The parliament of crimea has voted in favor of leaving ukraine and joining russia. And it says there will be a referendum in 10 dayss time for people 60 of whom are ethnic russia to make up their mind. They meet in emergency session to consider what actions to take against russia for deploying its forces inside crimea. But hearing from the ukraines Prime Minister is governments already responded to the Crimean Parliament vote saying its unconstitutional. Lets go to the capital kiev. Tim willcox is there. Tim, over to you. David, thank you very much indeed. That news about the referendum came about three hours ago here. And all the people in the square were adamantly opposed to that just repeating, reflected what the acting Prime Minister has said as well. Lets go straight strait to crimea. Ben, i want to come to the military standoff in a moment. Lets just start with the news in 10 dayss time. What is the reaction from the people you have been speaking to there . Reporter well, ethnic russians want crimea to be part of russia are delighted with that referendum. There have been some prorussian demonstratio demonstrations. Bringing it forward, making it in 10 days time march 16th. A simple question. Do you want to be part of ukraine or part of russia . The population, almost 60 is ethnic russian. So the likelihood is the vote will be in favor of being part of russia. What happens . It will raise tensions here. Its likely of course that moscow will recognize that vote. But ukraine will not. And then its a question for the rest of the world, the west, well, they are likely not to recognize it either and to side with ukraine and say it is still ukrainian territory. And what about the military standoff . How many Russian Forces are you seeing on the ground . Reporter interesting, they are around some of them. We went to one Missile Defense space actually. And there the Russian Troops appeared to have vanished. They had been there for i week. They went for a night. And so that seemed to be a bit of an easing in a strangle hold. In other places, they have their troops here in sevastopol. There were still Russian Troops there. Behind me you can see some of the Russian Naval vessels. Theres one large one there over my right shoulder. That is continuing the blockade of Ukrainian Naval vessels here in the port. Very much the Russian Military continuing here, tim. Okay. Thank you very much, indeed. Diplomatic efforts continue in brussels. We heard overnight they are planning to double the number of fighter jets over the baltic region. So the pressure building up on russia as diplomacy continues. Lets check up with all the latest developments. This report by nick childs. In brussels, an emergency of Union Leaders and concern over ukraine. But no sign of headway. It sends a clear message to the russian government that what has happened is unacceptable and should have consequences and further actions to be taken that will be even more unacceptable and would require even more. But they know there are differences. Ukraines new interim Prime Minister has also been on hand to underline his view of whats at stick as he also accused russia of stoking tensions. This is not a ukraine and russian conflict. This is a conflict in europe. And we need urgently, i would like to underline again, urgently to tackle this problem. And we are ready to find a solution. We are ready to follow an offramp with the u. S. , with the eu, with russia and clearly with ukrainian participation. And we ask russia to respond. Among the options on the table for eu leaders to consider, suspension of talks with russia on visa liberalization. But some particularly from Eastern Europe are pushing for the threat at least of further targeted sanctions. In rome, the secretary of state john kerry arrived to continue the diplomatic push. They describe it as tough. They reassure nato allies. Extra patrols in the baltic. And this tounderline tension. It is forced to flee crimea. And certainly no ream sign in crimea of russian or pro Russian Forces in what remains a high stakes confrontation. Nick childs, bbc world news. Steve rosenburg asked the Deputy Foreign minister if he thought that the west was responsible for the crisis in ukraine. I dont fault the west as responsible for this but the west should bear some responsibility for what has happened. Because the west has neglected how close and important realizes are. In the time when we asked and discussed the future of ukraine, at that time and we, as you remember and im sure perfectly well know, were held very responsible on the position on the negotiations of ukraine with the European Union. They have rejected the participation in this process. What will happen next after the agreement on the cessation was suspended by the ukrainian president. You know these events in kiev started. The west should bear some responsibility on how these events developed. The Deputy Foreign minister just speaking to Steve Rosenburg there. Now to the crucial meeting in brussels today. Matthew, ive just been speaking to the head of the delegation in ukraine who said the. Reporter you can assume if the eu seems on the ground and this is my understanding are advising that any referendum held in crimea would actually have to be held under ukrainian law. Their interpretation is any such attempt for a part of the country for the ukraine to break away from kiev would have to be decided through a national referen tkufplt if thats the understanding on the ground i would have thought that would contribute to a united position here to say they dont regard what they are saying today as a legitimate stunt. Given the eus energy from russia, how united are the 28 countries of the eu about what to do in terms of sanctions all morning . Youre absolutely right on the energy side. A third of the gas is snide by russia. In some countries its an awful lot more. In some it is 100 is supplied by russia. Theres the energy side. Russia is the Third Largest trading partner. So, you know, any sanctions and reciprocal sanctions from the russian side obviously have to be thought about carefully here. That does feed into this debate. And you have opposing sides in many ways. You have the Eastern European countries. Most notably poland, which want to see a tough stunt. It looks as though britain is going along with that. David cameron said there needs to be a clear, unambiguous message. But it cant go without repercussions. At the same time you have Angela Merkel saying that russia is violating the territorial sovereignty of ukraine. It is believed her position is that nothing should be done at this stage to antagonize russia. The german perspective are not something they wish to see push forward. The threat of sanctions will be held out. But i dont think germany will side up to any immediately sanctions against moscow. Matthew, thank you very much indeed. A much thinner crowd in kiev. It latches on to a protein on the cells. If you dont have it, it cant effect the cell. They take the cells out of people, remove that protein, and put them back in the bodies. That has worked with the Timothy Brown case a few years ago who had a complete bone marrow transplant. That worked to cure him. Thats not possible for most people. This is now taking that research and going further. It is using the national resistance. It is quite a simple process. If it works, we can get a cure. Were still stuck on the if a little bit. A relatively small sample here. Its fair to say, isnt it, the efforts to find a cure, we have a history littered with moments like this which perhaps havent transpired. We have made enormous progress in the last 30 odd years. The drugs now work. People have a normal lifestyle. But it is a difficult thing to tacklement. We have a problem tackling the flu virus. Its never an easy process to do. But this is a good way forward. You know, its all about steps forward or steps back in science. I think this is a step forward. I asked the question really because i wonder the time it might take for this gene therapy to be proved, to be substantial, to be up and running and working. We have other developments and other breakthroughs, dont we . Very young babies being treated with anti viral drugs. Could that be an answer sooner . Certainly for babies, as soon as theyre born, they work hard with the drugs. The immune system is developing. And their young immune system works better than an older immune system. That seems to be working when you have babies. They have identified a positive to start with. For most people get infected later in their life. It is a burden on man. Cost implications, possible resistance. So we do need to find this cure. Its easy to miss your medication or elements like that i suppose. Given the importance of finding an answer, though, there are still people who get a bit apbgz about gene therapy and issues like that. Is this a risk taking adventure . 1 of the people naturally dont have this protein on their cells. Its really using that process themselves. Its just the protein off the cells. Theres no negative impacts to that. So i think the first phase really here was to look at the safety of that. I think that concept is proving that it is a fairly safe process to do. With all your expertise, do you venture to give a time frame on when we might see this in action . Because of the history of hiv where we have had breakthroughs and setbacks i think is very difficult to say. Here they took the cells out, put them back in. That seems to work. What we have to do is get the body to produce these cells. I think it is going to be more complicated. They are working. We have enough time. Thats an important part of this process. Whats the situation as we speak . The situation in caracas is the same as it has been all week. Its very, very divided. I spent the tail end of yesterday in the square which has become a central hub of protests. And pretty much every night a large group of young protesters get together there and clash with police, throwing stones, building barricades, throwing fireworks. Police are using tear gas. This is very regular. It was unaffected by the anniversary of his death really. We are watching the pictures that you brought on to your website as well. They are pretty illustrative of whats going on there. To what extent is this just daily fair now, any increase, ratcheting up of the risk by protesters and the ferocity for which they get involved with the police . Well, i do think that i get the impression the police are running out of patience. A couple of days ago the way they were dealing with people in the square was to put up a large metal barricade between them and the protesters. Yet yesterday that barricade was down. They were liberally using tear gas, sometimes firing quite low heights, which can be dangerous to clear the square. I think theres also a split within the protesters themselves. In the Opposition Movement they were behind the leader capriles and lopez, who was more radical. And i can see something happening similar in the Student Movement with many students in the square tell me they no longer want to be represented by student leaders because they wanted to negotiate with maduro. The people in the square only want to get rid of them. Thank for bringing us up to date on the situation in venezuela. Its not about to go away, is it . To china. They are entering their second day of meetings trying to figure out how to keep the economy growing and reforming it at the same time. Could china be on the brink of a hidden banking crisis . Our chief correspondent epbt has been investigating the world of shadow banking. It takes money to make money, they say, to keep up growth. China has relied on credit since the 2008 global crisis. It has led to an explosion of unregulated lending otherwise called the sinister sounding shadow banking. Shadow banking, unregulated lending. By definition, no one knows the scale of the problem. If the whole system collapses the best case is a government rescue. The worst case is it bankrupts the nation. Typically a bank is the first place you think of going to. Given more than one in three people are turned down by banks, more and more are turning to this new way of lending called peer to peer lending or crowd funding. It is becoming so popular it is set to be regulated. How does it work . Say i want to borrow 100,000 to open a restaurant by the beach. Sounds good. I then apply to michigan bid in on a peer to peer lending website stating how much i want to raise and how long i think it will take to pay back. It gives me a credit rating. I would be an a plus. Including including you, david, can lend or choose to lend me money. Even as little as 10 at a rate of interesting that you set. It has to be competitive enough for the peer to peer lend to go accept. The investment, though, its not without risk. And in there have been concerns that people may not be fully aware they can use their investment altogether. The regulators are setting out the rules it wants the industry to follow. Actually we think the opposite. We have always felt it was important to have minimum operating principals and standards. So were actually pleased with the news that has come out. Briefly, what are some of the rules that your industry should be following. Simple things like separating the companys money from customers money. Making sure that the businesses have runoff plans. Regulation is not that good and less really on a global scale. I think Funding Circle operates in both the u. S. And the uk. And these businesses are relatively local in terms of the individuals that can put in money. So individuals here cant put money into the United States. So its important within the local countries theres appropriate regulation. Big returns, big risks of course. People could lose their money. We have to make people aware of that. This is a lot safer than people ordinary assume. So what happens is we have experience risk assessors that look at every single part of the loan platform. And you spread your risk across lots of different businesses. Funding circle. 100 businesses has got a positive return. And 70 of those investors are getting on average 6 a year. So actually by spreading your money across lots of businesses you get a better return, the business gets a spot. Great stuff. Good luck with the regulations. That building needs to go here. It works well here. Very pragmatic. The appeal is not so much that it was laid out to be beautiful but it is inherent in its location and what it is. A city of canals, no roads. Its ancient. It is serene. The most serene city i have ever been to. I wasnt expecting that. Each of the city have personality. Its not something i came into each one knowing. It was all discovered by walking the streets. I never had an idea of what the cities were, what their permits were until i walked the streets.
