Fine and dandy said this is pretty damning for the council isn't it it really is incredibly say I mean they've said key parts of the plan are unsound they are unhappy with all the major developments allocation also the late night it looked like the scale of development around Also it was to take headline I was naked What monster much Am state police while they pretty much said that the whole of the planet's a mess and lots of the issues raised are feigns that opponents have been saying for quite a while you're absolutely right so huge numbers of residents responded to the public consultation and lots of independent carrots but at the meetings we all said that there would be problems we all said that the inspectors would not be happy with it that the senior counsel is on the ruling party insisted that everything was Ok and about how would you characterize the town in these letters between the plan and Specter in the council I think he. Extremely critical I mean ultimately with these things they're never going to say. They're never going to tell them it's smoke it completely and should go back to the drawing boards and that seems to be the implication here there are 80 plus critical comments and here and you look at that and you look at the council's response which is here we think we can sort this out we'll have everything ready by April of next year and hopefully the inspectors will approve it in jail I think that's incredibly ambitious and I think ultimately in the main sell it puts everyone at risk because whilst there is a very local plan it means that unscrupulous developers can just put in a location to take housing development across but the chair it puts everyone at risk we'll talk about the mom as well because we speak well we're going to be speaking to one of the executives of a federal buy particular lights on the show and they no doubt will say that this back and forth he says Pa the process and they're already working to address their concerns. No doubt they will you might want to ask the more I during a public examination of the local primary to last 3 months on nearly every hearing there were a number of independent counsels but we didn't see any of the senior conservative ratings and we didn't see any of the offices that have been responsible for drawing up the plans so what I asked them where they were are over there where the plugs are in a chat room light on the show the base out and let's be honest here there is a housing need ad the council are paid instructed by central government to find tens of thousands of new homes so where would you put them. Absolutely it's perfectly true that the government the bonding that new homes be provided but what the inspectors are saying is that it is not a case of them not trying to find the houses but what they haven't done is demonstrate that they properly considered all the options So perhaps instead of one thing huge developments in places around suitable for these developers they should have been looking at some other places in the plan which do not seem to have had many houses in recent years and seem to have been they collected so I think they really need to do is to drop the back of the 5 packet calculations and really consider where these houses should have gone so it's almost like let you go right back in back to the drawing board stroll over again that certainly seems to be the implication of the inspectors comments there is no issue there if the council dumb down for Vo they don't get these how some of the government does take over and then they say what will work if you can't do it we'll do it and we'll just take over the whole face situation and we're bailed out is a Absolutely there is certainly a year ago the the council decided they had to rush it through in order to beat the regulations for I'm a government and as a result of that they spent the whole process up resulted with a plan which was clearly not going to be improved by the inspector Unfortunately the rushing to make government targets has ended up with a situation where it's taking a lot longer than it should have where we're going to be 3 years. By by the end of this year and at that point we're still not looking at anything which we can be confident inspectors get approved what they really should have done is listen to the criticism they received in the public when they put it out for the 1st public consultation and 2007 Take a listen to that criticism and actually come up with the changes that were required what they did was to to ignore the whole lot so are you and the average independent counsel is against the proposed developments are you just unhappy by the councillors considered does options. Ultimately where we're against the the big the big plans that they've put forward but we can it's pretty much all of what they put into the local time in which hope is to them so many times ultimately what they need to do is listen to the independents listen to the public and understand what the criticism of say I'm socially you've got a plan that's been put together by a handful of people I'm a council and every time I've been told it won't work they've said well we like best story much more see what the inspector says and you won't believe the number of times we were told that meetings the inspector will be happy with a cd you needn't worry and of course that wasn't the case I can say against the local plan but what would you do differently than. Ultimately when they when they drew up the local plan may look to areas of central Petrucci that have had development over recent years I looked at the proposals that have been put forward by developers and of what they did at that stage was to say here are the sites that we've we've long believe there needs to be more housing more put them here these were sites that they had long believed that there should be huge developments and the council likes big developments because ultimately means they can say right we can have a big development and we have lots and lots of infrastructure at the sign like a should but they needed to do was look at ensuring that this development took place gradually right the way across central to the chair so instead of some communities having huge developments and others having absolutely none they've made it to be on a percentage basis so each community crew the same sort of rights what they did with 2 to take that into account so areas that had loads and loads of development in recent years were given more about say there's a viable to do that I mean what developer is is that as I walk outside the bill 10 hours is one of the I wondered. Well again that's I think that's the misconception the council have which is that they need to do the whole thing according to what developers want to do the plan needs to be based on what the public actually is one that's what I do the developers the developers I was the data is the developer and sometimes the data is the developer say well I'll build that loud all are paid towards that cost the hospital be dummies surgery or school or whatever so they have a developer is going to have a bit more of the pile than 10 houses is the developers of the one of these 500 hours if they're going to build a new bypass in a year this is true ultimately the developer will have to provide infrastructure but they have to do that whether the development is small or large they still have to provide some infrastructure as long as the development is not in houses or more so the the council very much believes that you have to have huge development so many will get infrastructure accordingly don't have to have the most biggest one so they're looking at some of these are like 5 players in the houses you can still bring in rates blamed for structure for an area based on a couple 100.
