Media report that at least 17 people have been killed in the mass shooting at the Marjory Stoneman Douglas school and park one part of Fort Lauderdale just north of Miami Police say they are still searching the area for victims of 19 year old former student at the school has been arrested these students spoke to reporters my best friend was actually locked in a closet for a while I was really pissed because she wasn't answering at 1st but she's I think she's Ok national got in touch with police officers I wasn't able to communicate much with her I I'm sure she heard gunshots but I'm not I'm not sure what happened after her because after I heard those shots I just ran and I was off the property in the amount of 2 minutes I do have my cousin's actually in the building right now and my neighbor 2 of my neighbors are in still inside but they haven't been able to message me or anything all I know is all the kids came inside the rooms and I think they were teachers calling us and telling us to like get in the rooms and be quiet . Well the sheriff of Broward County where the school has actually sent his own children to that school Here's Scotus trail this is a terrible day for Parkland Broward County the state of Florida the United States my very own triplets went to that school and graduated from Stanford Douglas They played football in the process like I had that school so this is catastrophic there really are no words I have spoken to President Trump and he's offered the full power of the United States of America to help us get through this. We're joined now from Miami by the B.B.C.'s Luis Fargo Hello Luis Hello hello maybe it would be helpful to people who are just joining if you could step Astrue the events of the afternoon if you wouldn't mind can you tell us from you know the various statements that the sheriff has made and witnesses what appears to have happened. Of course this afternoon there was a. Shooting in the city of parkland which is a suburb of Miami of very wealthy suburb of Miami which you know very very ironic way had being actually disconnected the safest place in Florida last year very. Wealthy trying suburb in Florida apparently formers someone who's been identified by local media as a former student of this school and he went near the school grounds with an a r 15 rifle which has become sadly the weapon of choice for these types of situations this rifle he shot he started shooting at people apparently outside a school and then he went into a school again as you were saying before there at least 17 people dead local media are saying that there are 2 more people in critical situation hospital nearby the suspect is in custody and authorities are trying of course to find out more details of what happened what could have led to this tragedy here in south. Show there's a story that the fire alarm went off it wasn't immediately clear if he'd pulled it just to make more chaos apparently yes that's what the local media are saying reporting apparently the fire alarm was set off just immediately before the starting shooting started out apparently the this person was responsible for that is some local t.v. Stations have been showing clips which were posted in social media and reportedly shows the moment of the shooting in the school of course students it's filled with panic hearing all this noise from the gunfire just outside where they were sitting of course scenes of panic in all this situation which went on for quite a while and people also students being were being interviewed. Local media saying they had to spend what seemed like. Incredibly long amount of time when for the situation to to resolve and then leaving the building and being inspected by by by police which were trying of course to establish that there were no men no other active shooters in the area and had the police sites like moved into the school at the same time or the weather in there actively looking for him they shortly after apparently they started looking into it and into the whole the building apparently it took quite a while for them to inspect the the whole building again local media images showing students with their hands raised leaving the building of course and probably they were told by the swat teams to look straight and run outside of the building the whole situation of chaos of course and during this whole period this is a huge go isn't it it was a very large school thousands of students again a very very well respected school some parents were saying that they had actually moved into this neighborhood in this city just to go to this school in particular as you were mentioning that even the sheriff had their. Children there so a very large and very well respected again as you often say in this situation the last place where you could imagine that something like this could happen cautious So how did the hunt for the alleged shooter than on phone what happened what local media are saying again. Limited information about this they saw they found this person outside school grounds apparently and they saw that there were witnesses saw someone being taken in a gurney there's no more information about. The State of the of the of the suspected shooter right now besides that. All right but but he was he was arrested he was off campus apparently just outside campus that's what people are saying right now again there's lots of contradictory information air so people are trying to establish what really happened there right right so we've been getting regular updates from Sheriff Israel his is always a very communicated sheriff but. At this point. The. Police I suppose are just all over the school trying to trying to make sure that there's nobody still hiding in a cupboard or whatever definitely also local media reporting that the police is inspecting areas where the person with this suspected shooter lived again he showed up or images that have been linked to him in social media so to him with guidance and. Very very worrisome situation so Also police have been according to local media looking into the neighborhood where he was supposed to be living to make sure there were no other dangerous situations but he segues very much thank you and we may hear we may hear from Luis a little bit later on well as news of the shooting was brought to him at the White House President Trump tweeted his condolences my prayers and condolences to the families of the victims of the terrible Florida shooting the President wrote and that he wrote no child teacher or anyone else should ever feel unsafe in an American school still the fact is that before the shooting today. According to a nonprofit there were at least 18 school shootings in America this year and since 2013 according to the same group called every time for Gun Safety there's been $290.00 school shootings which. Horrendous number by anybody's standards. As an attorney at the Giffords Law Center to Prevent Gun Violence hello and here hello Well you have a difficult job don't you I do I I mean it's becoming very clear I think to many Americans that our gun violence crisis is not normal and it's actually getting worse despite the efforts of many in our country to advocate for changes to our nation's gun laws you know. Just looking at the prevalence of of school shootings it's become it's become a case that the media reports our schools who saying if the if there is somebody injured or if there's a death but they don't linger on it the way that we would once have expected them to it's become such a Unfortunately a normal occurrence. You're right there's just been an unprecedented volume of these shootings and even just this year it's only February and this is the 18th shooting at a elementary school high school or college campus. So the number is going up but it's been pretty high since 2013 when there's been an average of more than 4 school shootings and every month in America do you see any trends do you see in these shootings any common factors. Well I think unfortunately one common factor is you know a person with an intent to inflict harm on as many people as possible which is why certain locations like schools or churches or concerts are targeted. But you know another trend that we see with school shootings are that young people are getting guns from their parents or from. A relative's home and so really want to area that could be improved is ensuring that adults store firearms safely in this instance the perpetrator was not a minor he was 19 and so then we start to think about you know whether stronger background check laws or or other laws designed to make sure that dangerous people can't get firearms could be strengthened. This particular weapon way we're being told already was on a 15 style weapon which is a basic battlefield weapon doesn't it which has been slightly modified but is very common. It is so only 8 states restrict access to assault weapons like the one that the shooter used in the majority of us States since a federal ban on assault weapons expired now in most states it's perfectly legal to buy an assault weapon and then even more disturbingly the vast majority of states don't do anything to restrict the number of weapons that someone can buy at one time which is what led to the horrific situation in Las Vegas where the shooter had assembled a arsenal of powerful weaponry what are the restrictions like in Florida. Florida's gun laws overall are are very weak they experience a higher gun death rate than in other states it's stronger laws. They don't Florida doesn't have any law requiring background checks on private firearm sales that are processed through a dealer and doesn't have any laws restricting the number of weapons that can be purchased at one time and it doesn't restrict access to assault weapons or large capacity magazines so you could I have a capacity magazine a 100 capacity magazine theoretically and that would be fine as far as Florida law was concerned that's right. Congress has put a lot of emphasis recently on putting armed officers in schools. Is that not being followed pretty widely Well it's certainly a trend now that there have been so many school shootings many schools are creating security protocols and having resource officers who are supposed to be able to respond to an active shooter situation but I don't think that's a fix for this problem because the problem goes so much deeper you know it's not just school shootings it's shootings and turgid it's shootings at concerts and really it's just you know people having restricted access to powerful weapons and being able to do a lot of damage in pretty much any public space. And on your part the Giffords Law Center what kind of actions are you taking to. To work for safer schools for example. Well we spend a lot of our time advocating for stronger state laws the u.s. Congress hasn't acted. To improve our gun policies and in many years and they haven't done anything for example since the terrible shooting at Sandy Hook. Which was in 2013 but since then a number of states have stepped up and have comprehensively tried to strengthen their laws on the Including by requiring universal background checks and making sure that guns are prohibited in schools and. Parents safely store their weapons so we've seen a lot of progress in some states in the last 5 years there's still a lot more progress to be made including in states like Florida what we seem to be hearing from the police is that they are looking at the suspects social media accounts to see if there were any indications do we find in these cases that usually that offer. It's very common for there to be indications before someone commits a terrible action like this. Especially with younger people there there have certainly been other school shootings including I'm at the u.c. Santa Barbara campus a few years ago where the shooter was known to be very unstable and dangerous and in that case actually law enforcement was involved but California's law at that time didn't allow them to do anything to remove that person's God And so we. Since that shooting have strongly advocated for policies that let law enforcement respond to red flags and warning signals like the one that the shooter in Florida exhibited. On a senator from the Giffords Law Center thanks very much for talking to us here Mary welcome. And a moment or 2 ago. Mentioned school resource officers who are armed guards who are now being placed in many schools around the country where we're very pleased we can welcome kind of the who's executive director of the National Association of School Resource Officers Hello Mr Kennedy Hello it's nice to be with you and nice to have you with us too. We don't know how or and if there was a school resource officer here but there's a very big school where 3000 students and it would be probably surprising if there wasn't but. In this case. I suppose I could ask you the theoretical question 1st can you fight this kind of violence with violence in a school. Well I'm not sure but that I was just biding violence with violence. Police officers which And I just want to clarify something school resource officers are not specifically armed guards they are certified law enforcement officers who bring the role of community based policing into the school environment so the idea of building relationships students with educators and helping to hopefully head some of the solve by getting good intelligence on it before it occurs but another idea that embers have local police departments they are there are actually local police officers and Miss becomes their assignment and that they are specially trained to do this assignment and to do this job in the school environment Well the idea here is that if an active shooter were to come on campus hopefully we have the opportunity to engage that active shooter and in that situation. I lot of the South in custody speculative on our part to this point but in a very big school building if you are the school resource officer or on of a big school campus in fact shooting could be taking place far away from you couldn't it and you wouldn't necessarily know about his say the way Absolutely you can't be everywhere the idea is to look at a school campus in terms of almost be in a if you will a small town and small towns typically have more than one police officer and we certainly advocate that there should be an appropriate ratio when talking about how many sorrows to have along with the number of students entering the building. But the officers are trained how to tactfully respond sort of the train had a tactical response if they hear shots fired in a building. So certainly they're going to move very quickly to that and attempt to do one that has been successful. In different school shootings one in California one in Colorado was House or others who had been handling gauge the shooter pretty quickly and stopped the situation from occurring. Well sadly that could have been the case today because it was arrested off campus but this is in fact it says that any of those right arrested off campus. What kind of what kind of response can you you know do you train to build around and teachers to make when they hear gunshots in their own school building. Well that's a that's a really fantastic question because that that's been a pretty hotly debated topic at times as to how far we go and in training students are training teachers and part of that of course depends on the ages student. One of the things is pretty standard in the United States is lockdown procedures were a school you know has a set of a lot of down procedures in place and the key here is not to just have those in place but to practice some on a regular basis just like you would have fire drill or a severe weather drill or an earthquake drill you practice those log down drills on a routine basis and we have certainly seen and many instances where those certainly saved lives. You know today it appears as I'm listening to the news as you are that what happened was that an off are almost pulled Well the typical drill on fire on is evacuation and so the shooter in this case that is inside what happened that exactly what he wanted so you know now we have to maybe take the next step and one of our alarm sounded to make sure that it's really safe to evacuated that bad in fact is really the right thing to do and of course then the balance there is if we hesitate and there is a fire act cost lots so you can see there are filling in some situations where there are very few easy answers. Difficult very very hard to to work that one out and in this case there was one eyewitness a young woman who was at the school who actually was interviewed by a.b.c. And she said she ran back into the building because he'd been told that the safest thing to do was hide in a closet so so as far as you're concerned I magine see she actually ran back towards the danger because he thought that was what she had been told to do. That again is the tricky part of this and 1st of all. There has to be specific training for students so they do know what to do and in crisis situations like that not sure why she ran back into the building but if the shooter was doing to the outside of the building then I can say that that was the wrong thing to do it that is in fact what occurred and if she's alive. You can only come to the summation that she did the right thing in that case but there are so many situations where it becomes it gets to the level of you know do you hide do I run is a potential that I wind up having to fight my way out of this it really is a stupid person but damned if you do damned if you don't. If you're in gauged by one of the shooters and with all the communication that we have of a mean everybody's carrying a mobile communication devices days is there a better way to use mobile phones in a situation like this I mean the students in the actual desire to call the parents and say mom you know something's going on in the school I'm hiding under a desk but should they be calling their mom shouldn't be calling some sort of central point so that everybody gets a picture of of exactly what's happening and where it's happening. Well you know our overall preference would be that the majority of the students would stay off of their devices at that time because if you can imagine 2000 students trying to access your service at the same time the same time you're you're bound to have a shut down or slow down the service and that can incite 1st responders to Certainly if someone is in a critical situation at the moment or they're seeing something that can be very valuable to our response we want to know about that so but you can see the difficulty in even training that into students. We've done a lot of research lately on you know the development of the teen brain an adolescent brain and how difficult it can be for them to process the condom information especially in a crisis situation so you can see again it's a training point that is very difficult to get across well indeed so here we are you know we're standing with site this we're talking about this in a cool rational way clearly when the panic response kicks in that's the last thing you that you're thinking is into the very very hard to think in a clear and organized way. Well it is you know as a career along force an officer I can tell you in any other law enforcement officer would say that you're going to perform in a crisis situation the same way that you train the training is what's going to kick in and a lot of it that you're not even necessarily thinking about you're just doing it based on your training. And that that goes all the way down to the student Lovell when you're talking about a lockdown procedure I've seen this work in a critical situation the violent deadly situation I've seen this work in terms of the law down process getting the security students in a secure environment to work or we're able to keep the majority safe. And that's just so important again that everyone is is properly trained in the oxygen. Well I know you'll be going as much information as you can in order to come to some conclusions about what happened here and it may take a long time but thank you very much Mr Kennedy for being with us.
