Good morning it's by pass for it's Friday morning I'm Sam FENECH here with you for another hour or so we're going to have a theme in this hour we're talking about cars and you'll be hearing about job losses at Nissan and the impact that they could have on Sunderland where the Nissan Leaf is made and also we'll be talking about what's going on in America in California 4 major car manufacturers are defying the trumpet ministration by working with the Californian government to reduce emissions from cars. In that state because apparently California is very important and if California rules on certain things then other states will follow so we'll be finding out a little bit about that and we'll also be looking at what's on the front of this morning's newspapers That's coming up a little bit later on too but 1st the workers who help screen posts on services like Facebook and periscope have described themselves as front Linus' like the 911 1st responders the Washington Post has been investigating this story it's spring. It sprung up in the Philippines because people that vetting and deleting violent or offensive content which is on social media silly Silicon Valley correspondent for The Washington Post is Elizabeth do I ski and she joins us now you've been investigating this this event what sort of things have you found. Yeah well we went we went to the Philippines because that is called the boom town Silicon Valley dirty work all the everything from ISIS beheading to gallery pedophilia all the horrible stuff on the Internet. Someone has to review it and the Philip people contract work in the Philippines to that and you know we found that a standard reaction the job a fairly common one is like Nightmare paranoia people start to become really paranoid that like they're going to get attacked we just see all these horrible things all day and then in some more extreme cases it can drive some people to think about suicide or in one case attempt to decide a guy that we spoke with he tried to like almost reenact a suicide saying that he had reviewed Now that's that's a pretty extreme case but you know if you had some depression going in the job and you might not know it could potentially trigger you say Facebook is saying that they kind of cleaning up what we see we see when we're looking on the feeds and you'll seeing this is how they're doing it they kind of shipping out to the Philippines. Yeah it's outsourced it's also not in the U.S. And by the way another big hub is Dublin and there's a lot more hubs in Europe now too in Germany and lots so it's starting to happen all over the world but we're at the cheapest labor English speaking labor is in the world is the Philippines right now. Because it was a former U.S. Territory so they get like the brunt of the 30 work I would say and you know it's really just it's a story about that that we did because. It's like the world wants all these tech companies to clean up Russian meddling I mean Russian Adam you know this information on elections like people are asking more and more of tech companies to clean up their platforms as they should but we want to show that there are consequences on the other side of that to people and it doesn't come without a cost how and how big your investigation how many moderators have you spoken to. Well I've spoken to at this point almost 50 people around the world and a little over a dozen in the Philippines it's actually he really hard to get people to talk to you because they sign these straight these confidentiality agreements these and the A's that make them really fearful of talking to anyone because they feel like I'll never work again if they if they break the confidentiality agreement and there's just a lot of fear around that in the confidentiality agreements say they can't tell even your family or your husband or wife what you do like working for the CIA So people don't have a way to vent. You know because you can't confide in people what to say. About . Facebook instant Instagram You Tube Twitter we talk to all of them because they all have operations in the Philippines big ones. And what you say is like they'll admit that they created a lot of these jobs in a hurry in the last 2 years and they're still grappling with the consequences they're still grappling with you know they'll say we're still grappling but we're offering mental health care we're offering counseling we let people take breaks but then when you get on the ground see that the counseling isn't enough that there's no transparency that there's a lot of intimidation because of the confidentiality agreements there's no oversight to every company just decide OK I'm going to give counseling once a month another company because I'll get counseling every other month so there's just no standard for like what is actually a job that even a Facebook counselor me causes P.T.S.D. Is difficult at least now I supposed to know how much counseling so someone should need it's a difficult thing to quantify I suppose I think you're making a great point but that's why actually the tech companies circle as an outside auditor they should let in psychologist they should they should open up so that the job can be studied one of the things I put in the story is that despite the on the fastest growing forms of work social and valley there's never been a formal study of the routine exposure to that type of violence and and disturbing material and we're not talking about like you think about when you're on the Internet you see something horrible you have the ability to look away your job you don't have the ability to look away on a daily basis you might be seeing the most disturbing thing that you've ever seen in your life on a daily basis so you know that has psychological consequences and a lot of people talk about like numbness as well got really emotionally. Back and be dangerous too in your other relationships so there's no stammer and I think you're right it's hard to find say OK what's the right thing for the job because clearly technology doesn't know how to do that so we're always going to have human . Time for the story you know you said they'll always be humans doing this work and so as long as there are always humans there should be a broader conversation about how those human should be treated in these jobs for job no can cause P.T.S.D. And even have a long tail of P.T.S.D. . How you should that you've spoken to to around 50 of these people how many do we think they're all doing these jobs you know monitoring all of the online content and social media sites that we have. Tens of thousands you know tens of thousands I know like remember to I don't hear over 2 years ago and Facebook when all this stuff came out about Russian meddling in the U.S. 26 election and then breakfast and the companies want and they testified it was fall 2017 they testified before Congress and one of the things that they all said when they Facebook and Google with You Tube One of the things that they sat around the time of their testimony was they said we're going to be hiring in Facebook's case $20000.00 people and Google says they're going to be hiring $10000.00 in the coming year Twitter didn't say anything but they have about 1500 people I know and now Facebook has 30000 so that's just the big companies and you have a lot of all or smaller companies that have moderators as well so it doesn't leave them job in terms of how many you've spoken to a tiny fraction of the biggest guy who could it be that you've spoken to people who are. You know distraught by this behavior. And what they're seeing online but some people might might take it back to a room. Yeah and a lot of people know the people that I've spoken to actually say Good job is OK like even like a lot of people I talk to like says that they like the job you know that they weren't you know deeply harmed by the work or that they knew how to cope you know a lot of people even the people who like to think that they were leaving they also that you have to have like coping strategy but one woman I talked to said she like the job said she still prays every night by her bad. That she won't have nightmares so she's a person who says she likes the job she just live even liking it she could still have nightmares from it just about her job and was a specific psychological burden on people so what I thought of people who kind of like this had some effect other people said that they have no effect so it's not to say that everyone does but it's to say that a significant portion do. Then the question is What do you do for them. OK Elizabeth thanks so much for joining us Elizabeth Washington Post Silicon Valley correspondent the time is a quarter past 4 on Friday morning and the Japanese car manufacturer Nissen has announced that he'll cut 12 and a half 1000 jobs worldwide over the next 3 years that's about 8 percent of its workforce Nissen is battling with poor sales and the impact of the arrest of its former chief executive Nissen will reduce the number of vehicles it makes by 10 percent by the end of 2020 and the number of models it makes by 10 percent it's not yet clear whether they'll be any job losses at NIST Nisson Sunderland plant Nick Holt he's a spokesman for the Unite union in the U. North East believes Nissan is happy with what the Sunderland plant is doing in the song sung along a very good at what they do. A lot of investments being put under the plan that some London parent plants and obviously link up with the new actually plant which. So in the cases of the moment up pleased with what we do instrument Earlier I spoke to Simon Deval Smith he's the editor of automotive purchasing and supply chain magazine and I asked him if he thinks the workers in Sunderland should be worried yes on 2 counts really miss out on the run onus and Mitsubishi Alliance may be in danger of breaking up to a certain extent or certainly reformulating after the ousting of Chairman Carlos Ghosn who really was the glue that put it all together so. May look for what they think of as vulnerable places to cut jobs there is a possibility Will it be Sunderland is not one ripple. Well. Carlos Cohn 3 years ago said in advance of the back seat vote he said I can't tell you what to vote but if the U.K. Voted to leave the European Union I would have to think about our investment in Sunderland However since then Sundin has become the the great workshop that's making the leaf the most popular in the world it's extremely efficient and made the cash cow which actually turned help to turn it around so. I don't think it's vulnerable in the short term but there will be machinations over the alliance of randomness and things may change they've said also that they're going to reduce the product line by at least 10 percent does that mean that they're going to be cutting models that the some models that they won't make anymore yes things like the X. Trial which is an S.U.V. The Jeep type vehicle that's probably quite vulnerable the models that are made at Sunderland are the leaf as I said the most popular biggest selling electric vehicle in the world and the cash tie which is the cash cow of Michelin So they're not going to cut that they will cut things like the note which is an older vehicle the X. Trail and possibly one of the larger S.U.V.s depending on the market but they won't cut my current cash car or leaf that's a certainty they've talked about a global slowdown in sales and they've talked about the number of cars sold in the U.S. China and Europe are dropping considerably are of them car manufacturers suffering the same loss a are they are but this is has to be taken against is a twofold On one hand Nissen being a Japanese. is company its accounting and the way that he appears on these balance sheet takes into account all possible liabilities are the it has for the future so they can say they're 99 percent down but in fact that's just take that's counting all the parts they combine the future against a slowdown in sal's the 2nd party is that the global automotive industry is an enormous lumbering giant and it is not about come to a standstill they're china has caused a bit of the he there's been some hardening in the us on on purchases because of uncertainty peps to git manning chance there and in europe we've seen we've since it's fairly steady a few little fulls but really not not that serious so it's not the end of the world a near santa very well placed with their electric vehicles an extremely popular smaller cars and s.u.v.s so is it likely that we nice see other common you fact sure is following or because of this kind of unique situation that nist honorine with their it would this kind of hang over from their form a boss that this is exacerbating the problem Yeah well other than other vehicle makers following in cutting jobs yes Ford already have done that and they will continue to slash quite ruthlessly across the world because of overcapacity as regards management scone is a lot on way from being dead all the lot to try and really reduce him and he is a magnificent man who. Deserves much better treatment and he will return one way or another but it won't be Renault Nissan and we may well see the break up of the Renault and Mitsubishi alliance because of the machinations of the sand and sand management some people might say I've also read that they're talking about how the cost of research and development into autonomous driving and electric models you know making these batteries go further and be more and before and if efficient is also costing them and then you only see we've got the diesel situation and with with lots and lots of diesel cars on the road so in you know what might happen in in terms of what sort of cars they might they might create or might make manufacture their fleet is. Very strong with the new Stanley for electric vehicle and they have they have more tires the cost of that that's been for sale now for 10 years and some enormous So they've been able to reinvest into autonomous and electric current connected car with that we're in a state of extreme very rapidly celebrating technology and demands and thus demands on O E M's car makers to produce more autonomous connected vehicles and electric vehicles and this this rapid acceleration is going to slow down quite soon when people realize we can have autonomous cars quite quickly as we thought so if you don't invest as a car make it's not going to cripple you in this situation and as for the diesel. Park near Santa quite well place they've got a lot of good gasoline engines petrol engines and electric vehicles and hybrids and their engines come from run in the mine the diesel engines so that's quite easy to cut back on that and it wouldn't affect the. So we'll have to wait and see where those job cuts will come out and Nissen now India's lower house of Parliament House passed a bill that would criminalize a form of instant Islamic divorce known as triple to lock the vote followed a heated and sometimes angry debate about the bill underweight husbands practicing triple to lock could be jailed for up to 3 years the government contends the bill is vital for gender equality but opponents say it's politically motivated and anti Islamic Well joining me now is a poor night's merely Krishnan and 1st of all tell us what a state how does it work this triple to not. Well this is a practice which this president in a lot of Muslim countries and took a lot has been up is and has been denounced as the why the ssion by many Muslims is that where as a white lesion of human rights by a civil society groups it's the practice is that it. Is that the husband autos the word rights he can divorce. Even though this and that has been the practice although why it's in India as well isn't it in many of the Muslim countries so therefore that is something which is sought to be changed right now by the GO on what it all has it all this 2070 the Supreme Court said that said that this was unconstitutional and ordered the government to come up with the news that is this lesion to relate marriage and divorce among the minority Muslim community which is almost about 100000000 out of the country's 1250000000 people. So therefore that's where it stands right now the government has brought in this bill which was it has obviously the opposition because. Believe it goes against what the Supreme Court says because this isn't the A believe that this particular bill in its current form is it has no meaning and more importantly they believe that a Muslim woman would be rude while normal with a hospital in jail and should be given due deprived of all financial security officer a right to stay in America more neutral and more importantly they believe that this bill. If it's possible is color thought the tournament possibly the lower house of parliament if if if they're going to be able to muster a majority and get it passed in the upper house well it would result in a mosque. Billie's but typically those in the poor uneducated backgrounds and demonize Muslims Med This is the opposition's biggest problem and how much support does it have among the general population. While the fact is that there has been. There has been some amount of. Opposition from billionaires civil society groups they say the government has not consulted any C. Holders from the community before introducing the bill and it's failed to address Muslims the issue is a broader scale. And therefore why that is something that a lot of support from some Muslim groups but overall they believe that the bill in its present fall does not POS must it simply does not sort of seem to address the issue head on and many opposition members who OD who are in parliament they believe that criminalizing this law is something which does not help but all because if it if they feel that the bill is unconstitutional they em's to risk free into the practice of feet and therefore they believe that this is not happening in Parliament and they want this particular bill to be said to a lot of interest by note to look into it and once again looking to the nuances and bridge if either all what might women's groups think of it they think it's a good idea well this that this sort of a mixed bag reaction to that some Muslim woman groups believe that you know it restores the dignity of a Muslim woman into their betterment and others believe that you know introducing criminal riches into the bill was goes against the Supreme Court judgment and therefore didn't believe that this should not happen because the fact is if a husband is in jail you know where the wife of the family so therefore they believe that it's this that makes this mixed reaction to this and therefore the All India India progress of women is a solution they call the bill my obit because it says a desire on a Chris other issues of women's economic and social security and to believe that the government is the type of communities gender issues and it's not to protect Muslim women but basically to attack Muslim men by. Creating in the hood all the new wishy men from minority communities criminalize and do so it sounds like the people seem to think it's it's maybe tinkering around the edges that there are other agenda inequalities that going on that need to be dealt with the full maybe this is this is dealt with well well the fact is they just want the this particular law to be decriminalized they don't want that can and to be included in the provisions of this bill and that is a troubling factor and they are the other. Most inhuman activists in organized issues which launched a nationwide campaign against this instead of divorce but that we ought this gone with will be there should be some form of punishment this is by the compensation I don't mean to events but since is the law there but he should be a part of a civil not a criminal law in the way to scouted out right now so you're saying that perhaps even break the bill but but men wouldn't face an imprisonment absolutely the fact is that something which is. If you stick a straight in the current climate right now be ruling by a teacher the party came back with a group majority in May His year and they believe that it will be. The fact that it's all this while there is a lot of criticism of the of the B.A.P. . Hard line Hindu nationalists that's already facing criticism for a sympathetic attitude towards that they believe that this particularly as the agenda is also a lot of the Bee Gees are just game of this trying to demonize small steps that that's another white room school of thought which continues to dominate parliament but perhaps they think it wouldn't be enough of it to Terence if the the man didn't face imprisonment. Well in this whole the way the fact is the matter is still even if the matter if the if the bill is pushed through. Muster support and that I decide in this current fall the fact this matter just an intact man can be in jail the most and can be jailed which doesn't make sense to many groups so that's what the. Walking rule is that all men are trying to bring when the husband can't be jailed and yet the matter just that it doesn't make sense this . But will the marriage be intact if he's up to these words 3 times. Yes but it's not this it's a horrible horrible bill disposable but they don't want that element to be introduced so they do not want the color of the truth allowed in it 3 years of punishment for the Muslim man it can be I know marriage is marriage this is by seeing these 3 words this is unconstitutional Yes but this should not be criminal and that is the that seems to be the already impression which one seems to be because they believe that if you want to protect the rights of Muslim or yes go ahead but don't introduce them a little. Sport This is B.B.C. Radio 5 Live on digital B.B.C. Sound Smart speaker Hello Mark good morning let's start by talking about those temperatures have to be extreme heat of the day they are coming down the still a bit of heat around in the day ahead across the eastern side of England even into northern Scotland the hot spots will top out near 30 Celsius but even now for some it's a good few degrees down to what we had to ensure cheering Thursday don't put much of the United Kingdom the day had thrown about 21 to 24 degrees so for all around around 1920 warm and temperatures where it's been so hot will continue to come down going into the weekend as a wonderful blues across the United Kingdom So those are the temperatures so the extreme heat off my goodness on the way out and as for the weather we're going to have in the day ahead of mother be some sunshine around in Scotland a lot of that sure in the morning once any of these early morning thunderstorms clear away from the east in the afternoon in Scotland an area of clouds a few showers spreading east and for eastern Scotland going it's the to be some outbreaks of rain developing now for Northern Ireland much of the day is going to be dry in the morning those chance account you want to show is in the afternoon that there will be increasing sunshine and for England and Wales it's a mix through clouds sunshine will be a few showers around the couch when it could. Be heavy. As many places will avoid them and stay dry but we are expecting things to turn wet are going into the evening particular cross northern central and eastern parts of England. I'm going to weather front which is going to hang around over the weekend across parts of England into Scotland if you close to that there will be rain heavy at times could bring some disruption looks like the driest weather over the weekend will be cross Northern Ireland Wales and into southwestern But yes you may catch a shower but we may be dry and temperatures much much more comfortable part of what these 5 lines as I've been Crisp's it's all to the shots the sold in the disco big snow Why is it 90 because I haven't seen them sold since then one would have never been to a petrol station to get them in every single petrol station prove it fulfilled is likely to a petrol station any strings and John will be caught in the mix to make any more course account because you cry you the world you can have a limited edition Chris from the desert I know it doesn't exist but you know joy and John Robie today from one on the B.C. Radio 5 life to 5 East as you know from digital B.B.C. Sound it's a small stream of online days is B.B.C. Radio. Well I'm excited to say that we can now get the latest news from Australia film with those he's normally in Sindhi Sydney but this morning here in. L. . Yes this is a farming town Well it's farming city actually about 5 hours drive to the south west of Sydney I think it's one of the biggest inland cities in the country and we've come down to speak to you Z.D. Refugees is one of 4 inland centers for regional centers that have been earmarked for specific refugee resettlement programs over the past few years Bernese an Afghan refugees have made their homes here so we're just finding out how the new Z.D. Is fitting into rural life here in Australia and we're also looking at a climate emergency the local council down here passed a motion a while back a couple of weeks ago declaring that there was a climate emergency in this region it has provoked a fair deal of dissent and division in this city and that motion was later rescinded so climate change and refugees are big issues down here that we're having a look at and is that is a farming area as well presumably the climate changes is affecting the farming as well if it's arable. That's right well parts of Australia have been drought for a very long time and we know around here that like lots of parts of Australia. And the surrounds us is set to bore to very serious drought very serious floods it's quite interesting that doing some vox pops on one of the main streets in Wagga Wagga it did strike me how many people don't believe don't believe that man is responsible for a warming climate despite what scientists have been saying for a very long time there is quite a body of opinion here that leaves the what's happening to the climate is simply part of a natural cycle it's very difficult to say for sure how many people in this city think that way when you're just canvassing the views of a few dozen people but it did strike me that quite a few of the people here in did believe that man's impact on the climate was fairly negligible so that just goes into what has been a very divisive debate here in the city of Walkable go I was outside of the office of the deputy prime minister Michael McCormack He is the Federal M.P. For this area every Friday morning after school drop off Mom's another campaign is have a picnic outside his office to protest at the lack of what they say is action on climate change right across Australia so you have 2 distinct bodies of opinion those who believe that Australia is in a climate emergency and those who clearly think very differently and there's other news as well in Australia about the Australian terror laws. Yes these new laws that have passed the lower house of the Australian Parliament not too far away from here in the national capital Cambra these new laws will prevent Australian citizens who are considered to be a security risk from returning home for 2 years these are individuals suspected of involvement in terrorism the government believes that these measures based on similar laws in the U.K. Will give intelligence agencies here enough time to quote manage the flow of foreign fighters back to Australia its thoughts about 230 Australians traveled to Iraq and Syria to fight with militant groups about 40 of come home 80 others remain overseas in Australia is home affairs minister Peter Dutton says the new law will make Australia safer the government now is asking for the support of this parliament to introduce legislation to temporarily exclude those people who we believe would come to our country to cause death and carnage in a struggle and then to 10 a day and teenagers have been over also suspected of murdering an Australian tourist and is American partner now they've been formally accused of killing a man in Vancouver or from Bank. Yes this is a story that has made well is making headlines here in Australia about 2 weeks ago or so Lucas Fowler who is a 23 year old's man from Australia travelling around Canada with his American girlfriend Their bodies were found near a remote highway in northern British Columbia now the 2 teenagers suspected of killing Lucas Fowler and his girlfriend a woman called Church China D.S. Are 2 Canadian teenagers they are Brian Schmidt Belsky who's 18 and Cam McLeod who's 19 they've already been charged with the murder of a 64 year old man and in these 2 teenagers have gone on the run safe to say they are Canada's most wanted men at the moment you'd have to say they're thought to be in northern Manitoba quite a long way from the scene of the suspected murders the thought to be on foot camping in woods and armed police are looking for them but the Manitoba wilderness we hear is very challenging terrain and to that end the Canadian police are using drones in helicopters to try to track down these 2 teenagers but rather Allman Asli the father of one of these 2 teenage suspects believes that his son will go out in a blaze of glory so a big challenge is for the Canadian police as they try to capture these 2 teenagers suspected of killing one man and are suspects in the killing of an Australian and an American woman and there's a judge also in the papers in Australia accused of being racist tell us about that . Yes Judge most definitely in hot water he is Judge Greg Bor cheers he is now subject to a formal complaint over comments towards Aboriginal Australians who he's been dealing with in the criminal justice system in Australia's Northern Territory now the Law Council of Australia a very well regarded organization is saying that the judge's remarks were disparaging discriminatory insulting and humiliating these comments were revealed in court transcripts they have been voiced over by an act and as you'll hear many people in Australia have been upset in offended by these type of remarks yesterday I probably was pension day so you got your money from the government abandon your kids in that great indigenous fashion of abrogating your parental responsibility to another member of your family and went off and got drunk got the money from the government straight down by grog poor down your throat one we might read some literature some important anthropological literature we might learn something about what's called indigenous laissez faire parenting What's been the reaction to what he said. Well I think many Australians will be tearing their hair out to these remarks quite clearly they are a racist towards Indigenous Australians and they do ignore the fact that yes many Indigenous communities may well have problems with parenting and alcohol but there are lots of other communities towns and cities around the country spending time here in Water Walker interesting to note how many Addicks addicted to methamphetamine I've met just that are on the street he is so serious problems with drugs here in places like walk or walk or nothing to do with race or culture but just a serious issue of addiction and I would imagine that many Australians will be horrified to hear those transcripts of the judge in the Northern Territory Yes there are serious criminal justice and social issues in Indigenous communities but those issues aren't exclusive to Aboriginal Australians and many indigenous people will believe that those racist remarks are not common and it's the sort of thing that they hear on a fairly regular basis for most of us here in Australia pretty depressing things to hear I think and then there's also a rocket infestation which doesn't sound very nice either in Sydney. That's right yes apparently brought on by a construction boom anyone who's ever been to Sydney in the last couple of years would have been struck by the number of cranes in the skies the number of tunnels and brand new motorways and other roads being built or so there's been a booming construction and lots of apartment blocks being built up as well once upon a time Sydney was quite a low rise spread out sort of city still a fairly spread out place of course but Sydney's going up lots of tower blocks being built and as a result of this apparently not so for all the buildings being demolished bringing out lots of rats it's estimated that Sydney's rat population is estimated to be between 500000000 and 1000000000 and as a result the city of Sydney is doubling the number of rat baits trying to get a grip on the population but when you're dealing with so many rodents I don't think extra bat baits is going to do that much difference but safe to say the city of Sydney is trying to cope with what it's describing as a rat surge we heard earlier in our program about from David Glick glass he's a kind of modern day Robin Day Robinson Crusoe and I don't know if you've heard about him in the Australian papers he was a a multi-millionaire he lost all his money and now he lives on and I live on an island just don't crave it and yes he's looking for a wife apparently. He likes them and he has he likes how Demille persona to put a word in my life and to live in a nutshell it is thousands of. Years I don't know what sort of bloke he'd be of course if anyone wanting to take up that offer would have to do a fairly forensic examination of what it would be like to live with a stranger on an island but there are many Arlen's around the Australian coastline that are a pretty idyllic in especially at this time of the year this morning in water water for example and I don't usually see frosts we don't get frosts in Sydney I was a frost on the ground and the wind screen on the par was was was iced over it was like growing up in Marion wage and you know we're living living on a tropical island in Queens and would have been pretty tempting this morning given the the chill in the air here in in this part of Australia thank you Phil for joining us this morning that's great so from there Sydney's weather here in the U.K. There was 2 stories dominating the newspapers this morning hot hot hot to the weather and Boris Johnson who started his 1st day as PM and obviously that is all over the front pages this morning and we can now talk to Paul Gallagher from the I was spotted with the news that Boris Johnson is backing a migrant amnesty for half a 1000000 people in the U.K. Without papers signaling his support for this situation which would allow them to remain legally in the U.K. Now the new prime minister is a long standing advocates of the move which he argues will allow longstanding U.K. Residents to work legitimately and pay their fair share of taxes the 1st expressed sympathy for the initiative is London Mail though he said he was slapped down by the reason may Funnily enough when he raised. In a cabinet meeting now he made his 1st appearance in the Commons yesterday telling M.P.'s that Britain should examine the economic advantages and. Advantages of allowing an amnesty for migrants living illegally in Britain and the argue that it was legally anomalous to be theoretically committed to deporting half a 1000000 law abiding people without the proper documents now he was speaking after the Labor M.P. Roopa Hark asked if he was a man of his word on the subject after he had courted popularity with pledging an amnesty for illegal immigrants in RIP harks words as London Mary confirm that we do need to look at our arrangements people who have lived and worked here for a long time unable to enter the economy on able to participate properly or pay taxes without documents and this of course all coming on the back of the prime minister abandoning his predecessor's longstanding commitment to reducing net annual migration to below 100000 as he confirmed plans to develop a stray in style points by a system 1st tried back in 2007 by the then Labor government without limits on on migrant numbers so quite a surprising opening day of announcements from from Boris Johnson making his 1st appearance in the Commons yesterday and on that he talked about think it would entail and that they they weren't important anymore was that that was the quote was news to me like that yeah indeed I mean this this famous 100000 figure that David Cameron said was going to be we're going fact he said he's going to reduce it to below $10000.00 if memory serves and then of course immediately when the monthly statistics were released it just pretty proved to be a regular embarrassment for. David Cameron and there was never ever going to meet that target and to reason I never met that target either and it just just seems a natural occurrence for him for Boris Johnson desire to drop it once and for all so it's not. He's not facing this monthly flak from opposition for failing to reach to meet a target I think we all know he's never going to meet. He also sent out a strong message to Brussels about the search 1st of October deadline I looking at that as well yeah really on the offensive yesterday. Spoiling for a fight with the E.U. As we had learned the piece in the paper today Johnson insisting he would only enter talks if the European Union was prepared to reopen the withdrawal agreement and abandon the controversial Iris backstopped proposal really setting himself on a collision course with Brussels after Lang down these tough red lines for relaunching bucks it negotiations insisted he was ready to lead person out of the block without a deal as is repeated as he repeated in many a time and during his leadership campaign if the refused to give ground there this was immediately met with a rather brusque response from a Eugene's who dismissed his demands as impossible and said he was trying to heap pressure on member states by talking up the prospect of a no deal breaks indeed some of the Fishes believe an early general election is likely and this announcement also in the Commons yesterday led the chief negotiator Michel Barnier to say that Mr Johnson's demands were unacceptable and accused him of using combative language and he fired off an email to all 27 batter this saying we have to be ready for a situation where he gives priority to the planning for no deal partly to heap pressure on the unity of the E.U. 27 and the comments from Brussels echoing the Irish premier Veronica who said Johnson's claims he could get a deal by 31st of October were not in the real world and Downing Street said that. The prime minister told Mr younker the outgoing European Commission president that if an agreement is to be reached it must be understood that the way to do a deal goes by way of the abolition of the backstop of course as many people realize that would mean the rest of the throwing Island under a pass and nobody is expecting that to happen at all. That was pulled from the newspaper now California has done a deal with full carmakers that sidesteps the Trump White House Full B.M.W. Hyundai and have signed an agreement with California. That says most stringent pollution and mileage standards than those proposed by the Federal Government Well we've been told now to Simon move he says sign is senior scientist in the climate and energy program at the National Resources Defense Council in San Francisco thank you for joining us this morning Simon and California has always taken quite a strong lead hasn't it in terms of emissions Yes Good morning yes California has always had only the home a Silicon Valley in Hollywood but for many decades really the the laboratory for environmental innovation and then they've established for instance the world's 1st requirement for all cars to have catalytic converters many decades ago to limit logs and they were also established the 1st greenhouse gas emission standards on tail pipe pollution for cars back in 2004 and you can see why because I think California has 8 of the most polluted cities in the whole of America is I 8 out of 10 of the most polluted cities in the U.S. . Yes that's right and so tackling pollution and climate change has been a serious issue not just in California but the rest of the country and unfortunately the past 2 years we've seen the trumpet ministration working to roll back clean car standards nationally which to date have represented the single largest step the U.S. Has taken to reduce climate pollution so. California together with a whole host of coalition of state together with these automakers these 4 automakers have agreed rather than letting things slide or be rolled back federally to agree to meeting standards nationally that are much higher than what Trump is proposing but he seems to have annoyed the White House isn't it the U.S. Environmental Protection Agency spokesman has said that it's a P.R. Stunt and White House spokesman has said the federal government not a single state should set the standard. Yes it's it's a sad day when the head of the U.S. Environmental Protection Agency is saying that an agreement to have cleaner vehicles is a bad bad policy and so unfortunately you know what what is being discovered as some of the media have. Looked into is that the proposal itself to rollback standards by the truck administration was really being pushed by the oil industry instead of the automakers and so what we have here is the automakers realizing that they cannot invest with certainty if there is not certainty nationally around standards while the rest of the country moves forward busy. The U.S. Of course is is trying to put the brakes on some of its climate policies in the States and these national jurisdictions are really pushing. The trumpet ministration to make progress and they're saying we will sidestep you if you try to prevent progress Donald Trump is ministration seems to claim that improvements in fuel consumption will come as a cost of safety and possibly might also cause more expensive which I suppose if you look cool as they they they can be more expensive cars and diesel gasoline as you call it. Actually that the justification for the the attempt to rollback standards by the U.S. E.P.A. By the trumpet ministration has put out a lot of claims about. More fuel efficient vehicles being on say and and certainly academics throughout the. Country have have actually put out. Studies showing that that is not in fact true at all and so one of the questions I guess is is. The fact that these are actually policies that reduce oil consumption for a lot of the consumers in the U.S. Driving very feel with fish and efficient vehicles as you like truck and that will actually save them quite a bit of money so the only thing that this is really helping at the end of the day seems to be the oil industry and even automakers have have sent in letters all $17.00 automakers around the world a fan letter saying these rollbacks have gone much too far and they've attacks on States authorities like California and other states to address carbon pollution. Have become too extreme and the reason that these common you find she's going with dates is because California is an important state in terms of sales for these different cars because it's such a big state so it California does the only other states will follow. Absolutely California represents from around the 7th largest economy if you look at it globally Canada as well has made indications that they will also join together with California. A number of other states saying the same and much of North American market now about 40 percent say they will stick with California thank you so I'm in the joining us this morning that's all from us today it's been an absolute pleasure to have your company thank you so much have a fun time Friday still so despite tomorrow's. With the football phone in. The news in the past lives this C.B.C. 5. Good morning it's 5 o'clock this is morning reports on 5 Live I'm guilty MacLeod our top story this morning Boris Johnson has set out details of his plan to recruits 20000 extra police offices across England and Wales the Prime Minister's creating a new national policing board to coordinate the campaign is a home affairs correspondent Danny sure the recruitment of 20000 police officers was 1st proposed by such a job it during the conservative leadership campaign and it has now become the central plank of Boris Johnson's law and order agenda Downing Street says a national campaign will start in September police forces will be held to account for meeting the target within 3 years by a new board led by the Home Secretary pretty Patel the national police chief council has welcomed the news it said a substantial growth in Officer numbers would help cut crime improve outcomes for victims and increase diversity in the workforce but this is a really tight time scale some forces I understand a concern that they don't have enough training instructors and police stations to support this rapid expansion in numbers and other forces are worried that new rules requiring recruits to have a degree or study for one on the job could actually limit the number of applicants Labor says Boris Johnson's promise is can't be trusted it's staying in Downing Street the new prime minister has been finalizing the make up of his government's the problem of Breck's it supports a Steve Baker who quit the Department for accepting the E.U. Under to reason May was offered the chance to return but he's turned it down he says he didn't want to go back to a role that would leave him powerless Mark Francois is another leading backbench Breck city what is very important is that Boris is absolutely committee. That we leave on the 31st of all tell you no deal is still better than a bad day but a free trade deal is better than both and the best possible policy is to go straight to the so called futures which owns Google and Amazon have both reported in their 20 percent rise in revenues for the latest quarter companies are under scrutiny from the authorities in the U.S. Over their market dominance alphabet says advertises a spending more on its search service and you Chub Amazon says its profits for the quarter $2600000000.00 were lower than expected.
