Welcome to your world this morning im stephanie sy. And im del walters. Support and criticism for the comments on the fights of i. S. I. L. Reassuring the country following the San Bernardino shootings and hopefuls say the Oval Office Speech was the same with no new plans. Mike is in the nation capitol and mike the president s speech reflects another stalemate with republicans. No question about it dell and the president had no new strategies and no now initiatives or polltys and he wanted to reassure the American Public after the events in paris and San Bernardino and to defend himself against critics saying i. S. I. L. Is gaining strength on his watch. With 14 dead in the San Bernardino mass murder president obama says the suspects were motivated by groups like i. S. I. L. So far we have no evidence that the killers were directed by a terrorist organization overseas or part of a broader conspiracy here at home. But it is clear that the two of them had gone down the dark path of radicalization. Reporter the threat to americans has new entered a new phase, instead of complicated assaults like 911 attackers are turning to Mass Shootings of ordinary citizen, part of mr. Obamas purpose in his address to the nation sunday to reassure the country and to assert his policies are working. Here is what i want you to know, the threat from terrorism is real but we will overcome it. We will destroy i. S. I. L. And any other organization that tries to harm us. Reporter the president is sticking with his strategy in the fight against i. S. I. L. U. S. Led air strikes against i. S. I. L. Targets helping forces already taking the fight to i. S. I. L. On the ground. U. S. Special forces to aid, advise and help conduct raids and targeting i. S. I. L. s finances especially Oil Production and still he says there are limits to what the u. S. Can and will do. We should not be drawn once more into a long and costly ground war in iraq or syria. That is what groups like i. S. I. L. Want. Reporter the speech was immediately dismissed by republican critics and senator john mccain saying in a statement president obama offered no changes to his reactive, indirect and incremental strategy and continues to assume that time is on our side. It is not. If we do not destroy this threat now and fast no one should be surprised if america gets attacked again. President obama had a message that antiislam rhetoric is not only wrong but turns into i. S. I. L. s hands. Let it not be defined as a war against america and islam. Reporter and San Bernardino and called on congress to pass laws who would bar those who are on no flight lists to be able to buy guns which they can do now. The fact is that our intelligence and Law Enforcement agencies no matter how effective they are cannot identify every wouldbe mass shooter whether that individual is motivated by i. S. I. L. Or some other hateful ideology. For president obama a rare setting for a somber message. And the president had other messages, other things he is calling on congress to do, first of all pass the authorization of military force and something on the table in congress more than a year and the president asking them to do that. Also the president actually misspoke in one of the other asks he has of congress dell and stephanie and a visa program that used the fiancee, sorry and the president spoke of the Visa Waiver Program which is a separate issue but nub the less the president is calling for a closer look at the fiancee program that Tashfeen Malik was able to use to get into the United States. So mike what is next, the next step for president obama after the speech . A lot of critics said the president needed to do more of what he had done last night and communicate with the American Public. Its no secret the white house and state department and the president on down have been initiating sort of a Public Relations or offensive rhetorical offensive over the course of the last couple of weeks with background briefings and speeches kept by what we saw last night and the purpose is to portray the fight against i. S. I. L. As going well and we had a background briefing at the white house the other day where a senior official had a map to demonstrate all the ground that i. S. I. L. Has lost and people are under no illusions and quick to add the fight will be long but there are pitch battles in the near future for ramadi and i. S. I. L. In iraq and take raqqa the capitol that i. S. I. L. Uses within syrian territory. Mike in washington, thank you very much, San Bernardino employees head back to work this morning since the last time since last weeks mass shooting and investigators continue to look in the background of syed farook and Tashfeen Malik and focused on the home of a neighbor and tracking some guns used in the attacks and Al Jazeera Jennifer london is live for us and what are they now saying about the investigation. Well stephanie as you mentioned over the weekend authorities did raid the home of a former neighbor of syed farook, his name is marquez and looking to the home in particular of the weapons used in the mass shooting and specifically Police Believe that marquez may have bought the rifles that were used to ultimately kill 14 people and wound 21 others. We understand immediately following the attacks marquez reportedly checked himself in to a Mental Health facility and not present during the time of the raids at his home and also unclear if authorities had a chance to interview him yet but we understand at this time he is not being charged with any crimes. This as investigators continue to scour the backgrounds of the couple. They are looking for any connection to groups they may have had internationally to groups they may have had here in the United States and we understand more than 300 interviews have been conducted so far and stephanie they caution its very early in the stages of the investigation and understand there will be a press briefing later on today so we do hope to learn more then. Jennifer speaking about the backgrounds we heard from syed farooks father over the weekend, what did he say about his son . Syed farooks father spoke to an italian newspaper and during this interview he described his son as being a good student as being obedient and said he was at times shy and was conservative and then at some point during syed farooks teenage years his father says he became obsessed that is his father word obsessed with islam. Now its important to point out though that today the l. A. Times is reporting that the council on islamic relations is saying that syed farooks father now says he doesnt remember talking to this italian newspaper saying syed faro farooks father is under stress and doesnt remember saying those things about his son. Tell us about the county workers going back to work today. Well, it is a big day for county workers in San Bernardino, just five days after the mass shooting, now when the shooting occurred, county officers were effectively shut down except for workers that were deemed essential. Well today all those county offices are expected to reopen, thousands are expected to go back to work but the division of Public Health where syed farook and some of the victims worked stephanie those offices will stay closed for at least a week. Jeb per ln done for the latest in l. A. Thank you. A vigil in california this evening for the 14 victims of last weeks attacks even though the shootings deepened the political divide and hoping people can come together to at least mourn and melissa chan has more. Reporter services in the world out reach center and celebration and worship now but it was evacuation sent during last wednesdays attack. And i walk in the valley of death i will fear no evil. Reporter local Islamic Center opted for a more somber affair at the interfaith memorial service. Im islam americans fear backlash against the community. Then when we found out the person who is allegedly did the shooting was a muslim, it even raised our fear and concern about for the community. Reporter even as the National Conversation shifts to washington, politics and policy remain far from peoples minds here, congressman pete made passing mention of it on sunday morning. Its unfortunate we are on this list now, lists like new town and aurora and others where tragic events occurred. Its not how i want San Bernardino remembered. Reporter at another event friends at a candlelight vigil came together to share stories and memories of a quirky and wonderful friend daniel coffman. He is a funny, awesome beautiful guy and have our little inside jokes and he was great to be around and we became really close. Reporter despite the loss you could still hear the laughter. People here remembering moments with their friends, some even decked out in costume and he helped run a renaissance fair in california. He could not keep a smile off his face. It was so infectious and so contagious that whenever he smiled it not only lit up a room but everybodys face that was around him, anybody that saw it just couldnt help but smile. Reporter ryan was daniel coffmans boyfriend. We all need to be more like danny and open and vibrant and love life and loving towards one another and if you see someone sad or crying or whatever even if you dont know them check on them, be a human, be a decent human being and that will make the world a much better place. Reporter members of syed farooks mosque showed up for condolence, example of the kindness and reconciliation he clearly wanted the message to be. Must be hell what they are going through because unfortunately like with christianity with the Baptist Church or any radical group does something people do not automatically go after other christians but when its radical islam people start going after all the other muslims and i dont think that is fair, that is not what i would want, not what daniel would want. Reporter a community that never thought anything like this could happen. What the government is now calling a terrorist attack, just days after the tragedy people here have taken their first steps towards healing. Melissa chan, al jazeera, San Bernardino, california. There are reports the Justice Department will investigate the Chicago Police department, the chicago pd facing intense scrutiny following the Police Shooting of an unarmed black teen by a white officer last year, officer Jason Van Dyke was charged with murder last month and new reports say they backed up the story of what led up to a shooting despite the dash cam video that shows otherwise. I had a wonderful life, ive had thousands of friends and ive had an exciting and adventurous and ratifying existence so i was surprisingly at ease. Reporter also republican president ial candidates were quick to criticize the president s speech, trump and jeb bush and rubio said he said nothing new and back to the story in a few minutes. Major change of power in venezuela this morning. Opposition party won control of the National Assembly defeating the socialists and some seats are yet to be counted but opposition won 99 seats and that is more than double of the miduro winning and 22 seats have yet to be declared and as we report the victory is a departure from the legacy of former president hugochavez. Reporter expressions of Venezuela Socialist Party headquarters confirm supporters Worst Nightmare as Election Results were announced. For the first time in nearly 17 years opponents of the populus revolution succeeded in breaking in Democratic Institutions winning majority in the National Assembly. True to his word president miduro recognized his partys defeat. Translator we lost a battle today but the struggle to build new socialism and a new society starts now and we should take this as a slap in the face to wake us up so we can work towards the future. Reporter the results should have come as no surprise, spiralling inflation, crime and chronic shortages of basic goods and services had become too much even for many die hard supporters of the revolution. Translator its a total change. Thats what i want because what we are putting up with is unbearable, intelligible cues here, cues there, crime everywhere, enough. Reporter with a legislative majority venezuelas opposition can set the congressional agenda, approve over the hold of the governments budget, elect the president of the National Assembly and investigate public officials. In theory this would oblige the president to negotiate but only in theory. Because the government still controls four of the five branches of the government, most importantly they control the Supreme Court and so the Supreme Court the Constitutional Chamber of the Supreme Court can basically declare any of the laws unconstitutional. Reporter but in an emboldened position has other options and a recall referendum against the president. Translator if the government does not change its attitude we will have to change the government. Reporter another indication that more political confrontation lies ahead. In a normal democracy the division of powers is considered healthy. But in a country as politically polarized as venezuela convincing bitter political foes to build a consensus and Work Together for the common good does seem like a long shot. Lucille newman, al jazeera, caracas. In the country a battle of gay rights is playing out in kentucky this week and the new Governor Takes Office and tuesday and already pledging to make chablgs where a county clerk refused to issue marriage licenses to same sex couples and robert ray has the story. Reporter now the governor elect says he will issue an executive order to remove clerks names from licenses a victory for davis who ironically lives in a city with an antidiscrimination law on the books. It was inevitable that someone was going to become kim davis if not in kentucky or tennessee or somewhere in the nation. Reporter chris heartman is on the other side of the fight and his campaign is traveling all over the start and has all right logged one victory passage of an antiDiscrimination Ordinance in kim davis hometown. We have not had a Grass Roots Movement of supporters who are really fighting for lbgt rights after the passage and went around kim davis incident to say this is not our round of county, this is not our kentucky and we are the ones who actually live here. I think there will definitely be areas where we can find Common Ground and look forward to working with the governor. Aclu michael hopes the government for elect will compromise but. We are preparing to battle some potential unconstitutional practices from the new administration, waiting to see what types of legislation the governor pushes and what the General Assembly puts forward. Im from kentucky and support fairness. Aclu and fairness say they are not trying to change peoples convictions but want people in government to up hold the law. I believe they could support a statewide fairness law and do so from a conservative standpoint. The president called on canning to enact what he calls common sense gun reforms. What could be the argument for allowing a terrorist suspect to buy a semiautomatic weapon . This is a matter of national security. We need to make it harder for people to buy powerful assault weapons like the ones used in San Bernardino. The president called that mass shooting an act of terrorism and said it represents an evolving threat. Law enforcement Officials Say it can be a huge challenge who embrace a radical ideology before they decide to attack. Our senior washington correspondent Mike Viqueira joining us, the president calling on congress to do more in the battle against isil in stopping future attacks. Many republicans say he did little to reassure americans. Did he make the case for defeating isil in a way he had not done so before . Del, i dont think there is any question that the president and white house are sensitive to the criticism every faced in the last two years beginning with the rise of isil itself. He referred to i have the as a j. V. Team before isil stormed across syria and iraq taking territory much of which they still hold to this point. The day before the attacks in paris less than a month ago, the president told an interviewer that isil had largely been contained within iraq and syria. There are the perpetual charges against this president that he is a lot of, i think the San Bernardino attacks and the allegation that it is connected to terrorism or as the president said, these two individuals, this man and wife were radicalized by the message theyre hearing from isil and other groups kicked it up a notch to where the president felt and we are told he decided friday to deliver this rare Oval Office Speech, labor in the timing, that its a sunday, that its in the oval office unusual in many respects. He decided to have the speech to the nation in this style on sunday from the oval office. The white house has gone on a relative p. R. , portraying the fight against isil as having been won. Another thing was the change in tone where he had been dismissive, even angry about criticism from republicans, remember the press conference he held monday three weeks ago in turkey when he talked the rhetoric from republicans that do not have a plan that would be effective in the fight against isil, this time a reassuring tone, the president attempting to reassure the public and strike back at the critics who said their policies had been ineffectual. The house tomorrow voting on new restrictions on visas. Is that something the president is likely to sign off on . There are two different issues here. The president misspoke last night, the white house admitted shortly after. He was talking about a Visa Waiver Program, where as individuals from certain countries who hold passports from those countries do not need a visa to come to the United States. A number of issues on the table as far as the borders concerned and the visa programs, the various visa programs for entry into the United States. I want to bring in neil, thank you for being with us. I want to play a clip from the president s speech last night. So far, we have no evidence that the killers were directed by a terrorist organization overseas or that they were part of a broader conspiracy here at home. It is clear that the two of them had gone down the dark path of radicalization embracing perverted interpretation of islam that calls for war against the west. Did you hear anything to combat isil last night that will protect americans from extremist violence . Its an important question. There are two issues at play here. The first issue is isil as an entity that exists in iraq and syria. The president spoke to his military efforts to counter that. There is a separate issue here, which is the domestic homegrown link here which can be directed but also unconnected. As we saw in the case, there is no evidence of tangible links between leaders and the attacks in San Bernardino. The question can be weather countering the overseas effort affects the United States. The communication tool as a pocket allows them to inspire actions independent of their existence in iraq and syria. From that view, some solutions posed by politicians including increased surveillance on muslims, gun control, visa issues, they are vast and varied solutions. Where do you think the focus should be . Well, i think it always has to be a holistic overview that kind of goes into all of those areas, the intelligence aspect, the monitoring of the borders aspect. We need to focus on these are very small needles in very large haystacks. The base rate of terror attacks is so, so small and the number of people at risk or the number of potential individuals who could be terrorists is also larger than the number of actual terrorists will ever be. It is an Impossible Task because that base rate is so low, the true hits are so low that all of these issues, all of these measures, yes, they are going to maybe help identify those people that could be a perpetrator, but in that process, they are going to increase the amount of noise in the system and noise that were going to have to deal with, which doesnt make the task any easier. Extremists are responsible for about the same number which deaths since 9 11 in these murders as socalled islamists extremists. My question is, is there anything more virulent about the isil ideology than there is about the ideology that motivated dylann roof in killing all those people in that Charleston Church . One of the things you look at when it comes to the ideology is what it does and does not justify. Something that we know looking at the emergence of religious terrorism is that it is viewed as being bloodier and that it does, the ideology does justify larger scale attacks against public, against civilians and, you know, the tactics theyve tried to employ in the past at least have been improvised explosive devices, large mass spectaculars that have a larger to do count to them. There is an aspect of the ideology that encourages a more, a larger aspiration which has potentially more deadly consequences. Neil short land, thank you. Several president ial candidates addressed the speech. They have talked about where they thought the president had it all wrong. In the wake of the bloody california shooting rampage, president ial hopefuls hit the political talk shows fighting a battle of semantics. Look, we are having a tremendous problem with radical islamic terrorism and you can say it or not say it and the president wont say the term. If you have people coming out of mosques with hatred and with death in their eyes and on their minds, were going to have to do something. Trump also came out swinging against calls for titler gun control laws. In paris, they had no guns. In california, they had no guns, only the bad guys had the guns, so they were like sitting ducks, every one of them. Other republican candidates echoed trumps concern that weak language translates to a weak response. Call it for what it is, this is a fight for the western civilization. This is the problem with the president and secretary clinton who provide leadership by euphemism. What happened in San Bernardino was a terrorist act. Nobody is arguing with that. Democratic front runner Hillary Clinton fought back, saying the term radical islam is counter productive. It helps to create this clash of sixizations that actually is a recruiting tool for isil and other jihadists who use this as a way of saying were eight war against the west. Clinton was asked about recent comments made by Liberty University president jerry falwell, jr. If some of those people in that Community Center had what ive got in my back pocket right now. He stirred controversy friday when he encouraged students at the popular conservative Campaign Stop to carry guns on campus. Ive always thought if more good people had concealed carry permits, that we could end those muslims before they go out and try to kill us. This is the kind of deplorable not only hateful response to a legitimate security issue, but it is giving aid and comfort to isis and other radical jihadists. The idea of gun control said continue to know does not replace being tough on terror, its a part of it. We have to up our game against terrorists abroad and at home and we have to take account of the fact that our gun laws and the easy access to those guns by people who shouldnt get them. David shuster, al jazeera. Lets go to jeannie dano now. Thanks for being with us. Almost as soon as the president s speech was over, the critics started lining up, mostly along partisan lines, but one former general said the partisan bickering is devastating to troops who question whether or not their country is behind him. Is he right . I do think hes right. Imagine youre deployed in a place like this or fighting on behalf of the United States and you have a country in which you have serious candidates for president who are belittling the current president , the current commanderinchief and saying he is a fool and he is wrong and that we need a new president immediately. It does have to undermine your faith. Now i do think our military men and women are equipped to handle that, but i think its frustrating beyond the military, i think its frustrating for voters at large looking at this kind of fiasco thats going on and impacting serious discussions like how to deal with terrorism and issues like gun control. Former george w. Bush said in his address to the nation after the 9 11 attacks, i appreciate so very much that members of congress who have joined me in strongly condemning these attacks. Has the part 10 divide changed that much kins 9 11 . I think it has. You have Party Members that parties cannot control going off and saying things not only against the interests of the party but going to make it very very difficult for the party to win elections. Its a big problem politically for the United States and i think were seeing that play itself out in serious policy consequences. We cant get sensible gun control legislation in this country. The president mentioned it last night, youve talked about it this morning. What common sense person think that is somebody should be on the nofly list and yet be able to purchase a gun and yet every single republican except mark kirk voled against that. That is an example and there are so many of those in a policy perspective how this is playing out. Some saying the penaltys strategy is severely lacking. There used to be an old saying, put up or shut up. Should critics be asked how would you solve a problem with specifics and cost and projected casualty rates or just remain silent . Absolutely. This is where the news media comes in. They have to hold these candidates accountable, but it is very difficult. You look at the structure of the debates. There is no time to ask follow up questions when you have 1011 people on the stage. So the understood media has a role here, but so do members of the party. Serious responsible members of the Republican Party have an obligation to stand up and say what youre saying makes no sense. All of those critics last night have offered nothing different than what the president has said except to say they would do Something Different but not offer an explanation what that is. They need to as you mentioned put up or shut up and they havent been held ting account for that. Why is the phrase radical islam so important to republicans . It is so important to republicans in part. President obama missed an opportunity last night. Its playing with their base and the president has to not only be president but educator in chief. He has to explain why it doesnt make any sense for the president of the United States to go out there and make that claim. He hasnt done that and hes missed an opportunity there. Paragraphers, thanks for being with us this morning. The Supreme Court is reentering the debate over affirmative action on college campuses. Wednesday the justice will hear arguments over the admissions policies at the university of texas. The plaintiff Abigail Fisher argues the school rejected her because she is white while accepting people of color with lower grades. The justice sent the case back to a lower court in 2013 for further review. College tuition in this country is soaring, but another big increase on campus, salaries of private College President s. The chronicle of Higher Education found the median salary for College President s was 436,000, but some president s are earning much more. Columbia universitys president earns 4. 6 million a year. The university of pennsylvanias president is 3 million, followed by the president of High Point University in north carolina, who earns 2. 9 million. 150 years ago this weekend, the u. S. Outlawing slavery, congress ratifying the amendment completing the abolition pros. Theres now a push for descendents of slaves to receive the reparations they were promised. These were the faces of slavery in america, a phenomenon deeply entwined with the nations history. A century and a half ago, newly freed slaves were offered plots of farmland an a mule. It was an offer that was quickly withdrawn. Ever since, there have been calls to compensate theyre do understandents for the damage. When we come to washington and this campaign, were coming to get our share. Its advocacy reparations as a moral imperative. Do not believe in reparations is to believe in ethnic cleansing. White americans reject the idea of financial restitution while support among black americans has fallen. We say well, its in the past, lets get over it, but thats changing and indeed for the reparations struggle to be successful anywhere, we do have to believe in it ourselves. Daniels and others say the government and businesses that benefited from slavery should provide land and money to black institutions, but not to individuals. Here at the u. S. Capitol, which was built with slave labor, both houses of congress have issued official apologies but a proposal for a Government Commission to study reparations has never gone anywhere. A demand for reparations from britain was rejected by Prime Minister David Cameron during his recent visit to jamaica, its former colony. Weve gone through so much together since those darkest of times, we can move on from this painful legacy and continue to build for the future. Visiting haiti, the only country where slaves freed themselves by rising up, president Francois Hollande spoke of a moral debt, but not money. Haitis president had to concede the point. What haiti wants today is to offer france a new type of relationship, not the classic one, which is a rich country asking a poor country. Then we can come up with a program of exchanges and investment. The best france has offered was forgiving haitis debt after its 2010 earthquake. Haitis reparations to france, the 1 million gold franks that haiti was forced to pay its former slave owners in the 19th century for their loss of property, that will not be given back. Tom ackermann, al jazeera, washington. Chinas capital is under a red smog alert for the first time in history. That is the highest level. Schools are closed. It is a third consecutive day of severe smog. In paris, World Leaders hope to cut dependence on fossil fuels that reduce greenhouse gases. We should recognize that having 184 countries come in with targets is really a tremendous platform for the final discussions that will address important issues, differentiation, transparency, reporting on progress, of course, finance. These are all critical issues, but i think theres a strong will to converge and to have a strong agreement coming out of paris. Since the celebration of tokyos victory showing japan can rebound from the tim disaster of the earthquake and tsunami and nuclear crisis, is the misstep for the logo. There was a design for a belgian theater. The tokyo design was scrapped and it was open to everyone in japan over the age of 18 to submit an alternative. There have been thousands of submissions. The favorites are the initial candidate of Cherry Blossoms and one showing an opening fan. Its not clear whether those two are in the competition. Perhaps the bigger problem is the design for the initial stadium. The original design was grandiose, spectacular, but its construction budget swell to say double the original estimate and it was scrapped earlier this year by the japanese Prime Minister. We still dont have a final design. Its expected that that will be decided on by the end of this year. Ground will be broken on construction of the stadium by early 2017, but already an important deadline has been missed. The Rugby World Cup scheduled to take place here now wont have its centerpiece stadium as a result. Ahead in our next hour, president obama defends his anti isil strategy, a look at what he said and did not say during his speech from the oval office, and where the fight stands now. Venezuela voting down socialism for the first time in 17 years. Well tell you why change can be years away. We are back in two minutes with more of your world this morning. This is one of the most important sites in the century. This linked the mafia and the church. Why do you think you didnt get the medal of honor . I cant allow you not to go into that because that is your job. We gonna bring this city back one note at a time. Proudest moment in my life. We will destroy isil and any other organization that tries to harm us. Trying to reassure america in the fight against isil, president obama laying out his strategy. Critics say weve heard it all before. Tracing the guns, police in San Bernardino search neighbors houses for clues. When i went this week, they didnt find any cancer at all, so i have good news. Former president jimmy carter, his recovery after months of treatment for cancer. Making a deal with days left in the paris talks. Can all sides come together to slow Climate Change . Good morning, welcome to your world this morning. The penalty made his pitch for unity in the fight against isil, but this morning, critics are pushing back. In a Rare Oval Office address, the president calling on congress to do more in the fight against isil and to stop shooting attention like the one in california. Many say the president did little to reassure the nations people. The president did propose some changes in his speech aimed at combating future attacks in the u. S. Hes calling on congress to take a number of measures, but there were no new initiatives, new new apologies and strategies as far as the war against isil is concerned. Instead, president obama is saying what he often says, preaching prudent and patience, stay the course, saying that the strategy who devised, the coalition that the 65 nation coalition, the air campaign, reliance on troops on the ground for the indigenous forces, not for u. S. Forces is the way to go. He has been hit by critics before and since his speech last night. The president believes that all the rhetoric and things we are hearing this morning in response from republican president ial candidates in particular is simply not the way to go, its empty rhetoric. He said yet again, that u. S. Ground troops would be playing into isils hands. Lets listen. We should not be drawn once more into a long and costly ground war in iraq or syria. Thats what groups like isil want. They know they cant defeat us on the battlefield, isil fighters were part of the insurgency that we faced in iraq. They know if we occupy foreign lands they can maintain insurgencies for years, killing thousands of our troops and draining our resources and using our presence to draw new recruits. This comes in the wake of the tragedy, the murders of 14 people in San Bernardino. The president said that theres no evidence that it was directed by an outside terror group, but he says that couple was possibly radicalized by elements or influenced by elements in the message of groups like isil coming out of the region. The president took the chance get again to talk about the need for new beGun Legislation, in particular this provision in the law that allows people on the nofly list, potential terrorism suspects to purchase guns. Theres no law prohibiting them to do that. He called on congress to act to close that loophole. Lets listen. Congress should act to make sure no one on a nofly list is able to buy a gun. What could possibly be the argument for allowing a terror suspect to buy a semiautomatic weapon . I know there are some who reject any gun safety measures, but the fact is that our intelligence and Law Enforcement agencies, no matter how effective they are, cannot identify every would e. Would be mass shooter, whether that individual is motivated by isil or some other hateful ideology. What we can do and must do is make it harder for them to kill. The president spoke for about 14 minutes in the oval office, a rare americans on sunday which is even rarer. In another part of his message, the fight against isil, this message of gun control and Gun Legislation and also warning americans to resist a temptation that many evidently feel to engage in anti muslim rhetoric in the aftermath of the shootings in San Bernardino and elsewhere. He says that, too, stephanie, will play into isils hands. The president also talked about visas and the house of representatives votes tomorrow on new restrictions on visas, explain what that is and whether its something the president is likely to support. Well, its interesting you should say that. Two different issues here. The president misspoke last night, the president acknowledged. He talked about a Visa Waiver Program. What he was really talking about was a need to take another look at socalled k1 visa, the female part of that couple used to gain entry into the country. The president called it a Visa Waiver Program, little technically a program with stringent requirements and criteria and enter process to go along with it. What the house is voting on is different. Millions of people affected by this, the Visa Waiver Program. If you hold a visa from certain ally countries you dont have to have a visa to get into this country. The house of representatives votes to tighten those restrictions this week. Mike viqueira in washington, thank you. As you heard mike say, the president also talking about the San Bernardino attacks, calling it an act of terrorism. Today, workers at that center where all 14 people died are going back to work to their offices as investigators continue pouring into the background of the shooters, Tashfeen Malik and sayed farook. Tracking those weapons used by the killers had investigators very busy over the weekend. Indeed it did, del and that is where a large part of the focus of this investigation is now centered on, those weapons. We know that the calm amassed an arsenal of weapons, long guns, semiautomatic handguns and police over the weekend raided the house of a former neighbor of sayed farook, his name is enrique martez. The reason they were searching this particular house is they were trying to find out if marquez purchased the rifles that were used during the mass shooting. We understand police searched the home twice over the weekend. Its interesting to point out that marquez allegedly right after the shootings checked himself into a Mental Health care facility. He was not home at the time of the raids, and we simply dont know at this point if police have had an opportunity to speak with him, but we do understand that he is not they havent brought any formal charges against him at this point. Also this morning, sayed farooks father talking about to an italian newspaper, what did he have to say about his son . He reportedly spoke out this weekend to an italian newspaper and described his son as obedient, a good student. He did say that he tended to be quite shy and even conservative. Then his father said that during farooks teenage years, he became obsessed, that was his fathers word, obsessed with islam. Its worth pointing out that this morning the l. A. Times is reporting that the council on islamic relations that spoken with his father and he is saying i dont remember giving this interview to this italian newspaper. He seems to be backtracking a little bit on what he said over the weekend. The county workers going back to work today, that is the First Time Since the shootings, facing i guess the new normal. The new normal, thats right, del. The county workers were off work for much of last week, immediately following the Mass Shootings, San Bernardino county offices were all closed, all asked to stay home except those deemed essential workers. Today, all of those county workers are expected to be back on the job, except those that work in the Public Health division. That is where farook worked and of course some of the victims of the mass shooting were later tonight, we do expect there to be another candlelight vigil to honor those victims. Thank you very much. Vice President Joe Biden in ukraine this morning will meet with president poroshenko and also address the ukrainian parliament. Bidens visit is designed to show u. S. Support while at the same time criticizing russia. Theres been almost no coverage of joe bidens upcoming visit to ukraine in the russian media. Perhaps thats because of the moment russian attackses are focused approach solely on syria. The United States is not involved in the normandy negotiations, the meetings of ukrainian, russian, french and german leader that is came up with the minsk agreement, the roadmap that it hopes will finally solve ukraines crisis once and for all. The russian government knows that the United States is involved in ukraine financially, politically, and with the training of Ukraine Security forces militarily, too. Moscow has long accused the United States, washington, of meddling in ukraine, of fomenting the revolution which led to the ouster of president yanukovych and moscow holds the United States at least partially responsible for the bloodshed going on in ukraines east. Joe bidens visit to ukraine is certainly not going to change moscows opinions on all of that. That is al jazeeras Rory Challands in moscow. Some seats have to be counted but the Election Commission said so far winning 99 seats is more than double those of president Nicolas Maduros ruling party. 22 seats still have yet to be declared. The venezuelan people voting against the legacy of who go chavez. The expressions have venezuelas ruling socialist Party Headquarters confirms supporters Worst Nightmare as the Election Results were announced. For the first time in nearly 17 years, opponents of the populist revolution have succeeded in breaking the governments monopoly, winning a majority in the National Assembly. True to his word, president Nicolas Maduro recognized his partys defeat. Weve lost a battle today, but the struggle to build new socialism and a new society, it starts now. We should take this as a slap in the face to wake us up so that we can work towards the future. The results should have come as no surprise. Spiraling inflation, crime, and chronic shortages are basic goods and services had become too much, even for many diehard supporters of the revolution. Its a total change. Thats what i want, because what we are putting up with is unbearable, intolerable, cues here, cues there, crime everywhere. Enough congress can approve or hold the penaltys budget and investigate public officials. In theory, this would oblige the president to negotiate. June the constitution of the Supreme Court can declare any of these laws unconstitutional. An emboldened opposition also has other options, including organizing a recall referendum against the president. If the government does not change its attitude, we will have to change the government. Another indication that more political confrontation lies ahead. In a normal democracy, the division of powers is considered healthy, but in a country as politically polarized as venezuela, convincing bitter political foes to build a consensus and Work Together for the common good does seem like a long shot. The group reportedly showing the car bomb that showed the killing of adens govern on sunday. A series of airstrikes over the weekend in syria have killed 32 isil fighters. The syrian observatory for human rights said 15 explosions hit raqqa, isils self declared capitol and russia reportedly carried out airstrikes against isil in palmyra. The syrian ownatory for human rights said three sir syrian sold injuries were killed and a dozen others wounded. It happened a mile from an isil base. The Syrian Government condemned it. If true, this is the first time western strikes have hit a syrian army position. President obama says the Coalition Strategy in syria and iraq is work that, arguing there is no need for boots on the ground. The strategy we are using, airstrikes, special forces and working with local forces fighting to regain control of their own country, that is how well achieve a more sustainable victory, and it wont require us sending a new generation of americans overseas to fight and die for another decade on foreign soil. The president also said secretary of state john kerrys work on a diplomatic solution to the syrian war will contribute to beating isil. Mike lyons is with us here on al jazeera, thanks for being with us again. The president s speech slammed by republicans, but shouldnt critics be forced to detail what they want to do if they have a strategy and how much its going to cost, what were talking about in terms of money and man power . I wanted to pull up this number. That is what happened last time we went to the middle east, the war in iraq, troops killed in dom bat, 1. 7 trillion spent, a lot of people think that is conservative. Should those saying they are going to get tough and that we should trust them be forced to provide detail . No question. Strategy is about ways, means to accomplish ends. The president outlined his strategy of currently combating isis right now. Wasnt much of a different before last night. He didnt say anything new to how he wants to approach this. He wants no u. S. Forces on the ground, hes going to continue to bomb from the air. Hes going to accelerate some other things. Im assuming thats other intelligence gathering if he laid out his plans, wouldnt critics be saying why are you telegraphing . Right, he says things we are not going to do. Most of the military would not want to see that. Either way, its important that anybody who wants to criticize should also say how are we going to pay for it. For some reason, the new troops have been the strong man what we are seeing in the middle east. No one add co indicates sending troops there. There are other things the president can do, for example shutting down some of social media inside isis. The people that run the social media say that this is their Privacy Concern and not the concern of the white house. If the white house shuts down social media, it will be a first amend argument. No question. That is the conflict we have in this country, the conversation since 9 11, stopping collection of telephone records. You have republicans on the right saying we need to stop doing that, some in the same party saying we need to do that. That kind of information could lead to possibly preventing what happened in San Bernardino. Today is pearl harbor day. We are going to show this graphic of f. D. R. Addressing a joint session of congress. Nobody came out after the president spoke and said we should throw him out, et cetera. As a former soldier, how does it affect morale when they realize the country is not behind their commander in chief, because if they said the same things, they would be kicked out of the military. No doubt that this affects morale in the military. A lot of it has to do with a president that is kind of running out the clock here, the last year of his administration and no question people in the military are looking hard for who the next commanderinchief might be. Their overall concern is the budget cut. Soldiers die when they get deployed. They dont have the right equipment for training. That is what soldiers are concerned about. They know this fight against isis is going to come. Hillary clinton calling for that no fly zone in syria. Russian jets are flying over syria now. Should candidates who say there should be a no fly zone be forced to ask the question whether they are prepared to shoot down a russian jet if that russian jet violates that no fly zone. The president brought up last night another authorization from congress which he really doesnt need, but if we put in a new flow zone give the president and authority the backing of congress. The no fly dose is an act of war. We take out syrian defense, we are going to kill civilians when that happens, go after targets now to prevent our targets from being attacked. A no fly zone is not as simple as lets throw that out there and see what happens. That is an act of war that we have to be very careful before we implement. Thank you very much. Many other republican candidates were quick to criticize the president s statement. Dodge trump tweeted is that all there is . We need to new president fast. Many question the nature of the fight. Al jazeeras David Shuster has that part of the story. In the wake of the bloody california shooting rampage, president ial hopefuls hit the political talk shows fighting a battle of semantics. Look, we are having a tremendous problem with radical islamic terrorism and you can say it or you dont have to say it and the president wont say the term. If you have people coming out of mosques with hatred and with death in their eyes and on their minds, were going to have to do something. Trump also came out swinging against calls for tighter gun control laws. In paris, they had no guns. In california, they had no guns, only the bad guys had the guns, so they were like sitting ducks, every one of them. Other republican candidates echoed trumps concern that weak language translates to a weak response. Call it for what it is, this is a fight for the western civilization. This is the problem with the president and with secretary clinton who provide leadership by euphemism. What happened in San Bernardino was a terrorist act. Nobody is arguing with that. But Democratic Front runner Hillary Clinton fought back, saying the term radical islam is counterproductive. It helps to create this clash of civilizations that actually is a recruiting tool for isil and other jihadists who use this as a way of saying were eight war against the west. The idea of gun control said clinton does not replace being tough on terror, its a part of it. We have to up our game against terrorists abroad and at home and we have to take account of the fact that our gun laws and the easy access to those guns by people who shouldnt get them. David shuster, al jazeera. Ending the Affordable Care act. Congress movers closer to eliminating the law, but it may already be on the chopping block in one state. Welcome back to your world this morning, 8 30 eastern time, our top story at this hour, praise and criticism over the president s anti isil plan. The president spoke from the oval obvious calling for the continued use of military force. He pushed for what he called common sense gun reforms. Critics say the peach was more of the same with no new plans. The president s speech designed to reassure americans after the attacks in San Bernardino that left 14 dead. The president urged americans to come together instead of letting attacks like this to divide them. Muslim leaders here and around the world have to continue working with us oh decisively and unequivocally reject the hate that groups like alqaeda and isil promote. Just as it is the responsibility of muslims to rule out workers in San Bernardino county go back to work this morning. Residents hope people can come together at least to mourn. We have more. Church services, its celebration in worship now but served as an Evacuation Center during wednesdays attack. How scary and yet look what he says, even though i walk through the valley of the shadow of death, i will fear no evil. The local Islamic Center opted for a more somber affair at its memorial service. Only in death are we able to celebrate homety. Some fear backlash against the community. When we found the person who allegedly did the shooting was a muslim, it even raised our fear and, you know, concern for the community. Even as the National Conversation shifts to washington, politics and policy remain far from peoples minds here. Congressman pete aguilar made passing mention of it sunday morning. Its unfortunate that we are on this list now, lists like new town, aurora, and others where such tragic events occurred. Its not how i want San Bernardino remembered. At another event, friends came together to share stories and memories of a quirky, wonderful friend, daniel. Hes just such a funny, awesome, beautiful guy and we have our little inside jokes and he was just great to be around, and we became really close. Despite the loss, you could still hear the laughter. [ laughter ] people here remembering moments with their friend, some even decked out in costume. He helped run a renaissance fair in southern california. He could not keep a smile off have his face. Ryan reyes was daniel coffmans boyfriend. We all need to be more like daniel. Be a human, be a decent human being, and that will make the world a much better place. Members of sayed farooks mosque showed up to give their condolences, an example of that kindness and reconciliation reyes to clearly wanted the message to be. It must be hell what theyre going through, because unfortunately, unlike with christianity like with the west bore roy Baptist Church, people dont start going after all the other christians, but whenever its radical islam, everybody starts going after all the other muslims. I dont think thats fair. Thats not what i would want. That is not what daniel would want. The government is now calling it a terrorist attack. Just days after the tragedy, people here have taken their first steps toward healing. Al jazeera, San Bernardino, california. As president obama has been points out, moss shootings becoming all too common in this country. The deadliest in u. S. History taking place in Virginia Tech in 2007, a student there shooting and killing 32 people before taking his own life. Now the sister of one of those victims reaching out to the families of those who died in San Bernardino. I couldnt figure out life. I couldnt make my brother come back. I couldnt make this world fair. I couldnt make, you know, senseless acts of violence like what happened to my brother never happen again. I couldnt rewind the tick of time, but i was stuck on this earth and find a way to do something, anything to live again, in memory of my brother for him. I could do the things he never had the opportunity to do. She still pays her brothers cell phone bill, just so she can hear his voice. Congress moving to vote to appeal the Affordable Care act. A house vote is expecting soon. The vote fell along party lines, it would dismantle major parts of obamacare including the individual mandate. Obama has promised to veto the bill if it reaches his desk. Thank you for joining us. There have been many efforts by republicans in congress to try and repeal the Affordable Care act. This time it looks like it might make it to the president s desk. He will veto it, so what impact will it have. Its symbolic morn anything. The point is to get the president to have to veto it. All the prime measures have died in one chamber or the other. This is the first to make it to his desk and he can say i wont law it to be repealed. The reason this is getting tanks is the senate used a procedural rule that allowed them to get it to the president s desk. That makes a difference than prefers bills. Some say if the republicans win the president ial election, hold on to congress in 2016, this i guess the process by which we will see the end of the Affordable Care act. Is that true . Sure. So, this does tell you whether or not reconciliation can be used to appeal the Affordable Care act. Thats what the process is called, reconciliation. Yes. So i think other political problems are going to arise for republican that is want to completely repeal it without having some kind of replace in 2017 or 2018, because youre going to have more people enrolled through the law, through medicate and for any president whether. You or democratic to tell over 10 Million People youre going to lose your insurance without having backup is not politically realistic. Other president ial contenders have come up with alternative plans, including jeb bush. Are any of vile, given that so many millions have already signed up through Affordable Care act . I think they need more details. They are going to have to be flushed out by congress to tell you what its effect on the deficit will be, but replacement bills if a republican president does take the white house, i think flushed out will provide a good starting point. Well see how that all shakes out, but the white house is going to have to be the first step. The kentucky case, some 400,000 people signed up to get insurance that didnt have it previously, but you have this Republican Matt Bevin who just won the governors race there on the platform of getting rid of the Affordable Care act. What do you expect to happen there next . Lets say the kentucky exchanges where people are buying Affordable Care act covers gets shut down. They will shift over to the federal exchange. Some people are going to have trouble getting a new plan or having trouble communicating with their Insurance Company a little bit. Its mainly going to be technical issues, but a few months down the line, things will work out pretty well. Its not going to be the end of the Affordable Care act in kentucky. With someone who has studied this issue, there are some problems identified with the Affordable Care act. That was the case from the beginning, but that includes high deductibles and continuing High Health Care costs. As you assess it now, how would you view sort of the benefits versus the costs of this law . Its still very early in the game. Its hard to say how things are shaking out. Theres still federal back stops that exist making it easier for insurers to offer relatively lower cost plans. We heard about premium increases, but there are more coming after 2017 when these pack stops disappear. Its still going to take time to really judge the costs and benefits of the law. So far, i think its working out modette readily well. There are still a lot of problems. It can get worse, better, its a wait and see approach right now. Thank you. Dell. That political battle also playing out over gay rights in kentucky this weekend, the new governor taking office already pledging to make changes. Tuck you can is that state where the county clerk refused to issue marriage licenses to same sex couples. Al jazeeras robert ray has the story. Any unauthorized license that they issue will not have my name, title or my authority on it. County Clerk Kim Davis, jailed for refusing to issue marriage licenses to same sex couples. Defiant after her release. Under Whose Authority are you not issuing licenses . Under gots authority. Mat bevin visited her in jail to show his support he says he will issue an executive order to remove the clerks name, a victory for davis who lives in a city with an anti discrimination law on the books. It was inevitable that someone was going to become kim davis, intends, or the accident, somewhere in the nation. On the other side of the fight, the campaign is traveling all over the state and has passage of an anti Discrimination Ordinance in kim daviss hometown. They coalesced around the kim davis incidents to look, this isnt our county, our kentucky and were the ones who actually live here. You cant let me not take care of this. Here in kentucky, the groups say that the new governor is a wildcard. Theyre not quite sure what to expect from him but in the coming months plan on having some big conversations. I think there will definitely be areas where we can find Common Ground. I look forward to working with the governor. The aclu hopes the governor elect will compromise.
