Every t.v. Licens you know means a lot there will be many as even says there are you know could afford it all true and remember the fundamental part of this is that if you are to claim free t.v. License you have to opt into it and these are alludes to various range of benefits that older people might think they're going to please and too much this intergenerational divide there look a free bus pass for instance if you don't use it it doesn't cost anything but the t.v. License is incredibly important for over 70 five's not least because it is essential to top up to one of the lowest state pensions in the developed world you've got half a 1000000 or so of your half 1000000 of us into 5 in Scotland of which 300000 in Scotland will miss out under this current means tested plan and this means tested plan means if you don't pension credit you get it for free but there are 40 percent of those people those pensioners who are in the lowest incomes don't claim pension credit for lots of reasons and the best it's ever been the highest uptake of 70. The percent or quarter of the lost income pensions would meso under this plan so this report that's come out is absolutely damning and what it says the government should never have given this away and the b.b.c. Should never have accepted that and it's absolute incumbent to get together and reinstate this for all of us and fight but no you know the issue is the issue not also. McKeever says you know looking at the generations coming through you know many of whom will be much poorer than parents or grandparents before them and don't you have to look at how you can sustain this well this is again this is a benefit this is essential a top benefit for over 70 five's you know there's parts of Scotland that the average life expectancy you don't even get that old yes there are people of lots of different ages that are living in poverty have a very difficult time there's also right now in Scotland to be 150000 pensioners who are living in abject poverty and tens and tens of thousands more just on the cost I think the danger is this plays into this kind of intergenerational divide where all the people are better off or younger people aren't lots of people at a specter of the region are a tough place but this is a benefit fundamentally which the government should never given away and the b.b.c. Should never be in the position of having to decide who gets a benefit or not well I suppose you know we are where we are with us and the McKeever So I mean what would is there a way of you know making sure that the people for whom the free t.v. License is of great social importance don't lose out and I think politics will answer this question because I expect you know we've got an election coming up I wouldn't call surprises just pops up going to manifest or you know ask you so much especially something and this will actually work itself and that these t.v. As far as I understand and our drug experts in the committee have explained it that way that they do yes they try to mimic. Ups and downs of certain other drugs but the problem is that you cannot certainly predict what effect the drugs will have on individuals and did you mean did your committee come across any actual evidence of all of these drugs being smuggled into the prisons. Well certainly I mean there are drug findings every day in prisons everywhere but as I said it is it is incredibly . Difficult because they can be as solved in a solution and put on paper with every book with every document with every letter they can come into into the prisons but certainly yes you can see that there is. There are people who are certainly under the influence of drugs in Scottish prisons as anywhere else I have to say. When it comes to sort of the welfare of prisoners were there any issues that you're concerned about. Yet Well we are concerned with the conditions of detention in the most overcrowded prison so in Barlinnie where people have. Barely 3 square metres of living spaces in their double cells people having to sleep on mattresses we're also concerned about and this comes back to the drug use you know we're concerned about a lack of meaningful activities for a great number of prisoners. Which then makes the temptation of going to drugs much higher and so we would urge the government to do more to provide prisoners was meaningful activities and the proper regime and what about women's women's. Prison we know are there particular any particular issues there that you've highlighted Yes Well we do acknowledge that there have been reforms in the prison in the women's sector and they're also very promising our main concern was the treatment of women was a severe mental health issues we came across a couple of women who were so severely ill that they were certainly not being treated for and looked after well enough in the prison and had to be urgently transferred to a medical hospital. I mean how would you what will hold you say the prison service is coping with the challenges that it faces such as in a b. Rise in cases of of mental health issues and just generally you know violence in prisons you have you have an extremely dedicated committed very well trained staff .
