Making their final arguments before the Iowa Caucuses, the republican president ial candidates took to the stage in des moines last night but attention was on the one person who was not there, welcome to your world this morning, im stephanie sy. And im delve and we are three days away from the first contest in the election itself and trying hard to focus on issues but as al jazeera tells us their attention kept turning back to the frontrunner. Reporter im an maniac and everyone on this stage is stupid, fat and ugly and ben you are a terrible surgeon. Now that weve gotten the donald trump portion out of the way. The big elephant wasnt in the room but it didnt stop them from taking shots at the missing frontrunner. I miss donald trump and he was a frontrunner and had a loving relationship and in between the tweets i kind of miss him and wish he were here. With that out of the way it pivoted to who would make the best president and newer sierran ben carson tried to make the case before that his lack of political experience is actually an asset. You will not hear a lot of polished political speech from me but will hear the truth, i had more 2 00 a. M. Phone calls than everybody here put together. Reporter Chris Christie said the only sitting governor in the race he should sit at the head of the table. What we need is someone who has been tested and through it and who has made decision and sit in the chair of consequences and who can prosecute the case against Hillary Clinton on the stage is exactly what im ready to do. Reporter at one point ted cruz threatened to pull a trump saying fox was egging on the candidates to attack hum and each other. Rand attack ted and jeb please attack ted. [booing] let me say this. It is a debate sir. No, a debate actually is a policy issue but i will say this gosh if you guys ask one more mean question i may have to leave the stage. Reporter when the candidates were pressed on immigration florida senator rubio and Florida Governor jeb bush traded blows. Used to support a path to citizenship. So did you marco. You want to trump trump on immigration. Christie jumped in and called the senators all talk. Stop the washington bull and lets get things done. When they turned to Foreign Policy ben carson stumbled. Putin is a onehorse country, oil, and energy. Reporter rubio promised to tear up the iran nuclear deal. We are cancelling the deal with iran. Reporter during the question about muslims in America Jeb Bush bashed the candidate again. In reaction to peoples fears that we should ban all muslims, well that creates an environment that is toxic in our own country. The question is will trumps no show turn the tide of the republican race and the first test is mondays iowa caucus will provide the answer, paul with al jazeera, new york. As you just heard donald trump boycotted debate in a despite with fox news and instead headlined his own event three miles away to fun raise for veterans. This is an honor, this is an honor and didnt want to be here, i have to be honest and wanted to be about five minutes away and ive enjoyed that, ive enjoyed that and the polls have done well with the debates and ive had a kick with it but you have to stick up for your rights. When youre treated badly you have to stick up for your rig s rights. Reporter trump pledged a Million Dollars to veterans causes last night and said he raised 6 million in total. He was also heckled a few times by antiwar protesters you see here and were quickly escorted out. Al jazeera Political Correspondent michael shore is live in des moines and michael good morning will donald trump regret his decision to skip the debate in front of iowa voters or will it actually help him . Good morning stephanie. I dont know if there is a third answer which there probably is or wont make a difference, donald trump did have the veterans event last night and 350 of us in the media and four or 500 members of the public, veterans, supporters of trump and didnt have the splash people expecting and allowed those debating on the other side of des moines a chance to get to issues they were not able to so it was not a distraction. Trump a lot of people said had nothing to lose by not going to this debate and already up in the polls and already doing quite well and could have harmed himself but have not with any of the debates before so the answer is we will have to see but i think it was probably a net zero game and gave the candidates on the other side a chance to actually say what they have been trying to talk about for a while. Lets talk about that because did trumps absence change it to more substantive issues and did it change the tone of the debate . Reporter well, you know, stephanie i was at the trump event and not able to see the event but from paul reporting and what others had been reporting including some reporters at Al Jazeera English the tone did change and it was more substantive and less of an entertaining debate but in some cases you had candidates who were able to get words out they have not been able to get out, rubio talked about religion a lot and trying for third place in iowa and thinks if he gets third place he can take that for momentum into New Hampshire and Little Things that happened last night what i was told and i was not at the debate but i was with donald trump and had to boycott it myself. Spending a lot of time in iowa and is iowa trumps to lose at this point . It does seem that way. Now the question of course and its an easy thing every reporter will say it will he be able to get out the vote and people going to the rallies will they go to the caucuses and seems so and its his to lose but its ted cruzs to lose, if he has gone to 99 counties and he will have gone to 99 counties and got a lot of the evangelical vote and needs to hang on to the vote, if he can win in iowa it will make a big difference for his campaign and also going to New Hampshire but more specifically going to South Carolina and the Southern States what they call the scc conference primary. We will speak to an endorser in iowa next hour with michael king and we are live in des moines and thanks. Under card debate last night featuring the four candidates polling near the bottom all complain there is too much attention on donald trump and not enough on the other gop candidates. This is what the media has been doing over the past year and trying to segregate and take iowa people out of the process. Reporter despite that Rick Santorum who you see there did stop by trumps veteran event and so did mike hubbing buy and fiorini contributed to two million if they had a one on one debate with her. F. B. I. Says they believe there are four people left at the oregon wildlife refuge and 11 members of the armed protest group in Police Custody and getting a look at what happened earlier when the Group Spokesman was shot and killed and Al Jazeera Catherine barrett has our story. Reporter f. B. I. Has just released new aerial video of tuesdays car pursuit and fatal shooting, there were no dash cams and was flushed out by statements of officers on the ground, no one disputes the afternoon ended with the shooting death of robert lavoyfinicum but how has been hotly debated. Various versions of what happened out in the Public Domain and most inaccurate and some inflammatory. To that end we want to do what we can to and transparent of manner as we can to give the public as much information as what happened that day. Reporter followed the feds down a canyon road pursuing two cars carrying leaders of occupation to a meeting in a neighboring town. A white vehicle leads, a dark jeep follows, officers pull over the second vehicle as the white car carries on and its hard to see through the trees but from the jeep ammon bundy and three others get out and are arrested peacefully. When the white vehicle is stopped one of the passengers gets out and is taken into custody then for nearly four minutes the white car and remaining occupants just sits. Throughout this time agents and troopers are providing verbal commands to occupants to surrender. With finicum at the wheel the car races off at high speed and hits a roadblock and he veers off the road and nearly hits an f. B. I. Officer. Finicum goes through the snow and reaches hi right hand to a pocket on the left inside portion of his jacket. He did have a loaded nine millimeter semiautomatic handgun in that pocket. At this time osp treepers shot finicum. Reporter releasing this video f. B. I. Seeks to convince the public that use of lethal force was justified. Law enforcement showed great restraint and we did everything we could to bring this situation to a peaceful resolution. Reporter learned from the f. B. I. Thursday they narrowed containment area around the wildlife refuge and moving back the heavily armored roadblock to a closer range so locals can get around on local highways connecting it but the wildlife refuge remains closed with people in it and negotiators are working around the clock to get them out, catherine barrett, al jazeera, burns, oregon. Reporter right now u. S. Troops are there in advisory roles in afghanistan, despite that american soldier was killed in a fire fight last month and six airmen killed in a suicide bombing in december. A storm moving to the west and could bring rain to california and lets bring in metrologist Nicole Mitchell and could see good news. More targeted the northwest than southern parts of california so as i put this in motion you can really see, look at the stream of moisture back so the pacific. We are going to have a number of wet days and so far this has targeted more in the northwest, Northern California northward. We have states Like Washington state almost entirely out of the drought situation now, that really eroded in oregon and california where resent rains are out of extreme drought but we still have that is central and Southern California and need more moisture in that direction and looks like we will. See the rain we have, heavy rain so there is still the flooding, land slides that potential over the next couple days but with the stream of moisture you can see how this just continues different bands through the weekend and looks like we will be dealing with this and that means we have a lot of different advisories up and a little bit of a color box and any of the pink and purple are for snow and the highest elevations could get one or two feet, the different greens are flood concerns because this is more of a rainstorm until you get into the Higher Elevations and the browns are for high winds across the region and does start to spread more interior and this is by the time we get to tomorrows forecast we can see montana and montana a couple days ago or yesterday we were in the 50s and still mild today and the system will start to change that but its even more as we get into sunday that a little bit of that moisture, not a lot but a little bit of it will move into areas we need and need to watch the systems closely and by the middle of next week it could mean Severe Weather for other parts of country so its going to impact a lot of people. Or more Severe Weather as we like to say and nicole thank you very much. Candidates making claims during last nights debate and we will separate fact from fiction. A republican president ial candidate heads back to the campaign trail this morning after their final debate before the Iowa Caucuses and debate focused on immigration and National Security and the person who was not there donald trump and skipped the event with a host and fox news and held a fundraiser forward veterans about five miles away. Candidates tried to focus on the issues in last nights debate but what they said wasnt always truthful. So david shoe sterseparated fact from fire work. Reporter jeb bush of course was kidding, the serious false claims though came quickly, florida senator rubio stated military and intelligence have been weakened. Only a Strong America will we defeat this group called i. S. I. S. That is why when im president we will be build our intelligence capabilities. Reporter the intelligence budget of 50 billion a year is as large as its ever been and the u. S. Spends more money on intelligence than any nation in the world. Rubio latched out at the u. S. Militarys size. Today we are on pace to have the Smallest Army since the end of world war ii and the Smallest Navy and airforce in our history, you cannot destroy i. S. I. L. With a military that is being diminished. Reporter while its true the overall size is smaller, the aircraft are more lethal, navy ships more powerful and the bombs and missiles are more precise. Texas senator ted cruz defended his call for attacking i. S. I. L. Held territory with carpet bombing. Do you know what carpet bombing is what we did in the first persian gulf war 1100 air attacks a day, saturation bombing that utterly destroyed the enemy. Reporter they were targeted and carpet bombing is when you destroy the area with no regard to civilians, a policy that military analysts say would cause more harm than good. New jersey Chris Christie delivered a whopper about the obama policy towards police. Barack obama has made Law Enforcement the enemy, Hillary Clinton has made Law Enforcement the enemy and not supporting Law Enforcement officers. Reporter the enemy some Police Believe the administration has placed too much emphasis on Civil Liberties but no Police Department accused the administration of not supporting Law Enforcement. Christie also tried to hit president obama over wages. 45yearold construction worker out there who is having a hard time making ends meet and lost 4,000 in the last seven years and his income because of this administration. Reporter actually the recession began in the last Bush Administration and according to research which is nonpartisan wages over the past five years over the Obama Administration have been rising. While donald trump was not at the debate he did promote over social media talked about megyn kellie with saudi prints and sister but the image is fake and was photo shopped from this. It was all part of another wild night. Stop the washington bull and lets get things done. Reporter david with al jazeera. Republican strategist and former white house out reach during the george w. Bush administration and is live from washington and thanks for being with us and the candidates are doubling down on tough talks saying destroy i. S. I. L. And u. S. Is weak and ted krz when asked to carpet bomb i. S. I. L. Take a listen. Carpet bomb is what we did in the first persian war 1100 air aday saturation bombing that utterly destroyed the enemy. Reporter you are in washington, congress has not declared war on i. S. I. L. And yet here is a senator that cannot get any of his fellow senators to back him, how is he going to get tough and how is he going to get anything done in washington . Well, i think that is one of the main critiques about senator cruz del is there are things he claims to do that he doesnt actually do. A lot of times you have a lot of political grandstanding and political opportunity things that senator cruz does so at the end of the day you will have a lot of tough talk in the gop primary because that is what the voters want to hear and as a result of what they perceive as a factless Foreign Policy from the Current Administration they want somebody who is going to be talk and aggressive and strong so that is probably why you hear more candidates like senator ted cruz use such language. The voters in iowa, the people that are going to be going to the caucuses have been listening for more than a year and see the newspapers and see the poll and the Fact Checking segments so is that going to help or hurt candidates when they say things that just arent true . Well, i think at the end of the day this election as of right now is less about your Fact Checkers and what like myself and what media types like yourself tell them, its about how they feel, its about what they want their next leader of the free world, what direction they want that people to take the country in so they like what they hear and they will vote about how they feel that person is going to be able to lead this country and so that is why we have seen a lot of policy on both sides and people are not releasing thousands of pages of documents about their policy proposals because right now the American People especially those that are these primary states, the early primary states are focused on what the candidates say and the emotion that they feel as a result as it relates to what they are saying that is why polling is so important, polling is not about how the candidates, the policy proposals polling is how people feel in the moment about the candidate. Lets listen to this, contested debate last night on issue of immigration, take a listen to this. I used to support a path to sit zen ship. So did you. You changed the book. So did you. Now you want to trump trump on immigration. Reporter tough talk in iowa but what about states in the south where targets of the rather and hispanics are actually voters . That is a very good point, del. The candidates who are focusing on iowa or New Hampshire are those candidates who have an iowa or New Hampshire strategy meaning if they dont do well there they dont go any where. They are talking South Carolina and sec primary and other one and feel as a general Election Strategy is a better strategy for them because they have the Ground Support to do so. Immigration reform is a major issue across the country especially in the gop primary but for people like senator rubio its a tremendous albatros around his neck because facts are facts and flipped on his position on it and other candidates are calling him out about it because they know when you get out of iowa and New Hampshire and get to New Hampshire in the sec primary in South Carolina these are going to be major issues to these people especially heading into nevada and arizona that is why you saw joe arpiao because of the position on immigration. The race in iowa tight and trump or cruz could get the nod and several heavy weights and say if either gets the nomination they could doom the party for years to come, first of all do you share the belief they could damage the senate and house races and doom the party . I think when you look across the stage last night you saw that donald trump is not the only candidate that can lead. You saw the diversity of our party. He might be the candidate. And if he is a candidate that wins we as a party are going to have to unite around him but there is great concern and share the concern on whether or not donald trump or ted cruz but mainly donald trump can win the general election and there is concern for the down ballot candidates and not and house and gubernatorial candies candidates effected by having someone like that on the top of the ticket but donald trump said he will be different in a general election and govern different if he is president and i hope so because we have to expand the party and bring more people in and appealed to independents and moderates the way casey does in my opinion. Joining us from washington d. C. And thanks for being with us. A plus with out seiters in frontrunner positions is uch is such vigorous debate around the candies. Disagreements on who is going to taking part in geneva have complicated any fame work for discussions. James bays has the latest. Reporter the Syrian Government delegation we understand, we havent seen any pictures of them, but we understand they have landed at the airport. A big delegation here. In the coming hours the president will be meeting staffan de mistura. Some other figures are here, the main delegation, the list drawn up in saudi arabia, they have written letters to the u. N. Secretary ban kimoeimoon copi the u. N. Secretary saying they cannot come and talk around a table with the colleagues are being bombed on the ground in syria. They want sieges lifted. These are among the conditions they put before they will come here. Having said all that, they are coming to geneva, a small group of the socalled commission have taken off from riyadh and on the way here. Im told that they are going to be meeting at some point later in the day, staffan de mistura, but not at this stage taking part in negotiations. I think they will be discussing with him their conditions in taking part in negotiations. Its not clear whether the small delegation actually represents all of the High Negotiating Commission that is back in saudi arabia because we know there were divisions there when theyve had various votes on whether to come or not. So a confused picture starting the process but not an actual negotiation that is our correspondent. The department opposing any delays more than 30 people, including ten children, have been found dead off the coast of greece and italy in the last 24 hours. More accusations in the car. Children were interviewed as young as 7 who say they were sexually abused. It is alleged to have happened in 2014 and only came to light this month. Our correspondent is live for us. Please give us the details of this report. Reporter very troubling accusations coming out of car, very serious accusations, so i want to set the stage of what were talking about here. First of all, these involved e. U. And french troops not necessarily u. N. Peacekeepers as theyre comingly known as. It is a separate p entity. These troops were in the car to protect the people in a country that has been mired by sectarian violence. It was there only about a year. Theyve left. There are still french troops there, about eight to 900 or so. These new allegations come after a u. N. Team investigating previous allegations of sexual abu abuse. Theyre interviewing more children. They date back to 2014. There are six allegations, two against french troops sexually a aabusing a girl and an about boy, aged 7 and 9, u also e. U. , all young girls, teenagers that went to the u. N. Saying they were sexually abused by e. U. Troops. What countries ares it is still unclear. Three of the girls identified their perpetrators of these crimes as being from the georgian contingent. Clearly this is very, very troubling. Were told that these all stemmed from events that happened in a camp outside of the capital of banghi. Lets listen to more of what the spokesperson for the commissioner said just a short time ago about this. U. N. Human rights staff in the car have also separately interviewed a girl and a boy who were aged 7 and 9 when they were allegedly abused in 2014 by french troops. The girl said she had performed oral sex on french soldiers in exchange for a bottle of water and a sachet of cookies this is not the first time that troops in the car or in other places have been accused of abuse. How does this keep happening and who is responsible for stopping it . Is it the u. N. . Reporter how does this keep happening . That is a question that a lot of people here are going to be asking themselves when they arrive to work here in the next few minutes or so. I can tell you that ban kimoon last year called an independent investigation to look in into this and the result was said there was gross failure by the u. N. To deal with the allegations. The u. N. Has their hands tied here in some regard because all they can do is try to educate the troops that are under their commands or foreign troops as best as they can, but the fact remains there are two things going on here. With french troops or e. U. Troops there, theyre there under the auspices of the u. N. Auspices. Any wrongdoing that is done there, all they can do is refer it back to the country. In this country it would be france, georgia and the e. U. Beyond that the u. N. Cant do much. With u. N. Peace keeping troops all the u. N. Can do is send them back to whatever country theyre from and get justice or face courts or criminal proceedings there. Sometimes that happens and sometimes it doesnt. The u. N. Basically can try to educate the troops in countries where theyre operating, try to hold them to the highest account and highest standards as possible, but beyond that the u. N. Has no mechanism really to punish peacekeepers beyond that it will depend on their home countries. Thank you gabe the Health Minister is growing more and more concerned about the zika virgs as the virus as the country is to hold the olympics in august. More on the international concerns. Reporter the World Health Organisation says that 23 countries in the americas have mosquitos that are spreading the zika virus. There are cases here in the uu, but all of those people travelled to one of the affected areas and picked up the virus there. Health officials in the u. S. Are on the alert and they are mobilizing to fight this latest threat. Reporter the fear is understandable. The zika virus isnt particularly harmful in adults, most dont know theyve been bitten by a mosquito carrying zika, but the concern is for pregnant women who get infected. It may be linked to a severe birth defect called microcephaly, babies born with smaller skulls and brains. The head of the w. H. O. Will convene an emergency meeting next monday to decide whether to declare a Public Health emergency. The level of this is high. It is a level of uncertainty. Questions about we need to get some answers quickly. Reporter here in the United States the center for Disease Control has confirmed 31 cases in 11 states and the district of colombia. All of those are people who had travmd to the affected travelled to the affected areas. We are optimistic that if we do see local spread in the United States, the continental u. S. , it wont be large outbreaks. Reporter the kind of mosquito that spreads this virus is found in florida and texas. Experts say those areas have good Mosquito Control and air conditioning and the population is not as dense as south of the border. The cdc has advised pregnant women to postpone trips to various parts. The president ial obama met with his team to discuss the zika outbreak calling for accelerated research to develop a diagnostic test, drugs and vaccines. Our real concern is about this correlation between the zika virus and a particular birth defect. Thats what were mindful of and were mobilizing the response that we believe is consistent with the threat that is out there. Reporter Infectious Disease specialist said the best medicine is getting rid of the disease carriers. We can beat these in a regard straightforward fashion by controlling mosquito populations. Reporter he is calling for stepped up research into safer insecticides to fight mosquitos and he says it is critical to destroy their breeding grounds, even small amounts of standing water. Experts say there is one report of possible spread through a blood transfusion and another through sexual activity. As of now they do not believe person to person contact is a major concern. We have to keep it in perspective. Its again something to watch and keep our eyes on, but not something to get panicked about just yet. Reporter if you are concerned and may be travelling to one of the areas where the virus is present, the advice is the same for anyone who is trying to avoid a mosquito bite. Wear long sleeves, long pants, use bug spray and you should know that the kind of mosquito that carries the zika virus does not come out just at sun set. It is actually active and biting all during the day the u. S. Saying is it hopes to start vaccine trials by the end of the year in michigan 128 Million Dollars has been agreed for further help. Im going to speak to Iowa Congress man steve king about his support for ted cruz and whether the paurt will be able to party will be able to rally around him now is not the time to pull out. Were back in two minutes. With their unique voice. The question is, do you know how to develop it . Her life, legacy and songwriting secrets. Tapping into a spirituality inside of the music is very important. I lived that character. Go oneonone with americas movers and shakers. We will be able to see change. The truth is youve been willing to say and do anything in order to get votes center stage ted cruz now in the hot seat for the debate before the caucuses it was donald trump stealing the show. He skipped the debate but still got a lot of attention on the stage the f. B. I. veal what happened in that oregon flint demands answers about who may have known about dangerous contamination welcome to your world this morning the republican president ial candidates have three days to convince voters ahead of mondays caucuses last night they faced off to are the last time, but donald trump not there despite sitting it out, he was still very much on the minds of his fellow candidates. Im a maniac and everyone on this stage is stupid, fat and ugly and ben youre a terrible surgeon. Now that weve got the donald trump portion out of the way reporter the big elephant wasnt actually in the room thursday night, but that didnt stop donald trump rivals for taking shots at the missing front runner i missed him. He was a teddy bear to me. We had such a loving relationship in these debates and in between and the tweets. I miss him. Reporter with that out of the way, the debate pivoted to who would make the best president. Retired neurosurgeon said his political experience, lack of is an asset. Ive had more 2 a m phone calls than everybody here put together reporter Chris Christie argued that as the only sitting governor he should said at the head of the table we need someone on that stage who has been tested, who has been through it, who has made decisions, who sit in the chair of consequence and who can prosecute the case against Hillary Clinton on that stage. That is exactly what i am ready to do reporter at one point ted cruz threatened to pull a trump, complaining that the fox news moderators were egging on the candidates to attack him please attack ted, everyone please attack ted. Reporter it is a debate sir no. A debate sapol issue, but i will say this, gosh, if you ask one more mean question i may have to leave the stage reporter when the candidates were pressed on immigration, marco rubio and jeb bush traded blows you used to support a path of citizen ship so did you reporter when rubio and cruz on immigration now you want to trump trump on immigration. Stop the washington bull and lets get things done. Reporter when the moderators turned to Foreign Policy, ben carson stumbled putin is a one horse country oil and energy. Reporter marco rubio promised to tear up the iran nuclear deal. We are cancelling the deal with iran. Reporter during a question about muslims in america, jeb bush bashed the absent can date again mr trump believed in reaction to peoples fears that we should barn all muslims. Creates a toxic environment in our country. Reporter will Donald Trumps no show turn the tide of the race . The first primary test, mondays iowa caucus will provide the answer as you can see, donald trump skipping that debate headlining his own event three miles away to raise funds for veterans this is an honor. I didnt want to be here, i have to be honest. I wanted to be about five minutes away. Ive enjoyed that. All the online polls i have done well with the debates. Ive had a kick with it, but you have to stick up for your rights. When youre treated right, you have to stick up for your rights donald trump pledging a Million Dollars saying he raised 6 Million Dollars all told. He was heckled by anti war protesters who were quickly taken out. What was the mood like at the trump event . Reporter yes. Good morning. It was a strange event. A lot of people had anticipated that donald trump would make some bold bottom was particular bombastic statement. It was a veterans events. A couple of other candidates came over, but the event was really not seen by a lot of the folks who were there as an event to poke fun at fox news. It was really to talk about veterans. Donald trump talk a lot about money, how much he has and how much he has raised. It was that kind of a night. There wasnt really any news made at his event we are now just three days before the Iowa Caucuses. What are you hearing from the voters there . Reporter you won that bet. People here are starting to make their decisions finally and what people are talking about now are the evangelical christians because donald trump has attracted many of them, even though thats not his background. Ted cruz has made a big push for them and has done well, but needs to keep those voters. Marco rubio talking a lot about christian values last night, bringing god up a lot, making a very big push for the voters, trying to finish third here marco rubio surging in iowa, but as you mentioned he was pushing out to the evangelical vote last night. Is it too little too late, though . Reporter its hard to say. I talked just down that third place. Third place is exactly where marco rubio wants to be. If he can do well in third place, come very close to the second place finisher, that is good for him. He has been surging, but it is not a national trend. His numbers in New Hampshire have gone down as john kasich and jeb bush has gone up. The National Plan for him, he has remained flat. He is hoping that he does well in iowa that creates momentum something to warm you up. Only three more days before they actually caucus. Thank you for that. Michael thank you very much. There was also that undercard debate, the former republican candidates who have been polling near the bottom complaining there has been too much time on donald trump and not enough on other g. O. P. Candidates. This is what the media has been doing over the past year in trying to segregate and obtaining iowans out of the process. They deserve to hear from every candidate on an equal footing saying that, Carly Fiorina said she would give 2 million to veterans groups if donald trump would have a oneonone debate with her this morning f. B. I. Is working to get the people out of the wildlife refuge. Just four people remain there after 11 were arrested. Were getting a new look at what happened when the groups spokesman was shot dead. Reporter the f. B. I. Has just released new aerial video of tuesdays car pursuit and fatal shooting. There were no dash cams. Noone disputes the afternoon ended with the shooting dead of Lavoy Finicum, but how it happened has been hotly debated we know there are various versions of what happened out in the Public Domain. Most of them inaccurate, some of them inflammatory. To that end, we want to do what we can to and be as transparent to give the public as much as possible as to what happened that day reporter the planes followed pursuing two cars carries leaders of the occupation en route to a meeting in a neighboring town. A white vehicle leads and a dark jeep follows. The second vehicle is pulled over. From the dark jeep three people get out and are arrested peacefully. When the white vehicle is stopped just one of its passengers gets out and is taken into custody. Then for nearly four minutes the white car and remaining occupants just sits. Throughout this time troopers are giving commands to the occupants. Reporter but Lavoy Finicum at the wheel it races off. He veered off the road Lavoy Finicum leaves the truck and steps on the snow. On at least two occasions he reaches his right hand toward the pocket on the left inside portion of his jacket. He did have a loaded semiautomatic handgun in that pocket. At this time, troopers shot Lavoy Finicum. Reporter in releasing this video the f. B. I. Seeks to convince the public that the use of lethal force was justified the lawence forcement showed great restraint, that we did Law Enforcement. Reporter theyre still working for a peaceful conclusion. The negotiators are working around the clock to persuade remaining occupiers to leave also this morning investigators in california saying theyre closer to finding those three escaped inmates. They say they believe the men are in a white stolen van and have not yet left the country. Meanwhile there has been another arrest in connection. She say 44yearold teacher who had been working at the jail. Reporter at this point theres no confirmation that she brought tools into the jail. She is denying having brought the tools. We do know is that she provided google maps, those types of things, to prepare for the escape many arrested including five gang members that they believed helped the four escape. Reporter president obama is picked to take over a military command in afghanistan and admits the system there is deteriorating. That came from john nicholson. Many senators argued against the plan to remove about half of u. S. Troops in afghanistan by next year. Nicholson has promised to make recommendations based on conditions he sees on the ground i share your concerns and i would ask your indulgence to come back to you once ive had a chance to get on the ground and do a detailed assessment of this to really give you the answer sz youre looking for u. S. Troops are officially only in an advisory role in afghanistan. Despite that an american soldier was killed in a fire fight last month and six air men were killed in a suicide bombing in december the pentagon is out with proposals to help Service Members and their families. A plan for increased parental leave, including doubling maternal leave, in an effort to recruit and retain quality members turning to weather, the west coast is expecting some wet weather this weekend in parts of california are in for some long awaited rain. Reporter wet, windy, wintery all for the west. A lot of ws in there. Part of it is the fact that you can see this plume extend to the pacific. Now the moisture moving into the coastline, but a long tap of moisture for us to be dealing with. This is going to take us through the next few days and keep the weekend pretty active. We have some of that heavy rain right now. You can see portions of that along the woshing tonne oregon washington oregon washington oregon border. Close to the close is where we have some of that exceptional draught, the draught with all the systems have chewed a lot of this area, some improvements, but we need it to head further south. Also areas of snow. We have the highest elevation, above 7,000 feet in sierra, maybe two feet, but also theres the wind component of that. So some of those upper ridges higher in the smoch, you get the stronger winds, but funneling through the mountains. Some of those could top a hundred miles per hour. Theres a lot of things going on. Lower elevations there is more of a rainstorm. You get through the mountain passes and see the snow. We have some pink for nevada is freezing rain. This is tomorrows forecast. It is starting to go further to the south. Sunday, a chance to go south. By the time we get to next week these could be severe thunder storms for portions of the central and southern United States also fascinated yesterday that the w. H. O. Linking zika to el nino, saying that the wealth weather has led to more mosquitos. Reporter we talk a lot about what is happening in the United States. But it causes ripple effects around the world. If you have more places with more moisture, its more of an ebreeding ground breeding ground ahead, still on the debates going to court, teachers in detroit file suit in hopes to fix the citys deteriorating schools. Stand here so im not photographed with the trump sign. Im supporting another candidate for president thats Rick Santorum. They went there after they took part in that debate in blasting the media for giving donald trump so much coverage donald trump. If we win iowa were going to win New Hampshire and run the table. Reporter just days before the Iowa Caucuses, the republican race has turned fer ocious he is dropping like a rock in the ratings reporter in the battle between anti establishment candidates led by donald trump and Party Insiders, including marco rubio, jeb bush and Chris Christie, theyre getting crushed donald trump represents the middle finger sectors reporter the angry message is becoming louder just about every candidate in the field was attacking donald trump. Now theyre attacking me. I guess something has changed reporter even donald trump with his anti positions seemed amazed his political incorrectness has generated so much loyalty i could stand in the middle of fifth avenue and shoot somebody and i wouldnt lose voters. Its incredible reporter behind donald trump is ted cruz. Christian conservatives proposal prize caucus goers have been rallied by his appeals i want to ask each and every one of you is that you pray, is that we go to our knees and we pray for our country, for this awakening, the spirit of revival sweeping the country reporter two years ago ted cruz defied leaders and shut down the government there are politicians in this body who are not listening to the people reporter john baner calls Ted Cruz A Jack arse and former figures have said they would support ted crdonald trump over. Everything is up for grabs reporter strategists believe there is still an opportunity for a Party Insider to be the trump cruz alternative. If you take casic or others. Reporter the establishment is on life support and that donald trump or cruz would be a g. O. P. Disaster. If you nominate trump and cruz, i think you get the same outcome. Death by shot or poisoning, does it really matter . Republican congress man steve king who has endorsed ted cruz for the nomination joins us know. I know it is an exciting and busy time in iowa so i appreciate your time. I want to show you the kind of headlines that people are waking up to. Rough night for cruz. Do you agree it was tough for him last night . Well, i just saw that headline here a few minutes ago. What i said was, well, thats news to me. I had the best seat in the house sitting next to cruzs daughters. No, i didnt think it was that rough compared to what i expected. When donald trump pulled out, i predicted that all of the candidates playing this aggressive game of political king of the hill would turn their guns on ted cruz and they didnt. When youre in a situation where everybody is take ignore shots at you, the moderators were taking shots, serving up the opportunities for the debaters to take shots, its hard to turn that to a positive message. You have to deflect the blows and turn it around. It gives you 60 seconds to do that. I thought he had a goodnight. I thought he could have had a better night, but if youre objective whoever youre for youre going to think that have you spoke to cruz since last night. What is the feeling in the cruz camp this morning on what they have to do in the next three days to pull iowa voters . The strategy was put together by ted cruz months ago and he has always been on schedule for the plan and the strategy for a nationwide campaign. He has raised the money that he said he was going to raise. In fact, he has raised more. So the strategy here in iowa is to complete this out, to hit the rest of the stops, to finish out on monday and in doing so have touched people in each of the counties, the organization is there, the turn out effort is there. The Cruz Campaign has a significantly better ground came than anyone else here in the state of iowa. The question is, people never coming to caucus before, will they come out for donald trump, and i think it will set a record for turn out, but not as big a leap as the trump people are predicting. By the way, what happens here, they saw what happened last night. I believe the number was 39 undecided going into the debate last night. They were moulding their decisions, keeping their powder dry, so to speak, waiting for the debate because they wanted to see the trumpcruz match up. When donald trump pulled out and had a side show, its an insult to the party to see that happen and so it became the game of political hearing there have been some major endorsements for donald trump in recent days, sarah pailen and this one that could be the decisive factor, james folwel junior. How do you explain that . That is an unexplainable thing. I watched trumps speech at the university. There is the joke two corinthians go into a bar. He used proceed feignity profanity. He end up with an endorsement. I say its unexplainable except that donald trump has unlimited resources that he can bring to bear. Thats a whole set of different tools. Its hard to say no to donald trump. I say thats how to explain it you have said that before and recently you mentioned in a political article that trump may be using some of his money to gain these endorsements. What did you mean, exactly, by that . I believe the word i used was resources. That he has not quite unlimited, but a lot of resources. Those resources include the reality show and the fortune and fame and opportunities down the line. There is also the fear factor of trump turning against you. He has done that. He has turned around and attacked everybody who has challenged him. He is a serial insulting tweeter. He sits down and tweets insults at people. That whole package together, im aware of pretty powerful endorsements that are not coming forward because they fear the retribution that can come down the line from the power of the 10 billion dollars of donald trump. I think that he is bullying people along the way too lets go back to cruz. Until recently people might have known him because he spent on the floor reading green eggs and ham which led to a government shut down that year. Can someone who is considered an obstructionist, even by some in his own party, be effectively in the white house . I have zero concern about that being a problem. There was a lot more to the 21 hours in the green eggs and ham. A lot went into the depth of obamacare, about how the federal government taking over our bodies and managing the health, but ive watched it led to calls that he was an obstructionist. Can you govern in the white house by being perceived in that way even by members of his own party whoever said that they believe he is an obstructionist is that persons opinion. I have seen when the president takes the oath of office, the party lines up and they Work Together and you can also work across the aisle because youve got so much leverage. Ted cruz knows how to get things done. He makes good decisions based on fact. Ive been able to work with him on issues of immigration and ethanol here, a policy which provides for open competition and market access. Ive seen no sign of that. This is just political competition and if they cant take on an issue, then they start to attack the personality. Thats pretty weak in thats the best youve got thank you steve king for your time this morning. Thank you he failed to mention the fact that the governor said dont vote for ted cruz. Reporter then you have established people who said both trump and cruz will have a problem none of the colleagues have lined up to support him. When we come back, the Syrian Government is in geneva for the peace talks but noone else has showed up. Why the opposition is boyco boycotting. We need to get answers quickly plans to tackle the zika virus. A critical first step on the road to the white house. You have to find common ground. Im doing whats right for you. Thats the kind of debate that we need to have. Stay with Al Jazeera America for. Its going to be about getting people out to the caucus, which is not an easy thing to do. Comprehensive coverage thats. The focus will be on South Carolina tonight. Welcome back to your world this morning. The u. N. Saying syrian peace talks are getting underway in switzerland despite the fact that the opposition is not going to be there disagreements on who will take part have complicated any framework for discussions. Al jazeeras james bays has the latest. Reporter the Syrian Government delegation we understand, weve not yet seen any pictures of them, but we understand they have landed at geneva airport, headed by the syrias ambassador. We understand in the coming hours he will be meeting staffan de mistura. Some opposition figures are here, but the main delegation, the list drawn up in saudi arabia, they in recent days have written letters to the u. N. Secretary general ban kimoon saying were not coming to geneva because we have certain conditions to be met. We cant possibly come and talk around a table when our colleagues are being bombed on the ground in syria. They want sieges lifted. These are among the conditions they put before they will come to geneva. Having said all that, they are actually coming to geneva, a small of the socalled High Negotiating Commission have taken off from riyadh. Theyre on the way here. Im told by their advisers that they are going to be meeting at some point later in the day staffan de mistura, but not at this stage taking part in negotiations. I think theyre going to be discussing with him their conditions for taking part in negotiations and its not clear whether the small delegation actually represents all of the High Negotiating Commission that is back in saudi arabia because we know there were divisions there when theyve had various votes on whether to come or not. So a confused picture started the process but certainly not any actual negotiation al jazeeras jails bays reported from geneva. James. More than 30 people including 10 children have been found dead off the coast of greece and italy in the last 24 hours. 25 bodies were found when a boat capsized off an island. Migrants were attempting to cross from libya and turkey. It is not clear if they were escaping the war in syria jason rosian making his first appearance after being released from prison. As you can see, they were emotional as they talked about his ordeal. The journalist saying his jailors saying the u. S. Government would never fight for his release. In the military, as you all know, and in other dangerous callings, the most sacred pledge to make is you will never leave a buddy behind. Like most pledges, it is a lot easier to say than to do. Today im here in the room with the people who helped prove the iranians wrong in so many ways. Each day since my release i learned more about the efforts to gain our freedom he was held for 544 days. Teachers of detroit taking a step to solve crisis over their school they are suing the district to get buildings fix and the manager removed. Reporter the Teachers Unions lawsuit follows weeks of teacher sickouts that all but shut down the district educators have been snubbed, ignored, disrespected and punished when they informed the School District of problems and pleaded for them to be repaired reporter the teachers have released images showing schools with leaky, mouldy ceilings, toilets were no seats and one imaenl showing mushrooms growing out of the wall. It calls for a new plan to make needed repairs. I dont go to work and deal with those conditions. My kids shouldnt have to deal with them either. Reporter it is illegal for the teachers to strike, so they turned to sickouts to make their point, which kept some 47,000 students in detroit out of school. Despite that, some parents are siding with the teachers last year my kids were out of school for 11 days because of building problems. Reporter the teachers blame state leaders and the manager. Part of the school for him to be removed. He is the same person who once ran the city of flint and facilitated the switch that led to that citys contaminated water crisis. The blood is on the hands of the emergency manager and governor snyder. Reporter the district has a 107 Million Dollar deficit and says it may run out of money by april in 1999 the detroit Public Schools had a 100 Million Dollar surplus, but in that year the governor planted the first of four powerful managers to run the district. The teachers say returning to an elected school board would help solve the problems as well as the state taking on much of the systems debt what is governors snyders ideas for solving this . He wants to divide the School System into two yunlts, one which would exist to erase the schools deficit and one to give new state funds to the 250 million or so to educate the students. Teachers oppose that plan so the controversy continues. Thank you very much in flint, michigan, law makers have approved another 28 Million Dollars in emergency relief as newly released emails raise questions about the states response. The liberal group of pro progress michigan put out the emails. They were telling the residents were safe but they brought in water dispensers for the workers. They say it wasnt related to flint and given to provide a choice. Flint is not the only American City dealing with water problems right now. People in northeastern ohio have also found led in their water supply. Reporter angry residents packed a City Council Meeting this week desperate to find out how much the city knew about problems with the water i was never notified of this problem. Trust me. Im a water plan operator, so i know what these letters look like. Reporter City Council Members insisted they knew nothing, but the denial left many here worried about the safety of their water. It was just last week that the citys 8,000 residents found out their water was contaminated with led it doesnt mean it come from the water reporter the state e. P. A. Said it notified the city back as far back as october it seems like they stuck their head in the sand to ignore it, until somebody handed a piece of paper for the method of dealing with it reporter the state has stepped in, removing the water plant director and launching a criminal investigation. Officials say james baits falsified test results over the summer to show an acceptable level of led and failed to notify residents about the problems. Now businesses are using bottled water and buying ice from neighboring towns to keep customers happy. We have kids, pregnant women, women that are breastfeeding that come in here. We dont want to take the chance until they say its okay to use the water reporter water fountains at two schools tested positive for led last week. Prompting closures and blood tests. The school s are now back in session but parents say they still dont trust of the water elevated led levels have been found in five children who live in the area where tainted Drinking Water has been found in chicago a Police Officer accused of shooting la question and answer Mcdonald Laquan in court today. Video showed an officer shooting the youth 16 times the World Health Organisation has issued a dire warning about the spread of the zika virus. It says it is spreading exemploy sievely and four Million People could be infected by the end of the year. The agency is holding an emergency meeting on friday to discuss the virus and the response. A journalist who has been travelling the world and has a new documentary called in ebolas wake. I want to start with the zika virus. Do you see any comparisons worthy of making between the spread of zika and the spread of ebola and the response by the w mo . The major difference that i see is that the w. H. O. Is eager to raise the alarm early around not be behind the outbreak like they were with ebola, but zika is a different beast. It is transmitted by mosquitos and, of course, mosquitos have to be targeted in order to tackle that outbreak. With ebola the major route of transmissions were people, bodily fluids, direct contact. Ebola was a totally different matter were going to be airing your documentary which takes the perspective of the lie beerians lyberians who coped with it. This morning its hard. We got better. I wanted to walk but it was a problem. [ ] i have in laws that live in lyberia, i have been to the country. Youre looking at a country that just emerged from 20 years of civil war. Now dealing with a major crisis. How tough was it on the people of lyberia. The story behind the story it was very tough because the people there told me that ebola was worse than the war because during the war you saw your enemy, you knew your enemy and you could go the other way. With ebola the enemy was an enemy to everyone, you couldnt see it, and this enemy came to you in the form of those that were closest to you, your loved ones, because if you were sick, you went back to your family and your brothers, your mother, your forth was looking after you and those that were closest to one another were actually the most at risk. That put a lot of strain on the villages, on the societies, on this tightlyknit communities. It was very tough for them the documentary is called in ebolas wake. What do you want viewers to come away with . What is different about the story youre telling . I think i take a strictly lyberian perspective and what has been forgotten, the International Forces did work, but the crucial work was done by the people themselves. In the center where i filmed my story, over 90 of the staff working there were lyberians. I felt a lot of focus was on the International Relief effort and the people were reduced to victims. I wanted to get away from that because it really wasnt the case. They did a tremendous and crucial job there thanks for being with us this morning. By the way, we want to say that you can watch it, it airs this sunday at 10 p. M. Eastern time 7 p. M. Pacific time. I will be watching thanks. More bad news for the Global Economy the new numbers out moments ago showing the u. S. Barely growing in the last quarter spying in the oc, police and Southern California accused of watching millions of people at disneyland every year. The all important numbers are out this morning showing the u. S. Economy barely grew our economics reporter with us. Break it down. What do they mean . The economy grew point 7 , less than 1 in the final three months of last year. This was slightly worse than the general consensus but not really unexpected. This is backward looking data and everything was signalling to the fact that things were slowing down in the fourth quarter. Consumer spending actually decelerated. It was still on the plus side. It was up 2. 2 . It was a deceleration from the third quarter. The impact of the strong dollar has been harming the u. S. Economy. Look to further than exports. They took a beating in the fourth quarter, down 2. 5 . A big drop in exports. Thats because the u. S. Dollar is strong against other currencies which makes u. S. Goods more expensive to buy overseas. Business investment, we talk about High Oil Prices and how theyve been harming u. S. Shale oil producers. Business investment was down 1. 8 . Thats not a great signal. That means the business are not investmenting in capital goods to expand their businesses. That was the harm too. Another thing too, businesses are still working through their inventory. You want them to build them up because then business will be good. The fact that theyre still working them down not good. When you look globally, the bank of japan is slashing Interest Rates to less than 0. What does that mean in light of this most recent report and in light of fed policy . Yeah, exactly. The gdp report and the boj decision will have an influence on policies. So the bank of japan today moving its Interest Rates to less than zero. In effect, charging banks for actually parking their excess reserves at the bank of japan. Why do you do that . Because you want to say one day another way to look at it is paying banks to lend out in some ways . No. What youre doing is putting your charging the banks to keep the money in the bank of japan. It is profitable for them to lend it out rather than parking it. It is trying to boost inflation. Theyre concerned about low inflation. Theyre concerned that inflation is not moving towards their 2 target in the shorter term. They want to see prices go up. When you look combination of the economy slowing in the fourth quarter, and we talked about this with low oil prices and commodity prices, driving down prices here in the u. S. And also through key when we look at our dwindling imports, because what are we doing . Were importing cheaper goods next quarter a major snow storm. Thanks force being with us. Snoosh for the f. B. I. Is now investigating a hack on its servers. Files were posted on line of the police. They include names and addresses of officers. Its unclear who is behind the hack. The order of police represents 30,000 Law Enforcement officers across the u. S. Surveillance of visitors to disney land. One of the devices they might have used was a military grade piece of equipment called a dirt box. Al jazeeras correspondent reports. Reporter the cell phone privacy of millions of disney land visitors could have been compromised by a program. Its alarming when Law Enforcement is purchasing tools in secret that take advantage of these devices that we rely on for our private communications. Reporter through a freedom of information request the aclu obtained documents showing how over a span of almost ten years police built an inventory of surveillance tools. They include sting rays which mimic towers. Your phone would connect to a cell tour over here. With a dirt box, this man in the middle attack, this will talk to the mobile phone and be in the mimgdz. It will intercept all communications. Reporter this document shows police requested a grant from the department of Homeland Security to fund the dirt box purchase saying every sydney in Orange County has benefited from the device since 9 11 there has been an explanation in federal grant dollars that are available to local Law Enforcement to purchase surveillance equipment. What this has done is it has made it easy for police to buy these tools without looping in the public reporter Police Departments tend to be silent about use of devices.
