This shelter holds up to 400 animals at a time, some of them picked up roaming the streets, others neglected and abused by their owners. Oftentimes that can escalate to violence against humans, as well. I believe this registry is really going to help Law Enforcement as well as animal control agencies trying to make sure that we are keeping these people off the streets. The registry will also allow shelters to identify abusers looking to adopt animals for activities like dog fighting. For us, we see neglect. We see dogs not given the appropriate care and attention that they need. We see people that shoot dogs. Convicted animal abusers information will remain on the registry for two years following a first offense and five years following a second one. Several states have tried unsuccessfully to pass bills creating a registry for animal abusers. Its clear that the structure and culture of the Police Department hasnt changed, that the outrage thats felt by the Community Around the shooting of Laquan Mcdonald and others and the accountability of our Police Officers is at issue, and we need to have a clear plan of whats going to happen next. Your organization, specifically is calling for an independent investigation into what happened over the weekend during this domestic call, and the independent Police Review authority is investigating. Arent they supposed to be that independent voice . They are supposed to be that independent voice, but obviously with Laquan Mcdonald case and with other cases that have been brought forward, they are not doing the job the way that it should be done and i think theres a call right now from the community and others to just say what are they doing, how cas under scrutiny and if theyre not able to do that right now, we really need to have someone external come in and take a look at whats going on with the police and their excessive use of force. That is happening, as well in light of what happened with mcdonald, the Justice Department is now investigating the entire chicago p. D. s practices. The chief of police was fired, and the head of ipra was actually replaced, so what more can be done as far as youre concerned . Each one of these are pieces and theyre pieces of a bigger problem. We have communities that are under siege by the police and by drugs and guns in the city of chicago, and we need to really take a look at it and see what generally needs to be done in the city, because that part of the city is dying. Talk more about that, that phrase you used, communities under siege, because gun violence continues to playing inner cities in chicago. Most of those killings are not at the hands of the police, so should Police Accountability really be the priority right now or the level of violence in general in your city . Well, i think in our city and in our cities, the use of guns creates an environment where people are solving problems by shooting first and asking questions later. I think part of this is about poverty and the symptoms of poverty, symptoms of segregating communities the way they have been all over the country, so chicago is the poster child for that right now. Its not the only city that has these problems, but little a city that we can really take a look at now and if we use this time, this moment in time thats very important where light is being shone on this, we can make some changes and solve a lot of problems. I want to talk about the issue which race and whether you believe racial bias plays into some of these Police Involved shootings and whether that is being addressed headon by the mayor and by the city. I think that we have done a lot to victimize the victims, so theres a narrative around when a policeman shoots an africanamerican young man, how that, it plays out in any city, because weve decided that their lives are not at worthwhile or as important as other lives, or that they are automatically gang bangers or theres some reason that the police should have shot them and that narrative has to change because we are destroying a pipeline of people who will contradict to the community if we give them education and housing and jobs and thats whats important. You maintain that the doctors testing for doping should be independent from the league. Is that the case now and what would happen if those doctors were independent, do you think anything would change . I think it would change. We need a different body, remove them from the payroll of the teams and leagues to make this a fair and balanced type of arrangement. We really need to have this situation in place so we know that the testing that goes on is fair and balanced. Again, all of the people involved in the story deny that they have done anything wrong. We need to point that out again. I want you, if you would with give me an example from your experience just how much pressure there is on a professional football player, a professional athlete now, so increase his performance by even that smallest percentage point. I think that always exists from the College Ranks on, that there always is that pressure to perform and that what is necessary is obviously hard work, but beyond that, theres always that desire to reach that special stage and is there an easier way to do it. I think many of the players realize that thats not, you know, its not acceptable to use banned substances, but some certainly think bit and that has to be removed from the culture of sports. Too we as a culture play a role by saying we want our athletes to be bicker, faster, stronger, break records every year but not do it in the framework they have to do it. I think our society does set that unrealistic expectation. We need to put everyone on the same playing level and clear the field at that point. We cant have this continue to go on. It hurts players, hurts families and disrupts the integrity of the league. Thank you for being with us. Under the deal, iran promised to ship out all but 160 pounds which its low enriched uranium ensuring it will not have fuel to produce a weapon. To the north of europe, scandinavia countries like sweden and germ flee perhaps offering more humane conditions to the extent that they can in formal housing, in hauls and warehouses and everything with a roof essentially that isnt being used i also being put into service in lots of towns and cities to house refugees and of course they would be given at least a basic amount of sanitation, as well. The balkans and hundreds traveling across the sea from turkey into greece and macedonia, a lot of those countries have only the most rudimentary facilities on offer for tees people, mostly down to the ngos on the ground, themselves working with rudimentary means and resources and temperatures absolutely plummeting on a lot of occasions, a lot of people will spend nights out in the open and will simply have no or very, very little access to sanitation. We are talking about families, children, we are talking about the elderly. I think the picture in europe as the weather closes in and winter gets worse is extremely bad and i wouldnt at all be surprised if there were people out there wondering why on earth they ever decided to leave. Youll recall the picture of the toddler found dead on the turkish coast. How much changed after that picture went viral the world over . An enormous amount, i think. That picture brought home to the news consuming public in europe just what was going on, because up until that point, it was easy enough to imagine that it was happening to somebody else or somewhere else and that these were people disconnected from ones own ordinary lives threw were fleeing for whatever means, but that picture of a child spread eagled on a beach dead really brought home the severity of this situation and made it impossible to ignore. It also of course was taken in a huge way by the media. It was put on all the front pages. It went to the top of every news bulletin and it thrust this story very firmly into the lime light. The e. U. Still struggles to come up with cohesive solution to this crisis. We have a map here that shows the flow of refugees crossing by land once they cross the mediterranean, of course. At the start of the year, they were able to pretty much roam freely on their way to germany or other parts of western europe. Then you had hungary close its border. There are border fences blocking or controlling access now in 12 european nations. What are european leaders considering to better address just the issue of Border Control . The European Union is a divided group at the very best of times. Weve seen it struggle to resolve europe wide crisis, the financial crisis, the euro crisis, as well, now the refugee crisis. This grouping of 28 countries simply cannot find a sensible middle ground upon which to agree. Theyve talked about mandatory quotas. Some countries have openly rejected that idea, poland and hungry among them. Other countries refuse to take on the numbers that have been suggested. There is a deep problem at the heart of the European Union over this crisis and it is far from resolved now. One of the immediate implications may well be the end of the socalled schengen zone, the open borderless zone that came so much to define the European Union. That looks like it may be on its way out. Nearly all World Leaders agree the war on syria must end before anything can change. Has the refugee debate galvanized International Action to a solution or the paris attacks or russian involvement in syria more of a driving factor than the humanitarian crisis were seeing cribs with the refugee crisis . I would say that certainly the picture of the little boy found dead on the beach in turkey after his boat capsized did a lot to galvanize Public Opinion not just towards finding a solution for the refugees flooding into europe, but also finding a solution to the issue from which they were fleeing the war in syria. That did a lot to focus minds, focus attention on what more might be ail to be done about Bashar Al Assad in syria. But then came an additional new problem into the forefront here and that became isil and the attacks that began to take place. We saw an attack on british tourists in tunisia. We saw the downing of a russian plane over egypt. Then was, suicide bombs in beirut, and the paris attacks. What this has done rather more is galvanize opinion here in europe, at least on a political level, towards what can be done about isil. Far less spoken now about what can be done about Bashar Al Assad, but more about what can be done about combating isil. Of course, weve seen very recently moves by the french president , francois hollande, to try and form this grand coalition. Now all of this has muddied the refugee issue enormously, because less talk about dealing with Bashar Al Assad, more talk now about using assad and assads forces to deal with isil and indeed less talk as well about the refugee crisis as a result. The steps one state is taking to publicly punish those accused of mistreating animals. The mascot trying to create one big problem. Not a real animal here. Well, which one . Beginning friday, anyone convict of animal abuse in tennessee will be publicly identified. The move is expected to have a Crime Fighting effect, as well. An animal is abused every 10 seconds in the United States, according to the American Society for the prevention of cruelty to animals. Decreasing animal abuse can reduce overall crime rates and thats the idea behind tennessees new law of making information about convicted animal abusers public. Incidents allegation came from there were several times that we had been received reports of someone literally going into a store, getting or to a shelter, adopting numerous puppies and actually either torturing or killing those animals. State senator Jeff Yarborough sponsored the bill that goes into effect new years day. You look at the documented link between animal cruelty and cruelty to humans, that, you know, what happens with domestic abuse, what happens with just violence in our communities and neighborhoods, this is something that we want to put an end to when we can. The registry is expected to help the f. B. I. And other agencies identify trends and patterns. In fact, the f. B. I. Added animal cruelty to a top tier crime list, along with arson, burglary, kidnapping and murder. Among the information to be released, the name and photo of the convicted abuser. Theres no telling how many abused animals are out on the streets, or in homes, but we do know this, when theyre picked up, many of them are brought here to the largest shelter in nashville. This shelter holds up to 400 animals at a time, some of them picked up roaming the streets, others neglected and abused by their owners. Oftentimes that can actually escalate to violence against humans, as well. I believe this registry is really going to help Law Enforcement as well as animal control agencies trying to make sure that we are keeping these people off the streets. The registry will also allow shelters to identify abusers looking to adopt animals for activities like dog fighting. For us, we see neglect. We see dogs that are not given the appropriate care and attention that they need. We see people that shoot dogs. Convicted animal abusers information will remain on the registry for two years following a first offense and five years following a second one. Several states have tried unsuccessfully to pass bills creating a registry for animal abusers. That is going to go up to major flooding and for cape gerardo, breaking a record at 48. 5 feet. That is going to be some bad news there. The band motor head are mourning the loss of their lead singer this morning. He died from cancer monday. He was 70 years old. His band mates announcing that they learned he had the disease on december 26. He formed motor head in 1975. He was the only constant member and singer and bassist. The band reds 23 albums. They were best known for ace of spaced. Chinese immigrants call the United States home many in communities known as china towns, ethnic neighborhoods where they live and work. Many chinatowns disappearing along with the culture that makes them so unique. We have this report. When jenny came to washington, d. C. 20 years ago from china, she chose to live in the tight knit ethnic enclave of chinatown to hold on to some of her cultural heritage. Today, chinatown is fast disappearing. The famous chinese gate over the main avenue only remains as a tourist attraction, surrounded by western food and clothing franchises. Its about the people. At one time, 3,000 chinese lived in washingtons chinatown. Today, only about 300 remain, and half of those might soon be gone, their building being replaced, jenny to be evicted so a luxury condo can be built. Most of the people has live here, we all have jobs, but even though we all have jobs, we dont have as much money as them, but every day, every month, we pay our rent on time. Theyre victims of whats called gentrification where poor residents are pushed out as the city develops and the wealthy move in. According to one study, northern chinese populations in these areas have doubled in a decade, some researchers estimate that of the 15 large chinatowns in america, only three still remain authentic to their chinese cultural past. A china town is not just where the people reside. Chinatown is a place where social networks, economic fabrics, its been built. When chinese are pushed out, it breaks up cultural cohesion of the community and threatens traditions. In new york, people are fighting back. In some ways, new york city has been one of the lone Success Stories of people taking to the streets to fight back against development, because everybody here knows once the heart, soul and original character of their chinatown is gone, it likely will never come back.
