Listen you know we got to increase our economy aviation is part of that people want to fly they want to go on holiday aviation is going to continue to grow is the argument from the industry so they're saying they can't actually cut emissions what they'll do is they'll keep growing emissions to 2020 with developing countries particularly keen on that China and India have been off to 2020 they'll be a voluntary agreement for them to offset any further emissions after 2020 by things like planting trees which is extremely controversial the whole business of offsetting the extremely controversial difficult to tell sometimes what's happening with the emissions and with the credits very easy to scam the system so environmentalists delighted that the deal has been done aviation hasn't continued to Reagan out as it has for the past 2 decades but dismayed that this is this is the final result and I mean at the moment aviation is a kind for quite small amount overall of carbon emissions but as you said that is expected to rise well a it's rising and Leigh everybody everybody accounts except for the Chinese and the Americans and the for a small amount of emissions so to put it in context at the moment aviation emissions if aviation was a country international aviation was a country it would be the same as Germany and so we wouldn't consider Germany's emissions to be trivial that they're all part of tackling the same cause and the controversial thing has been that aviation and shipping the 2 things that international you can't describe their emissions to any one country they've used that international status to avoid the need to do anything so but they are now at least taking something is being done here but I wonder is there any concern Roger up by the you know being a voluntary scheme Oh yes there is concern but you know the aviation industry putting putting a positive spin on that and saying look we're the 1st sector ever to have greed any voluntary scheme so you really should give us credit for that from the other point . It doesn't require that assumption at all that the point is that when politicians need a lot of money for their election campaigning and they spend a lot of time trying to court it from a relatively tiny part of society then it distorts access to power and influence and you only have to look across the Atlantic to see some of the more extreme consequences of that situations where Congressman have been expected by their political party to spend 4 hours a day while they're meant to be at work speaking to the small number of people who are their current and prospective donors but if you took the example of President Obama for instance he had fewer big ticket dollars in his successful campaigns and actually does a lot of money through social media super hurts the landscape is changing Well I think you're right to say that we have you know just cause in being hopeful that there is another way of funding our democracy and the membership of political parties and political movements both in Scotland then across the u.k. Has finally begun to tick up but political parties should seize that opportunity to cut their dependency on the funding of a very wealthy few and that's why we're recommending in this report that there should be a cap of $10000.00 pound per year per donor on donations to political party to force them to broaden. The net that they used to to fund their activities but what the road those regulations in the same way they get around other rules about what companies can do and so on or you would just have set up dummy accounts dummy people who would effectively just be sock puppets for them and feed in more money is that not the sort of thing that's bound to happen. Any rules based system risks that kind of gaming that's why after political donations started to have to be reported 5 years later there had to be a tightening of those rules to relate to preferential loans that were being made to political parties which avoided those controls but it's definitely a step in the right direction to always give more information to the public about how their democracy works and who's paying for it and we're just talking of companies that's another thing that you're concerned about isn't the companies with foreign bases or no particular Yukiya locus have been giving money. Companies often are part of a complex chain of ownership sometimes in secrecy jurisdictions around the world often in well known tax havens and as a result it can obscure who the beneficial owner is whose interest is actually being advanced through the making of a donation the rules around transparency around donations imposed by the Electoral Commission and meant to make sure that voters know who is paying for their political parties and their campaigns and. For a number of reasons firstly because there's not been enough of these social housing built over the last 20 years secondly because there's not been joined up and it's integrated that approach to resolving the time all the different parties as there needs to be so what's wrong with that with the approach at the moment what's wrong is that. People are not. National Government local authorities and are not and if I can use a metaphor from own world from the same song sheet from the same hymn sheet. It's simply not as integrated as it needs to be healing and so what needs to happen then I mean how do you get. Everyone to work together and to try to achieve the same thing well there are in fact good examples if you look to Finland in 2008 really the developed a particular people. C m what they did was to bring together all the interested parties all the different parts of the sector and adopt a particular policy know we can do this even Scotland it's a good model is the of for us to follow and with the aspiration and the political will then it can be done. You said you know Finland has managed to do this. What needs is it a financial issue obviously the building of new homes is a major plank of dealing with this but just in terms of the understanding of the problem of homelessness do organizations does not understand it or they understand it find the understand of very well it's been very well researched There's no difficulty in understanding the challenge is to move from simply managing it which is what we're doing at the moment to aspiring to resolve it and that will involve a number of factors that will involve building new homes I'm delighted that the Scottish Government has committed to 50000 new homes in the lifetime of this Parliament 75 percent of which will be available for social housing but simply putting a roof over somebody's head doesn't it's not sufficient you have to have the backup services that will help people Tom that into the home but it's a huge it's a huge problem isn't 35000 up locations made last year and it seems that almost half of the applications to local authorities came from children and young people well of the 35000 just about 20000 were assessed as homeless and within that $20000.00 there were something. Just over 17 sort of just under 18000 children and young people as part of those homes whose healing that's really quite shocking in present day Scotland is a more that could be done though to deal with homelessness almost before someone finds themselves homeless doesn't suggest you know that wiser strategies and policies for dealing with various social issues and family issues are not working either yes it does yes it does prevention is always far better than trying to resolve things so issues that ironed Luigi's issues are toned zeroconf. Bridgeton we all know in traditional communities and the world could be doing is everything you would hope to see you know regeneration project it's what I mean everything from new facility new series used to new facilities everything you would all working with people for a bit of education everything but key to our work has been to find jobs for local people so that means bringing companies and organizations into the area and then working with local people to be able to take these jobs and agent hell that's for you come in this morning tell us a bit about this development what the potential is here well morning I think the attraction for us is massive I 1st saw this couple years ago actually a very rainy and depressing day and usually for. So the situation is pretty dire if there's a lot of damage to the infrastructure presumably it's difficult even to get there or to get any aid there it is extremely difficult one of the main bridges to access the peninsula has been destroyed and the phone network is down enough in the West anyway. There are ways to get to get aid there and the u.s. Government for example is providing helicopters and if necessary we go by boat but it is urgent that bridges are repaired and replaced one of the main needs. The main needs at the moment will be food making sure that people have food for the next few days and clean water and putting in place sanitation so that we can control any cholera outbreaks. So those are the very urgent needs but also because so many people have lost their houses getting people into temperature also Well the weather is especially when the weather is still bad is an urgent requirement and actually we've been working with the Department for International Development here in the u.k. Have provided provided with materials which will be distributing over the next few days and weeks and as the government actually working in Haiti because they were preparing for an election what they were preparing for an election it's been delayed now the civil defense in Haiti has actually strengthened quite extensive considerably since the earthquake a lot of agencies including Caribbean working with. Local government and local communities to improve their resilience but it's a long process to do that and the government will be limited in what it can do due to the elections there's obviously this short disaster with people losing their homes and so on and infrastructure but what about damage to crops and farming Well that of a longer term impacts on food supplies we expect it well we're already getting quite significant reports of major damage to crops and this comes on top of 12 months of drought because of El Nino so there was already a food security crisis in Haiti so making sure that people have access to food in the short term but also supporting them with with replanting restarting their livelihoods and growing food is particularly important will be concerns about whether the money will be used properly because there are some concerns about aid money was spent in the wake of 22. Partners came from a very few of the victory his grandfather had forced to British ships to surrender during the war and then the sense that's there when Parnell becomes leader of the Irish party from in 1818 having been an m.p. For making 55 but known for having a very a strong force of an agrarian movement the London league at his back and after he becomes m.p. Masters has mastered the House of Commons 1st by brilliant use of obstructionism forcing the government to give way to Ireland the result of what he's doing is that Arlington stead of being a bad joke something he becomes a sort of arbiter of u.k. The Sector General has to deal with crises of all kinds they could be political they could be war they could be issues of war and peace they could be. Humanitarian disasters in far flung places the sector general has to be versatile which could hear a certainly as he has to have a vision and he has to have courage and in order to stand up to the powers that be to make things happen so the job of secretary general has been described not only as the most difficult but but sometimes mission impossible. I think with the right person in the job it is possible. To make a difference in the world it is it is some people have called the secretary of the secular pope he has a pope that he has the attention of the world and of the 193 member states yet able to work with all of them yeah and of course is a political body and everyone makes decisions based on their own national interests so I mean what I would imagine you know the situation in Syria will be you know one of the the main things that one of the most complex situations he's going to have to deal with is he well equipped to deal with Syria Absolutely the man has a political long political background and a humanitarian background as well he's been the chief of the UN's refugee agency for the past 10 years and which he's confronted one of the world. Worst refugee crises in history we've had crises before of course since World War 2 like the Vietnamese boat people but this has been. Unprecedented in its scale and he has come up close personal and close with the suffering of people who are fleeing persecution and fleeing war and he's done a brilliant job at the head of u.n.h.c.r. He was also a prime minister and a man who started his career as a young man working to improve conditions in the slums of Lisbon. From the very start he is a man concerned with humanity and the wellbeing. Of his fellow man so he has the experience the vision the sense of humanity and has as he said the humility that you need to confront these issues and these powers he may be you know a highly rated choice but other questions have to be asked but why isn't a woman this time Yes certainly certainly I'm sure half the world's population is disappointed. Rightly so after 70 years of being led by men it was high time that the United Nations chose a woman. To manage the system and by the way it is a huge task it's not just political it's not just humanitarian there is a management component that is formidable you you are presiding over at least 30 or 40 agencies overseeing what they're doing but the 2nd the job of the secretary general is to run the secretariat and it is you know you're talking about a huge managerial task now to get back to the issue of a woman again it was unprecedented in in the u.n. 70 year history to have an open and transparent process such as the one we had over the past year and this is thanks to many organizations and civil society who pushed for a quote unquote Democratic process of course it wasn't totally democratic because people didn't participate but it was Democrat Democratic within the United Nations where you had debates and discussions between all the potential candidates and many of them were women unfortunately the women who came forward did not impress as much as Antonio good Cherice impressed his listeners he was. Far far ahead from day one in all the debates and discussions and in all the straw polls. The vote in the Security Council he always came came out ahead there were a few women who came in 2nd place in 3rd place but they soon fell to to the terrorists and I wonder you know if you feel there is that the secretary general has a sort of moral responsibility almost to raise public awareness you know on issues Banky moon citizen did it with climate change really and I wonder with San Antonio good to know is whether you know the refugee crisis might be the thing that he sees as his moral. Responsibility by default it has to be at the moment because it is the the worst humanitarian disaster that we are facing it has so many dimensions the city of the Syrian crisis it has political military and humanitarian. And he has to confront the complexities of this crisis. He will oversee of course the refugee crisis crisis in all its dimensions and by the way it is a global crisis it's not a Euro centric problem it has to be solved by through global collaboration just like we did when we saw the Vietnamese boat people crisis back in the eighty's so. Yes of course he is a refugee crisis as a result of Syria but not only Syria. There are refugees fleeing Afghanistan Libya Iraq Somalia Ethiopia. So in all its dimensions he will have to confront it but you're quite right in saying each secretary general faces the crisis of the day and Banki Moon did extremely well in raising public awareness about climate change and the environment and the dangers the future generations face but he also raised awareness about the sustainable development goals and I know it's a it's a mouthful when I say that but but last year member states got together at the General Assembly and agreed on a series of goal to improve life on this planet for every human being and that includes eradication of poverty it includes education for girls it includes gender equality includes respect for human rights there are 16 goals and I urge everyone to go and look at them because their governments have committed. Over the next 15 years to improve the lives of their citizens and that is really what we call getting to the root causes of the problem after all causes of conflict wake up thank you very much David speaking to us this morning and at the foggy there who's worked for the previous 3 u.n. Government's national living wage and the higher living wage which some champion some new research suggests that paying that higher rate is good for business with positive benefits the report was carried out by Middlesex University and the co-author Dr Andrea Veron or joins us now good morning to you 1st of all just remind us what the differences bitter. In the living wage in the national living wage it's 2 point different but similar names yes yes it is but the Living Wage is based on the cost of living so that's the basis for this kind of kill a sion and it is a voluntary wage so businesses are not required to pay it but he can do so voluntarily and he can get acquitted station for it by the Living Wage Foundation and a national living wage is basically just another word for an intolerance to minimum wage it's not based on the cost of living and it's only for those who are over $25.00 and living we need that campaigners champion it is significantly higher than the national living wage Yeah it is currently $825.00 in the u.k. And that compares to 7 pounds 20 an hour. Which is the national living wage rate so a pony or so I know of distance so for the food chain job potentially 40 pounds or so difference every absolutely that can have a big think 10 and just what way do you think you can have anything but it has an effect on the employees because she can actually make ends meet they can afford the basic things of life they can get on the star lives obviously it also has an effect on the employers because if initially a cost for them but they also usually benefit by actually paying that higher wage rate and that's a really interesting question isn't it can there be benefits longer can to the employer from the upfront cost of paying that higher rate it but absolutely $11.00 big benefit is for attention the companies we've spoken to here talk of much better of attention raids and they also say listen if we want good people for our business we have to pay them properly otherwise they leave so it's really keeping good people on board and regarding your employees as an asset to your organisation is it possible to quantify the increased stuff Morty's.
