The people who run these trusts are funding that and all of them can't be wrong you know there are very few hospitals that aren't running into debt it's a systemic national issue and feel deliberate I'm not going to jail. Yeah I think so I mean what do you want well it's got to be a centralised policy hasn't it if it if it nationwide if it's if it's all hospitals running into this problem apart from a very small number then how could it not come from central government well isn't it just to do with and to tie limited funds there is only so much money that the government can i need to put so much cash into the system works the n.h.s. And only 23 governments you can the coalition and the funding was previously we didn't have these issues with any we didn't have these issues with discharges we didn't have problems of people just not having social care to go to it seems like I said to be getting worse year on year aging population increasing numbers coming into this country you know in the 6 years I've been working you know that kind of demographic shift happened over a decade Yes and I agree it is true you know we were going to different people 3 that goes 967 years. And to break down some of the numbers behind the price rises 5 live bodies guy killed Sea joint sand Walker on afternoon edition 3.4 percent is the average ticket price rise across the whole country but as you can imagine with the different train operators in different regions they can be somebody differences so for example the north of England on Northern transplant Penn and express fares they're actually rising by a higher number than that on average and in Scotland it's actually lower than that so there are regional differences but there are also a big difference in terms of the type of ticket you get you mentioned the season tickets then as a big part of this story is that the average across all tickets is 3.4 percent increase but the average for regulated fares the majority of which are the season tickets they're actually going up by 3.6 percent on average. Around 40 percent of all rail fares and the most commuters a lot of commuters will use the season tickets we have the monthly and you will tickets now they're kept the increases kept by the government and that was kept on the July retail prices index inflation figure which was 3 percent in July so that's why the average is capped at that so it depends not only where you are there differences but also the difference in terms of what type of ticket you get and it doesn't really follow does it we always hear this argument again and again and again when we talk about infrastructure and improvement that people will be listening to this way is thinking what a minute I'm never going to use Crossrail I'm not going to use the new London Bridge station it's wonderful they spend all the money on that but it's still taking me 3 weeks to get between Manchester and Leeds all all are Manchester in Liverpool even on the slow train on where's our infrastructure an improvement going on same in the southwest of the country Yeah that's true I mean the rail industry the rail delivery group which represents the train operators they admitted it was a significant rise but they said that more than 97 percent of the money that we pay for our tickets they say goes back into improving and running the railway to say 997 p. In every pound pays for things like the trains fuel stuff all the running costs and crucially the investment now that is a big question there isn't about. You know who is actually paying for the investment on each line now they would argue because the train companies that is that because they're independently operated they have a license to run their services that it's actually the passengers of those services that pay for the improvements however there is a lot of money that comes in from the public sector as well so yes there are as many people are so why should we pay for these other big projects when our service isn't as good as it could be and why should the price increases be based on inflation and not on wages because those figures vary wildly as well yeah that's true that's always a big thing with these scheduled increases is what. You will increase is there are many things that the government has many prices that we all pay that are linked to inflation and a lot of pension problems are linked to inflation as well and is crucial which measure they choose now the r.p.i. Measure of inflation which they used for the rail fares is actually the highest measure of inflation that there is that the c.p.i. Measure which is the one we normally hear about is a little bit lower so that's controversial too about what the actual measure of inflation should be to to determine the price rises. And we're also talking train fares on 5 Live Drive when the transport secretary Chris Grayling join Tony to discuss the Labor peer Lord Adonis his allegations of the government's 2000000000 pound bailout of the east coast line stagecoach from Virgin contracted to run the East Coast Main Line in question until 2023 and Chris Grayling gave his thoughts on 5 Live Drive. A lot of down this Scott is completely wrong he doesn't have access to the full information of what's going on there has been no bailout there is going to be no bailout they have a problem with that contract I set out how we can still that pretty closely arrangements that this is very profitable real like when most of the profits comes with taxpayer today and that's what's going to continue in the future so can I just clarify that then if we're talking about this a joint venture between stagecoach and Virgin on the East Coast they've had a problem meeting that contract Lord Adonis alleges that they've they've not paid 2000000000 pounds of that contract or a significant amount and you've agreed that they won't pay that are you saying that's not true he's got it completely wrong it's logical complex the taxpayer will continue to receive a price control that money from this well we're in the coming year and prayed about it on issues not directly involved in the single He's just put a scratch on so so so Stagecoach in Virgin will meet the full terms of that contract. Page correction virgin the current arrangements can be replaced in 2020 by your kind of Pal organization integrated rail company regional rail company that will run the track on the trains in a way that people said prolong from what they want they will create I think. They will continue to contribute substantial profits and when you're in the profitable place for the other parts of our ways that that answer successful Yeah I understand this but it's equally important is that it's not a private run company or a public run company that the replacements be a public private partnership so there will be public money then taking up the slack from the contract that stagecoach and Virgin weren't able to complete. Misunderstand it's a public private partnership running both the track and the trains it's a different paradigm to what you have in my Yeah but web running around why are people set for a long time if they want to track a lot and look at the moment the state of the tracks operates the tracks private sector on the train but we're going to bring the 2 together into a proper partnership the underlying point is that public money will now be used where private money was promised that's what more did own is is he now he's wrong public money is is not going to be is where private money is currently playing a part on this is completely wrong headed that we understand why he's making points he has to say he's not close to what he doesn't know the contractual situation she just wrong. Well Lord Adonis heard that interview as it was going out he mentioned it on Twitter he responded as well challenging Chris Grayling to a debate on the issue so hopefully that'll be something we see before too long on 5 Live this is b.b.c. 5 Live available on the b.b.c. 5 player Radio 5 Live In short next to the issue of plastic such a big issue towards the end of last year with the Blue Planet 2 and some of the issues that that program raised and then of course this week China the news that we heard that they introduced a ban on imports of plastic waste into the country leaving the U.K.'s recycling industry really was a lot of questions struggling to cope in some ways Britain has been shipping up to half a 1000000000 tons of plastic for recycling in China every year but now the trade has been stopped when Margaret Bates who's a professor in sustainable waste management at the University of North Hampton joined agent Charles on 5 Live Daily this week for her views on this change. Unfortunately we're in a situation where another country's managing to control what we do and we should never go into the situation where we let this happen we have never been so reliant on Chinese recycling expertise or if like parties capacity we should have focused much more in my opinion on developing our own indigenous infrastructure so we could apply the Polks committee principle and then we could actually start looking at making more sensible use of our resources well than just Expo you speak of the proximity principle that's just a way of saying you do it on your own doorstep what you produce you and you use you recycle all within the same area as much as possible yes but on basically deal with your own problems but also the other thing that we tend to ignore in all these debates we look at recycling we don't look at reuse or waste prevention so in plastics do we really need plastics on everything does it need to be in in a cheap in a bag in a box how do we compare with Germany or France on based on our no Germans are much better recycling but they not availed themselves of the Chinese capacity I think pretty much every country is going to have some impact from the China activity particularly because the other markets are relatively small and it will take time for them to build up what you have to remember is that every country approaches this slightly differently so in other countries it's common for example for householders to pay proportionate to the amount of waste they produce or for there to be an added charge of faith on certain materials and that to be a direct way of incentivizing the good guys and pain always in the bad guys whereas we don't tend to do that we just tend to let the good guys do it because they feel it's the right thing to do and I think we need to change that who does this wow. Oh . There are lots of little examples the trouble with plastic is such a complicated thing you know there's no such thing as a plastic rather there is no understand about who we just put right this question more simply Which country does this well I of I was reading only yesterday Slovenia has got a particularly tight recycling regime yet Switzerland. Collect all their drinks peaty bottles and turn them back into drinks pay tables into its learned and how do they do that is there some. Politics involved here or do I find overthrowing the White House I bring it about they have a very strictly controlled system and they put charges on certain plastics but other countries have very good reverse vending systems reverse vending water so that's basically for example my experience of this is no way you go to the supermarket you take your recycling with you you put it in a machine and it gives you a voucher or you can decide to donate the money for charity the fact it gets you money if in the supermarket but they've got the infrastructure for that theatre thing that China boat the Banning for is because they were worried about the levels of contamination as well and in other countries contaminated plastic is used for energy recovery so thermal systems to get the energy back but we have a really high level of innovation on this what we really need to do is fundamentally rethink our relationship with plastic look at where we need 8 and then what the best thing to do with it at the end days. So an energy drink is a drink which alters your state of mind your energy kind of heightens your presence and of course they were developed and designed for athletes and specifically adults but I think you know what I've been tracking for nearly 15 years now since the school dinners campaign was just the normality of energy drinks in association with kids and when I say kids I'm talking from primary school age to secondary school and I think probably was different it was always a massive problem it was always prolific the use of these drinks with children but worse hit me in the last few months since doing this little kind of mini duck for Friday night feasts was actually how the drinks had been used how much and actually the relationship between kids buying them essentially saying that they're addicted to them getting lows describing the lows and then having to have another drink in the middle the day to get back up again and it kind of just starts to look more like alcohol or drugs or any other addiction but I think. It's the wider effects that fascinate me the more Actually what have teachers told you Jamie they're saying we don't like they're banning you know schools and heads and teachers and banning energy drinks but that doesn't mean they're not getting put in water bottles that doesn't mean that they're not you know openly and casually kind of talking with students like have you had one Ok Ok And what was really interesting for me was how teachers were saying look you know for a regular class now we have a plan a b. And c. Depending on how many kids are on energy drinks or not so I was interesting just not packed passive smoking is it's not just about the damage that a child will do to themselves it's not just about even sugar or caffeine too minus it's actually if you've got a kid that's bouncing off the walls or asleep in a class how does that affect the other 30 kids in the class. And I think that is really interesting because then you start talking about the sale of energy drinks to under 16 year olds as something that's not just about misuse and addiction it's not just about sugar or obesity or caffeine or kind of like high hired states of mind but it's actually about the productivity of Britain in 15 years' time if you go you know millions of kids coming out of school that get in a baby instead of an eye or a c. Instead of a baby or d.s.
