Well, im seeing a range of responses with some eager to convince everywhere this is a one off, isolated, it has to do with security around parliament, and theyll beef it up. We heard the rcmp say theyll increase the nine formed police preps. Theres a group saying its an event and we need to treat it as such. Others say Public Places like parliament, congress in the United States are the houses of the people, and we shouldnt lock them down. Its a longstanding debate, each in 2006 when the sergeant at arms. The rcmp veteran, he called for his guards to have guns or batons, there were a lot of members that didnt know thats how we did it. We want to talk about cost and whether we get what we pay for. Lets start with the private sector. A security fishing aces statements that security will grow to 777 billion next year. From 300 this year. Security guards, alarm systems, hiring people who can fight cyber crimes. The private sector spends 10 billion on counterterrorism, and the aziz survey nose that the september 1st september 11th attacks are a driver for growth. The bigger concern for taxpayers is how much the government is spending to fight terrorism. A report by cato says before 9 11 the u. S. Spent 25 billion annually to deter, disrupt and protect against terror. That figure jumped to about 100 billion, a lot spent by the department of Homeland Security whose budget is 60 billion. They set the risk profiles for all the buildings, they do the risk assessments, they determine the counter measures, and when one of the countermeasures is a need for Armed Security officers, they contract out to private Security Companies the officers, and theres approximately 14,000 private Security Officers, with about 20 Different Companies that are buildings. 20 Different Companies involved. That many. We talked to the boston mayor, and boston had to deal with big issues following the Boston Marathon bombing, and we talked to him about what they have been doing, and i want to listen to what he said. I think the monetary cost you cant look at that. Its about keeping people people, wetter training, and the police force in boston is better trained and equipped. I think the policing changes, you look at policing from 10 years ago, you talk about policing and ending crime in the neighbourhood to acts of violence and terrorism. So do you agree, bill, that it is more training and its not the money, how important is the monetary cost, and how much its grown as well . Sure, in fact, my view is that more security is not better security unless its applied properly against the risk. I think to the mayors point, training is an important port of it important part of it. Deterrence doesnt happen. We are taking a tough position. Its like yesterday, the police see something, you tart to respond to it start to respond to it. What is the proper thing to do. When we train with the clients, it brings home the point of what happens in reality when the whistle goes off, when people are asked to do something. In canada, thats what they did. The good news story is they responded properly. They cant protect anyone anywhere and Public Places are free, open and exposed. Early on, 40, 50 years ago, when the private security went from the night watchman to a couple of dogs, it was to take over where the government couldnt provide support, fill in the gaps for private industry. Whether its manufacturing, Main Office Buildings or whatever had to take the responsibility themselves that was the impetus in the late 60, early 70s. Certainly major events triggered an uptake in that, including 9 11. The impetus is private security, corporations looking after the welfare of their assets and people. Well tell you that today, a good part of what is driving the costs to some of the clients we see is the overseas expansion, what do they do to protect their employees. Thats an important thing, a duty of care. Part of the equation is not just locked guards, guns and lights, its policies, procedures and how the companies augment what the government can provide. Is there a point that the security becomes overkill, that theres too much, that its grown too much. Is that a risk you see at all. I dont see it as a risk. Security starts with a risk assessment. You have to do a professional analysis of what the security needs. Up in canada, i question the fact that they didnt have Armed Security at the doors of a building where the Prime Minister whereas in a room. Im not saying that that is failsafe, but, you know, i think they really need to reassess the risk posture at the buildings. If you do that, i think youll find the right mix. How do you defend against that from the inside. If you ever had employees, its hard to make everyone happy all the time. It is, but theres studies about what makes employees feel more appreciated. When i read the story i thought of edward snowden. Exactly. He was paid a lot of money, i dont know if that works for him. The idea of a contractor. Theres a lot in the tech industry. How do you combat against that. They are outside your system. Companies have to realise thats a vulnerability of working with outside companies. They want to be contractors, they feel adequately paid. You give up a lot of screening, you go through an interview process making sure the person is loyal. They have more loyalty, companies have to internalize that this is a cost of using contractors, its a bigger security threat. How much more money would a company need to pay. Is it a nicer christmas present. Can you put a dollar amount on it for the boss . It depends on the company. What they pay relative to other companies, whether or not they have contractors, or when the company is relying on more contractors, how internal ememploys feel. Its moral. When i started the topic, it was about chinas economy and good for the u. S. , and what is its impact. And i started, you know, doing research. I know stories about that. But i also didnt want to do a film that is just about a story that everywhere knew about, which is made in china. I know that that is changing a lot in the last couple of years. When i did research, and that was part of the story, it came to me and right away it felt twist. Going to South Carolina, and you go there and see basically that china has formed direct investment that is revitalizing the area. Take a listen to the piece. All the things that made china cheap in the past are rising up quickly. Labour costs, environmental compliance, regulatory cost. Those things are changing. It was interesting to see textiles making a comeback in South Carolina at all. Its a depressed industry there. Then that its ceded by Chinese Investment. Were you surprised to find that . Yes, i was surprised. That was what i was surprised by. Theres a lot of investments in new york, california, alabama but that particular story just really grabbed me. What about the people in South Carolina. Im curious what did they think about the change. Really its a flip of the copy much. Yes, and thats why we went to the streets and interviewed a lot of different people, and a lot of whom worked in text il business and not aware of this new happening. When we asked them with a do you think about what china is doing, what the chinese Economic Impact is. The jobs went overseas. When i told some that were not aware of this, this phenomenon, if the jobs were coming back, theres great. A girl in the piece said ill take a job there, theres nothing else out there. Do you think americans understand how the chinese boom is good for the economy. On the streets, not everyone unless they are working in the factory, they are invested. Not everyone is yet aware of this new this is a relatively new phenomenon. But i thing in the years down the road, theres definitely going to be more and more of this happening.
