New legislation aimed at safeguarding young women in Scotland from the risk of undergoing female genital mutilation has taken a step forward the Scottish Parliament's Equality and Human Rights Commission has published a report on the proposed f g m bill supporting plans for more protection for vulnerable women hope Webb has more female genital mutilation has been illegal since 2005 but to date and nobody has been prosecuted that's despite there being hundreds of cases of medics treating victims in Scotland in the last 2 years alone the problem is that most f.t. In practices take place in a private setting and many women suffering don't feel confident enough to come forward but it's no hope that a new bill will allow conditions to be imposed like travel or contact restrictions breach of those court orders will be a criminal offense the parliament's a qualities and Human Rights Committee says the move is a step in the right direction but it wants more reassurances around the implementation 2 people have been shot dead by a gunman on the Pearl Harbor Naval Base in Hawaii after carrying out the attack the suspect is believed to have killed himself Rear Admiral Robert Chadwick is from the u.s. Throughout the day there is a metal fish as a warning for our cows the glass creator up towards the West Highlands and sky and the north west for heavy persistent rain lasting right through today into this evening and accompanied by those high winds to the far north and the North not but actually the wind here but back to the rain will see that reinstate lingering for much of the days tries to push eastward but a good part of eastern Scotland thief and the school certainly in the northeast is keeping largely dry even some early brightness here and with all that it's actually going to be mild highs of 12 or 13 Celsius more for me after half past the keep you updated on the forecast as we move through the morning the time is 7 minutes past 6 this is Thursday's Good Morning Scotland and one week to go until the country goes to the polls in the 1st winter general election since the 1920 s. Meaning campaigning among all the parties will reach fever pitch as the 12th of December draws closer last night in the latest of a series of interviews by the B.B.C.'s Andrew Neil the Lib Dems leader George Swenson apologised for her party's support for coalition benefit cuts why should people believe you this time when you are responsible for these things. Well we're setting out what our plan is the future we did spend 5 years in a coalition government where clearly we didn't win every battle against the conservatives we fought many battles and we did win battles for more money for schools for more money for the poorest peoples for managing to cut taxes the lowest paid to introduce same sex marriage there's many things that I'm very proud of where we made a difference but of course of course there were things where we didn't win those battles and I'm sorry about that but it was not a liberal Democrat you know it with the coalition got Yeah well our campaign correspondent Jim Acosta is here with his morning till Really Good morning fair to say another bruising encounter at the hands of under New York yes indeed a very challenging interview as you would expect from Andrew Neil and I think there were 2 manger topics in the interview the 1st with just been hearing the Lib Dems record in the correlation government between 20102015 in which your Swinson apologized for voting to cut benefits and for supporting the so-called bedroom tax but also juice wooden sins big theme earlier on in the campaign that if the Dems won the election breaks it would simply be cold off now she conceded the Lib Dems were unlikely to actually form the government but she disagreed with party grandees Vince Cable has commented earlier on that the pledge to cancel breaks it had been quote an unhelpful distraction and there was quite a buzz around the Lib Dems battle bus if you'll pardon the pun Yes You know yes or certainly was a buzz around it wasn't there an extinction rebellion protester dressed as a b. Glued to myself to the Lib Dems battle bus the group is arguing that the claim of emergency should be at the top of the election and gender for all the parties incident took place in so London as activists were waiting for jobs Winston to arrive know certainly the people from extinction rebellion were arguing that will the. Policies and claim that change are 2 weak jaws Winston on the other hand says their policies on that issue are vicious that realistic and in case you're wondering it was actually an electric bus yes indeed to know one week to go we're going to the polls this time next week and other polls now doing our voter's minds sharpening at the states Well certainly the trend in the u.k. He weighed polls has been another wing of the conservatives lead and a squeeze on the Lib Dems while in Scotland the s.n.p. To means well in front but after the way things went in the last General Election 2 and a half years ago I think all the parties a real long is that poor change or that that would come can be significantly different to the one that the poll was are predicting and there's also the question of what is going on locally within individual constituencies tactical voting whether I don't breaks it or indeed if to or perhaps for or against that individual Yes or everything the plea for nobody's taking the pauses to definitive No indeed and we've made the point several times during this campaign about the fact that there are many marginals in Scotland we're going to be speaking to Professor So don't correct us about all of this a little later in the program for the s.n.p. And anti semitism are hitting the party yes an s.n.p. Committee member who was due to investigate a candidate who'd been suspended over the ledge to anti semitic language has resigned after she was also accused of anti Semitism these Findley was on the conduct committee invest expected to investigate new Handy who was the party's candidate to include Cordiant code in b.p. Is no longer the s. And p. Candide it in that constituency though his name will still appear on the ballot paper Channel 4 News reported that Ms Findlay had tweeted calling Israel quote and that c. Stint she later confirmed should resigned from the s.n.p. Now the s.n.p. See there's no place for anti semitism in Scotland and the. Always took tough action to reassure the Jewish community these matters are taken seriously they see the views Ms Findlay expressed are entirely at odds with the ethos of the party and to me what's ahead On the campaign trail today there are Nicolas sturgeon isn't one of her party's target seats arguing there's 7 days to stop breaks it for Jackson Karloff the Scottish conservatives is also we're now at Target seat for them has the stop Indeed if to I think both Nicholas sturgeon and Jackson Karlov likely to be arguing or are urging people who might not normally vote for their parties to consider voting for them for that it's over bricks or talk for that it's over or indeed if to do Labour's Richard Leonard highlighting the homelessness crisis draws Winston is going to be visiting a Kia home before the party rally Well the Greens part the Greens Patrick Harvey be heating up the charity and it's worked championing Debbie our city inclusion and social justice Ok Jamie for the moment thank you very much that's the campaign's correspondent there and they say much more on the election to come later in the program 12 minutes past 6 to Samoa now where a state of emergency has been declared to combat a deadly I break of measles families who haven't been vaccinated against the disease have been asked to hang a red flag outside their homes to assist medical teams more than 4000 people have been infected and 62 have died so far most of them children shelled and yet from Unicef joins us now good morning to you and good look good morning to you know what is the current situation like Sheldon. Well today was the 1st day of his today on a campaign with the government and offices all put his here and tremendous demand for vaccinations on the streets were very very quiet all day today except for vaccination teams and the casual street doc but lots of people coming out to be vaccinated and that's a very good sign Well you know cases of measles have been rising around the world it seems of late today what's driven the outbreak in Samoa Well the primary reason the outbreak has been so bad here is that immunization rates for measles were so low some 30 percent or so which is far too low usually you need over some 95 percent to get it's what is called herd immunity and are far below that here in Samoa and not such a low risk to disease Brit's is going to say what why is that the case then. I think there are number of reasons one of course is that there has not been as much attention on insuring that immunizations front and center in the public health program of course was ongoing but prop perhaps not as much attention as it could have been we also of course have is very very tragic deaths of young kids 18 months ago from human error were a minister and that had an impact on again this was human error but of course that has a tremendous impact in society like this we've also had the work of the End Times next mission community which has been very active here. Spreading misinformation and other people have also chosen to believe that folk when he's went to be as effective as vaccines in inventing the children from getting the disease and you think that opinion is changing. So many people been infected and 62 people have died absolutely this has been an incredible shock to the system here I think there is tremendous pent up demand which is a good thing but at a very heavy cost this is been a tremendous tremendous shock here so what so what is Unicef helping to do this idea of hanging red flags outside homes is this homes where people have not being vaccinated so that you know medical teams know where to go. That's exactly what the idea is and of course this is a government campaign it isn't to use our campaign and our partners in the World Health Organization and other bilateral partners which is a government drain and you were and are helping out but this is very much. A government of snow a program and Unicef has provided 260000 back seems to be used in this country and over 600000 throughout the Pacific sorts of accidents Ok Well thank you very much ever speaking to us this morning and good luck with the program Sheldon yet there from Unicef dealing with that measles I break in Samoa at 16 minutes past 6. Digital radio f.m. Medium wave b.b.c. Science b.b.c. Radio Scotland You're listening to Good Morning Scotland at the time no 24 minutes to 7 the meeting of NATO leaders is over President Thomas flown home to the States describing his trip as very successful and contriving against expectations to pretty much steer clear of passing too much comment on the imminent general election I Westminster correspondent David Porter Porter joins us now morning to David could vote again and it's fair to say when the president left rather hastily after the spat with Justin Trudeau Yeah this was a interesting one in that we were expecting the NATO conference to end with 2 separate news conferences one by Boris Johnson went ahead and then shortly afterwards we were expecting one from President Trump then word came from the White House that no there wouldn't be one and it appears that the president was somewhat more annoyed by footage which emerges today morning of Justin Trudeau Boris Johnson and number other leader having a chat out of Buckingham Palace reception for the 70th anniversary of NATO in which it seemed that Justin Trudeau. Was taking the mickey out of President Trump a little bit say that he this is we're late because he held an impromptu news conference that had gone on for so long and there was a bit of banter going on it wasn't always all the ball but it does appear as though President Bush took exception to that he described Mr Trudeau as 2 faced and another press briefing he had given and then basically got on his plane and decided that he would go home probably quite frankly that was to the relief of some of those in the u.k. Conservative Party who were probably interested but also quite a bit of trepidation. What the president may say if he got the opportunity and decided to hold a news conference yeah he pretty much stayed on message just far as dining Street is concerned he said that he wasn't interested in the n.h.s. When it came to trade talks with America but of course that completely contradicts what he said 6 months ago when he stood with Reason me and said everything's on the table including the n.h.s. Yet precisely and I think most people think that if you got into a trade talks the way the Americans tend to approach the subject to say right everything is on the table when they start talks you have to tell us what you are taking off so it would be interesting to see if we get to that point with the logic and what the Americans do on that as you say we had contradictory statements from Donald Trump on that within a few months so who knows where we would be and what the starting point would be but certainly it help diffuse the situation during this general election campaign for the conservatives although he said he didn't want to get involved in the campaign he said that he was a fan of breaks it and he thought the Boris Johnson was very capable he did go on to say good work with whoever was in Downing Street and then within the same sentence said he knew nothing about Jeremy Corbett but on balance I think most people in the general election probably will be rather relieved the least said less than more on the subject and felt as though the summit created something of a hiatus in the middle of the general election campaign but back into full swing with just 7 days until the polls open Yeah I think you're right whenever Donald Trump is in town he is going to be the story for good or for bad and he tends to suck the oxygen out of other subjects but you're right we are 7 days to go now and to a polling day very much getting to the business end of the campaign where the various parties will be wanting to reinforce their key messages over. In the next week or so you'll hear Boris Johnson going on about breaks it getting breaks it down labor and the Liberal Democrats will say no it can't work and the s.n.p. Are going to use the final 7 days to say they will do all they can to lock Boris Johnson in their words out of Downing Street and try and prevent breaks in the laws or be I think a repackaging of a whole host of domestic policies that all the parties have come up with but I think it's now getting to the point where the parties knows that they've only got a few days to go that over the next few days those who have not made their mind up will be looking at what the parties are offering and putting that together that is why that they will want to reinforce the key messages they want to get across Ok David thank you very much that's how Westminster correspondent David Porter there brings the time to 19 minutes to 7 now France could be brought to a standstill today as the biggest nationwide strike to hit the country in 25 years takes place and what's being described as black there is day hundreds of flights have been cancelled 90 percent of t.g.v. And regional trains won't be running and delays and cancellations are expected on the Eurostar Well B.B.C.'s Paris correspondent Hugh Schofield joins me now Hugh good morning to you wanting to you it sounds like a bit of a chaotic day or perhaps a very quiet day. Well I mean it can be something to be very chaotic. That the transport down him parents is at a standstill and yet most people are going to try to get to work we've seen in previous big strikes in the last few years it was a big yes and yes rocky area that modern working methods have slightly changed the equation in the sense that it's them to work from home in Paris or loads of free buying expensive rental bikes and scooters and so on so I mean things things are changing it's not quite as as dramatic as say 25 years ago when it was really into the metro nothing but that said this does look like it's going to be a very very big strike and we've had many of the years as we know in the one big for but this this they they say this is the big one the unions wanted to be a test in the same way as the reference point was the one big one in 1905 which which forced the government then of. A 2 to rollback on pension reform and this is about pension reform too Ok so the same thing and it is told connected with the yellow vest protests that we've seen. No not not in any kind of formal way but of course you know that is in people's minds to. I mean what might happen a is that people who identify themselves as yellow vests join in this movement. Because you know they formally this is about pensions but I think you can safely say that more generally it's giving people a chance to give macro to kicking a lot of people essentially accept the idea of reform with pension system which is by the lights and just unfair to a lot of people but they don't like this government particularly there's a political alternative in view cool macro and because his only real rival is Marine Le Pen and she's not doing any election so the Street tends to be the place where p. . Will convince their frustrations with him and that's I think is what's happening here the other vessel joined in on this because they deeply loathe president macron And I think the that changes the equation too in the sense that we've seen in the last year with the rise of us and other populist movements around Europe that things are a lot more. On the street is much much greater chance of things breaking down you know. Into violence in the past big days like this with very well policed by the unions own systems of law and. Marshals and so on but but there's a fear that that that sort of the excepted system of doing things is broken down the risk of violence is quite real Yeah how long is this likely to last here. Well I mean it's certainly not just in the last today I mean it may well be that the intensity diminishes and then picks up again on key days but I mean the governor is preparing for this to go on into next week but will we'll have to see I mean to the question today is going to be big and imagine tomorrow it will be pretty much the same because if it's on 1st it'll be on a Friday the big day will be Monday to see whether this goes into in a big way into a 2nd week Yeah and this is me you said there's really no political rival as such to President Micron but it's a high big on a test is this going to be for him well I mean it's a very big one. You know his whole rationale and his whole appeal is based on the idea that he does reforms those reforms that other leaders were too scared to do and you know he's kind of fulfilled that there's a huge difference between this and the change the big problem of budget 95 when you pay was forced into rolling back which is that everything that he's doing he said he was going to do and there is therefore an inexorable logic about his position and one that he doesn't really particularly want to relinquish he certainly hasn't been forced back entrance into any major change of strategy except by the tradition of course you know this religion did rattle him back in the sort of the end did force him into you know opening the public per person brings to the tune of $17000000000.00 not a complete reversal of policy but it was assigned to them that if you take action on the street and act in the sufficiently dramatic and fashion the government can change its people are watching this to see that if you can if you can hold on to this central part of his reform package if you Rose back a lot then and is forced into diluting it to the point of nonexistence then they'll say that's the end of the macro presidency with nothing suggests that that's what will happen he's a very determined man many thanks for joining us this morning as he sees parents correspondent Hugh Schofield. Well there just go on quarter to 7 that's one of our headlines this morning with millions of workers in France going on strike the other top stories campaigners are calling for the loss of minding the issue of consent in sexual violence crimes in Scotland to be toughened up a new legislation aimed at safeguarding young women in Scotland from the risk of undergoing female genital mutilation has taken a step forward before 7 your rights when it comes to online shopping the lyrics. That's part of a programme the institution helps run with the South African railways Stuart Knight is juicy Hughes assistant vice principal for Business and joins us now from South Africa Fiona Good morning to you good morning salary or good thank you how did this partnership come about. So really it's a great tale ocean to nationalization we have a program that restarts it's about 15 years ago in the u.k. With the institution where we are preachers that we still get over that program today across the u.k. And Ireland for all of the traits and passenger operation companies the usual suspects the Transport for London Crossrail our star script picks up trucks. The railway community is very tightly knit in terms of relationships Strom's for them Transnet straight rail after largest provider of the program and wanted to bring it across to develop. A solution for scarce skills and critical skills jumps in their operation environment what sort of skills are the candidates learning might. Serve really it's a by rights offering a solution that straight rail specific that works in an African context that is about running a reliable safe customer centric railway So it's a bite You know it's the centers the service here essentially drives the economy of the country and it's about moving straight to a strong mind to court in many circumstances and it drives up the g.d.p. In terms of ensuring that groups are may or may have set to play meet deciles on time is a very integrated system working in some of the biggest ports and in Africa and in extreme competition it's about Muslims and an important day passionately for these 200 students who are graduating indeed since many of these students have would never have imagined for a 2nd that they they would have had access to higher education because there isn't . A typical standards of offering work based. Apologizing to lost or lying there to feel last year at night but I think we very much got the gist of that a good day for the the graduates there from Glasgow Caledonian University in Johannesburg the time is 10 to 7 Now let's catch up with some business news Sunday the Chinese fam Holloway has a launch legal action against the u.s. After it said that the Chinese telecoms firm was a security risk under black can tell us more knife Thanks Haylie was has come after the Us Federal Communications Commission put some restrictions on rural providers accessing a government fund to buy equipment and we can get more not I would just an artist year from 7 Investment Management Good morning to Justin 100 and I suppose this legal action won't do much to ease the trade war the u.s. And China have been involved in recently but if it does I think focuses on this key issue of the all the technical information and the technical facilities that are actually involved in some of these businesses and how much of this I see technical knowledge you actually willing to share or actually let other people have access to and allow some like while way who've got some very thoughts that it is indeed into your brain systems and therefore in the future does it mean that actually the Chinese authorities could access always through the backdoor your own your own communications systems and the u.s. The seem to think that that is a legitimate concern and while we have been designed to solve long the kind of agents of the Chinese state that it's wonderful if they could be true they could be character to it as that but the reality is because none of that you know it's a bit like dealing with the Russian companies in the in the in the cold war because these days it's a lot more volatility with technology which frankly most of us don't understand but if you actually tell people look at it it's got the ability to have access to the future rules that are not at it and think Well Ok there's not much we can do about it and also this morning we've got results from the owner of the Daily Mail newspaper and the supposed whatever people think of the Daily Mail they do seem to know the. Their audience don't they and they have a pretty successful news website as well on line business is remarkable what have your viewers to the quality of their part of it produces a newspaper online it's very popular when you look at their own live on it doesn't seem to bet you much resembles these days to the newspaper it is a global brand and has been very successful indeed where the sort of thing you should read every single day to give you a broader awareness what's going on in you also in your own local area I don't know but it is a it's a caricature of populist media and we're also of the 177th annual meeting of the oil producing countries OPEC starting in Vienna what might be on the agenda for them to think it's fast that he when you look at what's happening here because he got OPEC which is a strong cartel which also links together with members who are members of cartel like Russia you've got this position where the global economy is slowing down you've got an awful lot of all being produced you've got the Americans in the position where they've actually got a huge amount of all being produced a result of. All the extra production they've had coming through from their fracking So it's interesting issue meanwhile you've got the Saudi Arabia actually producing the floating their main whole company around the world trying to get people to buy that and what they're in effect doing is selling tomorrow's price of oil because they knew full well it is not $100.00 years' time people but it won't although they were what their primary product they go sell it now but if you sell that now the price is very good well you're selling the future at a discount say what would you do you know and you think people looking the OPEC meeting from the sedes might be thinking well this seems like a bit of an uneasy alliance between all these countries they're still dealing in a massive commodity which is oil is astonishing when you see how these people have try and work out things together all the Saudi Arabians re going to sit there with the Russians and discuss things yes they will will they sit down discuss it with the Iranians Well probably not. They discuss it also with Americans who got off to do that the answer is well probably not so it's very very dysfunctional and no matter what they agree I'm afraid there are too many other parties related to it who will not abate He their rules so the Venezuelans may go along with nodding in terms of say will constrict about production but they need the money they will sell anything to anybody at just about any price just to give you the money and that you also mentioned so you stay or former call a few minutes ago so they are just about to start selling shares of the can diversify the economy away from oil and gas I mean should get I final offer appraised today this is or has been one of the most eagerly and also one of the most drawn I stock market listings and recent memory it's fascinating because it's not just the company it's this is the value of the nation out of Saudi Arabia little fascinated by sound doesn't really have a great deal to sell I've been cruel about you got some of your potential very good leisure activities as well involving sound but the whole idea of being able to be able to actually sell their main product for now which could will be of little value in 100 years time is Absi fundamental to them and if they can get that price now it makes them very valuable but it's a one trick pony because if you can't get that right you've sold at the wrong price then you've sold it so you've made a you know really sold the company sure the country short of overseer that goes but I thank you very much for the just in the just an archivist there from 7 Investment Management and we thank you very much for that while you might be awaiting a delivery of sound or something else and the run up to Christmas this year of course a shopping time is ramping up Black Friday and Cyber Monday orders will be arriving and it's the busiest time of the year for online retailers and of course delivery drivers but do you know what your rights are if you have to complain about your goods or parcels Dr Jamie Stewart is from Citizens Advice Scotland and has been looking into this good morning good morning so what did you find then. Now there are people you know have the needing to complain about deliveries and the state their goods are arriving in we are unfortunately we think they are so our research and focused on port Boston parcel companies and the complaints procedures that we have and it revealed that many companies don't actually have a clear complaints policy on their website and we find that many companies are actually falling behind the universal service provider Royal Mail when it comes to those complaint procedures so we commissioned a number of interviews with different companies and actually only 2 of the 9 companies we spoke to had a complaints procedure on their website and this is kind of worrying because 77 percent of consumers that we spoke to expected to look for a complaints procedure on the company's website so people if they do have complaints are are looking for the procedure and there's basically no policy there for many companies so if what what what do you what are your rights here for example what if something arise maybe and it's in its faulty or it's damaged you know what are your rights there can you get a refund or not well if you are purchasing goods from a large retailer you actually have a right to complain to the retailer rather than the delivery company if you have a complaint about the process our research was more focused on people who were sending parcels and in that market you do have to have a right to contact the company about complaints procedures but again we find that most companies don't have that complaints procedure in place and that's what's really worrying so if it's not on the website that's obviously you know pretty easy way of finding out what your rights are it's sometimes very difficult to actually phone these companies up isn't a done and because they want to read fair you always to their their their website of they can. Yeah that's one factor that people did look for the policy in the website in terms of actually contacting companies the majority of the consumers we spoke to would like to e-mail companies but they also expect the companies to have that phone line and that doesn't exist that's really not ideal and you're asking all of Com to strengthen consumer protections so what sort of things do you want of Com to do so as I said the universal service provider Royal Mail is really has the best practice in terms of Comes complete procedures they have a clear policy on their website they also have a dedicated form like so we're really asking to review and strengthen the regulation that applies to other companies to bring it up in line with with Royal Mail and I suppose if you sending something particularly this time of year it's a gift for someone and either doesn't arrive when it's supposed to or derives you know damaged or something then it's it's very annoying isn't it that's the bottom line whether or not you can complain about how often is this happening. Well we think this is quite a widespread problem across the country but our research also shows that people are put off from complaining so even though they might be really frustrated if they think the complaint procedure is either too complex or too time consuming they want to gauge with it so a lot people are incredibly frustrated they are really put off by the complexity of the process and we found that this was a particular case for young people who yet didn't feel empowered to complain and have their complaint resolved and this really means that people have a lack of confidence in the system and that's what we want to see changed Ok Well thank you very much for speaking to us this morning that's Dr Jamie Stuart there from Citizens Advice Scotland. On digital radio f.m. Media Wayne and b.b.c. Sound b.b.c. Radio. 7 o'clock it's Thursday the 5th of December You're listening to Good Morning Scotland with. This morning one week to go in the general election campaign trail and they say our manifesto is not affordable I simply say this as a country can we go on like this any longer Also coming up why campaigners are calling for a change to Scottish sexual violence laws in the subject of sexual violence it was a long time ago but I think even at the time I blamed myself I thought it was something that I was responsible for and the murder case that's caused relations to cool between Germany and Russia there's to be some strong sign or some strong response from Germany and I think that's what people are expecting. 1st a summary of the news campaigners are calling for the laws surrounding the issue of consent in sexual violence crimes in Scotland to be toughened up it comes following high profile cases that have her defenses of rough sex such as that of the murdered British backpacker grace my lane the group we can't consent to this wants a Scottish Parliament to consider updating sexual offenses legislation the government says it's keeping the law under review Rachel Adams and this from 0 tolerance we see in a range of different examples where the legislation has changed and society's attitudes are still far behind so we need to make sure that as the legislation is changed that a wealth of activity happens across society at the national the local the individual level and to shift society's attitudes a member of an s.n.p.
