Policing the police. Each of you are sentenced to 15 years in prison. The case in south africa, widespread brutality by officers. Good evening, im antonio mora. This is al jazeera america. We begin in myanmar, which appears to be on the verge of a peaceful transition to democracy after decades of military rule. The scope of the victory of Aung San Suu Kyis party in sundays election became clearer today. She won her seat in parliament and her party the National League for democracy is headed towards an absolute majority. Also today, incumbent president sent a letter of congratulations to the Nobel Peace Prize winner and to the nld, essentially, confirming defeat, first time in a quarter century. It is not clear how much power suu kyi and her party will have. Patricia sabga reports. Military aligned president promised a peaceful transition to power as he and the countrys army chief congratulated Aung San Suu Kyi for her partys vicity in elections. It is true however, that more is needed. The president has agreed to meet with suu kyi. The National League for democracy, suu kyi is barred from becoming president of motherinlaw because her sons are british citizens. Who still command 25 of myanmars parliamentary seats reserved for unelected armed forces members. You about Aung San Suu Kyi has left no doubts that she will run the country no matter who becomes president. There will be a government and it will run properly, the president will be told exactly what he can do. But even a behind the scenes president wields limited power in myanmar where the interior defense and Border Security chief are all chosen by the head of the army. That could complicate the many challenges facing suu kyi, ending her silence over the persecution of myanmars 1. 3 million rohingya muslims. Some suggest she chose her battles carefully in the runup to the elections, but with the country in firm control of military institutions, moving myanmar from military dictatorship to democracy is still a work in progress. Patricia sabga, al jazeera, yangon. Lex, very good to have you with us. Thank you. The military has pretty much uunambiguously said. The election went more smoothly than most people expected and the military that is power to make things smooth or rough. And i would think that if they made if they made sure that the election was smooth, the rest of the transition will be smooth, yes. So how much power will Aung San Suu Kyi and the nld have to change things, even if it wins twothirds of the seats in parliament which seems like a possibility . As we just reported, the military still retains a good deal of power, controlling the big ministry, and its bureaucracy. I believe that she will have less power than she hopes to have and less power than many of the myanmar citizens, and people who voted for her would want her to have. And how much power will her own party give her . Because since she was not allowed, shes not allowed under the current constitution to be president she has said that she will be above the president , that is the leader of the party, she will be the real power in the country. I see to reason the challenge that position that shes taking. It is an unusual position. But this is an unusual country. And Aung San Suu Kyi is a motion unusual and exceptional woman. Yeah, i think thats not neither is an understatement. You know as you said the people of myanmar, it was a very large turnout. There were no violent incidents. They seemed to be sending a clear message to the military that they want democracy. If you were a betting man do you think the military will listen and continue to yield power over the long term to the point where the country is fully democratic . Thats what i pray for. Thats what all friends of myanmar i think must wish for, that the odds, historically, the odds must be defense it. I mean this is a country that has made many, many mistakes over the last 60 years. The military has not ruled with any brilliance over the last 60 years. And so we have to, i believe we have to expect some hiccups, some bumps along the way and i dont think the transition to civilian supremacy over the military will be fast. I cannot believe for example that even in the five year term of the next president , by the end of that term, civilian supremacy over the military will have been established. Now amidst all the optimism as you said there are many issues. There are Armed Conflicts that remain. There is ethnic strife, including the way minority muslims face discrimination, with some of the rohingya living in what had been described as modern day concentration camps. Will Aung San Suu Kyi and her party make a difference on that front . She was criticized for not speaking out forcefully about the discrimination against the rohingya. I believe she can be very helpful on this issue. You may remember that there was a radical Buddhist Group that actually owned her an opposed hy were clearly not able to swing a lot of votes away from her. I would say the strong support the nld got her party got will give her the political space she needs to take a few steps forward on this very difficult issue. Difficult because it involves very deep seated cultural sentiments. Level refeld of brookings. Good to get your thoughts on this. Thank you. Thank you for voting myme antonio. The white house appears to be stepping up its efforts to solve the situation in syria. Secretary of state john kerry and Sergey Lavrov spoke, and the Syrian Government says it is make significant gains against i. S. I. L. Al jazeeras zeina khodr has more. The siege of the military airport has been broken, i. S. I. L. Has been pushed back. The Syrian Government and its allies now have an air base in the north of country after losing control of others over the years. If the military is able to hold ground it gives it better position to support the offensive in and around aleppo city, they have won this battle but the war has many fronts and the government and its allies have mounted multiple offenses against northern syria. And until now there has been little success. There has also been little success on the diplomatic front but the u. N. Special envoy to syria says there is a momentum that shouldnt be missed. World and National Leaders that met in vienna last month are scheduled to hold another round of talks on sunday. But the players need to agree on a list of opposition representatives who will take part in proposed negotiations. The Syrian Government has long called its opponents terrorists. Now it has to recognize an opposition. Moscow has presented candidates it says it talks to and unlike the past it is not just those friendly with russia but finding Common Ground wont be easy. Going to be very difficult for different parties to agree on a representative of the syrian conflict. Another challenge is to find really someone or a party that could represent all the different oppositions within the syrian opposition. Reporter russia has denied that it prepared a special document for syria but says it has ideas for further discussion. One of those reportedly involves an 18 month constitutional process which wont be chaired by president bashar alassad. It is not clear if assads other ally iran is on board but the proposal could be seen as some sort of compromise. Assads opponents dont want him to be involved in the transition process but the proposal also says that the president can take part in future elections and that is unacceptable to the opposition who wants a specific time frame or the his departure. Another point of contention is who should be considered a terrorist in syria. For the first time u. S. , russia, saudi arabia and iran the main backers of the warring sides are sitting at the table. Clearly this is progress but the hard bargain thing has yeing hao start. Zeina khodr, al jazeera, beirut. Protest march marking the 11th anniversary of Yassir Arafats death. European move to clearly label products having been made in israeli settlements as clearly discriminatory. Goods from settlements cannot be labeled made in israel. A group of 36 u. S. Senators sent a letter to the eu denansin deng it. Hoda abdel hamid has the story. Condemned the decision taken by the eu to label israeli products. Those are israeli products that are made yowrts the outside they recognized borders of israel. For the eu, anything produced here in the occupied west bank does not fall under the Free Trade Agreement between israel and the european union, simply because they are made in disputed territories. The goods in question here are mainlies from produce. Milk, chicken, honey, eggs, fresh vegetables, fresh fruits like dates for example conditioned grapes, and theres the cosmetic industry. Israel has a quite thriving one based around the dead sea again in occupied territories. Secluded are however at the moment industrial goods. From washington, Prime MinisterBenjamin Netanyahu also reacted. He said that the eu was applying double standards at around 200 disputed territories around the world and none of them were slammed with such a decision. Palestinian workers in those factories would be tharmd most and thaharmed themost. Many analysts here say these exports from the occupied territories represent a tiny margin in the israeli economy but individual manufacturers, individual farmers could be hardly hit. Russian president Vladimir Putin is reacting to allegations of state spof sponsored athletic doping. Hes calling for full cooperation with investigators. As al jazeera am victori victory reports. The russian president has struck a more conciliatory tone. After meeting with Russian Sports chiefs in sochi, president Vladimir Putin says russia must do Everything Possible to eradicate doping. Translator we must carry out our own internal investigation and ensure its the most open. I must stress this, the most open cooperation with 18th doping investigations. Here in russia we must do what we can to get rid of this problem. The association recommended russia be suspended including the olympic games. It accused russia of running a state sponsored program. Its report says theres a deep rooted culture of cheating. It also allegatio alleges, thats demand he. Evidence, dfned doping was endemic but hours after putins comments in sochi, vitali mutco announced crack downs against doping. Translator we can improve the quality of testing. We must consider tightening civil responsibility and maybe consider crp responsibility. Reporter the directors of russias antidoping laboratory, has resigned after wada stripped it the of accreditation. The decision is expected over the weekend. Victoria gatenby, al jazeera. The world antidoping Association Report on russia is the subject of tonights in context segment. Expects decisive measures will be undertaken to protect clean athletes. You will see medals being withdrawn. You will see athletes being sanctioned by the iaaf, you will see athletes and officials being secluded anseclude compleu e. Excluded. Putin comes out and orders an investigation into the doping allegations. Is it sound and fury signifying nothing . Doping was so sanctioned, the fsb had officials actually working at that lab. Absolutely. Secret Service Agents in the labs in moscow and in sochi according to reports. I think what happened is quite simple. I think Vladimir Putin and vitali muttcco felt they could bluff and bluster their way through this. A exirpz o conspiracy of the wed one of them is quite mild and the other is incredibly severe and internationally embarrassing. The mild path, if they go along with what wada says and agree with testing outside of russia they are going to be back in International Competition in a matter of months. Its not going to be something very serious. But if they fight this, you are looking at russia not being at rio. Inteinterpoll is investigati, extorting money from athletes and stealing samples, this story reads like a cold aware cliche. So to your point why is there this ongoing obsession on a state level to win even with cheating . I mean first of all it is international prestige. Like you mentioned, the cold war. One wonders particularly in the form of athletics if the cold war ever really ended. Weve seen over and over again the way the olympics and the world cup are used as instruments of foreign policy. Thats the big critiques of brazil hosting the world cup and the olympics back to back, projecting them as a new world power, you can look at russia being part of that same mindset. But i would argue that russia is cooperating to cover up a much bigger scandal. There was a documentary coming out last year in germany with several whistle blowers that say 99 of russian athletes dope and they also say children in the Olympic Program were encouraged if not told if not instructed to also dope. I really think that is the kind of thing that russia hopes to keep under wraps, take the slap on the wrist, do the testing outside the country and hope to play another day. They seem to be open to some change. What do you think is going to lap . The head of the ioc . What do you read into all this . The one tea leaf is that the ioc made an incredibly ludicrous statement, that they believe all of the medals they won in sochi were clean. That nothing should be wrong with russias past performances. I think that was their way of saying to russia you need to play along with this because dick pound, the head of the world antidoping association, he was insulted because the cover up was so incredibly brazen that he was like unbelievable how do you make it this brazen and think we wont do anything . The idea is to testing outside the country. Hopefully that is a stopgap to get them back into International Competition and back into the rio olympics. Ten seconds do you think this is happening in other countries. Absolutely and without question but i think russia is the country that does it in the most state sanctioned and fundamentally organized way. Dave zyron thank you. Dozens of issues including poverty and security, main goal is to prevent more people from migrating to europe. The summit is happening on the mediterranean Island Country of malta. Al jazeeras lawrence lee reports from the talks in the capital valetta. Reporter if you want a summit aimed at combating migration, why not have it on an island in the mediterranean. The europeans were trying to paiptd thpaint the migration crh a trust fund of more than 2 billion to spread around. This is not just about protecting peoples lives, fighting against criminal networks that exploit peoples desperation and doing this together. I think together is the key word of this summit. Some african states wanted better ways of helping people already in europe to send money back. Better ways of helping manage migration. Translator europe and africa of partners linked by history, we must look at the migration question in a lucid way. The tragedy in april when 800 died in a single incident at sea off the italian island of lampedusa. Over the promise of more money lies a better agenda, better to keep the people in africa than lose them at sea. Many eu summits ends by splimple having thsimply havingd down the road. But urgency of reducing migration flows, may or may not ever come to anything but the absolute priority here is increasing Border Security inside africa to stop people getting to the sea in the first place. The plans to Police Internal borders inside africa are far less well sketched out but they may involve European Border guards in other countries. Worse, human Rights Groups say it could mean European Countries providing money to countries like eritrea and sudan with terrible human rights records to keep people in. Some of these Bilateral Agreements completely in secret, some of the countries with whom theyre negotiating have no adequate asylum systems, have dire Human Rights Violations themselves. Completely in silence and behind closed doors is a matter obviously of deep concern. Since the migration summit was called, the route between the balkans, even moderate slovenia has begun to roll out the razor wire. Europe sees pete people on both routes as increasingly unwelcome. We are joined vee skype by trita parsi, founder and president of the National Iranian council. Good the to see you again. What do you think is going on in iran . Different iranian politicians are saying different things. It seems to me there are some tactical difference whes it comes to the specific order in which they start taking some of the measures that they have been obligated to do. Whether they first take care of the past measure dimensions or they first take care of dismantling some of these centrifuges. There is absolutely no evidence that there is any violation of the deal. And one important thing to keep in mind is the iranians are not going to get any sanctions relief until this is done and until the iaea has verified this is done. Right now in the very early stages of the process and the fact that some people are already you know striking a panic about it almost reveal their desire to see this fail. Now you mentioned the past military dimensions of the nuclear program. The hard liners argument is that the grand ayatollah had said no dismantling until the allegations that the iranians wanted Nuclear Weapons until that is settled. Could the hard liners if that is true that the centrifuges have stopped being dismantled, is that an indication that they might try to sabotage the nuclear deal . Not necessarily. At the end of the day, if the iranians take care of the dismantling and this causes the whole issue to be further delayed, the only ones paying the price are the iranians themselves, what this may actually represent is the mistrust that they have of the iaea and the process because they dont want to dismantle centrifuges then have the pmd issue not get resolved and they are sitting in a situation in which the deal has fallen apart and they have already dismantled the centrifuges. They play want to do it in a different order but at the end of the day it doesnt make any different. The majority of the irannians want those sanction he lifted and support the deal. The ones three were working on dismantling had already been decommissioned, is there such a fuss over decommissioned centrifuges, doesnt that send a bad message . Not necessarily, both sides have a lot of mistrust with each other. It play be better to handle the toughest issues first, if that matter successes succeeds, theyt get anything for it unless the pnd issues are also resolved. That may be what is taking place now. What about the consequences in the u. S . Because so far the story has gotten political attention, probably overshadowed over the republican debate. How whip denny hoyer, could it involve opponents in the United States . Even if it does frankly it doesnt matter because we are at an early stage of an implementation process that is probably going to take at least until january and it is not until then that we will have the iaea come out and confirm or reject that the iranians are doing what theyre supposed to be doing.
