Good morning. A local representative of the British Medical Association says a new system to allow patients to access doctors' notes on their phones will help streamline the process for islanders as part of the smart Guernsey program the States is now trying a new system where patients will be able to receive medical certificates digitally Dr Marc Dorian says the project has been put together carefully. Streamlined the postal school high school and close. Youth standing up for human rights is the theme of this year's un Human Rights Day this year is the 70th anniversary of the adoption of the Universal Declaration of Human Rights as I love plots for it explains un Human Rights Day was created to commemorate the adoption of the Universal Declaration of Human Rights in 1948 the beta it recognized this in 2006 when the human rights law was put into effect by the states of gains in the outlines the rights and freedoms for islanders based on the European Convention of Human Rights for 2019 the theme for un Human Rights Day is you standing up for human rights partnership directive we all matter says Human Rights have a continuing importance in Kensi particularly in education a bar an oil survey is being undertaken in Guernsey to understand better why healthy the numbers of the native population are the survey has been started by Chris Moore and who is the secretary of the bird section of the saucer taken as he says a long way reports the Societe wants to hear from anyone who has an Al box in and it needs to know the box is condition where it is what birds have used it in the last 2 to 3 years and whether it has even been occupied or drop in Barnow numbers is an early warning sign that problems exist more widely in the environment manager of the gansey biological record center Liz sweet says you can't manage what you don't measure and this marks the start of a more focused effort to understand more about Gans's barn owl population. B.b.c. Radio going to news it's my minutes past the b.b.c. Radio Guernsey I'm in station so more than cloudy this morning occasional drizzly rain from mid-morning unbecoming with mist this soft in a persistent and heavy the sea evening clearing tonight and then fast spells into tomorrow so temperatures up to 12 today lows of 78 in old and the visibility is good becoming moderate occasionally poor for mid morning the wind south to South West moderate for fresh 5 increasing strong 6 to 7 this afternoon and perhaps briefly go for site over alternate. Again say the Island station for travel on the road in simpy to pull the villa while is one way from Brett. Till tomorrow with Bus Route 71 affected by that but continues a phone right you can get the cemetery from route to route Isabel in the Vale of Rochelle is closed until Friday between rigid and set while affecting bus routes 1191 and 92 in the cattle. Place between grammar right and reach the Marta car Trental 24th December that bus routes 4191 and 92 affected by that there are temporary traffic lights on the roof until the 20th of December and instant savings there are temperature at that time until later on in the month at the airport this morning mail was in at 635 there were no problems reported there at the harbor papers arrived at 552 and the Sox tailings have been brought forward today because the weather so leaving 830 socket 1045 today and that is the latest travel news share your travel. By the late 1993 to. Morning to you it's Oscar with you at breakfast is b.b.c. Radio guns the lovely to be with you the states of guns he's looking. To future proof digital services earlier this year the government signed a 10 year contract with it elicits and these are the 1st seeds of this agreement bearing fruit as a trial is being carried out to digitize medical certificates if you like what we'd probably call doctor's notes to help patients in employees in guns and to tell us a bit more about it with those director of operations at the states of guns the ed Ashton and Chief Information Officer Collin vote in morning to you both and And Ed how is this going to work well good morning yes so we're aiming in the long term to dispense with all the bits of paper that we've been dealing with the decade to so Mike come as a surprise but in a typical year we process around $25000.00 pieces of paper medical certificates and of course there's also the $25.00 phase and copies of that that float around business as well driving. All the. Information about absence from work so we're going to trial with the g.p.s. We got great engagement the g.p.s. They're going to help us trial this shortly and we're hoping in the long term to replace these 25 face and bits of paper with digital versions and when you say long term how long are you talking Well we're going to start with this trial with a small group of G.P.'s and then widen from there as we gain the experience of that trial. So what we talking about less than 10 years more than 30 years well of course I'm I'm anxious for it to happen as soon as possible but there are a lot of things that we need to line up to do with that and we really need to get the experience of the g.p.s. To feed into that process that's the I'm going to taper well and just before we bring you in Collin How's this going to benefit in your view employers and patients doctors as well Yes well certainly for the patient if somebody wants to claim benefit on the back of their medical certificate they can do that far more quickly than posting in a bit of paper or dropping a piece of paper into the office and also having to scribble all the information on the back of the paper version today that goes with making a claim. So people can submit that far more quickly and they can also then when they receive a copy from us of the employer's version gets sent to the patient they can then forward that on to the to their place of work far more quickly as well and calling your job is in information within the state this is the 1st big changes and it has been announced certainly that I've seen since this contract that we talk about was was one what's it taken to get to this stage. We've really looked with the the various parts of the states of Guernsey those areas where there is a lot of manual importing into processing as Ed said $24000.00 pieces of paper and also a lot of money in putting for islanders if you think you know if you've gone to the doctor you know you're sick if you get a medical certificate you going to take copping to a pretty weak health take a copy to your employer that takes time so those days which is manual transactions we can replace but digitize ation makes a lot better for our customers although I kind of hate the word is island is makes a lot easier for them to go about their business whenever they want to and also allows us to deliver fish and seas in the states of go and say as we look to. Face some of the challenges we know are coming in the future it feels more secure doesn't it by dealing with paper documents particularly when it comes to products and personal pieces of pipe Well I think often that's a view we can take but if you can imagine as Ed said you know 25000 different pieces of paper floating around the island as opposed to I have the same from home I've got 4 link up it full of pieces of paper I can find things a lot quicker if I know of stored the moment on these new services because it's a real advantage we can design in security right from the beginning Wagners and I don't know the end so we look at these to sort out what's proportionate what is appropriate such as security and design that envoy to the get go and ensure that debt protection and other things compliant just give us an example of the safety measures that you want to put in place and to make sure this information isn't hacked off or shared with people who we wouldn't want to to have access to them most of your trust you implicitly but I think you understand more I'm not going to go in some of the deep security measures but we can design is in from the beginning one of the parts of the. Contract with agility is we now have a security operations center that kimono to last systems when we talk of intrusion we're building have built what we call digital platform which all these services sit on now that. Deep penetration testing a whole range of other measures employed to it so we're taking security seriously and we have to do it for a number of years and we will continue to do so so I would say to your listeners these measures are secure as we can make them proportionate to the talks we're doing and have any other jurisdictions got a similar model to this. Where some other countries have Singapore I think have and the u.k. Have looked at digital certificates before I'm not sure where they are exactly in a with their versions. But it's certainly something that we should be pursuing here along with you know we we have lots of. Customers asking Social Security by what services can be made available online this is the 1st one we've chosen to look at we will be looking at other services as well because we know people want to do business with us when it's convenient to them and not when it's convenient to us and what sort of other services certainly we're looking at the moment as well at people being able to claim unemployment benefit online and also income support online as well those 2 areas where we put people into the office. At a time that's convenient to offices rather than a time that's convenient to our customers and especially when people are working they want to do business when it suits them and not necessarily when it suits people in the building and gents I'll leave it to you to decide who addresses this point but I suppose the obvious question to ask here is on behalf of those who don't necessarily have adequate Internet access or or even access to use computers and phones and and you know we still have parts of our community who either don't have that access or choose not to write call and you're not in and for them your messages warbird that we're not forcing you to do this yet but it is the future so you better get with it. Overlooked this I think of Ms call of duty to to help people were appropriate to increase their skills you know we know people working longer living longer and some new opportunities around the Internet and digitization before he did them a project we're talking here. I would remember when I taught my paternal. Aunt how to use Facebook for the 1st one and how to use Face Time with things of this all nature and love of family lived in New Zealand it was a revelation to her so working with this to greenhouse working with the College of Effie and other entities actually gives an opportunity not to force people to use this technology but to show them what this technology can do not just for interrupting the state of Guernsey although course I think that's really really important but interacting with the ward of society that actually a lot of us now do as a matter of course and it's how our lives are now one or 2 questions in comments when you've been talking Jensen and you at home can contribute you can email Oscar at b.b.c. Doc what u.k. Or or give us a call and Rose being on an innovative method this looks like an innovative method of cutting back on paperwork but bogs down the process of applying for medical leave would you agree with that. In terms of the employer's perspective yes on I'm sure it is so we know well I hope we know that from from conversations we've had with employers to date that many of them would welcome this and of course I'm hoping that people will end up in business. Having making changes or rained every child systems particularly so that the city figure can come straight into their h.r. Systems as well which would be a great step forward and the other comment junks morning has given us a call saying look putting all of our information on computers what happens if that computer system breaks down has a malfunction I think you that question yourself awesome. Slightly earlier which is that's one of the states going see is reinvesting money we spent already spent solely into this new contract with agility so we can make ourselves ready for the 21st century you know we can't go backwards of course and it's all very well saying that we're investing but just to address that point specifically what does happen if the system. Gets into a bigger Dainton doesn't work properly Well we are many systems already as you can imagine what we do we have heard and we continue to have very very deep water it's of well information stored back ups and we back up huge amounts of data as you can imagine both in the daily and weekly basis and we also have redundancy in a number of our core systems so actually all the protections we can build in to ensure the services which are risk to life and property work 100 percent of the time every single time and those systems were a little bit more. Chance of one availability we have got systems available to protect that right to this data will be in more than one place and can you talk about bits of paper flapping about this data is going to be flapping about everywhere isn't it Noakes we have building as part of this process a very deep data management system so we know where all the pieces of information are we're not replicating it that's a real problem with data because you need to store it 5 or 10 times so we've got those data management systems been built into this as well this is really about the future isn't it and can be just the full circle returned to us and we touched on this at the top of the interview when you talked about potential other measures that you're going to take but can I ask what's the ultimate aim with all of this. In general for digital services you mean or particularly the medical certificate across the board Well this is a by making our services more accessible to people at a time that suits them especially working people and of course I'm hoping that those other people who are sometimes a bit hesitant about approaching Social Security to claim benefits and things as well would be more inclined to to. Take advantage of services if they were available online. Gentlemen thank you pleasure as always Hollin voting in with us really really interesting we'll have to revisit your progress to keep us in in the loop Absolutely 22 minutes past 8. We are counting down to Christmas every Sunday morning throughout Advent here on b.b.c. Radio Guernsey with me Matthew Price this Sunday morning between 6 and Christmas on b.b.c. Radio Guernsey. Morning 2 later who's been in touch to tell us about the Latvian Christmas church service which will be held in the town church on Saturday the 21st of December at 5 it's going to be led by the Very Reverend Dr Andrus. Of the Latvian evangelical church in Great Britain everyone's Well welcome thanks to Malcolm who does some super work as we know with local charities he sent a note to say that charities can apply for a grant from the Channel Islands Christmas lottery it is less than 2 weeks until the draw Don't forget that last year the lottery raised more than $200000.00 pounds for charities in the bailiwick so if you're a local organization or a charity then you're being advised to review your funding requirements for next year and submit an application and if you're interested you have to be a locally registered charity in the Grant must be for a project or a service that will be delivered in 2020 and thanks to Paul who's been in touch to finish this with a punchline a walker a cyclist and a motorist come into a radio studio and the reason I look we're saying that is because we. Having a discussion about speed limits on local lines so. Don't look at me like this is good this is going to play out I don't think so a walk a cyclist under motorist coming to a radio studio Here's what Paul says the driver has a steering wheel down his trousers and the radio presenter says Why do you have a steering wheel down your trousers and the driver replies I don't know but it's driving me nuts. Thank you for that. I've got some Jakes that I can't tell you until tomorrow and I want ot because I'm not allowed there pal get him back because oh that sounds ridiculous that's a joke but I feel I've had a sneak preview and there's a funny one so I will just use your best Christmas Cracker Jack likes current Christmas but we're not allowed to show that you cannot tell us what's right Ok Well we'll be with you at the same time tomorrow but I'm got long so take you through the papers obviously a lot of them have dramatic pictures of burning ash and smoke billowing from the volcano which wept you don't want Island in New Zealand killing up to 13 people moment mountain of death erupted is the caption in the Daily Mail they never had a chance says the sun and eye witness who was on a by which helped rescue survivors tells the Atari Daily Times many of those who came off the island were her frankly burnt. There quite a lot of people saying asking why were they led so close including the papers talking about this volcano expert tells The Sun The y. Island has been a disaster waiting to happen for many years he always felt it was too dangerous to let terrorists visit the time suggest one reason they were allowed to go there may be linked to the huge demand for risky holidays by what it calls the selfie generation. For the papers talking about Russia's 4 year ban for major global sporting events by the World Anti-Doping Agency the f.t. Says that not since the apartheid era South Africa has a nation been barred from World Sport like this the time says Anti Doping activists will be dismayed that Russia will still be able to take part in next European football championship and the individual athletes not tainted by the scandal will be allowed to compete as neutrals and the last one to be at the moment is about this robbery in a village in Dorset Well turns out it wasn't actually a robbery they were filming a scene for a film about it was very realistic one particular resident thought it was realistic chased chase them down and the director of the film which will be released next year says the he was impressed by the community spirit shown by this would be a right to know how to react in that kind of situation if I would chase after them and they're scary that it. Got involved maybe should have sent a letter around the houses before and yes want everyone to be staging a robbery it's not real You're my hero anyway although it's 27 minutes past 8 months especially Many thanks indeed for that but surely and as promised though I do want to take them to go to the cattle parish church live this morning on the programme which has as you know a rich history behind it dating back to the Bronze Age and there are some rather interesting plans for the future that starts with the removal of 7 pews from the church Miranda is there to see for herself and who do you have with you to tell us about these plans were and. Good morning I'm joined by Chris welcome and his the rector's warden in the church and you might be able to hear the sound of the econuts because we're stood in the church now and you would telling me just before that it's Kenzie's largest church is that right oh yes it sound church. Very very tall very prominent. By a long shot it's a it's a large church in Gainesville and there's going to be a few changes and I would We've walked in and you immediately pointed out something on the left of the head and there's a few things that you're wanting to revamp Yes we put we put a factory in a few years ago. As part of sort of we when I was a sion of the back of the church and we put a disabled toilet in. Which we felt was definitely needed with an elder aging congregation and now we want to take some pews out which will give us a bit of a receding space as if we walk over to the piece and how how many would you say we have them and what we've got 6 pews if you want to want to take out we've made application to the planning to palm and to to remove them so we will be waiting on them now and what kind of difference would that make sense of people coming here on every Sunday some of them I'm sure yes have a service on a Sunday and also on a service on a Wednesday have other services or call Christmas services coming up after the services we provide to refreshments and this would definitely give us a nice comfortable area to sit in after well we'll put some comfortable chairs and some coffee tables and it would just really finish the the triangle off that we sort of started off in the center the church and what kind of stage you are now that do you think it could be done by Christmas so he set up a little bit to hopeful that I think next Christmas probably yes yes we've got some make up mission from the pro quo management board for the cattle church. Mission from the advisory council we thought it cost it so really the last last part of the jigsaw is to get planning permission and then get the builders in to undertake the work and how does this work then compared to other churches are they trying to revamp their areas as well or is it just your church it's very doing this push No I think most churches now are realizing that they need to utilize their space better . I know some Peters is in the midst of organizing there's I think they're doing the full the full triangle is the we've we've looked at. As all the churches us Matthews have taken a few pews out of the back of their church to have a bit more space and also I believe other churches are looking at this this is well and what's funding like then is it easy enough to get the funding you need to make these changes very difficult to be violence we hold our donkey day every bank holiday to raise money and we hold our farmers' market or every other Saturday down it's the garden center so we done our best to raise as much as possible we do have some bequests which we can call on a little bit but you know we we think we've now raised raised the money to undertake this work and what kind of difference them would it make just last night to the people once you get that money if you if it gets through time you say it gets a cloud a long time yes I'm planning permission is probably this is a listed building so it's probably going to be 12 maybe maybe 15 weeks before we get permission so it's definitely for really for next Chris be nice to have it done for Easter so we children come in they've got an area and growing up to sit down have a cup of coffee after the service is excellent Well Chris let me thank you very much for joining me this morning thank you both fascinating discussion Chris what when the directors wouldn't for the tax help parish church along. Miranda Griffin for 31 get the nice with Rory ironic. The season. Radio. Good morning a new system which allows patients and currency to access doctors' notes on their phone will help reduce the 25000 people certificates which are processed every year as part of a new States led initiative patients will now receive these medical certificates on their smartphone or they can forward them on to employers and use them to claim from Social Security for quired director of operations for Social Security education and inclusion at Ashton says it will begin the trial with several g.p. Surgeries before being rolled out across Guernsey in a typical year we process around $25000.00 pieces of paper medical certificates and of course there's also the $25.00 phase and copies of that that float around business as world so we're going to trial with the g.p.s. And we're hoping in the long term to replace these 25000 pits of paper with digital versions the mother of the house says experience deputies won't be at an advantage if the amount of money that can be spent on campaigning for next year's I know why the election is capped the states assembly and constitution committee has suggested in 1000 point Feder bought deputy Mary Lowe wants that limit to be lowered she says being a long serving member isn't always an advantage that can be set up but equally the long haul back at you you can be and they seem to want. You can be quite vocal You cannot know the people or the profile but you know people might think well I think that's not what she thinks. If it wins par back to local news on the rector's warden of cocktail charge says the church's role in the community is changing the church has submitted plans to remove 7 peers from the building to live space to serve teas and coffee Chris more workman from the parsed church says it will make a big difference after the services we provide team refreshments and this would definitely give us a nice comfortable area to sit in a after well we'll put some comfortable chairs and some coffee tables and it would just really finish the the triangle off that we sort of started off from this into the church calls are being made for the recommended speed on Riyadh truncated roads to be unenforced speed limit and a special status given to Lynn throughout Guernsey that recommends speeds of 50 miles per hour and gives priorities to walkers cyclists on horse riders motorist Mark Barbara says that wide sluice beats in the lanes are recommended it would be difficult for a speed limit to be enforced on the small roads. Let's pause for just a couple of moments as we hear today's guideline from Victor Lane who's a local preacher for the Methodist Church good morning for the 1st time since 1923 people in the u.k. Are preparing for a general election and for Christmas through the season of and went at the same time and as both Christmas and the election day in the u.k. Draw nearer we can contrast the ephemeral nature of the modern political news cycle and the eternal truth revealed that 1st Christmas there's a saying that the 1st casualty of war is truth and it seems today that we could be reworked that the 1st casualty of an election campaign is truth it certainly seems that more often than in the past modern politicians are caught if not telling outright lies to the voters at least being very economical with the truth whether it's dodging straightforward questions in interviews or jus b.s. Reediting of video the truth can seem in short supply in modern party politics when they are used to news organizations offering fact checking services where they pick apart a political speech or interview setting the statements made against the best Imperial evidence that can be brought to bear trying to make it harder for the speech maker or interviewee to pull the wool over the eyes of the electorate we expect politicians to deceive and dissemble but we are still somehow disappointed when they do perhaps we hope for better. Now it's always easy to criticize others while ignoring our own failings are we such paragons of rectitude and honesty how about we set the politicians a good example and today we choose to answer all questions plainly and honestly the truth matters not just in politics but in our daily lives Jesus didn't just speak the truth he said he was the truth indeed the way the truth and the life seeking the truth is not just important in the political sphere it's also important for our own spiritual well being Victor lane with guideline at 17 minutes to 9 there are lots of lanes in going see with the trunk kill status it means pedestrian cyclists and horse rider riders have priority on the road and it's recommended that drivers travel that 50 miles per hour some islanders are calling for this recommendation to become an inforced speed limit and I want to discuss that with a walker a cyclist in a motorist Tom lapel is the chairman of a living street some feel the chairman of the guns the bicycle group unmarked fair brusha a motorist morning to you gentlemen I'm really good morning Tom I wonder whether you think in forcing the 15 mph limit on lanes would be. A good idea do you think that I think it might be a step too far I'd rather think we could aim at a 20 mile limit which isn't forcible rather than a voluntary 15 which nobody it is to. Because it's impractical to go that low you think well I just think that. You can't enforce a 50 mile limit it's not really possible 20 you can it's a step towards letting people use the lane safely and carefully so you're looking at. An achievable a realistic limit in your view but one that is enforceable or certainly within the law and convenient for the people who live on the lane so they can come and go to their boat without being unduly held up and Mark is a user of a cow or a motorbike or whatever you drive is that change going to be practical that Tom suggests and a good one. Yeah possibly people just need to drive right with respect I don't think it's forcible. Maybe some roads where there's businesses should maybe force a speed limit through those. But I don't think you can force it but people just need to respect each other and that's a key point as opposed to the word of respecting the. Advisory limited or on other roads that we see not necessarily on. The speed limit which is which is make law so just explain how you think. It is best respected is it about education is it about having conversations about drivers potentially going too fast on these roads or is there not a problem. I think people do drive too fast where some of the businesses are say point line there's a lot of houses along there people do drive too fast in the same total where. People do go too fast through there. And people can't get out the gateways is dangerous you can't say. So people just slow down. Just make it safer for everybody and these are lanes in which cyclists have priority too is that right yeah and how does that work for the local cycling community or a lot of people use or are trained heroes as commuter runs which is kind of what exactly what they're designed for but you do get a lot of comments that because of speed well that 15 mile an hour limit is voluntary. People do tend to I mean for the for the speed limit 25 or 35 and we find it happens as I think we all know that if you're within 10 miles of the speed limit you're probably quite likely to get away with speeding so if you could drop that tranquil speed limit down to 15 or 20 suddenly the top speed that people which you know aspire to achieve if they were to the pedal. You know it's going to come 30 mile an hour no there's a marked difference between a car doing 25 or 30 mile an hour past you than than 40 or 45 so let's just reassess here where we've got to already in this conversation and it seems like pretty much everyone who is on board with this 2535 is the limit 15 is the advisory speed hardly But Tom you're saying a 20 mile per hour limit where you get consensus will stop people speeding what I'd like to see us achieving is a case of. If you take the road to and from the scene Samson's high school through the borough Binney and up through to kep L's there was a very narrow 2 road 2 by road there which has been subdivided into 2 thirds of the with full vehicles in the woman I directed the remainder being a fully built cycle and walkway pavement. And that was monitored by a 20 mile an hour flashing light system which most people. Within a few miles and kept the contraflow system for the cycles and for walkers who could obviously go but both directions worked well also so that is long as there were a few miles bicycles going with the flow of traffic they had to stay on the road if they contraflow they go the other way they can they have to use a pay raise pavement and that principle could be applied in other places but possibly would only serve. Occasional white markings on the road to a few cats eyes or something to separate one 3rd of a narrow road into a single track with access for walkers and cyclists Ok lots of ideas and suggestions and only point mark of a 20 mile an hour limit across the board on trunk Gayle's not asking you to speak on behalf of the whole driving community but he stuck something that that everyone could get on board with I think so. Yes 20 miles an hour is quite respectable for all I think and cyclists. Conforming to these limits as well yeah going to a 20 mile an hour for commuting rider is actually quite nippy So you're going to go on a fast if you look at the proliferation of electric bikes are limited to 15 and a half mile an hour so they're not getting up to that speed anyway. Oh yeah and how would you describe describe driving on these roads from what you've seen. It can be intimidating. Because they come up behind you want to carry guns and it's all occasions and that's always a so the one percent of people that do this. Most people are really good. People very patient when you've got to get past them cows will stop and slow down there's always the audit equally there's the old idiot bike rider as well we all know that mostly it's pretty good but it would be lovely to see the river tranquil network turned into basically proper priority for pedestrians and bike riders so you start to create those you cycle in protest ring corridor was and people in cars will know that's where pedestrian of Bhagwat is a going so you you avoid them and you go down the main roads and there's a dual benefit from that in that the cyclists and pedestrians can more into the open countryside fresh air and no fumes no nothing and they will lead then leaves a major bright clear for traffic to come and go as it needs to without being held or know it by. A cyclist who. Difficult to overtake and you've also got to realise every person that was walking or riding that was previously drug that's one less car on the roads it's Graffanino making everyone's is in many many categories and I think everyone's life easier and we have to learn to cooperate with the use of the roads but if we can persuade cyclists to seek out the Quite a lanes for their own and if a health benefits and well no it does free up the main road for 4 essential commercial traffic would you maybe don't you right not be safe if the speed limit was in force to 20 Rob if you know going through 35 it seems pretty clear that's the speed limit you know so we're trying to get through it. Short route to work if a 20 mile an hour limit is enforced more people more cyclists on the right will use another route. For May I always stick to the main roads because I have a very big van because I'm a tradesman you don't even drive I only drive 4 go through them normally Sam a motorcycle but then I waste or treat pedestrians cyclists see horse riders give them obviously respect. And give them right away 1st anyway. Yeah I just always stick to the main roads commuting and I think you feel you are commuting was a point to going through the small lines anyway so the lower the limit it might put off drivers and perhaps Tom for you that would be a benefit in that as you said just a moment ago the fewer drivers and road users in the sense that you are in some sort of vehicle than the better I think a lower speed limit than 35 is better than a sort of voluntary sort of limit where there is no control over that so let's to do want to make some progress here and just look at the next steps and think what has to happen then is it the Environment Committee last be approached I'm just trying to see the next steps if you've got consensus across the board for introducing a 20 mile an hour set speed limit on these on these roads which you think is achievable and you've got consensus for it how do you go about doing it well environment department have got their transport. Section which are responsible for maintaining their and wondering the road systems. Speed limits are down to the action of the police in most cases they're the final arbitrator who says you're breaking the limit in their food need to be taught a lesson as it were but. What I think in many cases if you encourage people to cycle or walk through these lesser roads. And deter the traffic from going through unless they actually need to visit somewhere on the . You will actually get. Some people who will respect the fact that this is road where you could meet cyclists on a bend you could meet you walk with your friend the Coon and drive accordingly maybe they will hold up one or 2 of the. Races trying to get through fast stop them and make them realize that there be better stuck on the main road and going where traffic moves freely in forcing it I suppose is another issue altogether some do you see objections to an idea like that 20 miles an hour across the board right trunk you also. Haven't been doing this for a while longer and any time there's change proposed it's objections to but I think I've heard it's thought out sensibly and as Tom says if you raise it from a 15 mile an hour limit to a 20 mile an hour limit which becomes your that's practical and moving around at that speed it is restricted to the return calles then you would like to think that people would support the people living on those roads as it's beneficial to them because it's known that when you when you camera road or pedestrian was it for want of a better word the people's house prices also increased so there's a benefit to them for that happening it's less stressful for them living on there as well every morning Mark we touch on what's happening in in the business world and beyond our shores in the u.k. And today it seems. The big story if you like is a rise in sales of high emission sports utility vehicles so it's a S.U.V.s and I just wanted to comment on that whether you're seeing as a motorist yourself an increase in the number of S.U.V.s here you know big vehicles and it's particularly interesting here because of the size of our roads get a lot of stick for saying that but. Some roads are much smaller than say in the u.k. Just comment on S.U.V.s. The trouble is all vehicles they're all getting wider. Look at say 4050 years ago they were all very narrow now and now they're just. Everything is huge I know even when my van. Is 4 inches wider than the older model . So it is and then it's a sign of see the S.U.V.s the newer ones they are bigger than the older ones but then obviously families need a vehicle. For their children and all the stuff for their school runs and whatever so I understand Swati People have S.U.V.s and. The little cars are great but you can't even do a weekly shop. For the family so yes so that's that's a difficult thing. If I worked in town yes I would probably have a very small car all. The walking. But yeah because it just too big so people just need to slow down really I mean to me it's it's allowing people to get out of their vehicles by choice not forcing them out of the u.s. So they get you given the choice that they can ride or walk safely down cycle pedestrian mines then they feel safe to do that yes you don't want to force them out of it here Ok let's just finish with a point from bang to thing this morning in Sweden scare your guests Tosca with the Swedish alternative he says the cycle road cycle lane is in the middle of the road right yes. No passing allowed he says fascinating so much more to explore but thank you gentlemen what a civilized conversation and I'll check in again I'm short on the police something old and not fabulous with us 3 minutes to 9 he's Mickey with the latest from the sporting world the radio and Dan Simon station. Arsenal were called Awful for the 1st hour of their Premier League match against West Ham as they trailed war knell but after 3 goals in one second half minutes for the young I was left punching the air after his 1st win as interim manager the 31 victory was Arsenal's 1st in 10 matches in all competitions players have believed trying to move the ball we started moving a bit more tempo was that start to get tired and amazingly. For I was amazing to see I was so so proud of West Ham However now sit just a point above the relegation zone with 7 defeats in 9 games his under pressure boss Manuel Pellegrini on the beach we were dominated without having. Got the ball we were trying to go and not one chance but football is like that 2 or 3 balls change the score. Goals in 3 minutes and. West Ham travel to 3rd bottom Southampton on Saturday a defeat could leave them in the drop zone. And Chelsea need a win against Lear later today to guarantee a place in the last 16 of the Champions League they they haven't won a home in the competition in 6 attempts would have wanted more in our home games and I think quite a lot of it as well as being chance conversion were not scored away from harm look on and backed up some goals and some really good performances and when you score you know early in the game a Burnley for instance or what but it changed the face of the game when you climb relatively well at home but you don't score 45 minutes which has been a problem in a lot of games. You kind of had the pressure on yourselves Russian grown pre promoters say they're confident the race will go ahead despite Russia's 4 year ban from all major sporting events the World Anti-Doping Agency imposed the ban yesterday to punish Russia's ongoing failure to comply with their code British race walker Tom Bosworth regularly competes against Russian opponents. Aren't clane when they come and competed now in their one kind of cleared to compete under neutral status I hope I hope they are now where we are in this position and and I do feel like sport has kind of lost its way in protecting clean athletes and in all athletes in general I feel a lot of problems in sport are now being highlighted and hopefully when I come on top of the top of them that's led to sport it's almost 9 o'clock for me is it b.c. .
