Dwayne james is the only black Council Member out of six representatives. Until you, only two black city Council Members held office in a city that is 70 black. So you are worried about that. And then in authority its basically this is my community. What could i have done what should i have done. That hit it continues to hit saying all right, im not the only voice, but i need to continue to showcase my voice like the entire Community Needs to showcase their voice. Does it irk you. Sometimes they dont refer to you by your name james dwayne doesntist, youre the black exist. Youre the black person on city council. It doesnt irk me but when youre the blackmail, only this or only that sometimes your name is lost. But its fine. Its fine. For four years we work with the ferguson youth initiative. Trying to engage and enrich the leaves of young people. We were doing great. There was more to be done. There was a sector of youth that we werent engaging. No matter how much we were doing, how great we thought we were, its now its time to go to work. What do you say to your critics. You are, in some ways more historic than your predes cess or. He may have been the first, you were there when Michael Brown was shot and killed. I wasnt there. Reporter i know. It was on your watch. So you become a part of history. How do you want people to remember you . I dont want them to remember me per se but ferguson as the community that has worked through those struggles, and worked through those systematic issues and worked through those Difficult Conversations to figure out how, as a city as a region as a nation we can actually work towards a better community. Its not just going to be because im the black person on council, that that will get things done and revolved. It will take all of us. Do you think ferguson is healing . I think it takes a lot of stuff before you can heel. Theres a lot of considers that need to take place. Theres a lot of investigation that needs to take pleas. We need to figure out what the wound is and go in and find the catalyst, the problem, and work towards that problem and healing what happened. You cant put a band aid on a wound and say were down. [ singing ] reporter is there anything planned by the city of ferguson to honour black History Month. We provided a resolution to honour black History Month at the last Council Meeting and support a lot of black History Month event around town. Nothing specifically sponsored by the city of ferguson but we support event. Reporter why not. Some would say after what happened to mike brown, maybe it would be time to sponsor an event, not just sign a resolution. Correct. I believe its a time to honour all residents, and the historical event that happened on august 9th. And we are working towards a lot of initial ties and working in the community in a lot of different capacities. Will you run for election. I am until april 16. I will be engaged. Ill stay engaged he seems camera shy, speaks rhetorically and didnt want to get out and tell you what had to be done to fix ferguson. What is the disagrees you got from him. Is his heart in the right place. His heart is in the right place. Theres a federal investigation at play. Anything he says could be used as part of it. This is a guy that is an engineer. Hes more calculating and looking at where is the best bang for his time and where will he affect the community most profoundly. Explain, why in this case where it is majority black, he is the only black council. This position does not pay much. Its 2251 251 a week. In order to put yourself up you need some money, a career. It hampers a lot of folks. Behind that if you dont feel like the Community Values you are less likely to vote. Thats a major factor. Where was he during the height of the protests of. He told me that his number one priority was to the 21,000 people in ferguson specifically the youth. He was in the basement working with the use, making sure that his kids the ones in his community didnt venture out on to those streets. In fact st. Louis focus, an organization in the area is honouring him, and that ferguson youth initiative, because of the work he did. Under the radar, but his focus is what can i do to have the biggest impact while keeping my kids safe. He said its his last term is there someone else to grol in his follow in his footsteps . Theres a lot. I spent a lot of time interviewing the candidates. Theres four black candidates up for three positions in ferguson. One way or the other the number of black representatives on the city council will at least double possibility triple but a lot is at stake. Ross is considered social for bringing crack into los angeles and other cities. He hoed showed it to me i did not believe it. Telling me it was worth 50. I thought how can it be ill be rich. I was all in. People would come in the morning, and be i have to find a way to cook it up. I dont have bottles. What poppeded in my mind was to cook it the. Thats no question that the nations gaols and prison are full of young men of colour largely because of drug wars. Drug use, cocaine, even crack really knows no racial boundary its everywhere in america. Pause it had a devastating effect on communities of colour yes, sure the areas were targeted by Law Enforcement and in the beginning, the communities suffered the most from the crime and Chaos Associated with the crack trade, and they asked for stronger policing looking for somebody to step in and intervene. Did we overdo the policing the enforcement, the convictions as opposed to figuring out a different way to deal with crack. According to you writing and others we peaked out in 1989 and it started to decline, crack usage. Was that a natural life span for crack. Or did the enforcement help . You know its tempting i think on the right to view it as a moral failing. And on the left theres often a view of some conspire atorial forces at work. In fact, the crack business had its own particular logic, you know. It prayed on social and Economic Conditions and it filled the huge vacuum filling the void here in los angeles, where there were tens of thousands of jobs that had vanished and 100,000 middle class African American folks who left South Central los angeles, leaving behind really the poorest of the poor and a community that was desperate for some kind of life line. Freeway was the first guy to come from the street corners starting with a couple of hundred dollars, to become a multi multimillionaire and is it it in the and did it in the 1980s, 84 85. He said he was selling about a million of cocaine a day. That is probably accurate. I dont know that thats sustained day after day. That was the scale he was operating on. As you mentioned, he probably us know moved somewhere between 2 and 3 tonnes of cocaine through the streets of south los angeles. Sorry, 2,0003,000 tonnes during the 1980s, which is a tremendous amount. Keep in mind there were more tonnes entering and being sold during that time. I worry sometimes that hes viewed as single handedly responsible for the crack epidemic.
