Provided they agree to hold a general election in 7 weeks time on the Thursday like it usually is I'll be the 12th of December the prime minister has polls to debate on his withdrawal plan after the government was defeated in the Commons more to come on in they saw it here on b.b.c. Radio start kind of up to the parties by the look of it to say yes we want a general election in which case it would be on December the 12th. Which. You get with you. Told me. What. a we've. We've . Come to a. Week you were you out you a out you you. You. You're now out 5 on b.b.c. Radio come on this announcement from the prime minister the Parliament can have more time the politicians agree to a general election on the 12th of December well. This to come 1st though policing at football matches these days is costly $48000000.00 pounds to be exact research is being done to kill University to see if that cash is being spent wisely and if more can be done to recategorize games so the cost is spread between the police themselves and the football clubs Professor Clifford start from Kill university is leading the project I think part of the main issue here is that what's happened in the u.k. Over the last few years is you seen really big changes in the way that the police think about an approach protest policing and public order policing around protest but we haven't really seen corresponding changes in how they think about an approach football policing and of course that's a big issue at the moment because one of the key debates is about how much it costs and it costs as much as it does primarily because there are incidents of confrontation and conflict and on occasion football batches do need to be policed but we recognise through our research there are some big problems there in terms of sometimes seeing police deployed to football when they're not needed and we see opportunities for avoiding confrontation are often not grasped when it could be both by clubs and police forces so it's really just to bring that together into a way of producing evidence that people can develop policy and practice around so that we end up with a much more evidence based on efficient approach to how we go about thinking about an approach in football policing. So what role do football clubs have to play in this Carol Shanahan and co owner of Port Vale football club and she's been working with Professor starts on how it could work and hello thanks for coming in again thank you so I'm in a way that's always been we have a metaphor here and I think I'm going to. What more do you make of all this and what role of you have in coming up with this idea of how to make policing work better for football Well I haven't had anything to do with what Professor stops doing but within Port Vale it works out that what we've been doing since May the 7th when we took over is actually in line with what he's recommended anyway because when we 1st began at Port Vale the relationship between the club and the place was very fractious and. There is no it has been a falling out over Norm not wanting to pay for play Yes Yes Very much so and we wanted a different relationship and so straightaway I had a meeting with the chief superintendent and the chief inspector who covers football and talked about how I wanted it to work we had we happened to have a new dedicated football officer Nicky and so she wanted to make some changes as well and what we've done in some of this I covered with you on Tuesday is that we now work very very collaboratively with the place and the club so Nick even bases a self at the club for a few days a week we have made is we had one this afternoon where we discussed the last 3 matches that we've had we discussed the match on Saturday with Oldham and we discussed the true match because obviously that's going to be a higher profile match going to we've sold out of our tickets so it's how do we then collectively work together how do we build the relationship between the place and the fans and we are now beginning to extend that out to how do we build the relationship between the club the police and the local community. So we've got a meeting in the book with. The local place in command of how we then work to make them a safe place for football fans both Home and Away to come on match days I am I right in thinking if you don't have your policing in place so much can happen. Though it's. Bigger than that it's not just your place it's your whole safety plan and so we have a safety officer and he has the plan which we all agree we all come up with it together and so everything then has to be in place and everything has to be agreed so there's a safety advisory group which every club has to answer to and they have representatives from place and local authority. In a number of other places and together it's to ensure that the safety of the fans is paramount and that we are doing everything that we can and again the relationship with the the sag as it's called that that relationship has built hugely since we've been in there one of the suggestions in the plan that Clifford starts come up with about who pays for what the question whether football clubs should pay more or pay less I'm wondering how you figure. Well I'm always going to hope that we keep our place build out big because I think if it says it again it extends beyond place in its steward and so do you have your own stewards do you bring stewards in how do you train them and gauge them and what do you expect from them and if you can build your your profile of your stewards well enough they can actually do a lot of the work that place would do themselves so if you look at Burton Albion for example they have all their own stewards very very well trained they really need place in there because they are they're actually doing that role for themselves destry would get paid Yeah. Just. It's not something I've done that it's time to get hold of the just got to watch a bit of the game how does it work. Is a Pedro and it's a proper all it's not just about watching the match it's and there's different levels of sewage in as well as Zulu squads all these sort of thing really never well now what about well that is when there's a particular problem in one of the stands then the stewards there will call upon when you suddenly see a group of stewards going into a flash point in about an hour look for these not. That is the squad that's gone in particular to sort the issue out when you want to go into this earlier in the we're going to ask you this now when you watch much of the day then or the foul or whatever you watch in the crowd as much as the pig Yeah you know when we were in Bradford on Tuesday because actually Bradford work so there's a thing called Pale tees which is placed liaison teams and this is one of the things that Professor starts advocating that you have and police their work they wear blue they they work to engage with the fans a lot that's more their role and Yorkshire place use that so it's actually look at that in Bradford on Tuesday where do you see this going you talk about a more collaborative approach ultimately we're hoping to speak Staffordshire Police about this on the program tomorrow Alternately I get the sense that they'd rather it cost them less you'd rather it cost you less Nobody wants to pay for it yet it still has to happen somehow Yeah I think there's. The cost is important I don't think the cost is the number one thing I think that. Police in football do you know we're not in the seventy's in the eighty's now and. Yet in many ways a lot of the rules that we have in football are based back in those days and they're different to other sports so you can't drink alcohol in sight of the pitch it's the only. Well you can't. And I think that where we've got now is a movement towards their being a more a gauge an approach and except in that the number of people who cause trouble at football matches are such a small minority that we're we're affected all the of the vast majority and how do we work to build with those a gauge with those and then just have a bit more perspective as to where the problem is being caused and so that's what again we're doing in that every person that is jetted from Vail match and there's not many We haven't had any arrests this season and anybody who's ejected we follow up on that and that's home or away we find out exactly who it is and we are then looking to work with our dedicated football officer and they go to the homes or they bring the people into the into the ground and we have an acceptable behavior agreement and we'll talk with them as what is Ok for behavior of a whole match and some of the behavior is not Ok and if they recreate that going to do that then they're welcome you know so it's it's trying to build up the positivity of football for me and the engagement of it rather than everybody seen it you know the headlines are always there the real troublemakers and you have to have placed into to sort that out as to what you can't do that. Most matches are particularly now league are low risk it's fascinating thanks so much for coming in and sharing it with us very next week we'll get you back. There is a pleasure coming in Carol Shanahan with us from Port Vale we have asked Stafford for police to come on the program they may well be with us all being well tomorrow . Radio Stoke 25 past 5 council tenants in Stoke on Trent who are signed up to a solar panel scheme face being moved to a 3rd energy company in his many months after the firm Toto has gone bust is a reminder about what happened in the run up to the. Let me take you back to 28 when Stoke on Trent city council agreed to partner up with a company called Solar Plus it's a council tenants were signed up with the promise of solar panels and cheaper bills but they were billing and customer service problems. Then back in August. $43000.00 of its customers to a company called total that included around $5000.00 here in stoke it was just weeks before the energy supply passive solar place is a bust and just 2 months later we get the nice that type tech has gone the same way . B.b.c. Radio Stoke Staffordshire political reporter Sophie Calvert the regulator off gem is saying don't worry and don't do anything well organized for you to be moved to another company and you'll be contacted by them Stephen Passons. And he's one of those who's facing being switched again I had a hunch was going to happen something that's. Right. Conversation with them to try and sort. Of course because I'm claiming since we can't have this just so they weren't allowed any. Money with. Which you know. Now we're still stuck with over the. Past still got no idea where the money where they are. And that's going back from a sort of Christie had it done most of the most the poor the council it was a scream of died back there anyways and we both of it was because the council there were slow I came around and it sent out a really good at 'd it basically that any energy we used. To the panels come on. The panel sounds too much and that would go back to the grid and help other people use their bills. Which sounded like good I thought because we'd get some gas would . Cost in the panels on the road so it didn't seem like a bad form but there were for 2 months in a month and nothing's changed still the same issues just with a different company and now we're back in limbo. Which 2 other provider and too often they don't switch to Stephen Parsons who was a Toto city customer Kevin Peachey is the B.B.C.'s personal finance reporter Kevin did you see this coming that Toto would go out of business well that's very difficult to predict of course but there are been 16 smaller providers that of that have gone under since the start of last year so a number of the smaller cust smaller supplies finding it very difficult they're obviously been at the top of Best Buy date tables but then they find it difficult with their cost say they've they sort of pick up a load of customers and then I find it very difficult to offer them any decent customer service and clearly that's been the case with. Energy customers and so depressed see of course they lots and lots of complaints about from people saying you know they're just not dealt with my with my energy supply very well and the billing and all the rest of it and and from the example we heard there there are $43000.00 customers of course who moved. From solar plus t. To Toto basically toto balls those customers from celebrate sort of pretty obviously went bust in August and now a Toto is gone gone on the people at home are being told not to do anything but when you like Stephen there and you being told you're moving. One company to another to another is hard isn't it not to worry about you next Bill Yeah and you know they've obviously lots of these people been following advice to switch for a better deal that's what we've been heard for years you know switch to get a better deal it's that it's the what is competition in the market and so on it is important to say that if you are a Toto customer and then you won't be cut off you'll still get your energy supply and it's up to the regulator off jam to then appoint a new supplier one word of advice is is that they should read their meter because lots of cases like this it can be quite difficult when when you've been shifting to and from different places to finally just get a final. A proper bills and make sure it's accurate and so on and so they clearly want want people to be clear on exactly how much energy they've used so good idea to just go and have a look at that that meter and check just jot down the number of the date as you suggested there Kevin Toto and so the only energy company is going bust at the moment what's happening with the energy market no words there's there's lots of things at play here clearly there are companies that of being crippled by poor service and customers have complained and understandably so I think they've some of them of grown quite quickly they've also been sort of the cost pressures there or the wholesale price of energy has been changing around quite a lot on this obviously now a price cap so for those on variable rate deals there is a price cap now and that's put a bit of pressure on. People of the idea being that people and now probably not as likely to switch maybe because they think there's a there's a backstop in place so again that may of May have hit some of the smaller supplies but yes 16 have gone and that's prompted off Jim the regulator to say. We need some more powers here they said Jim told me they can step in when. Those customers from so politically because they didn't have the powers to do anything about it and equally they say not really got enough powers when smaller companies grow too fast too fast for them to be able to cope with so they wants extra powers and that those ideas of proposals have just gone out for consultation where they can basically just step in before something before a company gets too big that it can cope with and. We'll see there's been a fairly fairly sort of supportive view of that but we'll see where that goes next Kevin Peachey speaking to me earlier also a place that is told b.b.c. Radio Stoke it made the decision to transfer customers to Toto in good faith and it wants to reassure customers in Stoke that their credit balances will be protected Stoke on Trent city council says it's a matter of solar play city and it's supply and it's in communication with it to ensure people aren't without energy supply we will of course keep an eye on that for you. We'll go live to Westminster in a moment 1st the latest b.b.c. Radio Stoke news headlines from Tim with what Boris Johnson says he'll give M.P.'s more time to debate a deal but only if they agree to a 12th of December general election he said he expected the e.u. For Stoke on Trent North roots Meath spoke up after toto energy went bust. And businesses of told b.b.c. Radio Stoke a road closure in Shelton is driving away customers a section of college road in Shelton has been closed in one direction since September for the next 6 weeks that section will be closed both ways Stoke on Trent city council says it's to fit pipes for a new underground heating system in the city which they say will mean cheaper energy bills if you need headlines from it 6 Thank you Tim in the last half hour of them as we just heard Boris Johnson has said M.P.'s can have more time to discuss his breaks it deal as long as they agree to have a general election in 7 weeks time so it would be in the gloriously cold dark days of December let's go live to Westminster and our political reporter that Mark Lobell Mark what do you make of this. Was trying to find a way through the impasse he had an unscheduled political cabinet so he could get all his cabinet ministers on side he then came out and had this appeal for the Labor Party were saying if you genuinely more want more time you can have it here it is but the condition for that is that we all agree to go for a general election on December the 12th so that Christmas or pre Christmas election follows on if the e.u. Come back tomorrow and offer Boris Johnson in this country a 31st of January extension to staying in the e.u. And and this is the big big if because that's quite likely that the you will do that the big big if is if Labor accept his invitation for a general election now we should be hearing from Jeremy Coburn in the next hour or 2 for his response to that now were that to go ahead there'd be a vote on Monday and then that would mean that M.P.'s would have about 12 days to debate and pass the legislation on the bricks it deal because after that parliament would dissolve and there'd be a 5 week election campaign leading up to the 12th of December election he's putting pressure on labor isn't here with some of the comments he's made in the last half hour regarding you know labor really needs to back this otherwise what's it doing kind of what he's saying is indeed exactly he's asking what purpose they serve and it's not just words he's going to say that if they don't accept this offer under the guise of a 31st of January extension then he's going to not offer the deal in parliament these are his words whether he follows through with them or not we have to wait and see because there has been discrepancies in the past of course but he's saying that what he'll do is he won't offer the debate the legislation but he will continue to ask for an election every day of the week from then onwards so you know quite strong tactics as you say in terms of his rhetoric you must come through Christmas holidays now. Well it could all be done by then of course Christmas shopping might be more effective and there was one other thing that Boris Johnson did say which is that if the e.u. Come forward with an extension which he would prefer a shorter extension for the 15th or 30th of November it seems that he would carry on with that debate in passing trying to pass this legislation but not committing to the December 12th election then so you know also somehow putting pressure on the e.u. At the same time as labor but we'll find out from the e.u. Tomorrow we'll find out from Jeremy Coburn we understand this evening whether it be conclusive or not who knows but now but as Johnson is explicitly now accepting the likelihood that next week when this big October the 31st deadline passes we will most probably I'd say almost definitely still be in the e.u. But what you're white thanks very much for that Mark low pile for b.b.c. Radio Stoke in Westminster tonight big news just after 5 o'clock we had the prime minister saying that he would be willing to continue the discussions regarding BRICs it as long as parliament agrees to an election on December the 12th. The prime minister has said he wants a general election on the 12th of December that would allow politicians some time to discuss the deal. And get that through parliament before parliament will be dissolved 5 weeks before that date has about 3 weeks of parliament then 5 weeks before the 12th of December a general election we don't often have general elections in December they normally try and avoid them. As far as I can tell it's as simple as they think you're less likely to get up and vote in the depths of winter than you are in the height of summer it's a straight forward as of course now we're in the fixed term parliament situation there does need to be I think it's a 60 percent majority in the Commons something like that to vote for a general election but if you were there if you have the choice would you want a general election in December is that the way forward there's been talk of another referendum there's been talks of getting bricks done to quote the government in recent days 080-121-8080 general election 12th of December if you were the leader of the Labor Party would you agree to it would you get your M.P.'s to vote for it. Well text. Message with the words start. B.b.c. Radio Stoke journey and don't stop believing it's true George with the head of 6 latest news headlines on the way shortly on the after 6 months and us here looking ahead to Stoke City's meeting with a familiar face on Saturday is it was described to me earlier it's just one of those things about the fates of football when a former manager is appointed and then suddenly the 1st game they have is against one of their old clubs is going to be an interesting one at the weekend and the fans panel from 3 local clubs assess the season so far then 7 Robin Gray here with a takeaway dinner date Joseph Bailey from the quarter and Lynn Benz leap from the mall and Peter blog and at 9 Jodie look is back with center stage here on b.b.c. Radio stag the prime minister Boris Johnson as we've been hearing has been speaking to the B.B.C.'s political editor Laura Kuhn spoke about where we go next with bricks it this was him speaking a little earlier what we decided is that we've got a way forward for this country and for the e.u. Now we got a great deal on exit as you know for the 1st time in 3 and a half years parliament voted to endorse a way out of the e.u. The deal I was able to do with our friends and partners but unfortunately they also voted to delay the final approval that deal that they've endorsed and what that means I'm afraid is this this parliament is anything to go by that delay could go on for a very long time and afraid it looks as though e.u. Friends are going to respond to Parliament's requests by having an extension I really don't want at all so the way. To get this done the way to get breaks it done is I think to be reasonable with parliament and say if they genuinely want more time to study this excellent deal they can have it but they have to agree to a general election on December the 12th and that's the way forward because this policy been going on for a long time without a majority it's refusing to deliver Bracks it it's impossible to deliver the dislocation it's time frankly that the opposition summoned up the nerve to submit themselves to the judgment of of all collective boss which is the people of the u.k. But if your deal is so great as you claim and if Parliament you believe has endorsed it which they have and they've just agreed to it to go ahead and yes Kryten a yes why then try to ram this through with a threat of an election you could go on a more conventional timetable give parliament no one to those standard levels of scrutiny and get on with it that way when they were going to give them the we're going to get that's a very good point we're going to give them all the time they want until between now and the dissolution of parliament to do that scrutiny that's much more than I think that some of them who've been asking for I mean that's more I think than the Philip how much was lost with this is a big chunk of time this is interesting actually in the debate on Tuesday about Bracks everybody said we need more time to study this this deal actually the Labor Party couldn't even find enough speakers they ran out to speak a little in new ideas to bring to the table we've had 3 and a half years to discuss this well being very very reasonable we're saying if you genuinely more want more time. You can have it here it is but the condition for that is that we all agree to go for a general election on December the 12th and the reason for having that that deadline is because I was I don't think the people of this country are going to believe that Parliament is really going to do it by that deadline but they spent 3 half years failing to do it so let's get it done and that's come out of the e.u. Now it's the prime minister Boris Johnson speaking to the B.B.C.'s political editor Laura can spoke we are expecting reaction from a labor leader Jeremy Coburn at some point later this evening. Radio State News Tim Wedgwood Boris Johnson has said the only way to break clean breaks it impasse is to call a general election before Christmas the prime minister has offered to give parliament more time to scrutinize the Bracks deal he struck with the e.u. But only if M.P.'s agree to a general election on the 12th of December the Commons has previously backed the withdrawal agreement Bill but against Mr Johnson's timetable to examine the legislation in just 3 days he said his new plan was the only way to get on with leaving the e.u. The way to get this done the way to get brakes it done is I think to be reasonable with parliament and see if they genuinely want more time to study this excellent deal they can have it but they have to agree to a general election on December the 12th and that's the way forward in the collapse of an energy company potentially affecting thousands of people in Stoke on Trent has been raised in Parliament can we have a debate I've got to try and Community Energy seems as good as they are but the local authorities obligation to do due diligence before they find out. For Stoke North Ruth's me has been speaking up after toto energy went bust they were the 2nd firm to be involved in a solar panel scheme backed by Stoke on Trent city council both companies have had issues with Customer Services and billing Here's what the leader of the House of Commons Jacob Riis Smaug had to say in response is absolutely right to say that local authorities have an obligation to carry out our due diligence and it would be absolutely remiss of them not to do so police investigating the deaths of $39.00 people found in a lorry on an Essex industrial estate have been given another 24 hours to question a man being held on suspicion of murder detectives believe the $31.00 men and 8 women were Chinese nationals. From today there's been a massive push to stop visitors to their also.
