Those areas are sunni areas. If you send in u. S. Troops, european troops, Russian Troops or even the government led troops in baghdad or damascus, they are going to be considered the enemy occupiers. You have to have a sunni force to go. Egyptians, saudis, that is the only way to solve it. Is it realistic to hope that significant numbers of troops will even get involved . Jordan and egypt are having issues and even the stronger countries are having lower oil prices. I was a navy officer in yugoslavia in the 90s. It is peaceful now because the main aggressors were killed. I see no reason why syria and iraq should be their own sovereign nations when theyre failed states right now. You should realistically consider having them broken into separate countries where the sunni and the kurds and the shia can be sovereign. I think its time to partition those. Right but partition is a difficult thing. When youre talking about countries that have now existed for about 100 years. And i do realize that partition happened after world war ii by european leaders in the disposition of the ottoman empire. There are a lot of iraqis and syrians who still have national identities, Strong National identities and dont want those areas divided so its difficult to achieve. It is a difficult solution, i think theyre all hard choices. Vice President Biden was talking about ten years ago when he was in the senate that iraq perhaps should be divided into three countries. He got a lot of criticism then even when i was at the pentagon he was saying it. However, iraq and syria are broken beyond repair. Those countries ought to be broken apart into states where the individual actors could have their own autonomous states. Depending where you are in iraq or syria, wont iran get upset . They have troops in syria and in iraq. I think its better to have sunni troops to liberate those areas from daesh than under iranian control. Make a sunni country out of it those 8 Million People wont consider us the enemy or their other neighbors as the enemy. But there might be a split within nusra. Really the issue is incredible security concern not just for western europe, it is an incredible security concern for the United States, because people with western european passports can travel here mostly without visas. What has happened with the Visa Waver Program is a number of security enhancements which continue to be looked at to make that program even more secure than it has been in the past. Thats something thats always being evaluated. But one of the things with respect to the United States the number has remained relatively flat. About 250 people who have traveled or attempted to travel to the United States, our reports indicate roughly 40 have returned, we are always looking at and Law Enforcement is paying attention to who those individuals are and making sure theyre being looked at appropriately. Going back to the initial question. Where is the failure . Is the failure because the turks havent closed off the border and thats an easy way for the people to go join i. S. I. L, is it the recruiting, a combination of factors . We think that the nurm one failure inumber onefailure is il of this what is appealing about daesh . People are able to come back and implement their ideology. You know the breadth of the appeal as we said, 86 countries, people coming from around the world, one of the people who has reason to worry is vladimir putin. You found a 300 increase in fighters who come from russia and central asia to join i. S. I. L. And of course, that adds an interesting context to putins involvement in syria. Whether it is just about propping up assad which is certainly one component of the strategy but this presents a Real National security concern to putin and the russians. When we look at that question of what happens when these individuals choose to return home whether because they want to go home, whether because they become disillusions with the caliphate or whatever the reason. That presents National Security concerns that are factoring into the russians thought process. As San Bernardino shows, you dont need to go fight with i. S. I. L, all you need is for some home grown terrorist to become radicalized by i. S. I. L. Or some other way. And that of course is what daesh has told its supporters. You dont need to come here to undertake attacks at home. That is something that borders visas, status of individuals is not going to counter. That is going to take a sustained effort from all of us, state local, international, Law Enforcement, and the community to counter that effect and address the issues that are coming up in these communities around the world. And the bombing is clearly not dealing with that influx of foreign fighters. There are more going in than are being killed. And another thing that is very obvious from what, from this report is that the arab world itself is the most threatened because most of the foreign fighters joining i. S. I. L. Come from there from tunisia and turkey probably have the most to worry about because they have already been hit by a number of terrible attacks. Three quarters of the individuals from tunisia are coming from three different towns and thats something were seeing with respect to this threat across the board, in western europe as well, frederickstad in norway, 800 people out of a population of 7,000, if you extrapolate to United States, that would be 800,000 individuals. Thats exactly right. We predicted that the opposition would win. We probably didnt predict this much of a wipeout. There is a sea change a wipeout in venezuelan politics. The government is having to come to grips with the fact that not only did it lose, it got wiped out. This is something they didnt plan for. I think these remaining seats which have yet to be determined who won and whos going to be seated i think government is right now trying to figure out its strategy. Is it going to allow the opposition to take those seats and if so whats its strategy omaintain control of the Overall National agenda an how can it minimize the impact of a twothirds opposition, now has a supermajority and really affect politics in venezuela. The opposition could have tremendous power including deposing maduro, is it likely that Something Like that could happen in practice and the opposition could have real power . I think thats the open question and in fact we dont know. Clearly the government was anticipating that they would have to have some opposition, that they would have to deal with. And so for the last several months indeed the government has been making plans for this contingency, its been reorganizing the Supreme Court, its he been putting its stamp throughout the judiciary, where the opposition can go, and what the real power would be. Nonetheless, i think we cant underemphasize the fact that this now for the first time in 16 years of chavezmo in venezuela, it gives a platform to go after some of the government and really to impact change. So where it actually comes out, what the government allows the legislature to do and what the Supreme Court indeed allows the government to allow the legislature to do those are the big questions. Now maduro has tried portray this as an extreme right wing counterrevolution, is anyone buying that in venezuela . This is as weve said a landslide. The soicialis socialist governmn lost in one of the countrys largest slums. This is tired rhetoric, grasping at trawz. 77 of the venezuelan populace voted, and a large majority voted for the opposition. I think thats tired rhetoric and people recognize that. Do you think its a clear mladenov to the opposition or is this more of a protest vote against the disastrous economy and the violence . Well, i think its clearly the people are tired of the direction of venezuela going. I think people have given opposition a mandate for change. They havent given a mladenov to change the government necessarily because remember maduro wasnt even on the ballot. This was for the legislature. I think people have spoken but they have called for a change in the direction of the country. Now most likely what they are looking for is for the legislature and the executive through gloirks and through negr dialogue to change the direction of venezuela. Do you think this signals a change of direction throughout south america, you have a petition to impeach Dilma Rousseff in brazil. Is there a possibility of a broader backlash against the left in latin america . It does seem to be that way on the surface but those comparisons can be overdrawn somewhat. My personal view, this has more to can with the low oil prices which undermines populace governments, people are not necessarily voting for right wing governments, instead they want governments that are capable, that are able to manage economies and able to deliver better quality of life for citizens. Populism is bankrupt, but that doesnt necessarily translate to people bringing in a lineal model, and some such things. I think you have to remember that venezuela and brazil are different countries.
