A little more than a week after democrats got trounced in the midterms, a surge of republicans are moving fast to challenge them. On the immediate agenda approval of Keystone Xl Oil pipeline. Supporters insist it will foster Americas Energy independence, and create jobs, but president obama has long held it up because environmentalists oppose it. It now appears the bill will come to a vote tomorrow. Not to be outdone, cassidys political rival democrat mary land land droe is pushing for an election. She is willing to go against her fellow democrat, speaks loudly about the president s sagging ratings. Lets go to libby casey in washington. Libby bring us up to speed on what is happening. The house will indeed take this vote tomorrow morning. They took an initial vote, and about eight democrats jumped in to vote. Some House Democrats are trying to push back, saying they have concerns about the Environmental Impact and also the fast pace in which this is suddenly happening in a congress that has been notorious for moving things pretty slowly, and a god of gridlock. We expect the vote to happen as early as tuesday in the senate. And democrats over there have given Mary Landrieu the green light to allow this to go forward. So Mary Landrieu says she can get the 60 votes needed for it to pass, but as we do a headcount there are a couple who are just im sure we dont know how they are going to vote, and they cant said. So can she get her fellow democrats on board enough to secure passage . It is good enough for louisianians that she just takes a vote and shows she is in favor of this. She has spent pretty much every waking minute either on the senate floor railing about how important keystone is or trying to drum up support or talking to rt roars, so she is trying to get a lot of mileage out of this. Does it matter in the end what happens if they get the 60 votes . Because what is going to happen with the president . Yeah, thats a good question. If the Senate Passes it, that would still be an incredibly Significant Development because it is something that just has not been able to happen in the last month and frankly years. Now we havent heard from the white house whether or not the president would veto that bill. Last night white house spokesman gave some indication of where the white house stands. He says that the president has taken a dim view of past legislative efforts to move keystone forward, so that shows they are not in favorite of this. Senate republicans want the president to commit. They have sent a letter to him, asking where do you stand . Will you veto this, but the white house at this point is staying mum. Now we may find out sooner rather than late or,or the white house may choose to let the process take its course. All right. Libby casey for us in washington, d. C. This evening. Thank you so much. Well a keystone xl pipeline would cross there canada into montana and snakes through the great plains before connecting with existing pipelines going through the midwest and points south all the way to the gulf of mexico. Supporter insist that the pipeline will create as many as 20,000 jobs, but a review by the state Department Found that construction would only create 3900 shortterm jobs at most and crea create another 40,000 support jobs, but when it is done it will only need 50 people to operate it. For more, david has this report. Reporter for more than half a decade, plans for a new pipeline meant to carry Canadian Crude Oil to gulf coast refineries have pitted Energy Producers against farmers and environmentalists. The controversy has been virtually unprecedented for a pipeline, which is known as the keystone xl, straining trade relations with canada, and often assuming center stage in president ial politics. I do want to be clear, allowing the Keystone Pipeline to be built requiring a finding that doing so would be in our nations interest. Reporter canada is the worlds fifth Largest Oil Producer and sends virtually all of its exports to u. S. Refineries. It has at least four major pipelines from alberta, but that doesnt include a slew of secondary pipe lines which cross the border into states like montana, wyoming, and colorado. So why such a big concern over a new one . Part of the reason is location. The keystone xl would travel under an massive fresh water aquifer for many farmers and ranchers. One spill into our aquifer, it can spread miles. If our water is contaminated we have no water for the cattle. Reporter critics argue that the pipeline would create new incentives to continue producing more expensive crude. And yet a state Department Report concluded in january that the keystone xl would not substantially worsen carbon production, because crude, the report said would probably reach u. S. Markets anyway, most likely by real if the pipeline isnt built. You have to ask what you do if you dont do it . So we will be importing oil from other countries. Reporter the decision rests with the state department because the pipeline would Cross International borders. Another big question for keystone xl, will america want or need the extra oil from canada. Oil prices settled today 31 less than five months. Prices are falling as america produces a lot more oil these days because of fracing. The lower prices are great for consumers, but not so good for producers. Americas oil industry may have second thoughts now about opening the door to even more oil from canada. So just who wins and who loses if the pipeline is approved. We are joined by a reporter from Bloomberg News who covers the Energy Industry. Mark, the pipeline, we have these oil prices that are going down right now. Does the economics of all of this change at all for people that want it . You make a great point. Today is a crazy day for congress to be voting on the keystone xl pipeline. In the state departments review of the pipeline, it set 75 as a barrel as a cut off price where things start getting funky on the economics for keystone. And Oil Prices Fell to a fouryear low today. So the economics are changing. There are producers and the refinders. And the refinders want to get the cheap oil. So you talk about the prices getting a little bit funky here. There are some people who think it is going to go lower. At what point does it not start to make sense . Where would you feel people would start to peel off from thinking this is a good idea that maybe wanted it before . Ill go with what the state department said, they said at 75 a barrel it makes sense to ship the oil through the pipeline, but it wouldnt make sense to ship it through rail. Which is one of the ways it is getting out now. At 60 or 65 a barrel, the whole oil sands becomes maybe untenab untenable. Looking at the traffic own the way over here tonight, people are still driving their cars, so oil is still going to be a valuable commodity, and will it stay at 60 a barrel for the next ten years . Thats something to keep inning mind. We just talked to libby casey who is following the political angle. But talk about the companies. Who are the players that are still wanting the pipeline . Is the Energy Industry still in favor of it . Its interesting, one of the things about keystone is there was an on ramp from bakken from north dakota to get on the Keystone Pipeline and down to the gulf coast. Harold ham said theres really no need for keystone anymore. Now one of the big producers all the way to the refiners is exxon oil, and they have been pushing for the pipeline. Now they both produce up in canada, in the bakken, and they have one of the larger refineries down in the gulf coast, so they are in this all the way through. Talking about jobs real quick, what are you hearing on that in terms of the kinds of jobs that would be created . This well, the construction jobs are the construction jobs, and given the economy the way it is now, its hard to turn up your nose at any kind of jobs there. But the longterm jobs you have to think who will be working on the pipeline, and who will be working up in canada and working the oil fields there . So the jobs are real. Environmentalists would say there are other jobs out there in cleaner energy, that could be true as well. All right. Mark, energy and environment reporter for Bloomberg News, thank you so much. Reporter this shows the engines of growth are still firing, but also a reminder that Greenhouse Gases from unregulated growth could damage the environment. At a meeting in new delhi industry and Climate Change experts tried to find a balance, but many businesses say india cant follow chinas lead just yet. We are in a much Lower Development phase compared to china. If you look at all of the indices compared to china, we are well behind. Reporter conservationists insist indias environment is threatened, and the government must begin to cut emissions now. It is very clear that the u. S. Is way beyond its share. China is now close to being a high emitter, and india is clearly wanting to catch up. But thats not the Climate Change game. The u. S. Has to come down, and india needs to find ways in which it can grow but grow differently. Reporter and for some differently means the greater use of alternative energies. Go deeper into the economic [ inaudible ] of our country, in terms of priority. The poor actually pay more for energy. Technologies like solar, if financed properly is cheaper than any other option. Reporter indys challenge goes well beyond industry. The comparison between india and china, and who should cut emissions first and why isnt new. But observers say one thing is clear, despite any agreement between beijing and washington, any deal the Indian Government does will be based on what is best for its people, and now may not be the time to sacrifice growth for environmental protection. President obamas asia pacific tour took him today to myanmar where he is hoping to encourage the country on the road to democracy. Obama met with myanmars president , where he recommitted to helping the country moves toward democracy from dictatorship. Were joined by a reporter who covered the 2007 protests inn n innian in myanmar. So how much catching up do they have to do . I mean how long has it been able to be getting this money, this Foreign Investment money . The the country was under a really reprepive socialist regime for many decades, and that ended and the new regime took over in 1988 and 89. Since then it simply has not been a good place to invest in. The government has a lot of really restrictive rules in place, and on top of all of that, really horrible human rights violations, pretty much everything you can imagine under this hunta that took over. So it was really pretty easy for western companies to pull out and for western governments to put in place sanctions against against investing in burma, which happened in myanmar which started happening in 97 and successive sanctions took place after that. So no one really was investing except for Asian Countries throughout the last decade. When did that start to change . Right. So in 2011, the man who used to be a general resigned from the military, and took over the government. He had been the prime minister. So now he leads a nominally civilian government. He opened up the country, started talking to the democracy Nobel Peace Prize winner, and that was huge and unexpected. After that, in 2012, western countries, the u. S. And other countries started suspending or lifting most of the more aggressive sanctions. So how much money are we talking about has come in there . And what u. S. Companies are we talking about . So in 2011 myanmar had about just close to 1 billion in fdi, in foreign direct investment. In 2013 that more than doubled to 2. 6 billion. That is everybody, china being the biggest country. Yes. In terms of the u. S. What companies are there . Im curious. Since in the last couple of years d since the sanctions were lifted, cocacola, ge, coal gate, visa, ford big names in a lot of different industries. But this is not like the big gush of investment that was sort of expected in 2012 when sanctions were suspended. So why has that not been the case in because there was a lot of hope for this . And what are the concerns right now we see what is happening with president obama there. What are the u. S. s concerns . There are business concerns. This is a country that was incredibly backward for many, many decades. Its education, infrastructure, all of these things are not well developed. And its Financial System is very, very immature. Those continue to be challenges. Yes, but then there are also political challenges. As well. Well, thank you so much for walking us through some of these issues. Washington is trying to figure out how to raise money to fight isil, while isil is raising quite a bit of money on its own. Its the battle for cash behind the war on terror. Plus the devastation continues a decade after Hurricane Katrina hit so many in new orleans. Well take you to the 9th ward next on real money. President obama is locked in a bitter battle with Congressional Republicans over Immigration Reform, and according to the new york times, the president is prepared to use its executive powers to enact a plan to protect millions of undocumented immigrants. That clearly is not sitting well with g. O. P. Lawmakers. Lisa stark joining us now. Lisa, democrats seem to run away from the president during the election season. Are they sticking with him on the immigration issue . Absolutely. They held a News Conference to urge the president to go big and go bold, they are urging him to sign an executive order that would lead to Immigration Reform, and they say they have got his back. They promise they are there to support him. And they say they believe he has the Legal Authority to move forward. One of the representatives from illinois, who has been one of the leaders in this effort to try to get Immigration Reform through, and he said, look, people are disappearing from their churches, from their kitchen tables. We have to stop these families from being torn apart. So they are coming out in force to tell the president they think he has the authority, and that he should move forward, in nakt are sending a letter to the white house with 150 signatures of democrats in the house, urging the president to take this action on his own. So they have definitely come out in force to support him. Urging him to take this action on his own, but is there any chance that a deal could get done that wouldnt have the president using his executive power . Is there any chance that were going to see some coming together and getting this through another way . Well, the president has made it clear he would prefer that congress acts. He says that is his preference. But the Senate Passed an immigration bill back in july of 2013. So the house has taken no action since then on that bill or on bills of their own. So the folks urging the president to act, say congress can act if it wants to, but given the history, there is very little chance of Congress Moving forward, and they believe if the president does take executive action it may force the hand of congress and the republicans in the house will in fact allow some sort of immigration bill to come up for a vote. All right lisa stark thanks so much. Well, congress received an update on military operations in syria and iraq today. Defense secretary chuck hagel said the campaign against the Islamic State mill tanths is just beginning. Even more sobering news came from the chairman, general dempsey, he said u. S. Forces may be needed to fight alongside iraqi troops. The status report came as president obama is asking congress for 5. 6 billion to expand the u. S. Mission in iraq. Rosiland jordan reports from washington. Reporter while iraqi forces retook control of a town, about 50 advisors went to the air base in Anbar Province to see if its a good place to train more iraqi ground forces. The u. S. Is expanding its train and assist mission in iraq. Putting nearly 700 in Regional Headquarters and deploying more around the country to improve the iraqis fighting skills. Is no attempt to put these people out in the field. There will be no reintroduction of u. S. Troops in a combat role in iraq. Reporter the pentagon says it is spending about 726 million in supporting troops. This the same period, the military probably spent more than that 13. 6 million a day, or 1. 2 billion overall. Now the white house is asking congress for 5. 6 billion to expand its operations. That request is loose change compared to the 87 billion the Bush Administration asked for in 2003 at the start of its war in iraq. The entire effort ended up costing as much as 6 trillion. Even so, u. S. Officials know that asking congress for money now is a sensitive matter the United States is not going to be responsible for funding this entire effort. Were going to expect contributions from the government of iraq and contributions from the Coalition Members not just in materials of people, but in terms of dollars as well. Reporter and that raises a key question, does the u. S. Have a goal of ending its mission . Some analysts say if so, the goal isnt one of time. They basically cannot predict when it will end. What they are trying to do is give the iraqis enough time and space where they can begin to take take take the initiative. Reporter the Obama Administration says it will take years to defeat isil, but experts say the challenge will be to do so without sending in u. S. Ground troops. Rosiland jordan, al jazeera, washington. Raising money isnt a problem for isil, the group has been generating huge amounts of cash to support itself its mission and recruit new fighters. Reporter down a bumpy turkish road, we set out in search of isils source of income. Our guide . A 22yearold female smuggler, her tools, jerry cans earmarked for oil. In a discrete hotel room, we see how isil recruits. Our recruiters is a 27yearold it expert. His tools keyboard and mouse to post to facebook and twitter. And on any river in istanbul over cups of tea we learn how isil is organized. Our expert . A syrian, once employed as an isil salesman. Translator isil took over factories. I helped sell the products. Reporter three people all of whom demanded anonymity, showed how the management, organization, and wealth are all dependant on foot solders whos main motivation was income. They worked for a self declared Islamic State that may claim to fly the flag of islam, but at its heart, its corporate. Every aspect of the organization is extremely structured. The smuggling that we saw just a little bit of, right there, that is structured through its own hierarchy. The twitter and facebook that you saw of one of those men right there, that has its own hierarchy and structure and sophistication. Those videos are incredibly well put together and incredibly successful at continuing to recruit more and more foreign fight fighters. And this just goes to show how difficult it will be to defeat e eye isis and how far flung its foot soldiers are. They are not the people who are ruthless and barbaric. That is the public face. The heart of isil is so many civilians who joined the group for money and other reasons. Without that legion of civilance isil would not have had the successes it has had so far. You can see the full report on america tonight. Up next, a decade after Hurricane Katrina swept through the Lower 9th Ward of new orleans, the area is a fresh start and lower devastation. Well reveal the setback in just two minutes. Nine years after Hurricane Katrina tore through new orleans, much of the Lower 9th Ward is overgrown. The government wanted to resell homes for just 100 each. But voters shot the plan down. Reporter the comeback of new orleanss Lower 9th Ward has been painfully slow. Fewer than half of the residences have returned. And in this lowincome community, there are still hundreds of vacant and blighted properties. Here we are nine years later, still struggling. Reporter vanessa was all by certain a new plan would get support from louisiana voters. We were surprised because we really thought it would pass unanimously. Reporter it did pass the state legislature, and was signed by the governor. It called for the city to acquire 600 homes in the lower 9th and tell them for 100 each. It was seen as an incentive to get meme to move back here and rebuild. Because no developers, no realtors, no one is buying them. And were saying we want to buy them. Reporter but since the plan involved selling property well below fair market value, state law require changed to the constitution. And that needed voter approval. Voters rejected it 60 to 40 . They thought developers would come in and buy the entire Lower 9th Ward. They say some voters were misinformed. What drives down your Property Value than having ten lots next to you that nobody is on and the grass is ten feet tall. I thought it was a wellintentioned piece. It was clumsily done. Reporter janet runs a thinking tank based in new orleans. She says many voters rejected it because it would require the state to sell property it doesntnt currently own. It was forcing it to do so at a price that doesnt even cover the cost of processing the sale. Bishop sees that as a technicality and is already drawing up a new proposal to address voters concerns. Were going to continue to fight for our recovery. Reporter though frustrated by the overall lack of progress, vanessa says neighbors in the lower 9th have been encouraged seeing their fire station and a Community Center return this year. But she insists the real growth cant happen here until more homeowners return. Residents of new orleans are not alone. Lower and middleincome americans in most parts of the country are facing a shortage of affordable housing. Darren bloomquist says that is because Institutional Investors are buying up the cheapest property, while many of the homeowners hit hardest by the recession are still waiting and waiting for the recovery to reach them. Darren joins me now from irvine, california. Why are we seeing so few Properties Available in this sub 200,000 area . Yes, because we have a lot of competition. We have lack of supply because first of all we have these homeowners who would otherwise be selling off their properties. They were firsttime home buyers knife to ten years ago. They are still under water. 23 of homeowners who bought five to ten years ago are still under water on their homes. Those would have been the first time homeowners five to ten years ago that would bh selling their property, moving up, and allowing a new First Time Buyer to come into their property. But there is not a lot of supply of these homes for the current crop of firsttime home buyers. And then you have more competition, more demand for those same properties, not just from the firsttime home buyers but from these what we call Institutional Investors who are oftentimes backed by hedge funds who are buying up tens of thousands of properties, Single Family homes and turning around and renting them out. And this has been good for home prices. It has pushed up home prices but created a lot of competition. Those investors are looking for the same type of inventory as the firsttime home buyers. So you have that overhang of the first time home buyers who are underwater, and the competition from the investors, but we have seen prices appreciate a little bit. But peoples wages you know, they dont seem to be going anywhere. They are just stagnating here. How is that impacting this market . Thats right. Yeah, were actually showing a 38 increase in home prices since march 2012 nationwide, but incomes have not ridden. The latest income data is from 2012, but between 2008 and 2012, the average increase in Median Household Income across all counties nationwide was 2 and many counties the actual income went down during that time period, which is basically coming out of the recession. So we have these stagnant incomes. I want to talk about your foreclosure report that came out today. It is some bad news but it may be good news for first time and lowincome buyers. How is that possible . Yes, theres a Little Silver lining there. We saw a big spike in foreclosure auctions. They hit a 17month high. Now that does seem like bad news, but really its the good news is that its first of all its not a new wave of foreclosures, its a clearing out of the inventory of old foreclosures that have been lingering around for a long time. The second piece of good news is for those first time home buyers that are still out there, that maybe felt like they got locked out of the market, this represents a new crop of homes for them. Many of the properties will go back to the banks, and then the banks will list them for sale sometime in the spring, which were anticipating more Properties Available that end to be on the lower end. Reporter the agenda at this town meeting was to talk about the threeperson board of healths proposal to ban Tobacco Sales within the town limits, a move that would put a serious denth in sales at this mans store. The meeting started with people taking turns, voicing their opinions, civilry. While i do support the goal and the efforts to discourage the use of tobacco products, i cannot support such a unilateral approach you people make my sick. Reporter a tobacco ban in westminster would be the first of its kind in any United States. This meeting with all of these cameras here is a mockery of this town in front of the United States of america. Reporter from there things got unrulely. How can batteries be so important . Well, with batteries, they could enable the use of Intermittent Renewables like photovoltaic solar and wind, and that would drive out combustibles like petroleum and coal, and ultimately drive down the price of oil, and theres a direct correlation between the price of oil and the security of dictatorships. If the price of oil falls, you are going to see democracy spread, so theres a one to one correlation there. Before we get to world peace, which would be a fantastic end result, lets talk a little bit closer to what is happening right now with batteries, and some of the changes that we might see in our own daily lives . H. What could some of those advances be . Well, i think that we all know what the convenience of portable power is in our phones and computers, and what is coming down the pike towards us is affordable batteries to make all electric vehicles economically competitive with internal combustion engines, and then ultimately once we have batteries that will store electricity from the grid at Competitive Price points, then you are going to see solar and wind really breaking up the grid and decentralizing the generation of electricity. There seem to be a lot of different bets being placed on how this is going to happen. Are they more similar than somebody like myself reads and thinks, a or are they all different and no one person wins this race. I think the electricity market is quite vaa very ver gaited. So theres room tos different technological solutions, and im very supportive of anybody who has a positive solution and can help address some of the solutions. What innovations get you the most excited . If there were one thing that you could say right now would work and you could have it, what would that one thing be . Oh, i think the thing that would be most exciting would be something that meets the price point and service lifetime. It thats the only issue here. Its not about range. Its about getting something in to a car at a Competitive Price point, and so certainly my focus has been on inventing something thats cost competitive, and doesnt matter what the application is, whether its getting the solar panel on your roof to get you off of the grid, or giving you an all electric vehicle. Its all about getting that price point. Yep. Professor getting that price point down to where we can all buy it, that is the important thank. Thank you so much for joining us. Weak batteries are threatening to ruin the remarkable feet pulled up by scientists trying to study a comet. Well have more coming up in just two minutes. Landing on a comet 300 million miles from earth thats moving at 34,000 miles an hour was Pretty Amazing for the comet probe. But like any tourist the probe is asking where is the sun. The probe landed in a shadow on a comet, and thats the problem for its solarpowered system. Jake ward joining us with the latest. This is such a cool story. What is going on now . Well, jen, the real problem at this point i mean hats off to these guys. They managed to get this thing on to a comet. Its an amazing story, and they are still going to be able to abserve it. But the lander came in and then bounced. It bounced about a kilometer away from where they intended to put it. In one sense they got lucky, on the other hand they got a unlucky in that they landed in a shadowy spot. The solar panels require they were hoping for six to seven hours of sunlight. But it came in at this angle sitting almost vertically such that its only getting about 1. 5 hours. So they are looking at about only 40 more hours of active science before the batteries die for all of time. In those 40 hours, are they going to be able to do the drilling part . That landing is no heavier than this penny in the gravity of this comet. Its a teeny bug but its washing machine size, right . It would weigh 220 pounds on earth, but it weighs nothing while it is there. So if you have a drill move out, and push against the surface, you risk tipping the whole thing over. Thats the nightmare. So what they are probably going to do is save any drilling or anything like that for the very end of that 40hour period. They talked about maybe trying to use the legs to move it a little bit, they have decided its too risky, so they are going to drill at the very end they hope they can do that, because the real point of being there is to grab a chunk of this thing, put it in one of the tiny ovens on the lander, heat it up, and get it through all of these dirp instruments. They still will be able to take various measurements, but the hope this drilling can happen just before the batteries die. I want to ask you about this report that the Justice Department is scooping up information from thousands of cell phones. Yeah, these are called ismi systems. They are known as string ray systems. This is called a dirt box. It has been used for military functions, typically for triangulating the position of cell phones. The Justice Department has used them to find the phones that prisoners smuggle into jails. But they have been using it flying out of five different airports to cover most of the United States and be able to task these individual little planes to go out and locate individual suspects or groups of suspects. Now it doesnt grab data your cell phone conversations or Text Messages but the specific identifier of your cell phone and where it is. And it may have grabbed not just the suspects but lots and lots of innocent people in a big dragnet. So there is going to be a lot of worry Going Forward and this boundlessness of the surveillance state. All right. Jake ward, two really interesting stories from you. Well herald ham heads up Continental Resources an oklahoma oil company. Last week an oklahoma judge ordered ham to pay his exwife almost 1 billion after a nineweek divorce trial. Its one of the largest divorce settlements in u. S. History. But sue ann has a bone to pick with the figure. It is not enough, and she has filed an appeal. 1 billion sounds like a lot and it is a lot, but her exhusband gets to keep the bulk of their wealth. Harold ham is credited with building the company to the success it is today. At issue in the case was how much of the rising value could be attributed to the role played by mr. Ham as the companys ceo . He contends that simple market factors helped increase the value of the company. Assuming his work had a lot to do with the companys rise, and many shareholders believe that to be true, i would con tend a supportive wife and fellow officer in the company helped him achieve success.
