Good afternoon what we've seen how this schemes worked in the last 5 years and we don't need this scheme to get the new homes built that we need we built more of the labor without the scheme in place and it's allowed big developers to dodge any obligation to build new low cost homes to rent or to buy as part of the development and it strips councils of the powers to say to developers look this is the mix of homes our in our area and our people in our area need and it allows developers to get away with building whatever makes them the most profit. One What in your book is allowing them to make the most profit what type of properties will allows them to to build homes that don't meet space standards it allows them to build and make conversions without. Including any low cost homes that people may want and need and it also allows them to cut corners so we've seen slum like conditions in some cases where people are in now in flats without Windows people thin walls we've seen cases of cooking hopes doubling up as bedside cabinets and in some cases families are now living in flats where the this not just nowhere for the kids to play but there are no pavements because this is an industrial building in an industrial estate and this sort of free for all that ministers have given big developers is really producing substandard homes at a time when we need more homes but we need our homes to be better as well so that we get quantity is worthless quantity is part of the system I think people be surprised to hear that effectively this policy had ended up you know it might have had the great aim of putting more houses on into blocks and giving more people the chance of homeownership but instead it's been a great cost although not other legal issues here that you know of these people not breaking the law or creating a flat that doesn't have a window no they're not because. The basic standards that need to be met through the planning system are sidestepped by this by this scheme I think what will surprise people is that the scheme which was originally designed for conservatories on homes or minor extensions people didn't have to go through the full planning application to do such changes has been allowed by ministers to be used by developers to convert whole office blocks or warehouses into people's homes and it really should be no surprise you give developers the chance to cut corners and they do so just briefly if you reverse this scheme how would you then encourage more affordable high quality homes obviously something was getting in the way of that happening for the scheme to be brought in we know we don't we don't need to scheme to get the homes we need we built over 200000 last year without this scheme we built more on that but it was no scheme.
