Radio Lancashire with me tell it for a koala now in India this weekend there have been more violent demonstrations after a new citizenship bill passed through parliament the ruling b j p government has said it is designed to give sanctuary to people in neighboring countries who are feeling persecuted critics say it's an attack on the human rights of India's 200000000 strong Muslim communities well to discuss this further I'm joined on the line by Dr Ronan Li He's a visiting scholar at the international state crime initiative which is based at Queen Mary University of London and welcome to the program Good evening so run and this is an interesting one it's quite a complicated story so what does the citizenship bill actually say Well in essence of what these changes do they relax the rules of citizenship for some people. Who might have ended India illegally and it provides them with a pathway to citizenship it's what you might consider a very laudable approach to suggest that people who have found themselves living in India and who may face persecution at a time should have a pathway to citizenship but but of course that's a catch and the catch is that it's only people from Afghanistan Pakistan and Bangladesh to qualify and underling if they are Hindu Christian Buddhist Jain Sikh or Posse So if Muslim and they are from for instance me and Mas India's 9 men must then and they persecuted in that country will this piece of legislation will provide them with absolutely no protection and that's what's a controversy about the way it's been introduced by a Hindu nationalist government and it appears to provide because it does I think provide a higher level of support for Hindus and Christians and others than it provides for the Muslim community who might find themselves as educated I mean the most the highest profile case of religious persecution in the world today is in India's Night Man Martha Kosik you know the reason that Muslims this week at the International Court of Justice we store a case been discussed there of was it genocide is is the is the question is there an ongoing genocide but victims of that genocide would not provide would not be provided with any protection in India by the change to the law and that's what makes people feel that this is actually I changed the law that's motivated by him to nationalism not by good policy right moment talk about more about the concerns of Muslims in India to have but does it violate any particular. The Indian Constitution. Quite possibly and India's Congress party that the major opposition party has already filed a petition in the Supreme Court fight they feel that it contradicts constitutional provisions that deal with equality and wait the freedom of religious practice it certainly moves India further away from its secular roots because it provides citizenship rights based on religion and it's difficult to see Has that would not be in contradiction of India's constitution now Muslim groups are wide about it despite reassurances from home minister meets Shah should they be concerned in your view. Look I think so I think the obviously the feeling that they will have is that when the Hindu nationalist b.j. Pays chief strategist seeks to change the citizenship law in a way that quite obviously does not provide any support or advantage to the Muslim population Muslims in India will be worried I think what should worry the most is quote this law might be might mean when combined with what's proposed for India which is a national register of citizens a nationwide register we actually seen one of these undertaken in one Indian state in asylum earlier this year and there were almost 2000000 menas sounds populations less than 35000000 there were almost 2000000 people left off the list of citizens I mean these were people who said they'd lived in in asylum for some of them had had . Lived there their entire lives and they were 80 years old Others could could trace heritage an asylum back some ways further but you know a misspelling on on a document in the 1960 s. And all of a sudden they one get taken off the list I think India's Muslims we very concerned that a similar process rolled out across India would potentially leaves many Muslims off the register of citizens and unlike Hindus Christians Buddhists and others who might be accused of not being rigid in that citizens the Muslim community would not have the protections that are today been provided by the citizenship Amendment Act one of but not another I realize now indeed indeed I mean Also we have push me you which is again another major issue not just an individual same pockets moments of by the same would apply if any . Merry's wanted to. Get out of Pakistan administered Kashmir and want to get into India again this will apply to them and already there is a bit of political hot bed as well isn't it in Kashmir and the recent issues over there in terms of long term effect of this legislation what sort of impact do you think this will have. Well I think it signals very clearly that the b j p believes and will act as India's future is as I predominantly Hindu national not I secular multi religious and multi cultural country and that that indication I think from that the j.p. Means that we will see more legislation like this and more government policies that are like this the the challenge I think for those that are opposed to these changes of course the big cities doing this in large part I think too because it helps them take attention away from the state of India's economy so that that's a major downside for them politically their core supporters of course will support this legislation the opposition on the other hand needs to be careful that they don't get drawn into a longer term debate about India's. Religious and multicultural future that distracts from other issues that might be important to them like the economy and I think this is this is why legislation like this to be j.p. You know it means that they get to focus on the core issue which is their Hindu nationalist agenda and when we're talking about that people are not talking about India's economy and on the run and in terms of its neighbors we had a new response from Bangladesh bug Azzam does them well I think I think we can guess what their responses will be I mean though the be deeply unhappy about the process that's underway within India I mean this is the potential to be incredibly destabilizing you know the region because when countries make changes like this that a sane as a disadvantage ing major religious group. Within the country there would be pressure of course in neighboring countries to respond in kind and that would that would not be in anyone's interest I mean the bases I believe not good legislation I mean the smart thing to do is you could make this really good legislation by including Muslims in the us and by giving some protection to anyone from the region who was persecuted and that would have been a prize for India wouldn't it really thought happen East that made it that it did it would I mean it would be a very laudable piece of legislation and it would be something that you would you would encourage the rest of the world to recognize but as it is that's not all right. And the time now is 722 now the 1st ever national Muslim mental health awards takes place next week the ceremony aims to celebrate the work of health professionals are working with the community to tackle this area let's find out more about the awards as well as a look a little bit more at the issue itself I'm joined on the line now by Barry White to the councillor with the Institute Welcome to the program Barry. How are you you're right here. So tell us a bit about the awards and how they came about. Do you mind how my face part of pending appeal. Will be working with and there were so for many years and increasingly in the field of education. And what we've discovered as it turns a mental health it's quite difficult for people to work at Microsoft for many years different very reasons that there are many Sarno there are not many Muslims working in the field math quite surprising that they're not working in the field considering there's quite a few health professionals about but how do we have become these to build mental health among the communities I think we're trying to do that are some of them those are organizations by training people to remember health professionals in that way then people find it easier to talk particularly in cultures where mental health doesn't exist we know of people who take their mothers and fathers to the talks with the tablets but they won't take them to see a counselor for because of different reasons for mental health doesn't exist for so many you know if that is all about having these conversations time isn't it but how you thought is a faith based approach to treating mental health issues. I think is crucial for many people over go to see a mental health professional but Begin by a feeling of a person doesn't understand. And so when I meet someone who is of the same faith and may think the same way and in many instances or so speak the same language it makes a huge to Hamas. And in terms of the health services can this work together you know the faith based approach and tying in with the health service I think at the moment the faith based approach isn't so strong agenda but certainly providing people who speak the same language areas so for example you know where you bring all the counselors who speak speak of wrestling only and when you go to see some on the new course on trees on how the same language but also many terms of the science . Ok And finally Barry what difference do you think these awards will make if you're recognizing people I suppose a month then they'll be more inclined to do a little bit more within communities perhaps. You know we're all used to hold prime time courage people who are already in the field to do more and to recognize. Thank you thank you for having me on thank you for taking time out to speak to us so we saw a big jump in number of M.P.'s from ethnic minorities What's your reaction been to this sure when I was very God knows I mean I've been the city the director of operations for 24 years when we started there were 4 black and minority ethnic and paste today there are 65 actually 10 percent of all those b m a m p so from operation Operation Black Vote. The latest Dana upon Asya was elected in tannic So of course with place to have more talented black and brown faces in high places but equally challenging that will be to ensure that policies are actually tackled the persistent racial inequality seen in education in employment in housing in health that many of our communities face I mean just before quest but just recent weeks there was a report about you know Asian or African C.E.O.'s are all board members in 4 c. $100.00 businesses and so it's these areas and then at the other end if you have a foreign sounding name often your c.v. Won't get to go much less rise through the ranks so those very big challenges that can only be dealt with through policy and I hope that part Johnson's new government new cabinet will recognize this important policy plans to close those gaps. Right now in terms of just going back in terms of the representation of black and Asian M.P.'s are we in a right sort of balance now or still a lot more work to be done yes a lot more work to be done I think it would be 92 to a 100 but But even even more than that I want to see how people's lives can be transformed Yes you want black and brown faces in high places but unless that translates to tackling those persistent inequalities that I spoke about to ensure that if you're talented you can join an organization you couldn't you can rise through the ranks and then run running kind of white men no pathways for that then you're still a structural inequality that typically affects people that look like your not like not only that of course not only that we have a breadstick process that in a in a small but significant strain has been predicated on xenophobia Islamophobia that must stop and people must not be pointing the finger at us and say we we've got you breaks it now. This is our home and we demand to be treated like it or citizens indeed now in terms of the people who have now made it and are M.P.'s do you think they should also take on the responsibility of not only doing what they need to do for their constituency but also taking a look at how they can further get more people involved in politics and certainly do something for minority communities once they're because not everyone is on board all the necessary that's not the be all and end all that's not why they're there in the 1st place they're there to the to do their job as an m.p. And often even say in the media industry you'll get black and Asian people who are doing really well for themselves but then they don't. Look at other people they could possibly support and you know help move on up there's not you know always on their agenda I think you make a very valid point and the beauty about having 65 now there should be a critical mass of critical mass that that's comfortable with themselves now you don't have to talk about race equality all the time but when it's clear when it's obvious that something needs to be said that our black a nation and peace must say the right things because they not only have a duty to their constituency and some of their constituencies are all white. Which could be the case but they have a constituency they have an obligation to society to close the gap to call out racism Islamophobia when when they see it will all be better for it. I'll be hoping to convey in a gathering or that they had me and place to congratulate them but to remind them of their responsibility but they are role models for Oculus cliff and as such they need to lead from the front but that doesn't mean as I said that they talk about it every 5 minutes Absolutely but they must put that in the sand they must tackle the inequality create employment and education we need to see more black and Asian teachers professors head masters and mistresses because we will need a lot more troops to inspire a generation to be successful. It's like. When I'm asked in about speaking to people within the community and I said well what do you make of you know some of the M.P.'s that we have a team may do well for themselves you know sergeant of a than Brita talent but they don't see them and it's interesting they don't necessarily see them as a role model because of and the term they have used is their bit of a fell out you know they don't really represent the community you know they're there for their own cause and therefore you know furthering their own careers why would they be bothered about communities that don't you know and because certainly certain communities are quite traditional They don't see they don't reflect the community perhaps that they represent or come from so therefore they're you know they're just as good as any other m.p. And. Culture is the you know the last of the concerns really I think particularly as a particular challenge because they are the Home Secretary you have to deal with immigration you know and we know about the dark side of immigration policies and policing which is under jurisdiction and the daughter of I think a. Ugandan Oconee an immigrant Yeah I think Ugandan Yeah you can that will face the intolerable intolerable racism our number used to call it the pejorative party bashing. Back in fact you know those who may be offended by that but yet in context of what we're discussing correct yes yes yes very much so I was calling it what it what they called it and and. To be to have that history in your family and not recognize the societal. Racism but that has been portrayed through the police and through immigration I mean this is deeply deeply deeply disappointed and I hope that. Above all well and such a job that they're in great position is a power that they reflect on the ministers of state parole society that can tackle. The entrenched racism that holds our communities back indeed develop Let's hope they can do something and be that positive role model have indeed you know anyone in any profession from an ethnic background and finally just you know in terms of and I don't know whether you've managed to work these figures out yet but are there more minority M.P.'s from the north wall from the south. I think it's a mixture of both I think the South are done particularly particularly in the middle and the Midlands to it's been a turbulent 48 hours and southern not detail but. Let's see where we are let's see where this work that still needs to be done. And that's here because of representation and not just in Westminster but also local authorities another conflict and private institutions because my view is that the greater the diversity the the greater that dynamic and effective these institutions are so it's not just about political correctness actually it's about playing the best teams at these institutions to function in the most effective way. Definitely because sometimes this whole north south divide is also reflective in the representation of communities and some people say even within the Asian community some people say you know. The Asian community from down south they've is more developed and this is again not my views but you know we hear and those up north you know the communities are still developing this village and they will come again argue that you know they're not quite integrated in society and therefore they don't have that betrayal of you know people in power or leaders all this cycle leaders Martin how it now well clearly the white working class on the North Delta Delta say they're blow to the labor absolutely absolutely because they felt forgotten by the metropolitan elite and and and I'm sure I'm sure there were some in Asian communities who likewise felt that wanted to give their support to Boris Johnson so. He must now retired that he must now repay that and make sure that the communities up north and and in the Midlands that you know are respected. Couldn't appointed.
