With that it was over, negotiations lasting well in the wee hours this morning but senate has a twoyear budget and debt deal and going to the president s desk for signature and good morning and welcome to your world im delve walters. And im stephanie and prevents a government default next week but discontent over the deal forced a rare overnight senate session. I will not give this president any power to borrow unspecified amounts of money. Our debt now equals our entire economy. Reporter republican snore and candidate rand paul railed against the budget deal into the early hours this morning and one of many republicans who complained the agreement brokered by president obama and congressional leaders in private contained too much spending. Those of us who believe it to be not a good deal were not allowed the opportunity to have an alternative. The time is now to say enough is enough, no more debt. Reporter paul had promised a filibuster the measure and never got support he needed from his fellow republicans, without a deal the government would have defaulted on debts early next week but it suspended the debt limit through march 2017 and means the government can continue to borrow money to pay its bills. The budget also boosts spending by more than 80 billion over the next two years, the funding is split between military and domestic programs and that led to more republican objections. 85 billion dollars to our national debt, 85 billion to your children and my children that they are somehow expected to pay. Reporter budget supporters say that increased spending without be off set partly by 168 billion in longterm saving from changes to social security. Its not perfect as my friends and Republican Leaders said, no legislation is, the budget is good for the middle class and good for the economy and good for the country. So the deal reduces the chance of a government shut down in december but doesnt eliminate it entirely. Congress still has to pass a funding by by then to keep the government running. Stephanie congressman paul ryan beginning his first full day as speaker of the house. I felt like the moon, the stars and all the planets had fallen on me. We should all feel that way. A lot is on our shoulders. So if you ever pray lets pray for each other. Republicans, for democrats, and democrats for republicans. Reporter ryan is the youngest speaker in nearly 150 years. He is 45 years old. His biggest challenge will be to try and unify his own party and wants to restore public trust, improve the economy and close the wage gap. This morning an iran american is in detention in iran and a family friend tells the Washington Post he was visiting relatives in tehran earlier this month when Security Forces arrested him, word of his detention is coming out and he is a business man who lives in dubai and descendent of a prominent iran family and state Department Says its looking into the reports. We are following a developing story out of syria this morning at least 45 people were killed, 100 others injured after government missiles reportedly struck a busy marketplace in the damascus suburb of duma and images are one reason every major foreign player involved in the syrian conflict is meeting today in vienna, the goal is to try and broker a political solution to the fouryear crisis without the Syrian Government or opposition though in the room. Among those taking part secretary of state john kerry as well Foreign Ministers of russia, saudi arabia, turkey and for the first time iran. Al jazeera mohamed joins us live now from vienna and Mohamed Kerry meeting with zarif yesterday and talked about the iran deal but not syria and what role are we expecting the iranians to play in the talks about the war . Well, del, essentially while the talks will be difficult even with the iranians being here the first time, all diplomates that are here realized that if iran were not here it would be impossible. Iran being not only one of the primary backers and supporters of syrian president Bashar Alassad but also one of the primary sponsors of lebanon militant Group Hezbollah and have have a play here and in the conflict and big supporters of Bashar Alassad and hezbollah sending in fighters for a few years now to bolster president Bashar Alassad troops in the Syrian Civil War and have been many attempts in the past for diplomates to get together to try to negotiate a peace settlement and compromise when it comes to the Syrian Civil War and have all essentially failed, that was without the iranian presence. The u. S. , in fact, in the past has made sure they were disinvited and wanted to be involved in the past and didnt happen now but the Iran Nuclear Deal having been reached the u. S. And west encountries realized that iran needs to be at the table here and even though they are here and even though they want to be here its going to be extremely difficult here in vienna to try and come up with a compromise to the Syrian Civil War which is raging on and on with the humanitarian crisis spiralling out of control in syria, del. That being said there is some speculation this morning the u. S. May be softening the stance on president bar char alassad and iran are softening and are we looking at possibly a political breakthrough . Very good point you are making and we have been hearing the softening in tone and not just from u. S. Officials but french officials earlier today and French Foreign minister instead of expressly stating that assad must go before anything happens says he has a role to play in the future and this is a very subtle diplomatic language that has been noticed to the run up to the talks and during these talks, countries such as the u. S. , france and others involved in the talks no longer expressly demanding from the outset that Bashar Alassad must step down before a political solution can be found but, in fact, saying they are ensure what kind of role he has to play in syrias future. That is an important distinction here. A subtle one but an important one. Everybody who is gathered here is determined to try to make it work and this is the make or break day and even yesterday john kerry saying trying to find an end to the civil war is like charting a course out of hell and everyone is guarded and optimistic but the diplomatic bar has thus far been set pretty low. For us in vienna and thank you very much. Stay with us in about 15 minutes we will be talking more about the Syrian Crisis with former pentagon analyst matthau. Not easy to walk around the gulf coast and flash flood warnings up along the coast and those are pretty ominous clouds behind you. We have rain coming in and a lot of flash flood watches are preempted because we are expecting the rain but as you look at all of in this is a system we have been watching as it moved through the rockies now pulling out, it will interact with more moisture now its getting closer to the gulf and already Severe Weather this morning and watching that very closely through the course of the day and Central Texas is under that slight risk and lets put the different hazards up and right now we have a Tornado Warning for wilson in bexar county and a wider area that is under the watch that means the potential and goes until noon central today and could move, we already had a couple reports of damage right now, its being considered win damage but it was night so they will go back during the light of day and see just in case it was tornado damage and all the greens ex tending into louisiana are flash flood a lot of watches because the potential of rain is coming in. This is moving through and in portions of texas, 78 possible over the next two days and then ive stopped this where it is on halloween eve so from the great lakes all the way to the gulf coast some moisture could spread and that is where you want to watch out for kids and as we get into the day on saturday moving to the east coast kind of misses parts of the northeast so for the marathon for example in new york city might not be dealing with the rain hopefully. The greater the surge in refugees trying to beat the on set of winter the greater the risk to free movement. John with al jazeera on the island of lesbos. At this hour secretary of state john kerry is sitting down with every foreign player in the conflicten colluding iran but the opposition is not there and fa talks trying to end the civil war and u. S. And iranians may be nearing a compromise on the future of syria president Bashar Alassad and we will go to a resident fellow at the American Enterprise institute and joins us from washington and matthew good among and the presence of iran at the talks has been called significant, should we expect it pushes things towards a solution toward the syrian war . Well, i think everyone involved in the talks right now are hoping for some type of potential breakthrough and though i think both sides remain doubtful there is any immediate solution to this. This is a fouryear civil war, there is a lot changing on the ground in the fighting and because you dont actually have president assad or his representatives or the Syrian Opposition there, the president , its going to be difficult to really get to any type of solution here. At the core of it. And leads to the next points syria is not at the table and it has become a proxy war as you know, can the syrian civ war be resolved without the participation of the syrians . Well, i think given how dependent assad is on iran and Russian Support and frankly how dependent most of the opposition is for external support, i think that there is you cant actually perhaps solve a good chunk of it by the major world and Regional Power players there. At the same time though you have to recognize they are players that are not anyones proxy in the situation, like i. S. I. S. Or daesh so you cant really solve the entire problem with those that are in vienna right now. There is speculation that the iranians and others are softening their stance on keeping assad in power. Why might the iranians be willing to do that . Well, i think the iranians are looking at a situation that has not been going well for them frankly for a number of years, that is part of the reason why they were willing and wanting russian intervention recently. I think the iranians are seeing that the outlook for preserving what they still have in syria is frankly been kind of grim and i think that they are recognized that president assad frankly has not handled this situation very well at all and frankly i think made the ran iranians blame them for the problem in syria and a willingness to transition away from assad and the problem is transition to what and who would be taking his place and i think that is what everyone is fighting over. To that point is that how russia feels and one soldier that has died in syria and the fact it has more to lose with its military involvement in syria make it more likely to compromise on its support of assad and also leads to the same question but then who . Youre absolutely right and i think actually this is where it becomes very interesting between iran and russia, russia does not want to be in some multi gear engagement in syria. I think they want to look for a relatively way out of the situation and have interest they are willing to fight for there but i think that the russians and iranians may have a different calculation about assad and i think the iranians may be at least the russians may be more willing to kind of you know get rid of assad quicker and more favorable terms to those like the saudis or the americans than they would for iranians and i think iranians are a little worried that the russians will cut them out in the end of a final deal. The military is given a deadline to defeat the group. A retired army general and former commander of u. S. Africa command joins us live this morning from washington, d. C. Thank you for being with us. How much progress has been mailed in the fight against boko haram in africa . Well, its been uneven over the past several years, but i think the last few months have been encouraging, particularly because of the emphasis placed on defeating boko haram by the Nigerian Government and by the surrounding nations. General, when americans hear about boko haram, the first thing that comes to mind are the 276 girls kidnapped by boko haram. You had experience training african troops. If Something Like that happened on u. S. Soil or europe, they would move heaven and earth to try and get them back. Did you find that to be the case in africa . Well, i think there was no lack of will, but i think theres also the complexities of geography, lack of infrastructure and Security Forces, police and i military who were in my estimation probably not quite up to the task. Thats changing now. You say there are complexities. You are talking about 300 girls, 276 girls, nigeria just rescued other kidnapping victims. How many kids are we talking about that this group may have kidnapped and do we really have a firm number . No, i think there is no firm number. Certainly, the girls gained International Recognition, rightfully so, but there are many, many hundreds, perhaps thousands of others who have been kidnapped over the past several years, but not in as large a single group as the girls. Were you frustrated as a military commander in washington i mean in africa with washington itself, because Troop Deployment relatively small, the president announced 300 will be deployed to cameroon, compared to 3,500 troops in iraq and syria. Do the numbers themselves send a message . No, i dont think so. You should not measure the u. S. Commitment purely based on the number of american troops present. In fact, in my estimation, large american troop presence can be counter productive particularly in africa, the key to all of this is an africanled effort supported by the United States and others in the international community. I think were seeing more and more of that. Im encouraged by the Regional Cooperation that seems to be emerging from nigeria but also with their neighbors, cameroon, niger and chad. That you says of knob violent federal prisoners are being released starting this morning. It is the latest step in a movement to reform mandatory sentencing. Advocatesar taking aim at plea bargains. Many say they were forced to take a deal rather than risk trial. Ive got a walker and a wheelchair. 69yearold sonia had a decision to make. Your house burned down. Yes. You were charged with arson . Yes. And insurance fraud. Yes. I havent gotten a penny from insurance, but i didnt do either one of them. Fullers defense lawyers gave her a lie detector test. She passed. But going to trial meant risking 30 years behind bars. They kept threatening me. Something she says aggressive prosecutors dont let her forget. Had you gone in for 30 years, you would have never left there. Uhuh. That would be it, life over. That would be the end of that. When prosecutors offered a deal, she took it. Fuller isnt alone. Across the United States, only a tiny fraction of defendants actually go on trial. In the federal system, 97 accept a deal and plead guilty. State courts are not far behind, with a plea rate of 90 . People are wrongfully convicted. That happens and theres plenty of them in there, too. Charles has worked as a defense investigator for more than two decades. Theres not a defense attorney in this country who hasnt at some point stood next to a client and watched them plead guilty to an offense that he or she did not commit as part of a plea deal package and thats just a fact. Anyone who would dispute that i would challenge them on that. The rate of pleas rose sharply with tough new sentencing laws 30 years ago in order to stem the tide of Violent Crime with more prosecutions. Crime rates in the u. S. Have been dropping since the 1990s, but case loads, they have not budged away in atlanta, business is booming and the only way to keep up is to reinvolve as many case before they go to trial. With that comes a fundamental power shift. What that does is that takes the power away from defendants, takes the power away from the judiciary, from judges who have ultimate oversight and gives the powers to the prosecutors, who ultimately make the charging decisions. Attorney lisa wells used to be one of those prosecutors. You dont want to be seen weak amongst your pierce and of course you certainly dont want your boss to think they hired someone who is weak. Wells says defendants are often overcharged to force a deal, including some of the clients she now represents. It is so gut wrenching, knowing that they could be convicted, but also not wanting to plead to something that they feel is unfair and they didnt do. We know that theres almost this cost benefit analysis that takes place with defendants where they dont have a trust to get a fair shake, so they make a, decision, essentially. The association of u. S. Attorneys though says thats an oversimplification. Theres a lengthy colloquy between the judge and the defendant with his attorney there in which hes advised of his full rights, including the right to go to trial. All of that is to make sure that a defendant is entering the plea knowingly and voluntarily. A sitting federal judge who asked not to be named told us judicial review is a sham. He called plea bargains private and secret back room deals that are bad for the system. Our Founding Fathers had in mind that defendants would be tried by a jury of their pierce. That constitutional right to a jury trial gives defendants the choice, one that critics say the system has now eliminated. Robert ray, al jazeera, atlanta. An update on a story a a lot of you are talking about, the Washington State football coach attending his team said game as a fan. He was suspended for praying with his players on the field. He says he is not giving up his fight. Coach kennedy was torn about whether or not to show up last night. He said he decided to go after the teams captains insisted. His presence was controversial. The High School Assistant coach joe kennedy was back praying thursday night as his team fought for a playoff spot, but he prayed from the stands, not the field. I never wanted any legal stuff. I didnt want any problem. I just wanted to give things for my team. The School System suspended him after he repeatedly ignored a School Mandate to stop leading on the field prayers. I dont understand the laws, and i dont know why americas come to this, i thought it was so pure. Hopefully well get it straightened out. This group of self described ate tanists were there, protesting kennedys practice of praying on the field. The debate has reached capitol hill. Protecting one coaches rights to pray protects every persons right to pray. In the stands, the opinion was more mixed. I do support his rights to pray. Everybody has the right the pray. Its just not the right venue. Separation of church and state, teaching our kids region not in the classrooms, i understand that. If the kids want to join in, i think thats perfectly acceptable. His lawyers are with the conservative Liberty Institute group. They say they will file a federal discrimination charge on kennedys behalf. Im willing to take this as far as it goes to defend the rights of the constitution until the end. If it comes back one way or another, i fought the good fight. We love you, jesus. They won 2720, had a one in five record before this prayer controversy broke. Since then, the team has won two out of three. He said he was following that film facing your giants when he prayed. You saw the cameras. How do the parents and players feel about the fact that so much attacks is being taken from the field . We certainly heard from one parent last night, talking about the fact that its really all about the kids and the coach believes that, too, he put a message to as much on his facebook page, police focus on the exploits of these kids. This summer, almost all the snow fields disappeared, experts predict forever. Is this a warning that we should be paying attention to . This is a warning. You could call the loss of permanent snow is the canary in the coal mine. Jim wound to take us higher into the mountains to see where the ancient snow fields existed, however winter is coming and the roads are closed. A closure made more out of seasonal habit than necessity this year. On that land positive the trees, the alpine, look at that snow field on the right. Five years ago, it was much bigger. Experts say there are a number of reasons, but one is pushy parents. We have the story. Soccer practice for third graders in new york city. Its a crowded field. For now. But many of these kids will end up dropping out of team sports before becoming teenagers. A recent survey suggests total sports play has declined 10 . Not a good sign, according to experts who say playing team sports is good for a childs development. Most kids are not benefiting from all of the important life lessons that are attainable for kids in sports, things like perseverance and being part of a team and just being active as a kid. Director of Sports Management said parents are too focused on the future. They want their kids to special ice in only one sport, hoping to land big scholarships at top schools. Its not the most important thing to be the best 9yearold pitcher. The real job as a parent is to protect them and help them reach the ability to be a top athlete. Many get the wrong message and drop out. Max is 10 years old and said soccer has taught him more than just how to score goals. I learned how to really try your hardest. It gets harder every year, and like the one time we lost, we tried to learn how to lose. Sometimes parents are the ones kind of pushing kids towards sports, and kids arent interested. You can only push them for so long. Hockey coach tom mariano said many parents dont follow that approach. Be positive. Dont coach your kid from the stands. Dont be banging on the glass, pointing, telling them to skate and move his feet. I see it all the time. The poor kid, the kids worried more about the parents than theyre worried about the game. Mariano said the risk where he coaches focuses on developing basic skills before advancing kids to the next level. Im all about positive reinforcement. I think thats a lot of our motto here. I think thats a lot of why we are so successful. Thats good news for mariano, because hockey is experiencing one of the biggest declines in child enrollment. U. S. A. Hockey is the governing body for amateurs, reducing travel and raising the age kids can bodychecking. Now they get hit a little bit and get banged around, and go whoa, maybe this isnt for me. The new guidelines are so successful, many are following the same model. Let ben tell you what they want to do. A strategy that can prove to be a gamechanger. Al jazeera, new york. Some of the other reasons fewer kids are signing up, a lot of parents say they cant afford the expensive equipment. Others fear their children will get hurt and the too much training is a problem, as well. That accounts or half of all sports related injuries. It is shaping up as a do or die game for the mets. The mets lost the first two games to the Kansas City Royals and now face an uphill battle. Only 10 teams have ever come back from that deficit to win the fall classic, but one was the mets who came back way back in 1986 to win the series and cap that amazing season. They are hoping history repeats itself in new york. Ahead in our next hour, thousands of federal inmates are being reds this morning as the Obama Administration releases nonviolent drug offenders. Well look at the implications in the immigration battle. The violence in damascus adding new pressure to the international talks with the u. S. , russia and iran now at the table. We are back in two minutes with more of your world this morning. Tough that the country gave up on me. Look at the trauma. Every day is torture. This is our home. Nobody should have to live like this. We made a promise to these heroes. This is one promise americans need to keep. Out of jail, the Obama Administration begins releasing thousands of prisoners convicted of nonviolent drug crimes, many now facing deportation. Dramatic scenes of desperation this morning along the sloveniaaustria border, refugees push past police. The last british resident held at guantanamo sent back to the u. K. After 13 years and no charges. A spooky situation for pumpkin lovers, a pumpkin shortage that could stretch to the end of the holiday season. Welcome to your word this morning. Thousands of inmates who spent years behind bars in u. S. Prisons will walk away this morning. It is part of adjusts Department Program in response to revised mandatory minimum sentences for drug crimes. It is the largest one time release of federal prisoners in history. Al jazeeras patty calhane has the story of one man hoping to get out. Charles ford is a man who really likes to talk about his brother, todd. Comedian, just, he demands the room, always has. Hes got that certain aura about him. Always smiling, growing up on the poverty stricken site of washington, d. C. The pictures stop. At 24 years old, todd foster in his first runin with the law was found guilty of dealing krakow contain. Along with seven others, they possessed a combined 15 kilograms and that meant his sentence, life in prison, no chance of parole. You sell drugs. Life without parole for something you can put in your pocket . I would never see that in a million years. The judge had very little discretion because of mandatory minimum sentence that is looks at the type of drug, the quantity, circumstances and that adds up to the sentence. The independent commission that oversees sentences just changed the formula, reducing the time future and past prisoners will have to serve. Shaving an average of two years of prison time for drug offenses, but for people sentenced to life, it means they will know freedom. Part of the reason, money. The u. S. Spent 80 billion a year on prisons, and they are overcrowded, almost half of the inmates are there on drug charges. Congress is considering lowering the penalties further, but that has its critics. Its going to drive the crime rate up, because these people are unfortunately, theyre going to go back, many of them to what they did previously, and that is victimize the public by selling of poison, drugs, heroin, cocaine, crack, meth amphetamine, poisons that destroy peoples lives. The vast majority of prisoners that get out go back to prison. Ford knows the challenges he faces. His support system is going to be, you wants to hey, im there, im going to be tied like this. Ive got to make sure. Hes going to be good. Hes definitely going to be good, i promise you that. He and i want got no choice but to do the right thing. After 21 years of thinking there was no hope of freedom, knew hell have a chance to find out. Patty calhane, al jazeera, washington. About a third of people released will be deported. Well talk about the reasons for that and the impact in the immigration debate in about 15 minutes. President obama says he is going to sign that budget and debt deal approved by the senate early this morning. After a marathon session, that vote finally happening at 3 00 this morning. The measure prevents a Government Shutdown next week but many republicans arent happy. They force that had rare overnight session in the senate. I will not give this president any power to borrow unspecified amounts of money. Our debt enough equals our entire economy. Released him, a Saudi National, after 13 years. Another detainee was sent home to mauritania thursday. Neither man was ever charged with a crime. As al jazeeras emma hayward tells us, aamers case Drew International attention. He had been held more than 5,000 days, never charged, never convicted. The last british resident to be detained at the u. S. Base, his supporters have always maintained he is an innocent man and his family has been robbed of a father, a husband and a friend. The campaign for his release has been a long one. 14 years of torture. I mean tortures bad enough, but when someones never been charged and therefore assumed innocent, its just intolerable. He was picked up in afghanistan in 2001. His family say he was doing charity work and that he was sold for a bounty to u. S. Forces. U. S. Authorities said he was leading a unit of taliban fighters. In 13 years, he was never charged. He did go on Hunger Strike several times, one of the many prisoners whos only form of protest was through their stomach. There has been a deadly missile attack in syria killing people in a market in the damascus suburb of douma p. The strikes were targeting rebel groups p. M. Images like that are one reason every major foreign player is meeting in vienna today to broker a solution. Neither the government nor the opposition will be in the room. Today is one month since russia began its aerial campaign. The u. S. Question moscows motives within alleging the bombers are focused on anti Bashar Al Assad fighters. Some are softening their approach on Bashar Al Assad. Are we seeing the framework for a real political breakthrough . Theres definitely been a softening of tone toward Bashar Al Assad and what role he might play in the future of syria, particularly from the the western countries represented here. Wed heard indications of this from statements that have been coming from the u. S. Over the course of the past week. Just today, French Foreign minister spoke to the press earlier, and he was saying that it wasnt clear what role, if any, the syrian president Bashar Al Assad will have in the future of syria. Thats a big change. Its subtle, but in diplomatic speak a big change from where many of the western countries involved were in the past when several countries demanded outright that there was no role for Bashar Al Assad when it came to the transition in syria. With rewards to iran, theyve not specified where they are yet when it comes to Bashar Al Assad. Clearly they have a huge role to play in syria, and they want to make sure that Bashar Al Assad remains at least through any potential transition but the russians have been clear at this point. The russians have called for elections both parliamentary and president ial in syria. The russians as primary backers of Bashar Al Assad including iran have a stake in this. This is the make or break day when it comes to talks to see if any kind of political solution can be reached in these very difficult talks. Neither the sir i cant be government nor the rebels are represented at these talks. Can a solution be brokered without these players . Thats certainly a challenge. You have powers here that back either the opposition in syria, more of the players here back the opposition. Then you have russia and iran backing president Bashar Al Assad. Certainly that is a challenge company overcome here, one of many challenges, the fact that you dont have the primary actors involved in the actual conflict in syria, neither members of the regime of Bashar Al Assad nor members of the opposition. In fact, the opposition have stated several times since yesterday that they are displeased that they are not here. There has been talk that perhaps the opposition may be invited to further talks in these syrian negotiations at some point down the line, maybe as early as next week. This is one more thing to overcome in these talking about in which the diplomatic bar has been set very low. Practically every person speaking to the press have stated how difficult it is going to be to effect any compromise, made more difficult by the fact that the fighting in syria just rages on today, dozens more People Killed with this devastating missile attack in syria earlier today. That was in douma. Reporting from vienna, muhammed, thank you. Critics say it will be hard to reach any sort of agreement without the government at the table, saying the talks are more about finding compromise between interested parties, like iran and russia. I think given how democrat Bashar Al Assad is on iran and Russian Support, and frankly how democrat most of the opposition is for external support, i think that there is you cant actually perhaps solve a good chunk of this by the major word and Regional Power players there. At the same time, though, you have to recognize there are players that are not anyones proxy like isis or daish, so that you cant really solve the entire problem with those that are in vienna right now. There is speculation that the iranians and others are softening their stance on keeping assad in power. Why might the iranians be willing to do that . Well, i think the iranians are looking at a situation that has not been going well for them frankly for a number of years. Thats part of the reason why they were willing and wanting russian intervention recently. I think the iranians are seeing that the outlook for preserving what they still have in syria is frank kind of grim. They recognize that president assad has not handled the situation very well at all and frankly main iranians blame him for what the problems that they have right now there in syria. I think that theres always been a willingness to find someone to transition away from president assad. The problem is transition to what and who would be taking his place. I think thats actually what everyones fighting over. The four and a half year war has left 250,000 people dead and forced half the countries population from their homes. There is dramatic video out of slovenia this morning. It is near the border with austria, refugees and migrants rushing past border officials and through the gates, trampling others along the way. Good morning, some places could get six inches at this system goes through. We are watching the northwest for flooding closely. These have a history of producing some Severe Weather. Theres been at least one wind report of high winds and damage, home damage, tree damage. As this goes along, there is still concern, slight risk today for predominantly wind, but an isolated or tornado not out of the realm of possibility. So we have the wider area of red, thats our tornado watch. The potential going until noon today and the one area thats the brighter red, the Tornado Warning we have in effect for Guadalupe County through the end of this half hour. Watch for those, but flooding concerns all the way through louisiana, we already have watches and warnings up. This is how it stacks up for the holiday evening, halloween and then eventually moves its way sunday into portions of the east coast. Theres threats of that halloween forecast. We can see moisture from the gulf coast to the great lakes, as it slowly moves along, places that were already sad rated last weekend, texas, louisiana, the biggest chance for flooding. This could be an even bigger chance, just system after system in the northwest over the next couple of days. Some places in Washington State, widespread, a foot or more, so we have the flood risk going up. As that moves in for sunday night, that could be a snowstorm for lake tahoe, but they want that snow. The Obama Administration said its justice, part of its reforms to the prison sentences. Some offenders will be quickly deported. The latest into the investigation of dramatic flames on the tarmac. What authorities believe caused this plane to catch on fire. Fire. The largest prisoner release in u. S. History getting underway this morning. The Justice Department releasing 6,000 people who have been serving long sentences for nonviolent drug offenses. About a third of those prisoners will eventually be deported. The Company Founder and managing director of the united we dream network joins us live from houston. Thanks for being with us. Good to be here. When the public hears about prisoners being released, hundreds of undocumented when put in prison, about a third. U. S. Officials say they will be quickly deported. What happens to them after their release . This is another situation where we see that the criminal Justice System treats black and brown people differently. We have 2,000 of those 6,000 people that will be released today who have committed low level drug offenses, and they are immigrants, but would be immediately deported after their release. Heres a situation where these folks are getting a double sentence without having to see a judge to see if they can stay here under prosecutorial discretion. Any prisoner release in itself is controversial. When the public hears prisoner release, they get concerned. How concerned should the American Public be . These are people that have already its already been determined by a judge they have served their sentence. They have low level drug offenders and set to be released. President obama has said himself that we are a country of Second Chances and in this particular case, for the 2,000 immigrants that will be released today is very hypocritical, because theyre not in essence given a Second Chance when theyre not given a chance to see a judge to stay with their families here but rather being deported right away. Is it your feeling to the Obama White House is using this as an excuse to send 2,000 prisoners back across the border without due process and did they deserve due process because they were undocumented when they came into the country. Its within the law for the Obama Administration to allow these 2,000 people to be able to see a judge so they can determine if they are eligible for prosecutorial discretion. This is a clear case when you see the intersection of criminal justice and immigration justice. This is a clear case where you see the criminal Justice System and immigrational laws that are unfairly punishing now for a second time to folks that have been set to be released. I know i am preaching total choir when i ask this question. The other side of that debate is what due pros are they entitled to if they come into this country undocumented . Well what were saying is everyone in this country deserves due process, and legal assistance. These folks have already served their sentence. What we are saying is within the power of the administration, these folks can come forward to a judge so they can determine if these folks have family members here and have the right to be able to stay with their families. One final question before i let you go. Is it your sense that these prisoners, once they will be released are going to be welcomed back in their home countries with open arms . Well, you know, many people have their families here. They have in. Some cases, no one really at their home in their home country, and we dont understand right now much of the conditions when many people are sent back. Right now, even people that are being deported immediately and separated by their families go through very difficult situations, because the countries like mex mexico and others are now set up to properly welcome folks back, and many of these people have families here, which is why were saying that its hypocritical for the Obama Administration not to give these folks a second chancing to forward and come before a judge. Thanks for being with us this morning. Police in seattle are offering nonviolent offenders an alternative to jail, rehab to help them start over. The program is criticized as too soft on crime. We followed up with three low level offenders to see if its working. Schuyler hooks is a College Graduate living on the streets and stealing to feed his habit. Whats your drug of choice . Heroin . Yeah. Seattle Police Offers him hope instead of handcuffs. He takes it and enters the program, which doesnt require him to stay sober in order to get help. Michael was hookss case manager last year. He literally slept on the sidewalk by the office to make sure he made it in the morning. The second time, i picked him up from under a bridge to take him to detox. Each time within a couple of days, hooks left detox and van issued. Today, hes back in jail this time in a city near seattle. He asks that he gets drug treatment before serving his sentence. Time is running out to find an available treatment bed. Though his journey has been rocky, new data suggestion the 4yearold program has helped the more than 300 people who have enrolled. Lisa who helped design lead says the program is working. People in lead are 58 less likely to be arrested again after they get involved with the program than people who are very similar but go through jail booking and prosecution as usual. When compared to low level offenders not participating in the program, lead participants spent 39 fewer days in jail per year, saving taxpayers 2,100 per person. 37yearold Abraham Hartfield is a success story. He was attending drug counseling while living in a hotel. After remaining drug free for three years, hes no longer on probation. Lead got him a housing voucher, but i struggled to find his own place. How do you think he will be received and how will he return to life . Will he have a normal life of a free man . Well, the first thing that happened is that he needs Urgent Medical attention. His lawyers have said that after the Hunger Strikes and the forced feeding that we read about in the Senate Report described at torture, hes in very, very bad health. His first step will be to seek medical attention that he needs and try to reconnect with his family. Hes got a 14yearold son that hes never seen in that that will be his first step. After that, weve seen on outpouring of support for him across the country. As people recognize that this mans been through a horrible injustice for 14 years. Thank you for your perspective. Nigerias army is out with a most wanted poster of boko haram fighters, the all the way calling on the. To call a special hot line posted to see if they see any of the men. There were 100 men on the poster in all. Nigerias president giving the military a mid november deadline to defeat the group. Retired army general, former commander of u. S. Africa command says finding those kidnapped Nigerian School girls is complex. I think there was no lack of will, but i think theres also the complexities of geography, lack of infrastructure and frankly Security Forces, police and military who were in my estimation probably not quite up to the task. Thats changing now. Excuse me for pushing back on that, though. You say there are complexities, you are talking about 300 girls, nigeria just rescued 300 other kidnapping victims from boko haram. How many kids are we actually talking about that this group may have kidnapped and do we really have a firm number . No. I think there is no firm number. Certainly the girls gained International Recognition rightfully so, but there are many, many hundreds, perhaps thousands of others who have been kidnapped over the past several years, but not in as large a single group as the kidnapped girls. Were you frustrated with washington because Troop Deployment in that region relatively small, the president announced 300 people will be deployed to cameroon compared to thee thousand to iraq and syria. Do the numbers send a message . I dont think so. You should not measure the commitment based purely on the number of american troops present. In fact, in my estimation, large american troop presence can be counter productive, particularly in africa. The key to all of this is an africanled effort supported by the United States and others in the international community. I think were seeing more and more of that. Im encouraged by the Regional Cooperation that seems to be emerging from nigeria but also with their neighbors, cameroon, niger and chad. The Ronald Reagan had been conducting exercises when the two planes were detect. Four fighter jets were launched to keep tabs on the bombers until they left the area. The pentagon called the fly by routine and the jets stayed at least a mile away. For years, the air force has complained it needs a modern replacement for its aging fleet of longrange bombers. This week a contract was awarded worth tens of billions of dollars to develop the new bombers. Beyond that, not a lot is known about the project. The longrange Strike Bomber at the moment is a concept, shrouded in mystery, as this north brook drummond Television Ad suggestion. Building aircraft, the likes of which the world has never seen. This is what we do. Making the Stealth Bomber in the 1990s, it won the lucrative contract beating out bowing and lockheed martin. Now all three have multibillion dollars pentagon deals. Bowing is building aircraft. The air forces top general said the longrange Strike Bomber is essential if the u. S. Wants to be able to hold any target at risk anywhere in the world. No service chief wants to be in a situation where they must caution a commander or secretary of defense or the president against addressing a threat to the United States either because we lack the appropriate capability or because we would incur unacceptable levels of risk in doing so. This bomber will minimize the possibility that my successors are ever put in that position. For now, the super secret bomber is so stealthy, no plans or even a rudimentary contract has been made public. It is estimated to be worth 60 billion to 80 billion over its life. That will buy 80100 planes estimated cost 564 million each. If all goes well, the first could Begin Service 10 years from now in 2025. As former pentagon officials are quick to note, few complex high tech weapons programs ever go well, at least not at first. They say theyre going to get it for, you know, five or 600 million a copy, but that doesnt include development costs, it doesnt include cost overruns which normally happen in these programs. The bigger argument is need. The bomber would replace 50yearold b52s and 25yearold b ones, as one leg of Americas Nuclear triad. The u. S. Strategy that relies on a a combination of bombers, landbased icbms and submarine launched missiles to deter potential adversaries from starting a major warp with the u. S. Since the stealthy f35 will be equipped to deliver nuke bombs and submarines can send their warheads anywhere in the world, how many bombers did the u. S. Require . The question is do you need 100 of them and still need 5,000 Nuclear Weapons in this day and age. The air force bought 20 of them. Most missions these days dont require planes to fly halfway around the world to strike their targets. Federal investigators are searching for what sparked that dramatic airplane engine fire in florida. Two dozen people were hurt as they were trying to evacuate. China will rely on local provinces to enforce a huge change to the decades old onechild policy. Chinese couples will now be allowed to have two children. As, mcbride reports, it may not have the affect some in the government want. Within an increasing burden of an aging population, abandoning the onechild policy is a cause for celebration for many. It will be a long time before the change works through to produce a bigger working population to support the elderly. Far from certain that call couples will take the opportunity of having a second child. I dont know if it will make enough of a difference, because the intention of women having children is very low.
