And yet on exactly where that money's going to come from and so you know there are clearly questions about whether this is going to be delivered given that many of these things are issues which juries amaze government promised to sort out but actually didn't necessarily get around to doing so many suspicions from some commentators tonight over you know how realistic all of this is and is this new money Tom is it new funding because some people have been suggesting that the Crown Prosecution Service the police the prison system has been underfunded they've they've suffered cuts rather than you know been a level playing field for what they needed or that's right so the Labor Party absolutely say the this money today is simply plugging a black hole which has been left behind by years of a stereotype as the Labor Party see it and you know there's no doubt that there have been cuts to prison budgets now 100000000 pounds is the government sure as new money money which hasn't previously been announced you know we often hear government announcements and when you actually get down into the detail it turns out that this is something all part of something which was announced a couple weeks ago or a couple of months ago that's just been repackaged while the government ashore as the this is 100000000 pounds of genuinely new money on top of 70000000 pounds which has been spent on the trial of this but you know the devil is often in the details. Well there will be a fight and I actually was we just heard there's going to be a likely a legal fight over there sorry I anticipate will be many many demonstrations that we've had a very swift political reaction to this and also groups representing migrants to the United States political reaction from camera Harris who is a senator based here in California of course one of the state's most affected by the immigration crisis she tweeted that this latest crackdown on immigration is part of as she sees it President Trump's ongoing campaign to vilify a whole group of people she says it's indefensible she says No family should live in fear of feeding housing or caring for their kids the California Immigration Policy Center which is one of these bodies that represents those migrants says shame on the Trump administration for expanding a rule with racist roots in a shameful ploy they say to rig the immigration system for the wealthy I just can't imagine if you are one of those immigrants that you know President Trump may not prefer those immigrants who are on the lower rung of the NOMIC cycle of life and who are in America to try and make a better life for themselves. You're going to really struggle if you can't apply for the same benefits as equitable people economically equitable people in the United States are dependent upon what you do if your reality. Right well it's and it's not only that and what is being emphasized is that it's not necessarily what's been happening but what is forecast to happen in the future so the implications for those people that you refer to could be in fact that they can't stay in the United States that they are once their current visa expires and many people will renew a visa but they will be unable to do that so they physically won't be allowed legally to be still in the United States and for those who have had aspirations to become legal residents and perhaps citizens in the long run again they could be penalized if it is shown through the statistics I'm probably algorithms that are applied to this that they are likely to use social services more than others in the future have the Democrats and particularly those who would be president the United States who are running as part of the Democratic race the moment any of them responded to this. But you know it's States in the Soviet Union pursued booth nuclear powered aircraft and nuclear powered missiles during the course of the Cold War and it's not an insane idea that you might be able to make it work with new materials and technologies that are available now one of the legs that was involved in this work was one of Russia's leading nuclear weapons laboratories. Why is it proved difficult to to engineer a mode propelled by a nuclear engine Why has that been difficult given the nuclear means energy doesn't you through the now been obvious few. Well it's hard to make nuclear engine small and sitting into a airplane or worse yet a small cruise missile. So the question is really what effect this will have on the technical development program whether it's a catastrophe that more or less ends the program or whether it's a mishap along the way that they'll find the problems and fix them would such a development in a weapons system be within international or least within the nonproliferation treaties the both sides of signed. Honestly there are no arms control treaties that would restrict. This kind of development at this point and arms control as an enterprise is in danger at this point the Intermediate Range Nuclear Forces Treaty that restricted intermediate range cruise missiles and ballistic missiles just. When and Tuesday as been of history the United States pulled out because of accusations of Russian cheating and the only remaining treaty restraining U.S. And Russian nuclear weapons is the new START treaty which expires just a couple of weeks into the next president's term in office or the next presidential term if President Trump is re-elected and it's not clear that that treaty will be extended there are no real moves to extend it yet who does that benefit does that benefit the United States does it benefit Russia. I would argue that the new START treaty benefits the national security of both countries of the world and should be extended I think it will increase the dangers considerably if we are back for the 1st time in half a century IT world with no restraints at all. U.S. And Russian nuclear weapons at the same time however the Nuclear Nonproliferation Treaty which tries to limit the spread of nuclear weapons to additional countries well politically controversial with many countries is still working well we have. More countries with nuclear weapons today than we had 30 years ago having said that how was Russia after the unraveling of the Soviet empire managed to start competing with the United States for for nuclear power again how was it managed to come. You know almost taken his back to cold will situation where it is actually a tit for tat defensive response from both sides how does he manage to get it all moments to move off to the Cold War there was that also after the do you think of the U.S. Is you know there was that period where they didn't have any money to even you know keep up their nuclear submarines and so on but now they said. So Russia's economy has recovered and President Putin has deferred it substantial resources to the defense budget it's also clear that nuclear weapons pack in a numerous an hour into each weapon one can destroy a city like the thousands of that would require with conventional weapons and so if you were defense budget is a lot smaller than the US defense budget as Russia's is you may well choose to concentrate on nuclear weapons to make sure that you have an adequate. Turned against the United States almost all of the new weapons Russia is seeking to develop appeared to be designed to overcome U.S. Missile defenses and one way or another to make sure that Russia would still be able to threaten the United States to make sure that its States didn't blackmail or attack Russia is there anything that the U.S. Can do in response to what seems to be the development of a new generation of cruise missiles. So I'm not sure that a response is needed. A new. Cruise missile doesn't threaten the survivability of U.S. Nuclear forces it means Russia can hit the United States of nuclear weapons but Russia could if you noticed its nuclear weapons before the United States needs to make judgments about what forces it needs for its own defense and security and those judgments are only partly related to what nuclear weapons Russia chooses to built we have to remember that the United States defense budget is still several times the defense budget of Russia and eat the United States as defense budget is roughly the size of the next 15 countries defense budgets combined and many of those countries are U.S. Allies. So while there is a budding nuclear arms competition and nuclear dangers are definitely rising. Requiring more effort to rebuild arms control nonetheless it's not a situation where Russia is in any sense getting ahead of the United States Professor thank you really appreciate that very informative. And will accept their mediation role but just last week they wrote to the UN Security Council with some some big demands a credible Southern representation in the political process towards ending the overall conflict a sustainable political solution for southern Yemen including a process for self-determination and more international aid for the South and if you look at all the warring groups you have obviously very fractured groups supporting the government or at least being supported by the U.A.E. Formerly and certainly Saudi Arabia you've also seen the Aber radiant Peninsula grow in a vacuum and even the addition of ISIS forces on the ground who are also creating havoc and of course Yemen is considered by the U.N. The greatest humanitarian disaster of today so it's certainly getting complicated and if you look at Yemen's history it was only unified in 1990 and that was even tenuous there were to just a few years later the south tried to secede again so this movement has been in the background the entire time so it's interesting that the U.A.E. Did support these groups to support President Hadi. And even some in many activists said that not dealing with these Southern separatists was a ticking time bomb. And France's itself is something of a power broker in the region. Playing a dangerous game there isn't well so far Turkey has not entered much into the Yemeni fray this is you know Saudi Arabia and U.A.E. Are no friends of Turkey's for sure and they're the ones that are really leading this war in Yemen and the WHO these as I said have been supported loosely by Iran since the beginning of this war and Turkey itself is generally just against us. And it should be interesting to see some people are saying the southern separatists might have outside funding but really we don't know much about what outside support they might have gotten in the past or might be getting in the future. But you know that there's a risk that they could be dragged into that probably not at this time no really it's about the civilians on the ground and the fact that this is like many other conflicts this is a multi-national fight and they're trying to live through it I mean 80 percent of the population is in need of some form of humanitarian assistance we've seen curable diseases really plague. The many population you know so many children have starved to death. The you know just basic food stuffs are either so expensive or not available Certainly the Saudi led coalition has inadvertently or virtually targeted so many of the medical. Whether they be hospitals or just clinics so even basic medical supplies are often very scarce for those who are either sick or injured so it's it's it's just continues and it doesn't you know there's been a ceasefire data. That seems to have somewhat stuck but this really complicates any chance of a future peaceful negotiation agreement which is what the international community and the U.N. Was hoping for yet another so retractable conflict is the one in Syria still ongoing. In any case and President Bush has said it's been accused of. By his own cousin. Man named Al Assad this was a post on Facebook he has been very outspoken for years against what al Assad has done during the Syrian civil war since 2011. He. Is trying to collect a lot of information about the crimes against humanity some N.G.O.s are also collecting information and trying to help present it to the I.C.C. And I actually wouldn't see them as much as you do today anyway because before President our go on the government did not allow women to be wearing a headscarf either in universities or any public sector job any state employ including the parliament. Much more visible and they're also taking on jobs that they would never have before it just wasn't really available to them and one such woman deejay Saphir she is as her moniker implies a D.J. A physician you could have a nurse practitioner you could have other medical personnel do it and it's just going to be a lot easier if that's all I had nothing signed even medicinal marijuana might have been canceled in Illinois so if it is reasonable that the state lawmakers renewed it and what is new as I said is making it even easier to get for people who need it for medical purposes. Darker skins and less education coming in which means that they even have to just figure roll the dice not everybody who comes to America by the way ends up on social welfare but there have been desk numbers of immigrants who have come through that years who have been assisted by Jewish charities Catholic Charities you know fraternity fraternal groups on it and not everybody comes and is immediately on food stamps or on the dole but so when you take this you know this is a president who just today also went after the Endangered Species Act for goodness sakes that's protected some of the wildlife in the United States when you take it as a whole it just isn't seen as maybe we ought to have a rethinking of what non-citizens can get in the society and this is a pretty serious. Extra effort to be anti immigrant unfriendly by the president if I might ask an almost. And you your opinion now I realize that how different do you think the response to President. The president announcing this would have been if he hadn't had a track record it what people perceive as being anti immigration policies if you denounce this without that track record would people have understood would it made sense to people would it have had put you to support maybe if you had laid the groundwork if you explained it if you gave some statistics as to beforehand how many people who come here who are legal residents but who need what we call green cards in the United States how many of them do need Medicaid or food stamps and here's the thing about Medicaid Medicaid is the insurance policy that not only the medically needy years but when you are a senior citizen in the United States and you've gone through all your money you might have been middle class and now you're in a nursing home and you've run out of all your money the government program that pays for you is Medicaid lot of people don't think of it like that but that's one of the programs that does take care of seniors and in our society so.
