He had lots to say yes he said the government is finalizing terms with a Jersey based company at the moment he wouldn't reveal the company's name but he said it's going to work with ports of Jersey and with the airport to relaunch this aircraft registry within weeks he said within weeks not months and he said it's going to employ Jersey staff to run it it's going to invest its own money in it even and he said interestingly that this one plane that's on the registries books currently is a moderate sized private business jet so if you have to be at all and you see any moderate sized private business I guess that's probably the one that's kept this aircraft registry afloat all these years anyway he said we're extremely grateful to the planes owner who's been very loyal and patients I'm sure you could say that again but there's a small matter of 900000 pounds of course previously invested in this registry what's happening with that well Senator pilot said that's basically not going to be returned it's effectively written off or I suppose you could see it as the investment they got that one moderate sized private business jet on the aircraft registries books it depends which way you want to look at it Senator powers admitted that previously the way that we doing the registry the way it was working it was operating with a flawed business model he said not enough focus on what makes Jersey unique He also admitted g.s.t. Interestingly was a potential issue with the way it was working the mix of posts off aircraft owners from coming here whether he did say he has no intention of getting rid of aircraft making exempt from g.s.t. In the future incidentally interesting point he raised Guernsey doesn't have g.s.t. They set up an aircraft registry in 2015 and that's now got between 4 and 500 planes on its books and after politicians had finished talking about the aircraft registry it wasn't long before they moved on to talking about housing right one of those big topics that you mentioned earlier on and there was concerned that concerns from some back benches about heating in properties owned by Andy and tell us about that. And they're going to have to pay by themselves now it's empty ash insisted this cost is going to be broadly similar to what they were paying before but then we saw a deputy customer rail disagree he said it's one elderly tenants approached him recently saying they've been told to put $100.00 pounds aside every single month for hating but their rents only going down by about 5 percent so this means they're going to be spending around 700 pounds more every year than they used to and the morale said well this means the island's most vulnerable people who often live in and in properties some of them are now too scared to even turn on their heating because of the fear of the electricity bills and of course we've talked about the weather recently it's been pretty dreary you're going to want your heating on you and then also deputy Rob Ward's agreed with that sentiment he said this new system it could mean tenants switch off their heating in winter going cold because they are unable to budget and they could suffer so really strong words about what this change could mean now deputy at. Kind of counted he said the j.c. Has a team that's helping tenants with this new system he said if people do run the heating all year round throughout the summer yes it could cost the more but if they're careful he said it may cost them less but of course with the nice drawing in with this horrible weather we've been having I do not think actually that this is the last time we're going to hear about this issue and sticking with having Freddy the housing minister. Face quite a few questions and a stand and he made some interesting announcements today. He did He talked quite a lot yesterday actually said it's amazing one of the things he said was repeating his claim the housing market is broken which he said quite a lot in the past and he said a report due out early next year will aim to tackle rising rents and this will be something to look out for very interesting and he said that report in early 2020 is going to propose ideas that to some people are challenging and some of the solutions might not look like things that have previously happened in Jersey so that's very interesting and he also talked about potential sites in the island for development and this is development of affordable housing we're talking about Andy and properties and he admitted this was in a written question very very interesting the ambulance station the former police station both and on are under consideration for future so is Warrick farm at Queens Road and also part of the Saviour's hospital now he was asked does that mean those sites are definitely not going to be used for the hospital because of course all this talk over the past couple of years where is the hospital going to go some people have said Warrick farm some people have said it's a v.a. Hospital Well Senator music said no there's no decision on that yet it's not incidentally to be published until September next year but he said these are potential sites so if the hospital doesn't go on them he wants them for housing and then he was also asked about 2 other sites which is the bar Center and the bridge both of which are currently home to charities and saviors wrote he said some of these charities could be moved but then given new premises in which to operate if those buildings are also used for housing so it does appear that many of these kind of publicly owned buildings could be tending to housing in the not too distant future want to watch Freddie and then moving on to other topics we learn more about the government's plan for a population policy and it's all based on what happens in practice is that right. Yes constable Chris Taylor who's in charge of this population policy drawing it up he said Bracks it's left the board in an awkward quandary and they'll have to Navy outcome before they can come to a final conclusion on how to limit Jersey's growing population of course another huge issue that we're always talking about $107000.00 people more or less live in Jersey at the last estimates. Because when Taylor said he's basically waiting to see what happens with Bracks it which he hopes of course is going to be resolved in the u.k. General election on the 12th of December but will it who knows but also interestingly he was looking ahead to what this population policy could look like in this was very interesting because I think over the past couple of months there's been a lot of discussion about very strict population controls that could be really different to what we see now yesterday constable Chris Taylor said no we're not looking for wholesale change at all what we need is greater control and we've been working on it for months they're gathering all the information and they're going to start thinking about it by the end of this week but it's not according to him going to be this desperately different kind of system really he just wants more control greater control around the existing system it seems and as you mentioned yesterday sitting was arranged because there's a lot for states members to get through this week is it paints on the government plan begins at half past 9 the small and I am sure you are ready and raring to go looking ahead to welcome weeks back. Raring to go is the word I've had my porridge already actually so I'm going to go absolutely it's going to be is going to be hugely significant few days really because politicians here are deciding now over the next 4 days how the government is going to make and spend money over the next 4 years so really the decisions that we see over the next couple of days could have a profound effect on Jersey and what it looks like is a place to live a place to work a place to raise a family a place to grow old in so there's a lot riding on this really now the government's come forward with its ideas but backbenches have looked through them picked through them bit by bit and they've come forward with $23.00 amendments $23.00 bits they want to change within what the government say but then there's also loads of amendments to amendments and amendments to amend the amendments is a lot going on there's going to have to be as many potential as $35.00 separate votes before they even get to the point at which they can vote on the overall plan so an awful lot of talking to get through as you alluded to earlier but then that final vote that I'm expecting to happen at some point probably on Friday will be on the government plan yes or no and I expect that will probably be a yes but it just depends what that plan looks like now yesterday the chief minister was asked about this at the end of yesterday sitting and he said he's up for the challenge he's ready to go for it but he did really kind of except look we've got 23 things that could change here and it's likely some of them will change he said that's not to be Assembly how many are approved of course we're going to find that out in the coming days so initially today will start talking about the cost of visiting a g.p. They'll be a debate on parking of course there's been a lot of talk about parking charges in recent weeks and months that debate today and also a debate on the climate change emergency fund this is money to tackle Josie's climate change issue and the hype of the island becoming carbon neutral by 2030 so plenty of important things to get through today lots to keep States members busy. To the maritime sector they can replace convention or fossil fuel systems particularly internal combustion engines which although they have been around for a long time are very inefficient they lose a lot in heat so we would like to encourage the replacement of that it's with fuel cell technology into into hybrid electric ships fuel cells that can be hybridize with with batteries and that is really fascinating technology because you can actually use hydrogen through a fuel cell which produces 0 carbon emissions so the only byproduct of that reaction is water a c o releasing water vapor instead of toxic fumes which are currently released by ships in the way of sulfur oxides knocks emissions and then inevitably c o 2 emissions would contra be towards global warming I know obviously you care about this very deeply but do you think there is the will amongst a matter time industry generally to try and make needs to change to move towards a more electric system I really think it is starting to be felt and I think there is now a real wake up and a need for for companies to to make change I think that's going to be the early adopters for sure people that are going to going to try and provoke that change and want to be seen to be making a difference and then I think there's going to be a large portion of the industry which are going to sort of wait and see what happens and then follow suit when when and when they have to I just wonder how does this what you're doing here how does it fit into Jersey in Josie's aims to become a more carbon neutral place I think that a lot of the technologies are very applicable to Jersey particular in terms of renewable energy in terms of the solar capture we haven't bought I think I think Jersey can be embracing solar in a big way in the future more than it's doing now so I think the Stephanie opportunity for that is also in the energy storage so if we're going to use renewables we need reliable forms of energy storage and we have we will have to means of energy storage onboard that. Firstly through lithium batteries which enable our short day to day storage and then we have a large energy storage which is in the the hydrogen tanks and we're going to be storing a large amount large amounts of energy in the way of renewable hydrogen so hard in this being created by generating renewable electricity and that's you know really important because that's technology that can be used by jersey in the future if it is going to be self-sufficient and if we are going to be carbon eyes mobility as well so will the cars buses trucks that currently you see on the island of which there is a lot they they will need to be replaced with 0 emissions of vehicles and much the technology we have on this boat is a political to help towards that there's talk of Jesse's government possibly giving you some more funding to be able to continue the work you're doing here in Ocean lab how would that be able to help you further the work they are doing I think it would enable our technology our demonstration platform to to operate but it would also be able to ensure that we can optimize our development a little bit towards jerseys needs as well it would allow us to open up our network of connections with renewable centers of excellence which we have built up quite a few over the last few years in the hydrogen space in the solar space and also biofuels and I think these could be really important for for the islands and I think we're very much like to to build links and understand jerseys needs in order that we can find timetable solutions that that meet jerseys the carbon isolation objectives so yes I think this is as is or something that we can really work towards given some on support.
