Also on the program, alice looks at whats happening in business and fight for higher minimum wage. Youre right. You could call it battle for burger. Fast food workers in the United States are staging their biggest protest in 150 American Cities demanding better pay and health car care. Hello. Its midday here in london, 7 00 a. M. Washington. Also midday in wales where nato leaders meet for a two day summit. Gathering is considered one of the most important in decade at the threat of the Islamic State and crisis in ukraine dominating the agenda. President obama and the british Prime Minister David Cameron have written a newspaper article. Nato leaders are expected to boost their defense of Eastern Europe in the new strategy to tackle russia over the intervention in ukraine. Lets go to new port in wales and join my colleague at the nato summit live. Reporter thank you very much. Thank you. Well a lot on the agenda, a lot talked about hasnt even opened. Were at opening handshakes. The nato secretary general has already said about the threat from Islamic State jihadist in iraq and syria he thinks the International Community as a whole has an obligation to top the advance of Islamic State. They are also talking here several key leaders from the uk, u. S. , france, germany, have met ukraines president poroshenko. They have to to talk about afghanistans future and more. A lot to deal w. Some say this nato summit is as important as the end of the cold war. Nato members arrive in a golf resort fired by a new sense of purpose. The crisis in ukraine and rise of Islamic State have focused minds. For britain theres the urgent issue of the face of the hostage captured by militants. When a british person is taken hostage anywhere in the world, i make sure every part of government comes together. I supervise personally to make sure we ask its the intelligence agencies, security force, whoever else and ask what can we do to help in the situation . President obama and David Cameron dropped in to a nearby primary school. The two leaders are presenting a united front promising they wont be cowled by extremistext. Theres no doubt stakes are high. The nato secretary general said this is one of the most important summits in the history of the alliance. Crucial summit at a crucial time. We are faced with a dramatically changed security environment. To the east, russia is attacking ukraine. To the southeast, we see the rise of a terrorist organization, so called Islamic State. Nato and allies are called on to act. This summit needs to define how. Its a serious challenge after decades in which nato struggled to justify its role. Bbc news. Well as emily was saying, the nato secretary general was talking about russias role in ukraine. He urged russia to stop support for armed militants in eastern ukraine. Lets get you the latest from the ground. I believe i can talk to our reporter richard in donetsk. What are rebels saying about possible ceasefire arrangements that might be drawn up . Reporter the fighting is continuing in some areas here. Literally in the last few minutes weve heard a substantial artillery fire coming from around the airport where the two sides are still fighting each other. In terms of what a the rebel leadership here said about the ceasefire, they said they basically support it. To have the key demand, theyre saying theyll stop firing if the Ukrainian Army pulls out completely from this entire region. Now i think thats something which is going to be very difficult for the Ukrainian Government and military to accept. Its pretty much leaving rebels completely in control of this part of south eastern ukraine. What are you hearing from residents from people who are in the middle of all this fighting in donetsk . Reporter i think basically talk to anybody here, and they will say we are desperate for this conflict to end as quickly as possible. I dont think anybody in this city or any other towns and cities which have been bombarded ever thought they would be in the midst of a war zone. Emotions, they are really very raw. I found out when we went stott Central Market here and i spoke to a shopkeeper. Translator we cannot bring back those who were killed. I want my mom to stop crying. I want my son to stop being afraid when they bomb. I want the leadership of our state to understand that. I hope this will be over in the near future. The sooner the better. There will be fewer people killed. The situation will get stabilize and everything will be fine. Reporter i think theres a lot of skepticism about this ceasefire whether it will come into effect or not. The key moment now is going to be friday, tomorrow, when the two sides in the conflict meet in the capital for further talks which president putin and ukrainian president hope those talks will launch this peace protest. Richard live from donetsk, thank you very much. Were going to pick up on with what richard was saying that rebels have been telling him that a their conditions for a ceasefire will be the Ukrainian Army withdrawing completely. Quite a Strong Demand for a ceasefire. Lets speak now to a director of europe. These are situations government in kiev cannot accept obviously. Its asked to retreat from its own territory by fighters not acknowledged by anybody. Thats unacceptable. Theres military side to this. The army has not succeeded well over the last few days. It was escalated fr ed from the russian rebel side of the equation. Looks like rebels can make the claims because they have the military upper hand. There are supposed to be ceasefire talks between russia, ukraine, international monitors on friday. Are you not optimistic about those . Not particularly because in the end the two strategic goals behind all of this are not reconcilable. Russia a wants to stay and fight and ukraine needs to stay for Political Developments in the country. It wants to create some kind of proxy power and frozen conflict on the ground. West wants the exact opposite, to stabilize the country, get reforms done and guarantee the integrity of the territory. In the end that doesnt go together well. That brings us back to the question weve been talking about all morning. What can nato do to push russia . If it cant be involved on the ground, you need to persuade russia politically to back out. Well, i mean, nato, the americans and europeans alike have made it clear from the beginning the military option which means siding with the ukrainians in a military way was out of the question. That means theres few instruments left the west can use to impress putin. The summit is primarily concerned sending a reassurance signal to nato ally this is the east. It knows well options on the ground in ukraine are limited. Theres perhaps financial support. Real military involvement is out of the question. Leaders here in new port are saying we may not frankly be able to do much about the situation on the ground in donetsk, but were dealing balt Baltic States youre not going to lose your independence. Were not going back to old days of the iron curtain. That was the political debate inside nato. These countries and baltics and poland specifically had voiced their fear, have been working very very vigorously to get the signs of the summit. The the embrace here is meant to be the trick. Its a pretty strong sign you know by nato standards. None of this would have been possible a half year ago. Appreciate your insight. Thank you very much. I should say as were speaking, i can see the nato secretary general and David Cameron, the host Prime Minister are greeting the leaders of the 28 nato states. The summit is now getting formally underway. Phillip, thanks very much there from new port. Well be back there to new port very soon. Phillip will bring us more as we see things beginning to get underway. If russia is intervening in ukraine, its using tactics and techniques far from traditional war faifare warfare. Its called hybrid or ambiguous warfare. Is nato ready to deal with it . Chris is with me. He served four nato advisors, now director of the institute for state craft. Explain what ambiguous warfare is . A lot of people think its guns, m bombs, bullets. There are different forms of power to be used as weapons. The obviously one everyone thinks is cyber. Think about information in psychological operations. Economic warfare, dirty tricks, money is a weapon. It buys people. It corrupts people. As i say, use coherently. This is a powerful form of competition, conflict, warfare. The nature of hit is that somebody cant sit down and say absolutely its behind whats going on. The accusations in the west Vladimir Putin intervening militarily in ukraine. The new warfare is nobody can say for sure. Thats what the term means. Thats why its so dangerous. A lot of countries, particularly european countries, are though the alert to the fact this is against them now. If you look at what russian is doing in ukraine, this didnt start this spring. It started a decade and a half ago. The infiltration in ukraine by them buying people and infrastructure. That applies to us too. We have over the last ten to 15 years in the europe and west been persuaded by russian information campaign. We understand about ukraine. The russian view not the ukrainian view. What would be the benefit of doing this in an ambiguous way rather than open, all out, full invasion . Because you keep the element of conflict below the threshold of the western or Nato Reaction level. You simply dont make it sufficiently eventful, violent to stimulate people who are as we are in the west rather complacent to rekt. Youve advised four awe nato secretary generals during your career. Why do you think this is difficult now for nato. How prepared is it to deal with a completely different warfare. Decade, nato has been contributing to what people connect to forced war in afghanistan. Its fixated on that. What nato does have is mechanisms to use to fight ambiguous warfare. It needs to remember that and revive it. What sort of things are you talking about . Firstly nato is a Political Organization of the military. Its essence and value is it gets countries together, work together, talk together. It shares experience and information. The mechanism it has for that are unique and valuable. Firstly, it can encourage and help neighs to study the issue. Get nations to share that. Then it can develop indicators and Warning Systems so it can alert them to when ambiguous warfare is practiced against them. It can bring nations together to sort out differences peacefully rather. Thank you very much. Well be back live at nato summit later to talk about its response to the threat of Islamic State. For the latest developments during the nato summit, go to the website. The medical charity warned the gathering will have little impacts on the current outbreak. Ex pert wills will discuss the most promising drugs and how to fast track testing and production. More than 1900 people have now died in the current ebola outbreak. Almost all of them in west africa. What do they think should be done that isnt being done now . This is a medical charity that went to affected areas when this started in the spring. They set up treatment centers, isolation facilities. Theyve been saying for some month this is outbreak is out of control and they need more of everything really. More r doctors, nurses, diagnostic facilities, people to go out and try and find 350epeo who could be infected. The response is inadequate they say. Theyre using strong language. They say now needed is military response. Theyve called on the government here to send in the military to help deal with this. This is everything from getting troops to go in and set up medical facilities to guards facilities. These countries such as the uk have what they call a biological Disaster Response capacity. They want them to use this in this situation. It also includes flying supplies around. What weve seen is airlines pulling out of these countries, british air ways just to name a couple as well as Regional Airlines pulling out. Thats making logistics incredibly difficult. Meanwhile the World Health Organization is meeting in geneva talking. Msf saying talking isnt going to help anybody suffering right now . Contactually. Theres two days talking about what treatments and vaccines can be made available to people who are affected. This is going to take time to go through. Theres a vaccine that hasnt been tested at all in humans that will now be tested here in the uk next month. That will be available probably firstly to Health Workers in west africa by early next year. Weve heard a lot about the drug zmapp. Its unclear how good that drug actually is in this situation. This is all discussed by around 200 exports and World Health Organization officials in geneva at the moment. Msf concern is this will not help the current outbreak. Its important the to look into these things, and yes if jobs are made available quickly in this particular outbreak, they should be used. To their point, the World Health Organization has been saying this as well. They have a massive scaling up of response out there. Were still hearing stories of people being turned away from treatment centers. People coming with ebola to get help. Theyre told to get help, tried to come out and get it. Theyre being turn add way. I heard of people dying on the doorsteps of treatment centers. This is several months, 1,900 deaths. The Health Organization is calling for more money, more resources pumped into west africa. They havent been able to deal with it on their own. Thanks. Going to stay in africa. A part of the population is involved in fishing in a way and uns of in legal trade. Theres a murky side to the business. Illegal fishing with explosives results in large captures quickly. It results on the environment. This is a coral reef essential to sea life. Fish need it to breed and lay eggs here. It spawns the delicate ecosystem. This is what it looks like after blast fishing has taken place. Part of the reef completely flattened. It cost 8 to buy enough dynamite for explosion like this. It can kill over 400 fish. On a daily basis, bombs can be heard. Theyre trying to ex tract all fish. Dynamite goes down and blows up creating craters, holes in the reef. Fish are in a state of paralysis to be captured. The problem is, its difficult to track down illegal fishermen as we found out when we joined a fishing patrol. Theres a secretive and apparently Sophisticated Network in place. Its been going on for decades. Blast fishing first came to light in the 1970s. The navy was brought in to track down the perpetrators. In 2009 a law was brought in carrying five years in prison for anyone caught blast fishing. The law states clearly penalties. These are not used by magistrates. The. Theres also a human cost. This man lost parts of his hands in the explosion. I was holding the dynamite in my hands. I was trying to light it up. It failed twice. Then it just exploded. I lost both palms of my hands. Blast fishing distortes the market. Fishermen that a bide by the rules have to work longer on the water to catch the same number of fish. This is the fish market. Every morning fishermen bring in their cash to hundreds of customers. The demand is huge. The supply is not quite. That makes it almost impossible to sell the fish or methods of fishing used in the sea. Blast fishing may bring instant returns but the damage lasts a long time and effects the industry and environment. Coming up in the next half hour here on gmt, back in new port to explore the other big issue on the agenda at the nato summit. What to do about the Extremist Group known as Islamic State. Leaders of the worlds most powerful military alliance gather at natos most important summit since the cold war. Im at new port in wales where nato leaders have to decide how they respond to the growing threat of Islamic State. Also in the program, alice takes a look at Serious Business of toys. Very serious indeed. Lego may have been around 50 years, but its undergoing a real transformation with the surprise hit lego movie that boosted sales. Weve been speaking to lego chief financial officer. Welcome back to the program. Earlier we talked about how nato can respond to crisis in ukraine. Its not the only crisis on their agenda. The Extremist Group known as Islamic State that controls large parts of syria and iraq has challenged western nations. U. S. Carried out air strikes on Islamic State targets. Other nations have sent weapons to kurdish fighters. Is that enough . We are joined live from the nato summit at new port in wales. Hello to you. Reporter hello again. Nato has to decide whether its any of their business in terms of a joint reaction to jihadist and what theyre doing in iraq and syria. Lavrov said earlier today i believe the the community as a whole as obligation to stop them from advancing further. He said if Iraqi Government requested help, that would be considered seriously by allieal. What does that mean . We may not find out until friday. Meanwhile the family of the second american journalist to be killed by islamics said they merely want to give a voice. He wanted to give a voice to those who have none. A doctor providing services to children ravaged by war, to the plirm who risked his life crossing lines to retrieve medicine. Steven sacrificed his life to bring their story to the world. Reporter the british Prime Minister David Cameron is facing mounting pressure to add to the u. S. Air strikes in iraq, for there to be british action, uk air strikes in effort to help drive by the islam pick state militants. He shaid this morning its time to squeeze the terrorist group out of existence. It does mean making sure that first of all we help those on the ground who are actually fighting this organization. So we are i helping the kurds. Weve been getting them armor and should look to do more in that area potentially even training some of their forces. We should be making sure, and perhaps the most important thing, that theres an Iraqi Government in baghdad that represents all of the country. One of the reasons this appalling situation has come about is for too long iraq had the government that did not represent all of the country. We shouldnt rule out taking further action. Weve supported american air strikes that have taken place so far. Weve played our role with aircraft flying surveillance missions. We provided aid for saving lives and helped break the siege of towns. We should go on considering what more we can do. Lets talk to bbc, jim in irbil. What did they want . Reporter i think theyll welcome anything they can get at this stage. Theres the possibility of british joining with air strikes for example. I understand that they havent yet had a formal request from the kurdistan authorities. That request may be in the pipeline. They may soon get the request are from the kurds to join in with americans to carry out the air strikes against i. S. As forces on the ground slowly push back into territory. Parts of kurdistan invaded by i. S. Fighters last month. They are making progress. Theyve got american help. I think they like the americans wanted as many outside nations to get involved as possible so theyre not just partners with the americans, theyre partners of broader international coalition. Im sure they welcome it. For the rest of iraq, its been more complicatecomplicated. Very intensive efforts to get that underway. The constitutional deadline expires in a week for that. Pressure is really building up on the new recently appointed new Prime Minister to get the kind of inclusive government underway that the west wants to see as a platform for the Islamic State. I think what youre telling us is quite a significant development. That formal request for strikes may be in the pipeline from kurdish fighters. One of the points made by David Cameron has been, this isnt western intervention over the heads of those on the ground. We need there to be requests and need to be clear targets and parameters for british involvement. Absolutely. Nobody wants to see the west stepping in, guns blazing, over which is locals on the ground. No. This would be very much a request coming from the kurdistan government. It already has made a general request to the eu as a group for arms, training and all that. On this question of air strikes, i gather there is a move in the pipeline as i say to have a formal request to the british to join in as well. As i say, they basically want to get everything they can, training, armor and so on. They had a shock when the Islamic State turned on them last month. Peshmerga collapsed. It was intervention from the air that saved the day a, saved irbil from probably falling to this advance which seems to have taken them by surprise. Jim, of course Islamic State is target not just iraqi territory but syrian as well. I want to ask do you think theres a sense in which western states like the u. S. And uk might have to do a deal with president assad to try to deal with him against Islamic State . Reporter well, as you know, they have kind of rule had the out. They regard him because of his own exactions against his own people, his own atrocities, torturing people in death from jails and so on. Theyre not keen to team up with him. They may find themselves on the same side at the moment. The regime has been carrying out air strikes against i. S. Quite a novel development. They tolerated it a long time. Theyve had a lot of government soldiers abducted or captured and put to death by the i. S. Now theres a war between the syrian state and Islamic State. The Syrian Opposition is left in a bewildered state. Theyre fighting both parties. Needs a lot of sorting out really. On the ground they have the kind of willing coalition of local forces that can do the job on the ground supplemented by air strikes and other Logistical Support from the west or broader coalition involving regional states too. Im saying theres a lot of work to do to get all that in place. I suppose here at nato summit where you have leaders like the turkish, theres going to be pressure on the nato leadership to do more when you look at civil war in syria, Islamic State and refugee problems. So much to deal with on natos southern border. Reporter absolutely. Turkey is in the thick of it. Its been out of the limelight recently. Basically the turks allowed border to be used by all kinds of people to fight the jeregime. Now theyre paying the price. Theyve created the monster thats the Islamic State. Jim in irbil. Thank you very much for your analysis. Karen something said this morning, he said this summit will shape the future of nato. He said its surrounded by crisis. A lot of challenges here today and tomorrow. Back to you. Thank you very much. Much more from phillipa here on bbc world news. Weve heard plenty about the Islamic State but not much about al qaeda which has been eclipsed as the leading islamic Extremist Group. Their leader has announced their group has set up a south asian branch called al qaeda in the the indian peninsula. With me the correspondent gordon. The leader of al qaeda made this announcement. What did he say . Its quite a long video in which he announced the forming of this new group. Its an interesting statement. We still get videos but not necessarily as often as in the past. They dont garner much attention really. This is talking about setting up this new group this the indian subcontinent. Focused on india itself. Hes talking about groups fusing together to create this. People arent clear what groups those are. Hes placing a banner under which he hopes people will follow. Is this because al qaeda is feeling neglected by foreign media because of rise of Islamic State. Al qaeda has been struggling for attention, leadership itself. Struggling for relevance. I think theyre conscious theres a new generation of radicals who arent looking for al qaeda for leadership. Theyve been looking particularly at Islamic State and whats happening there. Theres a desire to assert themselves in the debate, say were still here. How hostile are the groups against each other . Is there a situation where you get almost a war between Islamic State and al qaeda . We have seen fighting in syria where the two groups fell out. It is linked to al qaeda where i. S. Is separate. They have fought and had a lot of conflict partly about this issue of allegiance to al qaeda who is in charge. He said himself up as the leader now in a way that directs a different approach. Theres a very clear tension between those groups between who is if you like the leader, banner under which others should follow. You sense the struggle going on and tension of the world which is really much more on the Islamic State at the moment. The intention was mentioned to dominate south asia. How risky is it that muslims india that could be radicalized . Theres concerns for a number of years. If you talk to those in the establishment, of course theyre worried about a tiny traction. Its very large. Theres few signs of serious radicalization in there. There are concerns about a few individual groups calling themselves. Some of those accused pakistanis of being involved in rather than local indians. Although there have been some cases in which theyre accused. I think the concern from india may be if this group exists, it may try to do something to show it exists. For that reason, there might be more security because of that. Thank you very much. Now some breaking news to bring you from south eastern ukraine. Were learning from bbc source there that a border guard based in the city of mariupol, the sport city, said to to us artillery started shelling mariupol from the direction of the coast. We remember towards the end of last week, the fighting between pro russian rebels was victvict. Armored selfpropeled vehicles are seen moving towards mariupol. Thats the new front in the fighting in eastern ukraine. A long way from the rest of the fighting near the cities to the north of donetsk and luhansk. Now another line of breaking news were getting on ukraine, nato military officer says russia has several thousand combat troops, hundreds of tranks atrananks and Armored Vehicles in ukraine. The number was put at 1,000. That seems to have multiplied now to 7,000 russian troops. Stay with us. Well bring you more on this story as we get it. Its not just a sedan. Its a subaru. A reminder of our main news this hour. Western leaders are meeting the ukrainian president at the nato summit in wales. Poroshenko was invited there in a show of solidarity. Time to check on the Business News with alice. News of notoriously low paid industry. Absolutely right. Were seeing a backlash against this. More disruption, thats whats on the menu across the United States. Workers are stepping up their demands for better pay. The likes of mcdonalds, wendys and burger king all expected to face protests in around 150 u. S. Cities. Higher wages will mean fewer jobs. The movement is demanding 15 an hour and also want workers to join a union without retaliation. Many fast food worker earn barely more than the minimum wage currently just 7. 25 per hour. That equates to over 15,000 a year for a 40 hour week. Many dont know how many hours theyll be given for one week to the next. Put all that in perspective, the official poverty line for Single Parents in the u. S. Is currently 15,730 a year. Protests are raging across the country. Low wage workers are demanding higher pay. 15 an hour and to be able to form a union. While those goals are lofty, their voices are being heard. The last year has been a really phenomenal success for this low wage workers movement. Weve seen conversation elevated at state and municipal level with increasing minimum wages across 13 states in just 2014. Its been five years since the last increase to the National Minimum wage. This administration wants that to change. In america, no one who works full time should have to raise a family in poverty. A hard days work deserves a fair days pay. Raising the minimum wage would be one of the best ways to give a boost to working families. As much as this debate is economic, its wrapped in politics too. In this divided congress, passing any new legislation is increasingly difficult. Despite the political will at the federal level, workers at places like these will continue their push for better wages. Bbc news, new york. Deputy chief executive of the Resolution Foundation and independence think tank which campaigns for people on low to middle incomes. Thanks for joining us. What do you make of this movement sweeping across over 150 cities in america in a fight to raise the minimum wage in fast food outlets. Whats happening in america is also happening in other countries. Germany this summer passed legislation for the first time to have a National Minimum wage. We saw earlier in the year a referendum in switzerland which was lost. It was about raising the minimum wage to 15 pounds in that case. There is action by workers all across various different developed countries to address the issue of low pay. It comes to this internal debate doesnt it, as to whether raising the minimum wage will actually stagnate job creation, actually eventually harm the workers campaigning for it. As far as i understand, the report that recently came out said no the minimum wage would not harm industries. We hear from the u. S. Congressional Budget Office that say they dont believe raising the minimum wage is the answer. The body of evidence we now have internationally shows that there isnt a big employment effect from raising the minimum wage. Its one of the things that business lobbies often claim in advance of increase will have a huge negative impact on employment. That hasnt been the case so far. Often the minimum wage if its increased its done so incrementally. In germany, the new minimum wage will be brought in over a couple of years. There are often exemptions for younger people. There are measures to allow business to adjust overtime to increases. We dont see the fall off in employment Business Leaders see we will. I suppose the argument put forward is just raising the minimum wage across the board in any country is not the most effective way of targeting those people who live below the poverty lines. They give the example you could be allowing a teenager from a middle to upper class family to buy a nicer set of clothes. I also wonder what you make of a report by the economic policies chief saying a wage in the restaurant industry, fast Food Industry are particularly bad. Thats true too in the uk. Low pay is in the Retail Sector and hospitality. Sectors where over two thirds of workers are low paid. A minimum wage in itself doesnt fix low pay. Lots of workers continue to be low paid if theres a rise in the minimum wage. You have to significantly more than the minimum wage to get out entirely of low pay. Theres sectors its not just young people. People in their 30s and 40s are earning very low wages. Many thanks. From the independent think tank that a works for those on low and middle income. Many thanks. Products are based on the lego movie helped push up revenues by 11 in the First Six Months compared to last year. Lego has been around more than 50 years.
