Radio Shropshire them the conservative annual conference continues in Birmingham with an attempt to shift the focus now on to domestic issues yesterday the chancellor Philip Hammond said spending on new homes and transport will be his priority ongoing decisions on breaks it of overshadowed the events so far but later today the secretary of state for Work and Pensions Damian Green will formally announce plans to abolish compulsory medical testing for Employment and Support Allowance recipients with long term illnesses and he joins us on the brake pressure this morning Deming Good morning good morning some people might say about time to do you agree Well yes I think obviously I wouldn't be making as one if I didn't think it was the right thing to do I think that if you've been assessed as not fit for work and sadly you've got a condition like say multiple sclerosis or severe Huntington's disease that we know doesn't get better can only get worse then it's a point to spew aquatic exercise calling you back for a reassessment of whether you are fit to work and more importantly I know that it increases the stress levels and anxiety of those who are going through the tests so we're going to scrap it you must be concerned about the standard of these tests sometimes with some of these outsourcing that's been going on and the complaints people have made that say book sometimes is faintly ridiculous Well some to I mean obviously there are a large number of tests done and I dare say some of them. People will disagree with and obviously there's there's an appeal mechanism and it's not so much that the tests themselves I think you do need to have test you obviously can't just hand out benefits without having some kind of assessment but what I think very strongly is that you shouldn't assess people who you know don't need assessment yet as I say if you know if you if your condition can only get worse and somebody has already said that you're not capable of doing the job then then what's the point of putting people through the the trouble and possibly trauma. Of another assessment Are you confident that some of these companies that are doing these assessments are are qualified to do that yes we I mean there have been teaching problems in the past but at the moment the companies doing the tests are doing a good job I say there are always individual disputes we've got an appeal mechanism so I'm confident that the basis of the tests is a good one house is going to work is it is it almost a blanket if you if you have an illness that is medically accepted isn't going to get any better you will be tested again it's not quite that because we don't just assess the as it were the illness we assess the condition of the individual because I mean again to take the example of multiple sclerosis in the early stages and some quite advanced stages there is work that people can do and many many people who have that kind of condition want to keep working because obviously that that gives structure to their life as well as giving them an income so many people want to work for as long as possible if you've already got to the stage as an individual yourself that you're not fit for work and you've got that kind of condition then we'll will stop assessing better then be a periodic reassessment over a longer period of time what not not for these types of diseases where sadly we know the conditions not going to improve for for other types of conditions yes there is because if for example a lot of people will be on benefits because of mental health condition and many of those do fluctuate people may have periods of depression but periods where they are capable of doing work and indeed felt for conditions like that very often work is is the best cure as it were actually being in an environment where you where you're with other people when there's some structure to your life that's the one of the things that helps you combat depression. Let's talk about pensions for a moment if we may we're all working longer before we get our state pension it has been extended but what do you say particularly to women of a certain age who feel that they have been cheated that they are having to work if you if you if you go bag historically and then you and then you projected to the future they're having to work 7 or 8 years longer to get the state pension Well I think we do have to equalize the state pension age and because everyone's living longer it's it's sensible to to start it later that we have a target now to to make it fair and equitable that we reckon that on average people will spend about a 3rd of their life in which time and and obviously if if you if you kept to the old age if you if you said people can still retire at 60 then many people would would be spending almost as much time I didn't retirement or in childhood whether looked after by others as they are earning and simply the pension system wouldn't be able to afford that so it's right that there's a say women of a Certain Age Born in a particular or a window of time if you like will have to work until they're 67 maybe in due course 68 well ventured a long time in the future that when what's happening is that the pension age will equalize 65 in 2018 and then go up to 66 in 2020 but I think in in an era where we want to quality in the in the workplace we want women and men. To to to work the same same hours get the same pay as well as that that's another issue obviously we need to deal with that that we have a the same pension age for both men and women tell me about Cabinet meetings under to reason. That let me say malleable persuadable or is she one of steely determination a bit like Margaret Thatcher. Is is is very steely very determined but she's old she's very interested in the proper way of conducting government business so. You will find that the government will produce green papers which are consultative and then white papers and then it will produce legislation after that and in terms of of chairing meetings she is completely fair she opens up to the ministers presenting a paper will present other people comment she will sum up it's almost like the the what you read in textbooks about how Cabinet government works the way to easy does it do think it's going to be a bumpy ride. Good morning a new police recruitment campaign is targeting university students because they want graduates to sign up West Mercia is among the forces to take part in the police now scheme which is similar to teach 1st that was a fast track program for trainee teachers after being piloted in London is being rolled out elsewhere the co-founder of police now is Detective Chief Inspector David Spencer and he joins us now morning morning at 1st time real pleasure why is there a need for what you do then. Well I think the reality is over the last 4 couple of decades our society has got more and more complex and that means that crime has got more complex as well and what we've found in our research is only about one in 20 graduates of that as a career policing amazing to have been in police for over a decade now and it's been suggested for May and I think as things get more complex in our society we need to encourage more gradual certainly more than one in 20 to come and try out this fantastic Why do you. I think they're in the past and that they hadn't considered policing as a possible job I think you know when I was a university and to try friends that it just wasn't something that was talked about and that was all those sort of careers events and interests of what not policing just isn't one of those careers talked about that people talk about going in to consult saying or going in an accountant or a lawyer but they don't talk about policing the reality is that. Calibrating on the front line is the sort of career that many many graduates would actually get a huge amount from and then be able to make a real difference. In places where we really need the unfortunate thing there is in some cases the starting salaries 19000 is not going to be enough to attract them. Well you know if you compare policing to social work where frontline exists which several questions or teaching with Teach 1st actually starting salary isn't necessarily the big deal actually what graduates are looking for is an opportunity to make a real difference and to have a challenge that isn't really getting them to do so actually it's not accurate to say that's all people are looking for is a massive starting salary actually what they're looking for from our research is a really big challenge where they can develop selves and make a real difference and having a degree can can that really can make a difference as well well I think you know my view is that not all police officers should necessarily be graduates but certainly not what are the what I do think is more than one in 5 graduates should think about policing as a correct. And you know that that is something that we're trying to achieve. And has paid people's willingness to sign up to the police changed over the as well I think sending the last couple of years well we've been operating then we've certainly seen the numbers a lot of patients increase so our 1st year we had about 1200 people applying last year 2400 people apply a missing more and more people apply and that's about 24 occasions for every place so it's a really compressed process of 24 people applying for every place on the program which shows I think that we're certainly getting to a point where people are thinking about this as a career when they graduate from university to this day which is mean the Police Service says if you like services they don't go to careers fairs and that to attract students them done that in the past so they've done it here and that they've done some of it but we're the 1st time that we're doing on a really national basis so we're getting to many more universities and hopefully we're attracting many more people so this is something that happens but just not and. Volume that we're able to do you think it might be better if we had national recruitment and new not so much you don't get posted but you could express a preference for which area Well that's exactly what we do. On our website which is police now told that you can use that money giving a little plug that's exactly what we do so you apply for the police now program in your express oppression and then depending on your preferences and what the needs of local communities and local forces are then you get posted a call to think that what we get has the negative news surrounding the cutbacks that the police have had to go through had an effect on recruitment so it certainly hasn't had an effect on the police now programme so when our 1st year we had some to graduate in the 2nd day we had a trial. For next year we're looking at about $250.00. So I think obviously the last few years there's obviously been I. Think police force budgets not so things have meant that people have had to be very careful. But certainly now we're saying that forces are really taking up the police to our program much more if the students interested it was stated that you wanted them to sign up when they joined university Well potentially So one of the things that we've got on our website is a sort of challenge game where you can go online and you can see some of the sorts of problems and some sorts of work that police officers do not police are now told you carry and that's called and say you can go on to our Web site and I will open you can do that right to life from your 1st year or beyond and if you're graduating if you need a graduated already or you're graduating in 27 then you go to our Web site and apply that sort of program one thing that has really had an impact on your life being in the police force what would what is it been. They would certainly not the if they were very very lucky and their family was reasonably well off they might get the odd hate me was it one of those jobs that women were very proud to be part of this factory very much all the people are really really proud to work here and they're proud of what they do the girls really wanted to work here it was clean because you had to keep workshops clean because any dust or dirt will cause impurities on China so also you can't work properly if your hands are cold so they actually had stoves in the workshops so they were all the same warm as probably not by all standards but you know not cold. They employed somebody to clean for them you know this is the height of luxury for like 9320th century. National Hurricane Center so that is a terrifying wind and what we've got is a situation where this storm is it's moving in a sort of not completely predictable way whether experts have an idea what its path will be but actually it doesn't behave completely predictably and things change so I think it maybe has caused less damage in Jamaica than they were expecting but there is concern now it may cause more damage in Haiti perhaps also in its neighbor the Dominican Republic and then it may head towards eastern Cuba where there are 6 provinces and people have been moved from low lying areas it's then expected to track through the Bahamas. And potentially hit the u.s.
