Johnson. It says britain is on the verge of trashing its global brand. Youre right to say that the mayor of london isnt the most popular figure in scotland, but nonetheless, i think he does articulate the concerns of quite a number of people, some people here in scotland as well. For all the talk about the polls narrowing, one poll puts the yes campaign in the lead. Others suggest that the no Campaign Still has a narrow lead. But what one thing is for sure, scotland is split on this issue, that is division among people, among families, among friends. And what is actually the most remarkable thing perhaps is the extent to which this subject is now being debated, that politics has really come alive in scotland in recent weeks. Now, of course, the campaign is in favor of staying within the united kingdom. Looking at these polls, theyre not happy with them. On one hand. But on the other hand, i think they serve a useful purpose for that campaign in that they for a long time had warned against complacency, and i think they perhaps thought at this moment that these polls will jolt the silent majority as they see it of no voters into action to vote against independence. Of course, the other side of the campaign for independence are pretty jubilant at the moment. Theyre excited, and theyre out there campaigning on the doorsteps across scotland saying that they are indeed going to win. Its been six months while Malaysia Airlines mh370 disappeared, despite an extensive search operation, so whats happening now . This report contains flash photography. Reporter it still seems incredible. That a modern airline full of people can just disappear. The last contact with air Traffic Control was routine. Minutes later, nothing. For the families, the lack of information was torture. After two weeks, they hadnt given up hope. The malaysians said new evidence suggested the aircraft had crashed. According to this new data, flight mh370 ended in the southern indian ocean. Reporter an unprecedented sea search drew a blank. They thought theyd heard the black boxes. They were wrong. So, whats been happening and what comes next . The old search area was fruitless, so now there is a new search area, which is based on the only hard evidence they have. This arch shows where the plane automatically spoke to a satellite and they think this yellow patch here is where it ran out of fuel. To get an idea of scale, look how it compares to the uk. For months now, theyve been mapping the unknown sea floor, and theyve discovered two new volcanos and five kilometerhigh cliffs. In a few months, theyll lower these into the water and begin the fingertip search for wreckage. Its attached to a ship by a ten kilometer long umbilical cord. It has sonars that can pick out lumps and check if that lump is wreckage or just a rock. It also has an electronic nose that can smell jet fuel in the water, even if its heavily diluted, but its slow work. It could take a year. We still dont track airliners all over the globe, and the cost of the equipment means it will be many years before that changes. Its possible theyll never find flight mh370. But one expert whos checked the data is sure theyre now looking in the right place. Im more or less 99 convinced that the aircraft is in the spot where they say it is. Im really quite sorry of the fact that they wasted an awful lot of time looking for the aircraft further north. But we are where we are. Richard westcott, bbc world news. Do you agree that they are looking in the right place . Based on the evidence they have, certainly. But that evidence is very, very sparse. We know that the aircraft took on its planned flight path. It then lost communication, either deliberately or accidentally, performed 180degree uturn, flew back over malaysia and then we lost radar contact with it. So what theyre basing this information on is a few electronic handshakes, a bit like when your mobile phone checks in, that were done about once an hour, and then a final unusual handshake that happened, and what theyve done is had to look at where this could possibly lead to and try and track that back. But its a very unusual set of circumstances and a very unusual set of evidence. We saw that that machine showed tracking the surface of the ocean bed. Why cant they get more of those . Theyre very rare. Theyre very specific. And they need quiet and to be towed at great depth. We also need to understand what the seabed looks like down there. It varies from 600 meters down to 6,600 meters. Six kilometers straight down. So theyre mapping the ocean floor at the moment and finding things we didnt even know were there. A volcano on the sea floor. So trying to work inside there is really quite hard. What do you think the likelihood is that we never find out what happened . Theres a chance. If we dont find any wreckage, if we dont find the black boxes, then yes, we may have to accept that we may never know. Certainly, the information we have at the moment doesnt tell us nearly enough. Weve got hardly any facts, and so many stories fit those hardly any facts that its not worth speculating. So until we find some wreckage, yes, we will never know. Hopefully, this search will turn up something and certainly the experts seem to feel that this is their best guess. But there may still be factors at play that we just dont understand. Are the people involved in this sure that all the information from the intelligence agencies and so has all been properly put together . That itself is a massive task. It is. We have surprisingly little about this. Whether or not weve got satellite imagery, military satellite imagery, no one will know and no one will admit to, but certainly nobody has come forward to suggest that theyve got a very clear idea of where this is. The agencies that are working together, the uk act investigation branch, the australians and the americans al altogether have put together their best guest but we dont have any concrete information. Thats the suggestion from a study carried out by the university of oxford, which claims that children who suffered bullying from siblings are far more at risk of developing psychiatric problems. The study asked 12yearolds if their siblings had bullied them, either by saying mean things, hitting, ignoring, or lying about them. More than one in ten said yes. Then at age 18, the children were asked if they had psychiatric problems including depression, anxiety or carrying out selfharm, and those who had been bullied by a brother or sister were twice as likely, apparently, to say yes. The survey also suggests the problem is more marked in families where there are three or more children and boys were more likely to be the bullies. Youre saying that this is really a very severe impact, childhood bullying. But how on earth do you measure it . Its a good question. So in our study, we asked the children to talk about whether or not theyd been bullied by a sibling. And as you reported earlier, the majority of children say they they havent been bullied, which is very reassuring. But in cases where the bullying is very frequent, occurring several times a week, we do find an increased risk of selfharm and depression at 18 years. So quite a long time after the sibling bullying had occurred. Can you tell me about what sort of bullying you found . Yes. It can vary. We measured different aspects of bullying, including name calling, punching, hitting or kicking, pushing to the ground, taking their possessions or completely excludeing them. Its much the same we based this on a measure that we use for School Bullying, which has obviously received much more research attention, and we used the same types of actions that would be in School Bullying but looked at these within the home setting. How can you link that directly to the people who then had depression and other problems . Because to be honest, that kind of behavior pattern suggests a not very cohesive Family Structure in the first place. I as parent with two boys would never tolerate anything like that, nor would anyone i know. Yes, of course. We did find a number of factors in the family that make sibling bullying more common, and one of which is family violence. So in families where there are higher levels of Domestic Violence with the parents or maltreatment. So have you factored out all those other social factors . Weve attempted to, but i would like to point out here, we can never talk in terms of causality here. We cant say its definitely sibling bullying here causing depression. What we can do is try to factor out these types of family factors, also peer factors, to whether or not theyre bullied at school and individual characteristics of the child that make them more vulnerable to developing depression and anxiety. It gets us closer to understanding whether this link is specific to sibling bullying, but we need more research to say this is reputable in other findings. Many thanks very much indeed.
