Deepens with protesters calling for elections and a stop of corruption. We begin in syria where at least 63 people have been killed in strikes apparently carried out by russian planes. A bus station was hit. At least 100 people have been killed across the province in the past two days. Gerald tan has the latest. Reporter they gather to search for bodies to cyst through their belongings and what is left of their homes sift. They say air strikes on saturday killed relatives and friends, just ordinary citizens. This man could only muster a prayer, calling on god to help his people. They say russian jets were responsible for the strikes and that this isnt the first time. Dozens of civilians are reported to have died in days of fighting. Russia launched its military operation in syria last september at the request of syrias president Bashar Alassad. Since then russian planes have flown an estimated 570 missions. Rights civilians say many have lost their lives in that time. It has rejected claims that aircraft has sit civilians saying that it uses planes to drop humanitarian aid to those living in besieged areas. Translation i think that today there is not a single army in the world that would talk about its military operations so thoroughly as syria. Its an operation against International Terrorism in this region. Reporter i. S. I. L. Controls most of the province here. It has kept the remaining pockets of governmentheld areas there under siege for the past year. This week it has been on a push to capture those areas. The russians say they intensified bombardment to counter that push by i. S. I. L. Fighters, but the people say here its all been at their expense. Gerald tan syrian state media is also reporting that progovernment forces have recaptured more territory in latakia province. The offensive there is being backed again by russian air strikes. Two groups in the syrian conflicts say more than a thousand civilians have been killed in russian air strikes. The air raids began in september. The london based agency for resume rights have 238 of the civilians killed were children. It also reports that 1141 fighters have been killed, including those from i. S. I. L. Moscow has denied reports that it has killed civilians. The Russian Ministry says the planes have dropped humanitarian aid. The director of the Levan Institute for Strategic Affairs who joins us now. A huge number of civilians once again reportedly killed by russian air strikes. Why does this keep happening . Because the Main Objective of russia intervention and all Foreign Countries in syria is not to fend off this humanitarian crisis. Here we are in a situation where we are i mean, the slogan is to wage a war on terror while each of the parties engaged has their own agenda, priority. The number one priority of russia is to safeguard its syria as a strategic asset. So since its intervention it is not targeting i. S. I. S. Position, but opposition position in a way to try to change the militarily. So it is hoping to change the balance of power through military means, this is number one objective, and not to try to stop this flood of Syrian Refugees to neighboring countries like turkey, lebanon, jordan or even in Europe Russia says it is targeting i. S. I. L. And, indeed, that its planes are only hovering over civilians when it drops humanitarian aid. One must remember that the area is largely controlled by i. S. I. L. Yes. Theyre trying to drop humanitarian aid in the area in some part of the country, but not all of the country. Dropping this kind of aid is not enough to find a solution of the humanitarian crisis in syria. The only solution to this problem is a political solution and up to now russia is not taking any Series Initiative in order to foot the political proceed put the political process on track. We have seen the geneva and vienna track, which is in paralysis and russia is not putting enough pressure on the regime in order to speed up this political process. It boils down to one question when it comes to find a political solution in syria, how to get the syrian sunnis on board and up to now there is no serious initiative taken in order to satisfy the minimum of the sunni requirement. This is why Bashar Alassad departure is the least price you can give the sunnis to make them join this political process thank you very much for taking the time to join us from beirut. Efforts for a political solution are ongoing. Indirect talks between the Syrian Regime and the opposition are planned for monday. The secretary of state john kerry is confident the talks will happen despite divisions. He has been meeting the king of saudi arabia in riyadh. Theyre trying to create a list of opposition groups that will join the negotiations. Our correspondent reports from london. Reporter these talks were always due to start on monday. I think its pretty certain thats not going to happen. The best we can get, i think, on monday is a News Conference with the u. N. Envoy, and the fact that he could there confirm that he has finally sent out the invitations. The controversial thing behind the scenes is who will make up the opposition. John kerry has been in riyadh meeting his saudi counterparts. Saudi arabia was drawing up a list of opposition, but moscow had problems with that list. We understand mr kerry has been speaking to lavrov. It will be up to the opposition whether to attend on the basis of the list that has been agreed by the the International Community. They will come under a great deal of pressure because they will be told if the Syrian Government is there and youre not there, it looks like the opposition is the one that doesnt want peace. So i think it is more likely than not that some sort of talks will take place later in the week. Im told initially those will be socalled proximity talks. The opposition in one room and the Syrian Government in the other with the u. N. Envoy shuffling between the two. Im told initially they will be looking at possible ceasefires in syria and trying to alleviate the humanitarian situation in particularly those areas of syria under siege at least 20 policemen have been killed by two i. Its unclear if theyre going to open today but most likely they wont. The mayor of new york said it is highly likely that there will be massive Airline Delays or cancellationations as well. There has already been over 10,000, so this is a city still trying to dig out it is. Its pretty resilient. Do you think we will be seeing most people back to work on monday morning . Reporter yes. It is a resilient city. New yorkers have a history of bouncing back after things like this. Neighboring new jersey hit very hard tens of thousands of people every day come in from new jersey and neighboring states into manhattan every day. I can tell you that the bus system, the train system in new jersey is still shut down completely but it will be opening in the next couple of hours. Its not just new york city, its the surrounding towns and really states like new jersey, conneticut that needs to get their transportation back going again so they can get people in so the city can open for business again on monday. This storm caught new york by surprise. Everyone was talking about it on friday, but they were talking about 10 to 15 inches. We saw almost double that. So on friday night when people were leaving new york city, they knew they were going get hit, but friday night into saturday morning, it almost doubled what they were talking about. So it caught a little bit of new york by surprise, but the good news is, as you can tell, no snow now and none expected for this coming week, so it will give people a lot of time to dry off and let some of this snow melt to get this city back up and runging again im sure they will be talking about this for a long time to come. The egyptian president has addressed the nation on sunday ahead of the five Year Anniversary of mass protests that led to the overthrow of the former president. Reporter translation we are moving ahead on all fronts, domestic and international, launching development and productivity projects including small and medium size enterprises. Were dropping public utilities, addressing compelling issues namely electricity and were doing all that we can to fight terrorism and establish security and order the anniversary is being marked as a National Holiday throughout the country, but not empb is in the mood for celebration everyone. Reporter the army is on the streets. There is a steppedup security presence ahead of the fifth anniversary of egypt revolution. The Authorities Say they will not allow protests. More activists have been jailed. Thousands of homes have been searched. The crackdown is being carried out in the name of security apparently but human Rights Groups say it is part of a campaign to silence the opposition hope has given way to total repression. The authorities are terrified of another uprising. The arrests of activists that weave seen over the last few days and weeks are really firing shots. Reporter this was the mood when mubarak announced he was stepping stepping down. The years that followed brought little change. Soon the space that had been the epicentre of revolt is no longer a place where egyptians came together and celebrated. The square became a place where opposing sides over the divide raised their grievances. At first the chance called for the down fall of the man who had taken over from mubarak. They accused the military man of having hijacked the revolution and failed to bring about democratic rule. Eventually power was transferred to civilian authorities. Elections were held. The muslim brotherhoods candidate became the first elected of the state. It didnt take long for the protesters to return to the streets. They said he was pursuing an agenda. Protests intensified and so did the violence. The military stepped it. It dissolved the government and arrested many. The civilian interim president was installed. The military coup didnt bring about peace. Those who have defended what they believed was a legitimate lack of government were violently suppressed. Those who had backed the military action gathered on the third anniversary of the revolution to urge the man behind it to run for president. He did. His supporters say he saved the nation. His opponents accuse him of authoritarian rule you have counter revolution forces that have tried to hijack the revolution. You have major idea logical and social social in society. Reporter hundreds have been killed, thousands including journalists locked up. The Authorities Say they are committed to democracy. Their opponents believe otherwise. For them mubaraks Security State is back joining us now here in the studio ask our is our middle east analyst. Patience from the egyptian people was urged. Are people going to grant that . I guess its normal for a president in office in such circumstances that egypt is going through, is for him to ask his people to be patient. For me it makes sense, but, of course, also the people has the right to ask for something in return. Transparency. A lot of things that the people should expect in return of patience. The people have been patient forever, actually, for the last 60 years. I would say since that january 25 revolution sparked four years ago. I believe that its only fair for the people to expect something in return from the president what should they be expecting that theyre not getting right now . I guess all the things, the notions and the ideas and the expressions used by the president in his speech. The people are expecting to see a real achievement on all these aspects, in all these aspects. Like, he talked about the achieving the balance between openly dpagss and freedoms obligations and freedoms. When you look at the realities in egypt i mean, such balance is only achieved when you achieve the power balance. The judiciary, the executive and the legislature. There is no such balance that we can see in egypt. So maybe he was talking about something that he wishes in the future. In this case its fine, but if he was talking about something that has already been achieved, i doubt it very much what has been achieved . If we look at egypt now and compare it to five years ago under mubarak, are we seeing a very different country . Since when . Since mubarak was in power . Yes. We are seeing not a totally different country, but a country which has gone spirally, going in a spiral of violence, economic shambles. The economy, look at the figures recently last week released by the central bank. I mean, its freaking out. The domestic bit released by the central bank have reached 2. 4 billion which is equivalent of 92 of the gdp, the gross domestic product. It is a staggering figure which impacts all aspects of economy. Then when i hear the president talking about the Development Projects and all these rosy picture, that picture he was talking about, i dont believe that has to do with reality. Maybe the economy that he was talking about and freedom of expression, freedom of media, they all remain to be nice ideas that has nothing to do with the reality on the ground we will talk more about this as the anniversary gets underway, but thank you for joining us the revised constitution has been rejected and demonstrators have blocked one of the main borders with india. The parties representing the ethnic group are seeking more representation in government and they say it is the latest constitutional amendments dont go far enough. French president Francois Hollande has played down the chance of india to buy fighters jets from france. He is expected to announce more projects but more is needed to sell fighters jets to the government. The progress pive prime ministe will have discussions on who will rule over the next five years. This man stands little chance of becoming party boss after general secretary was chosen as the candidate. He is widely seen as a moderniser and the architect of freeing up the economy. Some conservatives in the party are believed to be concerned that vietnam is abandoning its socialist past. Reporter the countries have agreed to Work Together on regional issues including those in iraq, syria remand yemen. Theyre the three countries that iran feels are in conflict with the region. In saudi arabia he signed 14 agreements, mostly on Economic Issues and some on strengthening security. Translation the saudi kingdom and china are aiming for enhancing security and stability in the world and we appreciate empts in this regard. The challenges that are facing the world, particularly that of terrorism, require the International Community to have the nonintervention in countries. Reporter the Foreign Policy is based on that principle of nonintervention. The critics would like china to be more proactive. As the conflicted up in yemen last year, the chinese president postponed a trip to saudi arabia and ee sdwript, yet he had to send warships to rescue people from yemen. It doesnt stop it selling military hard ware in the middle east. Translation i would like to express egypts appreciation of this distinguished achievement with china. It has been completed in record time for the development of economic and military cooperation that has reached unprecedented heights. Reporter expansion of economic ties remains at the core of chinas policy. That includes the frins from iran to saudi arabia and to which the economic goals in the region, china is walking a tight rope between rivals but similar promises to all sides iran is also in negotiations to update its ageing fleets of airlines. Reporter this man is an architect obsessed with the needs of his time, a time when by his calculations two out of five billion people will be living in cities under the poverty line by the year 2030. This means that we will have to build a one Million People city per week with ten thousand dollars per family. Reporter he has already started here in chile with the revolutionary social housing design that has made him one of the youngest recipients of the worlds most prestigeous awards. We have to pond to this phenomenon. There is no precedence in human history. He was hired to rapidly rebuild a city destroyed by the 2010 earthquake and tsunami. He came up with a novel solution. Instead of producing tiny units, we ask ourselves why dont we think half of a good house. We thought it was efficient to make the half that a family will never be able to achieve on its own and then allow families to do their other half at their own timing according to their own needs reporter it is called participatery expanding design. Poor residents moved from this to this. Homes that families built on by adding more bedrooms. Or a terrace or balcony or a shop. Not on the outskirts of the city but right in one of the wealthiest districts. These residents used to live far away and travel for hours to get here. Now they work and live in the same area, which improves their quality of life and in turn reduces the inequality gap. That is the point. Although his multi Million Dollar prestige projects have won him critical acclaim the world over, he seems most proud of his social architecture which clues public spaces alongside public housing. Public space by definition is worth improved or po not the quality of life for free in cities. Reporter architecture that he hopes will ultimately stand the test of time all the sport now.
