The French Economy hasnt grown at all this year, coupled with record high unemployment. And as for this bloke, their president , hes the most unpopular in modern history. So were going to take a look at all the promises on the table to get france moving once again. It is midday here in london. 7 00 a. M. In washington and 2 00 p. M. In syria where american journalist james foley went missing almost two years ago. He has now been killed by Islamic State militants. They have posted a horrific video online. That video is yet to be authenticated but militants say it is retribution for recent u. S. Air strikes in iraq. Those air strikes in the last few days have enabled iraqs army and Kurdish Forces to push back against i. S. And reclaim territory. The bbcs laura brent has this story for us. Reporter he was a journalist drawn to war reporting. Previously he was captured and held by militants for more than 40 days. Then i was hit several times with the butt of an ak47, punched and dragged into a vehicle with my hands tied behind my back. Reporter on a facebook site, campaigning for his freedom, james foleys mother seemed to accept her son is dead. She urged his kidnappers to spare the lives of the remaining hostages. The militants say theyre taking revenge for recent american air strikes on islamic fighters in iraq, and they claim it is one of the few ways they can hit back. The video is too graphic to be shown, but we can see in this still the killer is wearing black. He speaks with a british accent before beheading james foley. As a government, youve been at the forefront of aggression to the Islamic State. Today your military air force has attacked us in iraq. Your strikes have caused casualties among muslims. Reporter the Islamic Militant who killed james foley goes on to threaten unless president obama stops attacking the Islamic State, the life of another american hostage is at risk. The foreign secretary Philip Hammond says the apparent beheading was an appalling example of the brutality of the militants. As i say, were very much aware of the threat from foreign nationals operating in syria and iraq and thats not just to the uk, it is to all western countries and indeed other arab countries as well. This is a poison, a cancer, what is going on in iraq and syria and it risks spreading to other parts of the International Community and affecting us all directly. Reporter james foleys friend last saw him a few weeks ago. James was a true professional, you know, hes really dedicated to journalism. He believed in what he was doing. He wasnt going to let anything stop him. He was captured by the gadhafi regime and after release, he went back to lib wya to continu reporting on that conflict and went on to syria. He knew the risks, the dangers, but he believed strongly in what he was doing and was good at it and did it the right way and did it as a true professional. Reporter the u. S. First authorized air strikes against the jihadi fighters earlier this month to protect refugees and stop the advance on kurdish areas. Since then, they have been instrumental in pushing back the frontiers of the Islamic State, allowing peshmerga fighters to recapture the vitally important mosul dam. Its been known for some time it is up to 500 british men are fighting for the Islamic Militants. This appeared on propaganda videos urging fellow muslims to join them. The identity of james foleys killer is unknown, but he appears to kill without a conscience and he says hes more than ready to do it again. Laura brent, bbc news. Lets take you to plymouth now and we can speak to the photographer, paul conroy, a good friend of james foley. He worked with him in places like syria and other areas of conflict. Paul, thank you very much for joining us here on gmt. Im sorry for your loss. When was the last time you saw jim . Obviously i would like to pass on my condolences to family and friends. Last time i saw jim was in benghazi when gadhafis troops were up and down the road to benghazi. And james was there. He was committed and brave. But that was the last time i saw him in libya. Hes been kidnapped before this time. And you were contacted then i understand to try and help in the search for him. And what sort of information were you able to give to the fbi . How were you able to help . Well, i mean, because i spent a prolonged time in city myself, when i was injured and i had a good network of connections on the ground in syria. So really it was a case of contacting anyone and everyone we could to, you know, just to put the word out, that james was missing. And to keep to keep the people looking to make the people on the ground because they were the only people who could make a difference, were people on the ground. And really just use the network of contacts that were in place in syria. We did all we could. Can you give us some idea into what would have been going on inside jims head . He already had been kidnapped before. He goes and puts himself in yet another very difficult conflict within the situation, what draws him . I think like all true journalists, it is not with people like james, and other professionals, it is in many ways a vocation. They want to get the truth out. The media is often criticized. He went back because not many people were going back, but he knew there were, you know, the need to keep getting that news out, to keep shining a light into thats what these dictators like Bashar Al Assad despise most is information and somebody shining a light, bearing witness as to what these people do. People like james didnt go out there, the world would be very much in the dark, which makes it a lot easier for tyrants and butchers to carry on doing it with impunity. It is a vital role. And james going out was just james doing his job. He was a professional. Thats what he did. Despite the dangers, he went in and he carried on telling the stories. Hes paid the ultimate price as the number of my colleagues do in libya and syrian wars. And all i can say is they deserve all the respect that we can offer. These people went in and did it knowing the risks. They were professionals. And the end result was tragic. Paul, i spoke to jims mom diane last year, when she still believed he might be alive. She said he was just a young man with a camera wanting to tell the syrian side of the story. And james himself also spoke to bbc and said it was the human side of the conflict that he really wanted to convey. Is that often what you feel is missing, journalists dont go into the situations, you miss the Human Element of what is happening to people in conflict zones . Absolutely correct. When myself and marie went into babylon, thats the lowest common denominator in war. We see the high tech imagery of smoke bombs going down chimneys. What we dont see is the horrible reality of men, women and children on the ground, being ripped to pieces by pieces of metal and that is if you want to explain what, if you want to show what, that is the angle that you explain it from, for the people who suffer from it. The dictators are generally some place far off. The people who suffer are on the ground. Thats where the thats where journalists go, should go to get the heart of what if you want to see the true cost of war, it is on the ground with the people. And that involves many risks. But a certain amount of people are willing to take the risks and james is one of them and i think the world should mourn the loss of people like james. He was a good, good person, trying to tell the story of people suffering and thats how we should remember him. She was killed in the city of homs in syria. You can see paul was badly injured in that attack. Lets bring you up to date with what is happening on the ground in iraq. Were getting reports that the political situation in baghdad might be stabilizing just a little. It is understood kurdish ministers agreed to rejoin the Iraqi Government after withdrawaling earlier this year. Fighting between the iraqi army, Kurdish Forces and Islamic State militants is continuing today. Right now, iraqi forces are engaged in clashes in tikrit in an attempt to retake the city from i. S. And peshmerga fighters from Iraqi Kurdistan and now fully in control of the strategic mosul dam after recapturing it from militants. Well get an update on latest from the ground in a very special program for you here on bbc world news. On iraq and the caliphate, well be looking at what the caliphate is, who supports it, also what are the consequences for National Ethnic and sectarian identities in the region. Israeli military says it carried out 60 air strikes in gaza in response to more than 80 rockets fired by hamas since the ceasefire collapsed on tuesday. Officials in gaza say at least ten palestinians have been killed in the latest round of attacks including the wife and the 2yearold daughter of a senior hamas military commander. Israeli air strike targeted the home of Mohammed Deif. Yolande nell has this report. Reporter we have been told this big pile of rubble behind me over here was the house of relatives of Mohammed Deif, the top military commander of hamas. His wife and baby are said to be among those who were killed here. Several other people were injured. We had no word on Mohammed Deif himself. He is somebody who has long been on israels most wanted list. Hes been blamed for a series of suicide bombings in israel more than a decade ago. The qassam brigades, after this site was attacked, they came out quickly and launched a series of longer range rockets into israel, aiming them at tel aviv and at jerusalem. There have been other deadly israeli air strikes since in the past few hours. And really nine days of relative calm, we have seen a return to horrible scenes like this, ones palestinians thought they had seen the last of. Yolande nell in gaza city. A series of landslides struck the city of hiroshima. These mudslides were triggered by torrential rain in the early hours of tuesday morning. More than 20 centimeters of rain fell on the city in just three hours. From tokyo, here is rupert wingfieldhayes. Yesterday, this was a neat and tidy neighborhood of northern hiroshima. Today, it is a mangled heap of smashed houses and overturned cars. Huge rocks and thick mud. The torrential rain caused all this began shortly after midnight. Within three hours, nearly 25 centimeters of rain have fallen and the landslides began. It all happened so fast. The first residents here knew about it was when the mud started coming into their homes. All we could do is get the family together and try and get out, says this woman. But the flow of mud coming into the house was quite strong. When i realized what was happening, says this man, it there was mud flowing around and cars were being washed away and everything started sliding away. Japan is a very mountainous country. And landslides here are not uncommon. A very similar event killed 32 people on an island south of tokyo last august. These events are becoming more common and more deadly. Fierce fighting is continuing in rebel held areas of eastern ukraine. There are street clashes being reported in the separatist strongholds of luhansk and donetsk. More than 2,000 people have been killed since midapril. And local authorities in donetsk are now reporting the deaths of 34 civilians in the past 24 hours alone. Jonathan marcus has more for us. Reporter troops supported by volunteer battalions of fighters are reported to be in the outskirts of both the capitals of the regions of donetsk and luhansk. The separatists have lost control as several small towns close to these cities in recent days. The area controlled by the russian separatists changes by the day as the front line shifts. Latest reports say the fierce exchanges are going on in ilovaysk. One report says that ukrainian soldiers have taken much of the town and according to a Ukrainian Government spokesman, the focus of the army is now to secure and control its entry points. These are pictures from social media said to have been filmed yesterday in ilovaysk. Reports say much of the damage is being done by rocket launchers which are as devastating as they are inaccurate. The goal of the Ukrainian Army is to take donetsk back from rebel control. A reuters correspondent inside the city is reporting gun battles in the center. But it is not possible to determine who was firing at whom. Residents have been forced to take cover from artillery fire directed at rebel held positions. With civilian casualties rising significantly in recent weeks, the region has over a quarter of a million displaced people. Many have fled the cities while those behind take shelter where they can. But it is luhansk where the attention has now turned. The Ukrainian Army say they have taken one district. But kiev is now claiming the separatist city has been significantly reinforced. These pictures on social media were filmed in the past 48 hours inside russia. And show Russian Armored vehicles. I counted least 24 tanks and other combat vehicles, you see them on railway flat cars heading in the direction of ukraine. You may notice the smoke plumes in the distance. However, we cant say what their final destination was. Neither can we link these pictures with the reinforcement of a separatist inside luhansk. But they do indicate significant russian troop movements close to the border. Jonathan marcus there. Looking at the military buildup on the border. With me now, the military buildup, lets talk about what is clearly a humanitarian catastrophe in the east of the country. We have reports from donetsk. We need more accurate reports from donetsk, about 34 civilians killed in the past 24 hours. What about luhansk . We dont really know. And i think the difficulty is the luhansk city, half a million in peace time, probably a quarter of that that is still left there now, is a city without electricity, without water, without land lines, without mobile so it is difficult to get information out of the city. What we do know is that certainly the figures of 34 dead in the city of donetsk may be accurate. How many have been killed are in the cross fire in outlying areas and villages, on the roads, in smaller towns and smaller townships around coal mines, for example. We dont really know. And if youre in luhansk, youll know of course the missile is not very accurate. Youll probably see that going to the streets and also see it leaving because of the horrific reports of what happened to the refugees. This is one of the reasons why most of the roads are now unsafe and humanitarian corridors that were working quite well previously, they seem to be very, very unsafe. I think many of our viewers probably forgot about the russian convoy which is still stuck on the border. This is not the only humanitarian effort. Ukrainians are also supplying a lot of their own humanitarian aid to the region. But the red cross said today, again, repeated, that they cannot guarantee the safety of their personnel should they travel along the roads which previously used to be the humanitarian corridor. A desperate need now for good diplomatic Angela Merkel heading to keefhead ing ing to kiev. Could something happen there . Whether she stays for the military parade, we dont know, there will be a big kind of heroic parade, we also dont know yet. But i think it is important, it is a sign of support for the Ukrainian Government head of very, very important negotiations which president poroshenko may have with president putin in minsk. Theyre about to meet there. It is part of the eurasia group, kazakhstan, belarus, russia, inviting poroshenko. It is not exactly one on one. There will be European Union representatives as well. So diplomacy is there. And the head of diplomacy unfortunately military buildup and military confrontation and civilian tragedy are it goes unabated. Thank you very much for joining us. In this half hour, why are protesters still out on the streets of ferguson, missouri, 11 days after the death of Michael Brown . So many questions have been raised following the killing of the unarmed black teenager. We ask to what extent the process is fueled by underlying racial tensions. Attorney general is expected in ferguson, missouri, today. The city has been rocked by violent protests for almost two weeks now after police shot dead a black teenager. The prosecutor also due to present evidence against the officer who shot Michael Brown to a grand jury. This jury will determine whether or not to charge him with a crime. Last night 47 people were arr t arrested during another Night Protests that were largely peaceful following successive nights of clashes. Rajini vaidyanathan has been at the protests. Reporter tonights protests were on the whole very peaceful. Police said there was a different dynamic on the streets. And they had appealed for Peaceful Protesters yesterday to come out on the streets early and go home early. And that seems to have worked in the main and others down there and i saw protesters marching peacefully along the streets, chanting hands up, dont shoot, and calling for justice to Michael Brown, who, of course, was the unarmed black teenager who was shot by a white Police Officer and whose death sparked outrage in this community. But as the evening progressed, there was a crowd which remained and police tried to disperse that crowd. And tensions did escalate. And what police have just told us is that through the course of the evening, they did use limited pepper spray to break up the crowd, but no bullets were fired. And certainly wasnt the kind of violence we have been seeing in recent nights. Nonetheless, police say they still feel they are being under threat. They told us that threat remains to kill a Police Officer. And that some elements are still trying to infiltrate the peaceful protests and cause trouble. What they have been trying to do is extract those people and keep them away from the Peaceful Protesters. They also told us that 47 arrests were made through the course of the evening. So thats more than the same time yesterday. And theyre saying, though, overall, that there was a better dynamic, more policemen were smiling and talking to people and thats something that we saw down there until things did get tense. And actually when i was down there, i was told and my crew that we had to move immediately and we could no longer broadcast down there. And at the time it was a bit scary. We had to move quite suddenly and we were brought here to what is known as the media staging area. What police have just told us now is the reason why they made the media move is because some of the violent protesters were trying to hide behind the media. Reporting on the very latest in ferguson. With me in the studio is american playwright bonnie greer who is based here in london to look at some of the underlying tensions that have been fueling the protests in ferguson and much of the medias discussion as well across the united states. Bonnie, a comment to you from president obama. He said we have not made enough progre progress. Would you agree . Thats true. I grew up during the 1968 riots after the death of Martin Luther king. And i read about it in my new memoir. And it is an interesting sort of parallel, actually, because then it was about the death of Martin Luther king, talking about a new generation coming on stream. There was a consensus in america at the time, particularly among white people that this was a time for justice, for black people. You had people coming out who were angry and resentful, but you didnt have it across the politic. Now what we have got because of media, particularly fox news, there has been an environment created in which this president himself is considered illegitimate in the sense he was not elected by a kind of legally intelligent or politically Intelligent Group of people. And that goes all the way across. And impacts black people. What happens is white resentment, which is always a human resentment is resentment, but with white resentment has found a forum in broadcast news, and online, and which is able to gather itself. Also you got the second amendment, which is the right to bear arms, which has become attached to that resentment. And also the third fact is that youve got military coming in from as military is winding down in the middle east, that kit is being bought by the u. S. Police forces and wearing it on the streets. Youre not seeing any signs of protests are abating night after night. People are coming out. People are flocking to ferguson, missouri, to take to the streets. What is fuelling that particular anger . Is it just about the death of Michael Brown . It is about the death of Michael Brown. It is about the death of a lot of young black men. It is about the fact that young black people, particularly black boys, are criminalized from the moment they hit any kind of system. Theyre considered snarky. Theyre considered resentful, theyre considered trouble. Thats boys always have to adjust themselves. And also happens has to do with the resentment in bits of the media about the president himself. But i want to say, it is very important that the difference between my time and now is a lot of young white kids, a lot of latino kids are bonding with these young black people on the streets and saying this is about us too. This is about a generation being targeted by those who dont want to see us be ourselves and express ourselves. Has president obama done enough on this . Has he matched your expectations because i remember we spoke on the day when he was first inaugurated. Eric holder as well heading to ferguson today. Have these men done enough . These two men have been corralled and almost i use the word cast rated by the system because theyre black men. Obamas presidency has been made to look as if it was an accident. And hes got to constantly make sure he comes across as the president of the American People because there are forces who always say no, hes not. So he and eric holder, the attorney general, have to walk a tight rope. It is very, very unusual and dangerous time in American History right now. Thank you for joining us on gmt. The protests are affect the local community, not just those protesting. Lets look at how some Business Owners are responding to events right on their doorstep. Done three today and four on tuesday. Some arent even broken into. But i know a lot of people, i grew up over here. Thats why im helping them. It is a war zone. It is a war zone. We have been having to close early. Customers probably afraid to come wash. We havent been as busy as we normally be. The police asked us a few times to close or walk down the street making people leave the streets. Who wants to stay open if theyre not making money . I am concerned about my job. Cant be mad if youre not making money. But you also want to have your voice and opinion. I want it to go back to normal. But at the same time, we want justice. We all of this to never happen again. A lot of young folk came out and tore the city up. We have to stand in front of the shop to make sure nobody come in and we stand in front with bats, gas and rubber bullets. Rubber bullets is all we have been seeing from 8 00 to 3 00 in the morning. How long do you have looters do damage before you go in . How long . But it just puzzles me that you stay there and you just got through to them, with no help, and now you have people come in, just shoplifting and you have no help. What is the message were sending out here . What is the message youre sending . What are you telling me . So it left us thinking maybe we should take justice to our own hands here and try to protect our own shop. Dont want to go that far. First of all, we dont want anything like that on our conscience. We dont want to hurt nobody. Breaking news now to bring you from berlin. Germany said it is prepared to arm kurdish mepeshmerga fighter. Were getting this from the foreign minister who says that germany was closely coordinate the efforts with france, britain and other European Countries who are already delivering weapons and ammunition to the kurds. The french president right here, francois hollande, promised to speed up reforms as french voters, lets be frank, are growing increasingly irate at record high unemployment and as i mentioned that stagnant economy. The president promised today to accelerate Economic Reforms including tax breaks for low income households and as well as increasing House Building in that country. Lets get more. Tom rogers senior economic adviser to eurozone forecast. Great to see you. I guess france is in a bit of a basket case at the moment. I want to ask you, what are the crucial measures that need to be implemented basically to get france back on track . Well, we thought the measures of president hollande were a good start in terms of getting france back on track. The measures were to try and increase the incentives to people on low wages to get into work and off benefits and also to cut their charges that employers have to pay when they employ them. We thought that was a good start. But it is probably more to do, we think, that france can do more to liberalize the regulation of how firms use their workers. At the same time, loosened the regulation around permanent workers in march. It tightened up temporary contracts. Employees like to use temporary contracts when theyre employing a young person or a person with no experience to get a taste for are what they can contribute to the business. So there are some more areas where france can do more really to improve its competitiveness and to try and get more people into work. Okay, so many have said that, look, france needs to make it easier for companies to hire and fire and so more work to be done on that. Thats ongoing. What about taxation, some of the measures, good . Well, we estimate the time that the measures to cut the tax pay by low income families, without around half a percentage point to total Household Income in france over the next three years. And given that those groups are more likely to spend the income than people on higher incomes that will probably have a powerful impact on household spending. But in our context, because we thought this was quite a sound measure it disappointing that it looks like the government might have to change the measures, we saw earlier this week, that a french court decided that are parts of this measure that were unconstitutional or perhaps not within the legal structure of the welfare system. So might be that the government needs to try and rethink that part of the measure, which we thought was going in the right direction. Just very briefly, thomas, we look at the comparison to the rest of the eurozone. France even wants the euro to weaken. So it will be better for french exports. It is work for germany. Thats right. You see a new dichotomy in the eurozone over the past year or two where youve got rather than the core periphery split, you have a split between the countries that have done most to restore competitiveness, germany and spain on the one hand, and the countries where less has been achieved so far, france and italy. And it seems to be that in countries that have done less so far, there is most concern about the level of the Exchange Rate in germany, spain on the other hand we had quite robust growth in exports over the past few years. You know, if youve got kids, im sure you know how much they love using or being on the internet. Up until now, creating an account with gmail, youtube and facebook, it is restricted to those over under the age of 13. In june, a paper showed that theyre looking for ways to bring in preteens and now reports that google is looking to do the same with gmail and youtube. Gmail already has over 500 million active users. But it is supported by advertising, which could be problematic with the youngsters and there are concerns about privacy and, of course, collecting data on children or from children. But as Technology Writer explains, it is a tempting market for internet firms. 10yearolds are doing it anyway, setting up their accounts by lying about their age or by using some Google Services anonymously. What google is doing with these plans is making it easier for parents to have more control over how their kids use Google Services and also how that data is used about them. They would have to give their consent for their children to set up new google accounts if they were to go ahead, which would give them a lot more control. Which is good news, i think. But there are some controversies. The privacy groups are concerned and how is the data going to be used and will google target advertising toward children . I say they wont and cant because in america there are really strict rules about this, called copper, the childrens Online Privacy protection act, which is super strict. It says you cant target advertising toward children under 13 or use data to target them with ads and need written consent with parents. This has been a real problem for google and facebook which doesnt allow under 13s on their social network. The fact that google is willing to go through the hoops and be compliant means it is an important market for them if they want to grow, need lots of new users and some may be under 13. Today, the man regarded by many as the father of modern yoga died. He wrote a number of books on the practice and popularized his own style the world over. As a man who does yoga for some 80 years, he was also, im sure, one of the very few people in their 90s who do a head stand for more than half an hour. We have been getting condolence messages in from all over the world. This one from indian Prime Minister who describe the him as a fine guru, a scholar and stalwart who brought yoga into the life of many people across the world. Lets talk about his legacy. Im joined from cambridge by philip harare, the vice chairman of the Yoga Institute here in the uk. Thank you very much for being with us. Tell us about his legacy then, what legacy he leaves to the world in terms of yoga . Hes the one who basically introduced yoga to the west way back in the 50s, all the different yoga classes you see nowadays, all over the place, hundreds of thousands of people who do yoga, the result of his actions, his activity then. So thats one key thing. On the other thing, i suppose previously yoga was an esoteric thing passed down from teacher it student. What he did was classify hundreds of poses in the book he wrote in the 1960s. There is hundreds of poses in there, how to do them, health benefits, psychological benefits. He categorized it in ways that have never been done before. I noted he described it as being both art and science, but it is a very physical type of yoga, iy next. One thing is that it is purely physical exercise. It is a spiritual practice. It is just one that involves rigorous physical postures. And as a teacher, he was very strict. He was a strict teacher. He pushed his students. He did it with love and compassion and basically he dedicated his life to his students. Is it the fact, though, that it is a physical exercise, that people benefit clearly from doing iyengar yoga that has gotten it millions of followers all over the world. I think so. But if thats all it was, it wouldnt have the success it has. You go to yoga class, there are physical benefits, but there is also, you know, psychological, physiological, and spiritual benefits. I think it is the whole package that actually people go, they feel good, they feel right, and it feels lick somethi s like so want to do. No one is forced to do it. The other thing was making it inclusive. One thing he used to say was not everybody is for yoga, but yoga is for everybody. Thank you very much for joining us.
