Highlights from the world cup itself, and find out why these dutch fans are doing this. Theyre doing a great job and were going to beat australia, thats for sure. Hello. The latest reports from iraq say sunni insurgents have gained control of large parts of the countrys Biggest Oil Refinery after launching a dual assault. Production was already shut down at the site. Foreign workers were told to leave for their own safety on tuesday after it was surrounded by rebel forces. Well, black smoke has been seen rising from the plant after a government helicopter hit a fuel storage tank and set it on fire. Well, the iraqi Prime Minister Nuri Al Maliki is due to make a televised address shortly. Joining me now is rada awawi. On this refinery, it is crucial to Oil Production within the country. Do we know what the state of play is here, who is in control of it . There are conflicting reports about this oil refinery. Like you said, this is the Biggest Oil Refinery in the country, located 250 kilometers north of baghdad. There are some reports that the sunni militants are in full control of the site, attacking it with mortar and rifles, but security sources in baghdad have told us that they are in full control of this oil refinery. So the situation is not very clear about who is actually in control of that site, but the production as you said is completely shut down. They ordered or they asked the Foreign Workers to leave the oil refinery for their safety. A gun ship is reported to have hit one of the tanks and there are fires in the site, but we dont know so far what is the extent of the fire, but many are afraid that this might actually cause a bigger fire in the region. And more broadly, i know youre in erbil, but what is your assessment of the current risk to baghdad and also were expecting this statement from the Prime Minister. Any ideas on what might be in it . First, all the concentration of Government Forces are in and around the capital baghdad. Thats a shame. We just lost that line to erbil, unfortunately. If we can go back, we will. Fighters from the militant isis group are now reported to be only 60 kilometers from the iraqi capital. They briefly to be the city of baqubah before being pushed back. The special report is from bbcs paul wood who were caught up in the fighting in the town of jalula. Reporter east of baghdad, a strategically vital battle is being fought. These are kurdish forces, theyre trying to help the iraqi army stop isis from marching on the capital. This is jalula, the next town is in the hands of isis. The kurds believe there are a small number of foreign jihadis backed by sunni tribal fighters. Off the kurdish base, the general begs the sunni sheikh to switch sides. He asks them to abandon isis to avoid the bloodshed that is surely coming. It doesnt work. The kurds know they have to stop isis here or jihadis will go into the nearby town of baqubah. The iraqi army is making a desperate stand there. The last big town before the capital. The kurds send reinforcements to the front line. We stay behind in jalula. The town is secure, they say. They spot movement. Three or four gunmen. Down here, down here, down here reporter bullets seem to come in from two or three directions at once. Snipers, they say. The peshmerga thought they had secured this place. But we just have been told there are 75 vehicles of isis fighters making their way here to try to cut them off. The battle is going backwards and forwards. Things are still very fluid here. We are with half a dozen men who are trapped with isis on three sides. You need to find the most Senior Commander you can find and get them to get can you hear me . There is growing panic. They think the jihadis are coming in through the back of the building. Theyre right there, he says. Theyre behind us, cant you see them . A man is shot through the leg. He survived. Eventually the fighting starts to die down. The cause was probably just a few gunmen left behind by isis in jalula. It was not the mass attack the kurdish troops feared. But it is in skirmishes like this in small towns on the road to the capital that the fate of baghdad may be decided. Paul wood, bbc news, in eastern iraq. Well, thousands of people fled their homes as the fighting intensified across iraq. Many have headed for erbil. Bbc has been to a rapidly expanding refugee camp on the outskirts there. Reporter just a few days ago it was mostly people from mosul in this camp. As the fighting spreads, others have arrived from further away. Were hearing the same story over and over again. Militant takeover of their areas followed by air strikes by the iraqi army and the flight of civilians. Nabal is saying shes been here for three days and she hasnt received any aid. She wants to go home. She said she fears nothing from the militants. They are telling me that mosul is a much better shape after the militants took it over. Prices of petrol and tomatoes and prices of everything has become cheaper after the militants came in. Theyre only afraid of shelling and aircraft by the iraqi army. Yesterday we spoke to this foreign journalist with other agencies. They know you. They just come, ask a couple of questions and go. All this journalism thing is a failure. We fled the bombing. The plane bombed talafar. People were scattered all over. Look at them. They went everywhere, not just here. No one stayed in talafar. The refugee camp outside erbil. Looking at seeing how the fighting is affecting the daily lives of ordinary people, a sectarian divide between shia and sunni, is it a foregone conclusion or too late for baghdad to reach out to the sunnis. Lets put that question to jim in erbil. Not people who are representative of what is going on the ground, the speaker of parliament was there, mr. Najafi. He cant go back to mosul and his brother, the governor of mosul, had to flee as well. Theyre kind of a basically cut off from their grassroots themselves. So they cant really speak on behalf of the many sunnis who feel disenfranchises by the shia dominated government. As i say, it is going to be quite hard to see how it can be pulled back, but mr. Maliki i think is under strong pressure. What is key i think is what role iran will play. It is immensely influential, welding the shia militia together who are fighting alongside security forces. If iran wants to see iraq break up into its component parts, shia dominated south, perhaps a mixed capital baghdad, sunni areas of the west and north and of course the kurds more or less going to independence trail of the north, that is happening. It is almost there. They dont have to push very much harder. If on the other hand they want iraq to pull together, to stabilize, they will have to do a lot of work at the center there to convince mr. Maliki to perhaps even get him to step down in favor of a less divisive figure. So iran has a key role to play. Americans know that. Thats why also the british are opening an embassy in tehran. They need at least a channel of communication with the outside part undoubtedly with the strongest influence on the ground. Jim muir. Looking at all the implications of iraq, whether Nuri Al Malikis government can survive. Thats at 1500 gmt. If you cant catch it on tv, look at it on the website, bbc. Com news. It will be streamed live. The problems at baiji with the oil plant are going to have a big impact, arent they . Absolutely. Baiji, i believe, produces a quarter of the countrys oil output, if you will. A big impact indeed. The financial markets, theyre intensely watching events in iraq where the Biggest Oil Refinery has been shut down and staff evacuated. Shutdown will starve parts of the country of fuel and power as the uprising by sunni insurgents threatens not really threatens iraqs survival as a state. Let me show you this one. This is a one month chart of nynex sweet crude. You seat sharp rise of 4 right here. That was just last week. It was a similar story for brent crude oil. Though i want to add to this week the price steadied a little as iraqs Oil Refineries in the south, which produces most of the countrys 3. 3 Million Barrels per day of oil exports. They have so far escaped the fighting. How long will that last . That is something everybody sort of is waiting and watching. I can say that brent and nymex have crept up today. There are plans to lift a ban on casino gambling in japan. Lawmakers there started long awaited talks today on a bill to remove the curb. It is very important because japan has the potential to become one of the largest gambling markets in the world with revenues possibly around 40 billion every single year. Even the Prime Minister shinzo abe says it will be a highlight of his growth strategy. Supporters of the plan certainly hope it will boost tourism in the leadup to the 2020 olympic games. Insurgents in iraq attacked the countrys Largest Oil Refinery in baiji. It is not clear who is in control of that installation. Well, it feels like iraq has erupted three years after u. S. Troops left. So is there any danger that a similar situation could develop in afghanistan . Well, u. S. Troops are due to finish combat operations by the end of this year. Lyse doucet has been talking to the outgoing president , hamid karzai. I hope youre not exhausted. Youre fine . Reporter every morning, president karzai walks to the office with bodyguards and armored vehicles. He lives and works inside this heavily protected palace. Taliban threats means he rarely leaves this fortress. The men in his security cabinet have worked alongside nato forces for more than a decade. But like iraq, foreign combat troops are pulling out. And there is concern Al Qaeda Linked groups could make a comeback. Is there many around the world now asking, afghans are asking whether what is happening in iraq could happen in afghanistan. Never, not at all. Reporter what makes you confident . Im confident about afghan people, yes. We do need international support. Where we dont have the means to sustain ourselves. That is welcome for that we are grateful. But the key thing of the country, the particular of the country, the work of afghans. Reporter this government refused to take up the offer of a strategic pact with the United States, which would have meant a longterm military presence in the country. But the two men vying to be the next president have both said they will sign a deal and that could help afghanistan avoid some of the worst of what is happening in iraq. For years, many doubted there would even be a peaceful transfer of power here. Now the president checks goodbye letters he will soon send to foreign leaders, including this one to david cameron. Mr. President , what are you going to say to the british Prime Minister in your letter . I will thank him and the british people for the help they have given to afghanistan. Reporter you have said nato forces have done nothing good for afghanistan, and that includes british forces. On lots of occasions, but the war on terror was not to be fought in afghan villages or afghan homes. The real war on terror is in the sanctuaries beyond our borders. But as far as president cameron has been concerned, hes been a good friend and real english gentleman. Reporter as the president walked home, his aids discuss how insurgents chopped off the fingers of 11 afghans who voted in last weeks elections. What is happening in this country, he sighs. As hamid karzai prepares to move out of his palace with his young family, his country moves toward an uncertain future. Without peace he and his allies promised when he first came to power. Lyse doucet, bbc news, kabul. Now 20 people have been killed in nigeria when a bomb exploded at a venue screening the world cup. Witnesses say a suicide bomber on a tricycle. There has been no immediate claim of responsibility. But boko haram has been responsible for a spate of attacks in nigeria in recent weeks. Petro poroshenko says hes planning a lean lateral ceasefire in eastern parts of the country, but says it will be short, just long enough to allow pro russian separatists to lay down their weapons or leave the country. David stern is in kiev. David, what exactly does he mean by this and as far as conversations with president putin as we understand it. Reporter exactly, geeta. It is not exactly clear what the president means. It is also not new that he intends to introduce a unilateral ceasefire. He announced this after he or during his inauguration speech and afterwards he said this would take place after they secured the border. What does seem to be new, though, is this takes place after he spoke to president Vladimir Putin of russia. And the two both agreed that the ceasefire needs to be introduced. It also seems that mr. Poroshenko is very serious about it. When we spoke to his spokesperson, he said that it could be hours or days before it is announced and well see when it is actually implemented. For from what we see, a very short ceasefire. Does this mean that negotiations are further forward than we might imagine . Well, well see how the negotiations are moving forward. There does seem to be a there does seem to be some movement. And well see what the reaction of the pro russian separatists and the russian fighters in eastern ukraine, how theyll react to it. If they dont accept the ceasefire, then obviously it is dead in the water. There does seem to be some momentum at least on the official level of in words between mr. Putin, mr. Poroshenko and many people see this as a positive step. Indeed. Okay. David, in kiev, thanks. Now, world cup excitement has reached a fevered pitch in the netherlands after the teams resounding win over the current titleholder spain. Later today, they play australia and hope the match will take them effortlessly to the knockout stage. Reporter the netherlands is a proud and patriotic nation. They have taken this orange fever to a whole new level. It was, according to the pundits, a stunning, extraordinary, and unexpected annihilation. The 51 result made even sweeter by the fact that the netherlands were on the spanish side in the 2010 finals. It is difficult not to be gripped by this orange fever. The netherlands has a relatively immature national and they were not anticipating this kind of start to their world cup campaign. But their controversial coaching style now appears to be paying off. Translator and its environment and that was created by internal forces supported in this by outside forces and gave rise to groups that are following what has happen ed is the troops, the situation in iraq that society has benefited from. And these are rebels and to those who have genuine demands which we respect and will respond to the demands as we have responded to other demands because they are iraqi people and they deserve our support. But what kind of rebels, what kind of tribes that would accept the killing of 400 prisoners, what kind of tribes that will accept the destruction of the country, the institutions and as many stations, banks and offices . What kind of tribes that will accept the killing of 275 from the military academy in cold blood . The list goes on and on. The list of the crimes that do not respect the history and unity of this sect and the tribes. Im calling on the tribes to distance themselves from this these people. They are criminals and they are supported by outside sources. What happened in mosul was indeed a great setback for us. And a shock. Because we didnt spare any effort in our determination and plan but the conspiracy has infiltrated through the political process that aimed to destroy the ranks of the army and military forces. That was a conspiracy. It was very painful and very hard, and we have never fought to receive such a blow. But thank god we have managed to absorb this blow and to stop the deterioration of the situation and psychological setback that has affected some soldiers. But as we promised the rack e d people, we have responded to this setback with demonstrations and a great volunteering by the people from the sunni and the shia people. And it is very unfair to say that all those volunteers are from the shia. The people are from all walk of life, from the iraqi people. We have managed to absorb this setback and now we are responding and we are taking the lead and we are responding and escalation will go on. And thanks to the will and the determination that we are proud of, we are telling them, this is the iraqi people, it will not be defeated, it will not give in as youre here in International Media and arab media. And they think that this army is sectarian and these are rubbles. They keep forgetting that they are in a country that actually tries on defeating sectarianism and marginalization. Iraq is united with sunnis, shia, kurds and others. The meeting we had yesterday of the Political Parties to unite our stance to face up to al qaeda and security challenges, this is our message to the rest of the world and to the others. I would like to tell the brothers, yes, we have practices from some military and civilian elements and also the remnants of the militia and the groups and from various parts. But this is not the issue were talking to that we should be talking about today. We will put we cannot accept that the arms should be in the hands other than in the hands of the army and security forces. But our objective is to defeat al qaeda and isis. And so that to unite the country and also to manage the security sources. Our support was enhanced by the authority. That was who was aware of the situation against iraq. People are fooling themselves that the crisis was only in syria and iraq. We keep telling them that the crisis will cross the border to iraq, but we will teach them a lesson, deal them blows and we will and we will with those who think they can defeat the political process and National Unity and defeat iraq. So that small states and can emerge. We have a it wasnt aimed to enflame sectarianism because we know the authority has never talked about sectarianism or sided with one side at the expense of the other side. But it has always targeted the whole of iraq and interests of iraq, its unity, its people, and system. The number of volunteers that we have seen recently and that that has cause ed caused chaos. Now, the authorities are receiving and welcoming the young volunteers and who are keen to fight in al qaeda and also to go to the battlefield. We are saying that those who are come forward to volunteer will be the consolidation and the backbone of the new iraq because they are facing the enemy with determination and faith. And what we did yesterday, to soldiers who have failed their national and military duties, this operation will carry on. And anybody who has failed at their duties will be pursued. Anybody who wants an army that rejects sectarianism and also doesnt bargain over National Unity. It is not advanced to say what has happened is a conspiracy. It is an international plan. He had money and funding and planning was injected to achieve this. And media operation and unfortunately they have colluded with some Political Forces who cite this country who does not want any good or wellbeing for iraq. But to all those people and to all our brothers and friends, we would like to tell them be assured that if you were wrong, that terrorism would not stop at the border of iraq, we will face up to iraq, we will defeat the conspiracy, but you should know they will flee to your countries and your countries will be set ablaze with sectarian and internal confrontation. And a number of regions will be destabilized and will find themselves facing terrorist elements that know only killing, pillaging, and destruction. Based on that decree issued by the warlords, i would like to say once again what has happened in iraq is a setback. But not every setback is a defeat. The setback has allowed iraq to recover its National Unity, and iraqis have managed to recover the feeling that they are in danger. And that not a single rack iral benefit from this crisis. Anybody who says they have benefits, the only beneficiaries are isil, terrorist gangs and those who trade in arms. Those who started the fire are now being burned by the fire. We rejoin the political process and its constraints with iraq and with its national unities and with the iraqi people that has suffered a great deal. We are optimistic, we are greatly optimistic, especially today. We have managed to go to the elections and achieve this significant phase toward the political process and the democracy and constitutional differences we believe in. We have elections, we have appealed, and the board has declared the winners in this election. So such a short time is that between the first session of the parliament will meet, all of us, all iraqis will meet and the flag of the nation and of the constitution so that we can elect elect a new speaker of parliament and his two depp uti and the president of the republic and to interest the leader of the first to be Prime Minister. Those who say that the political process is in danger are just telling lies and sunni people, despite the conspiracy, key dee spi despite what happened, the political process will continue with determination and we spare no effort to push it forward so that we can achieve the objectives in a stable, independent constitutional and democratic and United Country where all iraqis enjoy security, safety. Im very objective what ive heard from the political blocks and also to leave aside sideline issues and marginal issues which still exist, but nobody can say that i havent made a mistake yet there is an imbalance in the political process to adhere to the constitution and also to the national and how to deal with regional forces. They should be ended and to put one aim at the top of our priorities, which is to thwart terrorism and to recover the impetus of the political situation for the sake of iraq, for its stability. May god help us and we thank god almighty. Well, that was a taped speech by the iraqi Prime Minister, Nuri Al Maliki. It is a first time that it has been broadcast to an audience publicly. We received it literally just as we were sharing it there. With me is very colorful language. The terrorism will not stop at the borders of iraq. Hes saying to other countries, theyll come to your countries and your countries will be set ablaze. Obviously isis themselves are saying that. Very clear language saying that they have this sort of hash tag on twitter saying, we will remain and we will expand. Thats what happened in syria and returning back to iraq. But i can see that hes now admitting that there is a setback in mosul and this is significant. As well as hes mentioning that the issue of being state within the state, saying arms should be from an earlier hand other than the army, the official army. This is significant with the news we are hearing today that the militants are controlling the Oil Refineries, which means that he is touching on the nerve of the issue that they are the militants are advancing which means there could be a crackdown on them by the iraqi military. Which means in another sense there would be an escalation in the coming days. However, hes focusing more on the political process that is growing in iraq and the stretching on iraq, which gives also a sort of issue and assuring messages to people, to normal people, which are very anxious and they are were watching the situation, especially in baghdad, for instance. So all these sort of war of messages sent by both parties, either by militants or the government. He said again, towards the end, that only those those who started the fire and now being burned in the fire, also said that the objective to defeat al qaeda and isil are being enhanced. Enhanced by sistani, that the religious authority never sided with one side or the other. His government has been accused for a long, long time now of being very sectarian in its approach of alienating the sunnis and that has allowed isis to feed into that vacuum. Indeed. Thats what we are hearing from the sunni and the in the if you like, the rebel area. Has he said anything that will counter that. Hasnt announced he hasnt announced any inclusive political solution for what Even Economic support or any resources. It is obvious this will be the problem until today. He tried to distinguish between the tribal leaders and isis, but at the same time, isil mentioned that. We he tried to distinguish that, but this is not the case if you look to the areas where militants are operating. Isis is creating a sort of network with the militants, sunni militants in this region. We have had a Statement Today also from the iranian president saying terrorist s to destr those sites. What would he say about what were hearing from iran and from maliki now today . Where does this take us . Iran yesterday or the day before showed for the iraqi government. It is clear iran has influence, whether it is economic or political. We know most of the political elites now in iraq today have been in exile in iran or have relation with iran. This is reflected in one way or another. This doesnt mean what the sunni side are claiming or some forces and sunni side saying it is iranian dominated government. This is there are two opinions in that, stating that. However, iran, we must say that has interest in iraq, influence in iraq. We say. So they will not lose that. They will support that, i think, iraqi government. Okay. Thank you very much, indeed. Much more on the website if you want to catch up and stay up to date on what is going on in iraq. One of the final two candidates in the afghan president ial elections has called for vote counting to stop immediately following allegations of fraud. Abdullah abdullah said he lost trust in the independent election commission, raising the possibility of a political crisis as the country undergoes its first democratic transition of power. Why is Abdullah Abdullah saying this . Hes worried about losing . Reporter well, the 7 million voter turnout figure on the election day is an artificial figure. He said he had asked for the removal of a Senior Election Commission official who is accused of fraud. Also accused president karzai of not being neutral and he said the entire system was used in the favor of one candidate im so sorry. We have obviously lost that. It is a crucial election because there are two frontrunners and everyone very much awaiting the outcome of that result. Well, our chief International Correspondent lyse doucet is in afghanistan. Why is the country engulfed by violence when the final allied combat troops leave at the end of 2014. Reporter many around the world are now asking, afghans are asking whether what is happening in iraq could happen in afghanistan. Never. Not at all. Reporter what makes you confident . But the key thing of the country, the particular of the country, the work of afghans. Reporter there is a whole ark now, syria, iraq, pakistan, afghanistan, the rise of Al Qaedalinked groups. So this means this means either two things. One, the war on terror was not conducted properly or effectively. That it gave rise to more terrorism, more radicalism. Second, that that was not the purpose in the first place anyway, the objective in the first place anyway. The objective was to cause the instability. Which one is it . One has to analyze. Reporter what is your answer, sir . I believe that the war on terror was not fought with honesty and not fought generally. Reporter you feel the consequences being felt. In the whole region. Reporter afghanistan and iraq are different countries, but both had billions of dollars of investment in the United States and other countries. Both have significant training of their armed forces and what were seeing in iraq is it is just crumbling. There is a risk it could also happen here. Well, iraq was a solid country before the americans went in there. Reporter exactly and afghanistan is in even more weak position. Afghanistan is a solid country for thousands of years. Looking ahead to tonights games, the one creating the most and were looking at facebook here is chile and spain. Spain is in red. Chile is in blue. And you can see the number of mentions and across the world spain in red has the most mentions. Up there in blue, they have 100 for chile, thats interesting.
