It's almost 9 minutes past 5 and as you heard in the news at 5 o'clock with John a man from Wigton has been jailed for life today for stabbing another man so hard that the knife was left buried in his victim's face 21 year old Robbie Pattinson survived the attack even though the knife struck him just below his left eye and missed a key artery by just millimeters 39 year old Scott topping from mulligans cotton whipped him was today described by a judge as a very dangerous man indeed and they'll have to serve 10 years in prison before he's considered for release the judge added It is pure chance that this was not a murder case while Detective Inspector Scott was the senior investigating officer for Cumbria police and he's been telling me just what happened on that violent night in April here so it will be even though it's also very. Parole and the victim and his mother and friendship group in waiting enjoying an evening when their Toppin and decided to make a nuisance of himself with with his party and there was an altercation outside the throttles nest in weeks and. Following that altercation Mr top in returned with a knife and basically stabbed the victim in the fierce causing obviously significant injuries which required a immediate hospital treatment and for the police though this I suppose wasn't quite the end of the evening because there was I believe a standoff between between Scott topping and the police before he was arrested as well there was here set up in made off from the scene and returned to his address there was a what I would describe as a mini siege situation however it was resolved relatively quickly and topping was arrested from from the city's address now obviously you're not a medical man but how close was this to being an actual murder case rather than an attempted murder case because the details of of how you know the victim was stabbed are really quite quite startling. And it was a extremely significant injury the belief in the victim is starboard was 20 centimeters long 2.8 centimeters wide and it was millimeters away from the carotid artery how did hit that artery then then the victim would have really been in great difficulties how do you see much in the way of cases like this before. See I worked in the CIA for a long time so we do see a number of Stubbins this is definitely towards the top and when you talk about injuries and what actually happened we are quite looking Cumbria that we don't have a knife crime culture. So it's a very safe place to live so incidents of this nature of this gravity are very few and far between thankfully now Scott topping didn't give any evidence in the trial anted to defend himself or what he did to the rugby patents and. The prime minister was told when he when he became when he got the job he was facing a monumental task trying to get a new deal he did it he brought it back past its 1st reading that's really positive but we can agree the timetable for and the problem is because this government doesn't have a majority who knows what our members are going to get put on their 2nd referendum customs union and that hasn't been negotiated with the so we're facing more and more delay so hopefully an election can break that deadlock can move us forward and get drags it done well Chris Davies a liberal Democrat member of the European Parliament for the Northwest Surely your parliamentary colleagues should be backing this call for an election on Monday will it. Well we do expect to win some seats if we have a good election so we're not afraid of that but I've got rain throwing itself against my window here and the idea of knocking on doors in the darkness in the rain throughout November and into December them exactly thrilled me with delight No I think this whole process the whole Brix it's process started with a referendum it should finish with a referendum and the big difference this time though if we if if we ever get to the position of of calling that sort of vote to broaden the an election is that 3 years ago people had a chance of voting to stay in the European Union or some sort of aren't aware loads of money would go to the health service and you know everything everything be wonderful in the big gold at the end of the rainbow but now we know that the alternative to staying in the European Union is Boris Johnson's deal a deal that's going to leave his country weak with less influence on the world stage and much of the country poorer so that's that's that's that's the choice the obvious thing to do is to stay in the European Union it's we've devised the single market we created it we did you know it's interesting to leave it is madness so as I say we start with a referendum we should finish with a referendum Simon Falaise all of these being brought up as a bit of a distraction from the fact that Boris Johnson seemingly has failed he said he was going to deliver breakfast by the 31st of October I think do or die his words and he seems like he's not going to be able to do it. Well he said he can do it but again it comes back down to this. He's got the Dail he's put it through and got it through the 1st reading now it's about trying to get the rest of it past so we can actually get out and we simply don't think we can do that with Parliament constructed the way it is but it doesn't appear we can do anything else either so an election clears the way for a majority so you know if we get in if the Conservatives get a majority then we can pass this bill put it behind us and start to deal or deal with things actually matter to people. Or you know Christie's party or Labor Party get in then there's a whole range of different options what that might mean. Chris Davies you know Simon fairly saying there we should get it passed to get past all this start moving on the country you're talking about a 2nd referendum which if it happened would I suppose a long process I mean you have a point we need to get through this and start getting that the country effectively back on track for want of a better phrase. Bat and I think we've wasted 3 years as a result of this whole trick and you know we were square you know what we should be doing is not leading the European Union we should be leading the European Union are confident we shouldn't be running away from the decisions which are going to affect the whole of the whole of Europe and leading ourselves in a position where we are bound to be following European legislation for years and years and years to come because it's our consulate it shaped it shaped policy to shape economic policies Simon Phelim do you think we're running away from responsibility here is Chris Davis says. No I don't you know I voted to leave the euro and the reason was I want to take control of Britain's destiny once again and . I think it's a real risk and I think you know before as well fighting an election in December is not ideal it's going to be cold wet who's going to want to answer the door to talk to a politician in and bent probably nobody but the fact is we are stuck where we are and this parliament is just showing and nurture we can't move anything for the not good for the country not good for democracy people just polarizing and getting angrier and angrier so we've got to move past that into the bag that Christie these Finally if there is an election your party will be going into it saying that you'd overturn a lot of people in Cumbria did vote for are you worried you might turn some people against you by by taking a stance where we had European elections of course just 5 months ago I was reelected after 5 years being out of the European Parliament and I know that the people who voted for me voted for that we Democrats in that election voted voted very clearly they don't want Boris Johnson's deal because they don't want any deal they want to remain European citizens they want to keep Britain strong and that means being at the heart of the European Union and I think they want to Britain which is not leaving but leading and that's really our aspiration none of this nonsense these 3 wasted years when we should be dealing with the social problems of this country me the economic problems instead of instead of all this internal label glazing we should recognise that the big powers in the world America and China you know can only be face down by big organizations we are should be at the heart of the European Union we should be standing up for ourselves and our compact it's within that organization and we shouldn't be running away and all this BRICs it stuff is driving me mad just as it does the rest the public Ok Well thank you very much for both joining us on the news hour this evening that last voice you heard there was the Liberal Democrat member of the European Parliament for the northwest of England Chris Davies And we also heard from Simon found he's the conservative parliamentary candidate. For a bar or furnace all joining us on the news hour this evening as we well potentially look ahead to a general election in December and actually after half past 5 I'll be speaking to someone who's an expert in the logistics of something like this the logistics of a potential general election we talk telling us how things can actually be organized coming up just after half past 5 now a company in mountain rescue team has been shortlisted for this year's Pride of Britain Awards the Patterdale team was nominated after they performed emergency surgery on a man who went into cardiac arrest on the side of a mountain Well the annual event takes place in London on Monday on the team for the emergency services award Julian Julian Minaj is a member of the possibilty she was on that particular rescue Good evening Julian and I Ben hello there so just tell us a bit more about this particular rescue then because it sounds well it does sound a serious one a cardiac arrest on the side of a mountain. Well it wasn't quite quite that but what happened. Is Bank Holiday Monday back in 2017 and we had a call from the police to attend someone who has fallen from Striding Edge. And it is always a bit trepidation that we go with something like that because of the potential for such see these injuries and in fact the day before there had been a fatality in exactly the same place for the so it was a little bit of a concern for us going out that Jay But when we got there. We found that there was the casualty and his dog both had fallen from striking age and rope or the casualty but multiple serious injuries he had to head injury was struggling to breathe he had a spinal injury a little there's all sorts of things going wrong with her and we knew that he had to be evacuated as quickly as possible and get in get into finished of care but the weather conditions were quite poor and the climate was Lol so the air ambulance had difficulty getting into our to assist on that rescuers while their medics Sait off on foot to help so we we packaged up the casualty and we started evacuating him but we hadn't gone very far when his condition started to deteriorate massive like and it looked like he just wasn't going to survive so we stopped and it was at that point that one of the air ambulance medics stepped in and he performed the marriages to surgery which was a fake to play opening up his chest a bit to be in help reentry inflate his lungs so that you could be based so then. Yeah it was all things moved very quickly. Shortly afterwards stay the clothes open debate and they call scarred helicopter came in and we were able to get him off to hospital as quickly as. We could just on it was a it was a real multi-agency effort that day so everything just want to well to help save the life on that day mine both I sort of a reminder of. Some of the amazing work you guys do with the mountain rescue teams and all volunteers of course and you've been nominated for the Pride of Britain Award by by the casualty in his family is that right that's right yeah yeah. I but anybody you know nice and I know that always be grateful but I mean this is you know this is above and beyond isn't it. Well it is it is a great honor to be nominated not just a part of deal team but it is. Meant to rescue in general into the spotlight. Because there are hundreds of volunteers all over the country that are going above and beyond but we are volunteers me do it because we want to do it not for the for the awards like this but it is a great feeling to be nominated and it's very humbling as well and I are you going to get to go to the awards yourself on a Monday. It has indeed to the prime minister to have an election in the middle of October and our members who work in council offices organizing the polls had everything ready to go for then wear it to have gone through it hasn't do the same again for the 12th of December and wait until Monday on sometime next week is uncertainty on the date and given everything else that's going to going on around Christmas time. Things like negativities and such like that might there actually be some problems getting hold of some of the traditional venues for room for voting you know things like village halls and things like that might potentially be booked already there's definitely going to be some problems in terms of venue availability we're finding that already people do already have plans schools a required to make themselves available for use by local councils but no returning officer wants to stop at Children's Nativity or their Christmas lunch for their work hard to try to avoid needing to close a school or anything like that. Absolutely so Royal Mail we work with them very closely to manage Post poll cards and postal votes being delivered there's also issues as well as the Christmas post issues relating to potential mouse strikes but we're confident that people will take that into consideration and return their postal votes as quickly as possible when they do receive them and have we actually had and December election in kind of recent memory and and actually how much impact does the time of year have on election planning. We are quite often have to send the polls for by elections Council by actions and things like that but we haven't had a parliamentary for nearly a decade the weather is going to be a significant factor council officials want to ensure that everyone who wants to vote can do so and they will need to ensure the polling stations normally are open in May when there's lots of natural daylight they need to think about do we need some additional lighting put out side do we need to get the pathways to make sure it's safe for people to come in if we get some bad weather so they will start to think about all those sorts of things they already are now firm plans in place when we know the date of the power so it sounds like even though there would be a lot of work to do Laurie you sound confident that if we are going to the polls on the 12th of December the people who organize the logistics are you know they're up to the task. Well it won't completely solve it because even even if the target is met that means Twente 95 percent will have 40 coverage by 2025 so even under these plans 5 percent of people will still be left without coverage or 5 percent the country will be left without 40 coverage so it's not going to be a complete solution and it's not going to happen all at once either so we're looking at a number of years for them to do this and it's taken years of negotiations with these companies and the government having to fund half of it through taxpayers' money and you know that's quite controversial because these are commercial companies who are profiting and yet we are investing in their profits essentially why has it taken so long for the mobile phone providers to get involved because surely they would want better coverage for their customers because then they can get more customers because it's expensive so that when the company introduces a network like the 4 g. Network it will make most money by introducing the infrastructure into areas of high population density so they go for the low hanging fruit of major cities and towns and it's much less profitable or perhaps even loss making for them to invest in a similar service for areas where there are fewer people and that's why they're not inclined to do it they haven't been inclined to cooperate with other their competitors either because they don't want you know their competitors to benefit from from their infrastructure and it's only because the government has threatened them with something worse which is called National roaming worse from their point of view the that we've come this far but really we have to have a sort of Damocles over their heads over the whole process of negotiation Now you mentioned even if all this does come to fruition I think you said was it 10 percent of them sorry 5 percent might still not have the kind of 4 g. 4 g. Coverage will we get to a pole. Where everywhere will be able to get a good signal on all parts of Cumbria parts of rural Britain I suppose everywhere you'll struggle to get 3 g. Nevermind 4 g. Yeah. I don't think we'll ever get 100 percent everywhere because they can be local factors like you know the the the fabric of the building the military the law of the land and so that might well make it difficult you know but we can get a lot better than we are now and we should do we shouldn't allow you know we have a postal service that has to you know to the letters all over the u.k. Perspective how expensive it is to do that and you know we should have something similar companies should be using shared infrastructure if you think about the way that say your home broadband is delivered with the exception of Virgin Media that has its own network everyone else uses the bt Openreach network. Same couple wired to deliver their service over the same infrastructure as a competitors and it should be possible to do something like that so that we don't have to have 1st of all more cell phone towers than we need and yet have enough in the areas where coverage would otherwise be patchy so briefly then fed sounds like this is a step in the right direction but one of all saying we've been waiting to take for some time yeah so so it's a step in the right direction and it's a good thing I would also just briefly say that you know planning has something to do with this we we all want good connectivity on all cell phones and devices but we are from the 1st to complain when the planning application goes in from the mast and already oh Ok well 5 c.
