Candidates in local elections. And creating a very tight squeeze in australias harbor city sydney. Hello, and thank you for joining us. After years of negotiations a climate deal has been outlined in u. N. Talks in paris, and it could be finalized in the next hour. It comes at the hottest year of recorded history. It has been negotiate the over four years. These are the key points. An ambitious goal to keep the rising global countries below two degrees sellsous. A fund of 100 billion to help developing nations to reach climate goals. Our environment editor nick clark joins us in paris. There are counties already feeling the effects of the global changing climate. Well get to that later, right now well go to ban kimoon and what he said earlier. The whole world is watching. Billions of people are relying on your wisdom. It has come to ignite National Interests that act in global interest and solidarity. Nature is sending signals that people in countries are affected as never before. Lets go to paris now and speak to our environment editor nick clark. Well find out what is put there and how binding it is. There seems to be a lot of optimism in this deal. Focus on when well get the details of any finalized deal. Well, theyve been trickling through all day. You might have sensed a bit of a buzz around the place just under a half hour were going to have everything going in to the Plenary Session where all the parties of this conference will gather and this final draft will be present and if there are no objections then the gavel will go down, and well have what will be a famous paris agreement. I hate to be too confident about that, because these things have a habit of moving a great deal, and theyve done so already today. Thats the situation at the moment and there is a sense that something is about to happen. Lets get a view on this agreement. What is your take on the situation on the process. Do you think were close to an agreement . I think were very close to an agreement. Most of the countries have come out and have said either were fine with this or were not entirely happy, but were willing to sign on. We think that there is going to be an seat belt tonightthere is going to be an agreement tonight. When you say tonight, do you mean late tonight or within the next hour . I think some may have very long explanations, but we do think it will come tonight. From your point of view, what do you make of it . Does it satisfy you . There are some parts that are very good and ambitious. For example, governments have agreed to limit global warm to go 1. 5degree celsius. Thats new. As a sciencebased organization were happy about that. Thats the upper limit for safety for people who live on pacific islands, for coral reefs, tropical forests, and so on. But thats a very ambitious goal. If governments are going to achieve it, they must run out of here as soon as theyre done and do much more nationally in terms of cutting emissions, getting finance to developing countries than theyve done up until now. Heres a question ive been asking, is that more or less than what you expected . Not hopeful but expected two weeks ago . This is roughly what weve been expecting for two years. Everyone understands that Climate Change is serious. We just havent had the political will to act on it in the way that it requires. We have an expression of political will. We have pieces in the long term, but now we need more of the shortterm action. Thats been the situation for a while. The thing that has changed is that we see people, citizens, businesses, financial institutions, everyone mobilizing on Climate Change. We think were ready for a shift now from the agreement to massive implementation at all levels. What difference will it make for every day life . Are we going to notice . Are we going to be effected by this agreement in every day life . I think well be effected by a bigger response to Climate Change. Were already impacted by Climate Change. Sometimes it just inconveniences us. But for many people it costs them their lives and their livelihood. In response to Climate Change for people who are wealthy will live in warmer, better insulated homes in the north. Theyll have less pollutions everywhere in cities because we wont have cars. We wont have the burning of coal. We wont have many of the things that are effecting peoples health, causing childhood asthma and so on. In many ways were better off. Healthier diets, less meat, more vegetables. Maybe well all become vegetarians, well live in a world that although some jobs are going to disappear, new green jobs can be created. We think were at a very important moment where were going through this big transition, and things will be much better. Other things, not so much. There are others here who are not so positive. They think that the talks have been disingenuous and the result will be hobbl hollow and weak. Everything will depend on the political will of governments to implement it at home. If youre looking at this agreement to save us, youre working in the wrong place. Governments have reached a framework, but it will depend on what they do immediately and over the next five to ten years. Great to get your perspective on this. I think were close to an agreement. We just heard that india, china and indonesia say theyre happy with the deal. Thats important because they have been perceived as being blockers over the fort night. That may well mean that were closer to the agreement. Well be following that here on al jazeera. Nick clark. Thank you. Lets go to daniel who is live for us in buenos aires. Daniel, talk us through what the position is of argentina, and really latin america towards this deal, and why its so important for that region . Well, you just heard the previous speaker talk about the political will. They often have very good political will and the policies are put in place. But the difficulty for argentina and other countries in the region are making sure that those laws to protect the environment are adhered to. Weve seen massive deforest station tdeforestizationation. And in brazil its difficult to monitor what people do deep in the amazon jungle. Really it is a case of saying the right things but often not following through. In argentina weve seen defore deforestation, 105 million hecto hectares from a million years ago to down to what it is today. And we have seen glacial melting at an alarming rate. They will sign up like everyone else to the cop 21 agreement in paris, but then its a case of monitoring. We have a new government taking over, and hes saying hell have to learn on the job. Many are hoping that hell learn very fast. Its really everyone who will have to change their habits around the world. Focusing on argentina, have you noticed there people are willing or more willing to make slight changes to their daily lives because theyre seeing the impact of Global Warming more than other nations . Not in large enough numbers. There are plenty of ngos working on the environment. We just had an election here. The issue for the environment hardly figuredthere was very little mention of the cop 21 conference. One of the speakers joking, saying that people will become vegetarians. That certainly wont happen here in argentina. Theyre one of the largest consumers of meat in the world. They wont give that up very quickly. Weve seen land given over from cattle to soy to feed that cattle and less and less land to actually feeding the people. I think there are issues that need to be tackled, but there are customs and traditions in which people in general are not changing any time soon. Daniel, thank you were going to stay on air and bring you the deal when it happens here on al jazeera. An arrest took place in geneva, which has been at heightened alert levels. We have to live with this threat. I knew one day it would reach geneva. Paris is not far from geneva. And we have 100 kilometers of border with france. We joined now by nadib barber. What do we know . They have launched criminal investigations into two syrian origin individuals. No identities and nothing else at the moment. Were waiting to hear from the prosecutor Everyone Wants to know if these two are linked to reports earlier in the week and confirmed by the swiss president , that they were tipped off by the cia from the u. S. That there were isil cells. No word yet whether the two being investigated are part of that possible cell, but as we heard from that gentleman in switzerland, wondering if peop the people are linked to the paris attacks. What kind of reaction has there been . I think people have reacted with a bit of fatalism. A lot of people are aware that they share a border enclosed by france. Its easy to travel between the two countries. The details of what happened on the arrests on friday, the people who were stopped in the car. There are two individuals still in the run who were suspected of being in belgium, and people perhaps now have they shifted to another part of europe. There is more and more cooperation between the Intelligence Services of the european nations but people will be very aware that it is very easy for some people to slip past borders as some of the attackers did themselves. As you said were going to get more 20 minutes from now . Hopefully. It was announced for 20 minutes ago. Theyre running late record. But everybody wants to know are they linked to paris . Well find that out soon. Well be checking in with you when you have more. Nadim baba. Thank you. Lets go to burundi where the army said 87 people have been killed during the violence. Their bodies were found after unidentified gunmen attacked military installations. Its the worst outbreak of violence since a failed coup in may. Our reporter malcolm webb, what do you know . 87 people were killed. Early friday morning they were attacked by armed men. The police say they have arrested members of an unnamed group. On friday Evening Police and Security Forces came around residential areas, people who were protesting they say that police came in peoples houses, drove them out in the streets and shot them. They say this is happening to dozens of people, people who are shot in what appears to be execution tile killing. The only People Killed were the attackers. And it seems that the government is very much trying to play this down. Theyre very much trying to put out the image that its business as usual. But many dont see it like that, they see it as an escalating situation that is slipping rapidly into civil war. Malcolm webb with those eyewitness reports. Malcolm, thank you. Still ahead in the program well tell you how two historic trade deals take place with india and japan. Well tell you about the protection of syria. Research. Are you ready to have your brain scanned . Ready to go challenging your deepest beliefs. Feeling the spirit is very subjective. I dont buy that. Techknows team of experts show you how the miracles of science. This is what innovation looks like. Can affect and surprise us. I feel like were making an impact. Lets do it. Techknow where Technology Meets humanity. You a reminder of the stop stories from al jazeera. A draft proposal has been put forward for cop 21 summit in paris. Well wait shortly for their final decision. Swiss police have arrested two people of syrian origin under the suspicion of transporting toxic gas. Voting is under way in an historic election in saudi arabia. Its the first time that women have been allowed to vote and stand as candidates. Around 900 women and 6,000 men are running for election. These councils are the countrys only elected public bodies. The legal voting age has been lowered from 21 to 18. Many young people welcome the changes. Im so proud of this improvement in saudi. This is really a big opportunity for females. I think that they could really make a difference. We have more now from riyadh. Another historic day here in saudi arabia. Polls have now closed, and these elections are not only momentous, it is the first time that women have been able to vote in any election but the first time that they have gone to the polls this is only the third time that elections have taken place in the kingdom. Now vote counting will begin any moment. Now the ballot pairs, th areas are open in the country. This is the first step where theyve will a conclusiv had an inclusive societ society. These are significant elections. A ceasefire in yemens civil war will start on december 14th. They made the announcement in the press conference in sana. The country has been engulfed in conflict ever since the Saudiled Coalition intervened to take on Houthi Rebels earlier this year. We managed to pave the way for the tenpoint document as the sevenpoint document. Now it is solid ground for political dialogue. A suicidebomb in syria is reported to have killed 18 people and injured another 70. The car bomb was detonated in the opposition stronghold of home homs. An iraqi commander and six soldiers have within killed by a suicidebomber. The attacker detonated a suicide vest near a border post in iraq. No one yet has claimed responsibility. Iraqi troops are fighting isil fight whose have captured large swaths of anbar. There have been protests in baghdad against turkeys deployment of troops near mosul. On friday iraq asked the u. N. Security council to intervene and accused turkey of violating international law. So far turkey has refused to pull out the troops. We have reports from erbil. The dispute between the governments of iraq and turkey over the deployment of turkish groups and iraq seem to be spilling on political speeches. Thousands of members came out in the capital of baghdad. Theyre calling on the government to do more to push troops from the north. Today they were saying they will end the turkish in the region by military means. So today were watching these people who say they want to fight turkey. If they dont do their duty well take action after a while. Iraqs government has filed a former complaint with the u. S. Sending Turkey Armed Forces without permission of the Iraqi Government is not considered a help against terrorism. It is blatant violation of iraq sovereignty. There is no other Foreign Military on iraqi land. It is without our permission or knowledge, and all that was said otherwise is pure fabrication. But others believe that regional powers are influencing iraqi rhetoric. And since turkey recently shot down the russian warplane, russia is telling them that relations are no longer friendly. Theyve been here for years. There is an agreement between peshmerga, iraqi troops, and the u. S. The turkish troops did not parachute in. I do not think that theyll pull out. Turkeys president said that they were september there. We will not withdraw our troops. We are determined to continue the training process. But well do that with mutual understanding. We sent reinforcements to protect our soldiers who are training iraqi fighters. The disagreement between ankara and baghdad is an extremely sensitive matter. Others here will tell you that this war of words is not helpful against fighting isil on a border that is 900 kilometers long. Volunteers in britain are using technology to access the damage in syria and to see what one day can be restored. Here is jessica baldwin. Packing up 3d cameras and all the materials for volunteers in syria will be needed to photograph important sites of cultural heritage. We cant show the simple, lowcost cameras theyll use, because it might endanger the photographers, but it is a race against time trying to stay one step ahead of isil fighters and their destruction of cultural sites. Including the temple in palmyra, which they looted for antiquities. We can put the structures back the way they were. They can get on with their lives. When they walk down the streets they see the familiar vistas, and they can get on with business as usual. Thats the promise these images hold. Each one of these represent a photograph. The votes are rendered in architectural drawings. If in the future the syrians decide to rebuild, then a 3d printer takes over. Robotic machine techniques will be used with finishing work from local artisans and stone cutters. This is 15 feet high, so its not small, and it has a fair bit of surface detail. We can go from the photographs to an actual structure in a period of three months. Its a much shorter time than to it would take to start from scratch with a solid block of stone and whittle away by hand. The antiquities and cultural structures cannot be under estimated. Palmyra contained buildings of both roman and middle eastern style. This represents cultures living together in a harmonious fashion. The fact that isil destroys it is is it symbolic of disharmony. When this is gone theyll lose a bit of their identity. Theyre preserving history and an integral part of the region for the next generation. Jessica baldwin, al jazeera, oxford.
