Being forced out of your home, even forced out of your home is a tragedy. Last year the number of displaced hit 50 million. Thats according to the u. N. Refugee agency. Thats the entire population of a country like south korea. 17 million have had to lead in surge of security. The vast majority are displaced. They live in camps that in some cases have become permanent slum cities. Imogen has the story. 2. 5 million have fled the country. They may be safe, but this will never be home. 6 million are in sir, short of food, medical care, aid agencies scarcely reaching them. Around the world, war and persecution have driven 51 million from their homes, highest figure since the second world war. Its a quality of change we are witnessing. The world is becoming more violent and more people are being forced to flee. The capacity to solve this problem humanitarian point of view doesnt exist. Una agencies are impatient with what they see with the u. N. Council designed to resolve conflict. It seems to do anything but. Hundreds of thousands of refugees have been in camps for years. New wars add to their numbers n. 2013, 32,000 people fled their homes every day from the Central African republic, south sudan, from somalia and syria. Their lives are on hold before they can go home. Among that figure 51 million displaced, the latest from iraq havent been included yet. Bbc news geneva. This is the sea life in the mediterranean. So many are coming from syria and africa. The aim is to get to europe. Matthew is throughout on a ship with the italian navy having a look at a rescue operation. Reporter ill just explain. Were using a smart phone here. The quality might not be as perfect as we hope. We are in the mediterranean, in the high seas, south of libya. This is a boat spotted 16 hours or so ago. The naval boat we are on raced to the scene. Originally 270 on board. They have told the crew of the Italian Navy Ship that they are from syria. All women and children, we believe 50 women and 18 children are taken off. I swing the phone this way. You see the bridge of this ship n. T in the distance. The sea is relatively calm at the moment. Theyre taking no chances. The first thing they do is send a small boat out to the boat in question. We dont know where this is from but believe its come from egypt with syrians on board. This boat is first then they put lifeboats on the boat and make sure everybody wears them. There were anxious moments when the migrants get on board they believe theyre about to be rescued. Theyll stand up. That creates great inability on the boat. The navy has done this an awful lot over the months pinpointing boats in trouble or those boats which they believe could get into trouble. They come out as fast as they can. One by one using launches they take people off the boats david. What an ordeal. Thank you very much. The quality of picture is extremely good. Thanks very much. Now to ukraine. Reports say Government Troops have regained control of the countrys eastern border with russia. The claim from acting ukraine minister comes after months of conflict from pro russian separatists. It coincides with publication of a 14 point peace plan drawn up by the new president petro poroshenko. We look at the area that shows little sign of conflict dying down. Were in the town where completely unreported fighting has been taking place over the last few days. Half an hours drive north of luhansk. The fighting has been taking place between the ukrainians that hold the check point at the end of the street and fighters from the selfdeclared luhansk republic. The evidence of fighting everywhere, scraps of shell casing or mortgagers here, you can see one of the blast craters in the roads here. Serious explosions in the buildings too. The big hole in the side of that building. Theres a hole in the side of this shop. This building here has lost almost all roots. Some of the shells even landed on residential homes. You can see the shell landed in this house. It has blown it apart. Two People Living there were killed. You can see the force of the blast. Its blew the roof right across the the street. Its further evidence of the increasing numbers of civilian casualties in this low level war in eastern ukraine. Back up the road across the main highway, we found this. Theyve blown up the main foot bridge blocking the roots back to the city. Its a dramatic way of the troops of the selfdeclared luhansk republic building their own defensive. Daniel with the view of eastern ukraine. David stern is in the capital of kiev. I asked if reports are confirmed about retaking the border with russia and if so how significant would that be . We cant be be certain. Theres no way to verify independently. Second point it is significant. This is something the Ukrainian Government has set out to do. This is one of the first steps president poroshenko named before he introduced the peace plan. He said they would restore control over the border and introduce a unilateral cease fire and then the peace plan. The first step according to the ukrainian officials is in place. Well see what happens. Were a waiting the announcement of the peace plan. Well see what happens after that. I suppose it helps to be in the position of strength when launching a peace plan. From what we understand, is there much in the plan you imagine separatists in the east will be able to put hands up to . Its typical to say. Theres obviously a lot to points to a certain amount of skepticism or if not pessimism about the plan. The fighting continues. There are casualties. Nato Officials Say russians are building troops up against on the border. They say this would not be worrisome if they were preventing fighters from getting into ukraine. This is not the case. There are fighters entering ukraine or there were. Obviously a lot that can enter into it. Well see if the fighters themselves accept the peace plan or the cease fire. Or maybe theyll continue fighting. It remains to be scene. The next few hours indicate the success or failure or potential success or failure of this plan. David stern, lets focus on iraq. The message from washington. No air strikes yet. 300 American Military advisors are heading to iraq to back the governments efforts to hold back the tide of isis militants. The muddy waters are full of industrial wastes, raw sewage. Its something the new president modi has promised to change. Whether he does so is a lit nis test. From the former Prime Minister, he vowed to clean up the ganges going back to 198 1985. Hundreds of millions of have been spent on the action plan. The river remains highly polluted. Its full of chemicals from agriculture. 2 billion liters of human waste enter this river everyday. Everyday. Im joined now by the man whos been asked to clean up the mess really. The indian governments newly appointed advisor for sorted out the ganges. Professor, thanks for joining us. Your expertise is in Water Management. Is there a simple Water Management answer to this problem . Its going to be a complex problem david. Its not only the technical but also the political side. The action plan failed because of poor planning. It started in 1985. Even if the plan had succeeded it would have treated only half of the wastes that was being discharged. Even half they could not manage. What they did not consider is in 20 to 30 years time the population would increase, water use increases, industrial activities increase, waste discharges increase. Right. I wonder from your perspective, heres a huge river that extends forever it feels, and there are millions of points of access. How on earth do you control what people put in it . Its going to be extremely difficult. Implementation of any plan will be the most difficult part. Our problem would be that the river flows through ten states and some of the states do not belong to the bjp party. In the past when the Central Government wants to do something, the states not in that party try to undercut them and not cooperate. That will be one of the Biggest Challenges the country faces how to get all states to cooperate. I wonder what the common sense of readiness and will power to do something about it is. You believe something can be done. Youve signed up to government. It can be done. Its not going to be easy. It can be done. I give you one example. Singapore river in 1965 was near the ganges. He told staff i dont want more discussion. You have ten years to clean the river. You have the money you need. I want every report on my desk. If you dont meet your target you are in trouble. Right, so its about the leadership. Hundreds of millions have been spent on the ganges. That is true. Ganges now is one of the ten most polluted rivers in the world. That has to change. To do it in five years, the biggest challenge would be even to reduce more pollution going to the river because of the expanding population, expanding industrial activity. In a way, there are two individuals. Individuals, human beings using the river and then industry. Do you see those separate . Both have to be tackled together. Not only individuals in the industry but the whole variety of things ending in the river. Europe and india have not be able to manage effective ivivee. Thats a big challenge. Modi unlike gandhi that did not take interest, if anybody can do it, modi can do. Hes trulied in it. Expe hes truly interested in it. He doesnt have the luxury of a ten year plan. Its going to take what, 10 to 20 years . In order to do it properly, it will take 10 to 15 years. What it shows in five years is that the river is not more polluted at least the same or even improvement in the water quality. So it would be an achievement just to sort of halt the level of decline if you like . Supreme court in 2012 said after spending hundreds of millions of already, the river is getting more polluted by the day. Youve got a challenge on your hands. Out of 50 million, 17 million have left the country in search of security. The vast majority of refugees are internally displaced. They often end up living in huge camps. In some cases they have become permanent slum cities. We have the details. New arrivals from syria, the conflict is in the fourth year 2. 5 million syrians have fled the country. They may be safe but this could never be home. A further 6. 5 million are displaced inside syria short of foorksd medical care and aid agencies that scarcely reach them. That 33 million figure for internally displaced is something we can look at now. The country with the most refugees is pakistan. Civilians are fleeing as the army prepares to renew the defensive against militant amil. Thanks for joining us there. First of all, give us indication as to where these refugees are gathering. Reporter david i am in the town which is the biggest town on the edge of bannu. In the first few days there was a total curfew. People couldnt leave. In the last days it has been lifted. People are come out in tens of thousands. They said the number of those displaced is now approaching 20,02 200,000. We have seen truckloads of women, children, elderly overloaded vehicles carrying whatever they can to get out. Normally it takes them an hour to travel from the town to bannu. In this environment where they have check points to cross, its taking 27 hours. Theyre traveling without food and water. I can tell you its really hot here. The temperature is about 41 degrees celsius. It feels more than 45. And what sort of help are they getting . Are they depending on family and friends or is there some sort of infrastructure provided for them . Reporter the Prime Minister and army chief are meeting in the capital in the northwest pakistan. They have been saying well do everything we can to take care of these people in this difficult time. I can tell you that there are two camps being set up. One right be behind me. We havent seen people there. Theres another camp basically at the check point people are coming from. That too is empty. Many of these people are coming to bannu town and hoping to either rent places or move in with their friends or relatives. Not just here but across pakistan. Theyve been traveling to other areas of pakistan. They have little faith in government efforts. These people are poor. They have a sense of dignity. They have a lot of selfrespect. They dont want to be reduced to poverty in government camps. We have seen in the past. Many are here on selfhelp basis. Theyre trying to seek refuge wherever they can. Thank you for that. It is just terrifying in so many ways. Many people who are escaping the conflicts in syria for example, parts of africa. They head not just down the road. They try to get to europe. This as the ukrainian president poroshenko feels hes had good news reported to him. There are reports suggesting Government Troops have regained control of the countrys eastern border with russia. That claim comes from the acting minister. It follows months of conflict with pro russian separatists all of which coinsides with the 14 point peace plan drawn up by poroshenko. David stern is in the capital. We asked him if the reports have been confirmed of the situation on the border. If so, how significant this development would be. To the first point, we cant be certain. Theres no way of verifying this independe independently. This is something the government has set out to do. This is one of the first steps president poroshenko named before he introduced the peace plan. He said they would restore ukrainian control over the border, then introduce a unilateral cease fire then the peace plan. At least the first step is in place. Well see what happens. Were a waiting the announcement or unveiling of mr. Poroshenkos 14 point peace plan. Well see what happens after that. Right. I suppose it helps to be in the position of strength when you want to launch a peace plan. From what we understand, is there much in the plan which you imagine separatist temperatures in the east are going to be able to put their hands up to . Well its difficult to say. Obviously theres a lot that points to a certain amount of skepticism or if not pessimism. Fighting continues. There are casualties. Nato Officials Say the russians are building up troops again on the border. They said this would not be so worrisome if they were preventing fighters from getting into ukraine which they said is not the case. There are fighters entering ukraine or were until they restored order. Obviously theres a lot to enter into it. Well see if fighters themselves accept the peace plan or even the cease fire. To iraq now, 300 American Military advisors are heading there to back the governments efforts to hold back the tide of isis militants. Fierce fighting goes on for the control of the oil refinery. These are the fighters the u. S. Wants to stop. Isis islamists who made swift gains and threatening to advance on baghdad. President obama announced u. S. Will send 300 military advisors are no combat roles. He stressed the action of air strikes if needed. If and when we determine the situation on the ground requires it. This was not the announcement of a counter strike that some in the American Government and iraqi opposition were waiting for. American combat troop, the president repeated wont be fighting in iraq again. His focus is on political pressure. He wants the government to take into consideration the grievances of sunnis. In the sunni area around baghdad, theyre stay ago way from the streets fearful of isis and civil war. The bombings in central baghdad continues. Sunnis against shiites. In Northern Iraq the battle for the oil refinery goes on. Membership to isis becomes a criminal offense. Theres concern about the british sympathizers targeted on social media sites urged to join the fighting. Just a short while ago, i spoke to the u. S. Editor of the economist magazine. I started asking if president obamas pledge was the minimum he could promise considering Public Opinion towards iraq in the United States. Theres little public support back in america for anything big. How little . Theres about 10 support in the latest polls for boots on the ground. That is not going to happen. What america can do, has got is air power. Thats a huge point. Americans can blow up anything they want to blow up. Difficulty is knowing what to blow up. They look like someone doing shopping a lot of times. Theyve been through that experience a few times as well. What is the next trigger for obama to take the next step . Well theres two things. Supposing theres a sustained assault on baghdad if you had columns of isis people heading towards baghdad, i think the americans would blow those up. They would be able to do that. Isis people probably know that and probably not going to do a frontal assault. The other thing, the conditions that obama has placed on this. He said were prepared to help you, but youve got to ditch the Prime Minister. He hasnt set that directly but hes saying we want a new Prime Minister. People in the white house are open will openly briefing they want someone different running the country. Thats a starting point. Its not as though they have the leverage they once had. They dont have 180,000 troops on the ground anymore, so no. Exactly. I suppose the other risk is if they move towards oil strikes thats mission ready. As you pointed out this is a man who wants to be seen as the man that extricated the United States from the troubles a broad . Theres much more public support for air strikes. People understand you send an unmanned drone over there and blow up al qaeda type people. This doesnt cost american lives which is the thing americans are fed up with spending in the middle east. That is doable. That only really works as a strategy if you know what your end point is. At the moment there dont seem to be good guys. Theyre effectively align with iraq who they dont like and maliki whos proven to be a really terrible leader, devicive leader of iraq. Hes a president working things through, working things out. What do you think would be his inclination . His strategy since americans left has been to solidify a shii base around himself to ramp up ethnic divisions. He agreed before the americans led he was going to run an inclollusivluollusivlus incl. He had them confirmed to death. That wasnt inclusive. The americans tried so hard and spent so much money trying to build up what hes trying to put place men and people he has allowed to take bribes and that kind of thing inside the institutions that matter. Sacking competent people from the army, replacing them. Hes tried to undermine the institutions. Thats difficult to undo even if you have a new Prime Minister. The economists magazine. The head of the company at the heart of the south korea ferry disaster has appeared at a Court Hearing with four managers. Theyre charged with professional negligence and violation of ship safety following the death of more than 300 when the ship sank in april. Our reporter in seoul has more. Two months ago the ferrys company chief apologized in front of cameras. At his first court appearance, mr. Kim seemed less apologetic charged with violation of ship safety. The lawyer said through the company head he felt the overall responsibility but rejected charges the redesigning of the ship or overloading of cargo was the direct cause of the accident. Instead the company believed it was the crew men at fault and their inability to evacuate effectively that took so many lives. Recovery efforts continue to find the bodies of 12 passengers who are still missing. Crucial details of the cause of the accident are expected to emerge when the hull gets lifted out of the water. It is believed on the day of the ferry disaster the vessel was carrying cargo far greater than the ships capacity. The focus of the investigation has been trying to reveal whether the shipping containers came loose in a turn causing the ferry to capsize. In relation to the ferry accident, scores of indictments have been filed by the prosecution. Different trials have been grouped together based on category of charges. A separate trial has already begun for the captain and 14 other crew members charged with failing to help passengers off the ship. The main deliberations are scheduled to start next week. Kevin kim. For years, japan has stood alone as the only country in the oecd that doesnt ban possession of images of child abuse. Parliament has voted to outlaw child pornography. This ban does not extend to animations or video games. That means material outlawed in other countries is still freely available in japan. Our correspondent has this report from tokyo. Reporter this is in tokyo. In this neighborhood shops specialize in selling a japanese art form. Graphic novels or animated story books that are directed not at children but at adults. It is very, very popular in japan. There are dozens and dozens of genres of this. That includes pornography and child porn. Im going to go in here and see what i can find. Inside here is a huge variety of porn openly on display including stuff like this. You can see from the outside cover this is clearly a child. Im obviously not going to show you what is inside it. It depicts the child character being raped. Material like this would be illegal in many countries including the United States and britain. Its not illegal here, and its going to remain legal despite the new legislation. As are video games and cartoons depicting this sort of child pornography. The argument made here in japan is that there are no real human victims of this sort of material and it is a matter of free speech. Its also clearly about money. The industry in japan is huge.
