Today, at least 34 trucks from a controversial russian aid convoy drove into the city to relief residents and fighters with water and supplies. They crossed into ukraine without coordination from the International Committee of the red cross which was a condition the Ukrainian Government had demanded. Russia says 90 more trucks are headed to luhansk now. Ukrainians government blasted the russian government as a direct invasion. Nato claimed the Russian Military has moved artilleriunits into ukrainian territory in recent days. It says russia is using them to fire at Ukrainian Forces in the two main battle zoeningz in Eastern Ukraine. Luhan luhansk. The dispute over ukraine is most serious crisis to befall europe since the cold war. The United States and the European Union have slapped sanctions on russia while russia has retaliated with its own sanctions against the west. Nato has also moved extra troops into member countries that border russia. In Eastern Ukraine, more than 2,000 people have died in the fighting while 340,000 people homes. As Ukrainian Government forces win big gains against the rebels. Russia sending its convoys to the border now, just highlights the flight of civilians caught in the fighting. Its putting frepressure on ukre to end the military campaign right as it closes in on the rebels. It also increases the likelihood of an allout Russian Military assault. And others to agree on everything. Russia is not agreeing to this. Russia is insisting and their ambassador was quite strong about this. This is strictly a humanitarian move. They wanted to get food in before it rotted. The ukrainian representative here, of course, called it as you said, an incursion of violation of international law. So the Security Council is watching, expressing concern. But not really able to do very much at this point. We expect more of this over the weekend and into next week. The activity that we have seen today in ukraine, the crossing of the border of the humanitarian convoy, the youn lateral decision to cross and the report out of washington that russia has placed artillery on ukraine soil manned by russians, this is a signal to all of us, as early as next week, new sanctions, the banks are worried that there their own cash flow relationships that they have are going to be impacted, meaning frozen. They could be in trouble, so anticipating that they are stopping activity with roznep. What does it mean for the Energy Sector . Because when you talk about particular. You said its not whats happening right now but its whats going to happen decades from now with these sanctions. Explain that. So the oil business, its one that in order to make it work, you have to invest and make your plans far in advance. It takes a very, very long time to identify where you are going to drill to make the decision that you are going to finance and define the oil and so on to find the oil and so on. It can take 10 years from start to finish. So, therefore, the oil we are seeing today, the decisions on that were made two decades ago and longer. So right now, Vladimir Putin is focused not on his current oil but what happens in the 2020s, in the 2030s. He is worried about his legacy. The fed doesnt control any consumer rates directly but they regulate the federal funds rate, the Interest Rate banks charge each other on overnight loans and when that rate changes, it can set off a Chain Reaction in the film financial market. To help stimulate the economy after the financial collapse of 2008, the fed kept the federal funds rate hovering at historic lows. The thought being that consumers will benefit if banks have more money available for loans. Mortgages arent pegged directly to the federal funds rate but a near zero fed rate helped keep Mortgage Rates low until about a year ago, when they started to edge up, peeking at 4. Peaking at 4. 8 . Sent shock waves through the housing market. On the flip side, a low federal funds rate has meant low rates of return for consumers on bank accounts, certificates of deposit and money market accounts. The question for the fed now is how much longer should they keep the federal funds rate near zero . If they inch the rate up one or two percentage points, they may risk slowing the economy since rates on mortgages, credit cards and car loans would probably rise, too. So far, the fed has given mixed signals saying in their last meeting in july that it might become appropriate to become removing Monetary Policy accommodations sooner than they currently anticipated. Clouded language short on specifics. For now, only one thing is certain, the federal funds rate cant stay at zero forever. Stilts were that the natural gas fields off of the coast of israel, including the leviathan field could contain nearly 22 trillion cubic feet of natural gas, enough to meet the needs of 22 million u. S. Households for 15 years. Making them the biggest natural gas discoveries over the past two decades. These feels currently supply about 45 of israels electricity and could transform israel from Energy Importer to exporter. Gaza marine, a natural gas field within gazan territorial waters is another discovery. They might contain 1. 4 trillion cubic feet of natural gas and be worth more than 4,000,000,000 a year in revenue. Its a resource that would make the Palestinian Economy more viable and lead to reduced dependence on foreign handouts. But no drilling has taken place in the gasn natural gasfields between a deal between israel 1999. Deal was halted by israel in 2000 when the second intafatagan and the gazan marine field remains undeveloped because offisi concerns that gas revenue would trickle down to hamas and serve to fund further attacks against israel. So until peace comes to the gaza strip, gaza angels will only be able to look out at the mediterranean and contemplate the prosperity that lies deep beneath the motion. A fellow in the Energy Security initiative at the Brookings Institute who has studied the gasfields off of the eastern mediterranean, he says the gas fields off of the coast of gaza wont be exploited until the private sector feels regi region. Stability, thats a pretty tall order for this region. Do you think its real i feltic that gaza marine will be developed . At this point, i think thats no more than a disability future, unfortunately. Obviously, israel is concerned. They say money from the gas fields would flow to hamas. Do you see a way around that . Is there a potential workaround that could get this developed . Yeah. I think that essentially, where there is a will, there is always a way. Some of the initial thinking was to develop the gaza field and have the gas come ashore in israel and not in gaza and then theisi authorities could, of course, work with the palestinian authorities using some of the money to produce electricity, have it produced by theisi Electrical Company and have that be used in gaza in the west bank and use some of the money to pay the bills and come up with a more structural solution, Payment Schemes for electricity by the palestinians and, of course, in the longer run, that would then evolve in the palestinians producing their own electricity with their own feed stock. So, i would say, of course, where there is a will, there is always a way, but it requires very decisive and strong leadership and, so far, we can observe that the will has not been as large. Not there yet. How transformative would this be . Talking to people, 4,000,000,000 a year, what would that mean . , that would be a very significant flow of source of revenue, obviously. So, i think it could be very transformative. The estimates, of course, very substantially depends a lot on the gas prices, but anywhere between two and a half and 7,000,000,000 is a lot of money and its a lot of natural gas. I think most importantly in a place like the gaza strip, surely or again, i should say in the current constellation, access to electricity and having electricity to fuel water in the nation would support crucial basic human needs that are so direly needed in the gaza strip at this point. So besides the money, i think that would be the most important thing that could be realized. That could be realized in gaza. What could it mean foris well . Well, i think for israel, too, the largest benefit would be that in the gaza strip, there would be some formal stability, again, which, of course, the Current Situation is not beneficial to either side. So that would be, you know, by far be the biggest benefit but more in practical terms, israel could benefit from having a little bit more competition in the domestic natural gas market. It could benefit from additional supplies in the system to balance the system and i think it could benefit, if the palestinians would have a significance source of revenue to pay, have the palestinians pay for their electricity consumption which is currentlying a problem, and it could help develop a sort of structural means of payment. Even if budget did werent an issue, experts say Digital Learning is new enough that schools should think cable technology. I think its something to watch very, very closely. To what degree is this making a difference . And to what degree is it really just shiny gadgets that cost money but maybe dont make as much of a difference as a really good teacher. More and more School Districts priorityize technology in the classroom but they struggle with resources and know how in terms of fully implementing it a growing number of nonprofits have been stepping in to help close the Digital Divide. One organization is the alliance for excellent education. Tom murray, the director of Digital Learning, policy and advocacy and he helps oversee project 24, a onestop shop of district levels planning tools for Digital Learning and served as a teacher and a principal and he joins us now from philadelphia. Tom, thanks for coming. Its great to be here the thank you for having me. Is this a problem of not enough money primarily, or is it a problem of not knowing what to do with the technology and how to spend that money . Sure. You raise a very interesting point. Some really important aspects of things. In terms of what not to do, what we have seen nationwide is we have seen districts out there that are buying all of this stuff putting it in classrooms, putting it in hallways and expecting it to magically work on its own. So whatever seeing is we need high quality professional learning for our teachers. In the areas where technology is working well, we have a systemic approach, a planning approach from districts. What we see from the teacher end is when they are highly qualified and they have had that learning in there, they are absolutely ready to go and its roarring. The Research Indicates when you have a highly qualified teacher implementing with this technology and we can personalize the learning, we are kids. How st. Expensive is that training . Are you finding that teachers arable adapt easily to this . Sure. One of the things when you take a look at professional learning is districts are really changing the way that they used to do it. You used to have a topdown, one sizefitsall model and what we are seeing today is teachers starting to take ownership of their own learning. There are so many things out there that dont cost that money. Teachers using twitter and social media to connecticut with other educate orders around the world. It doesnt cost them a penny. It makes them better for kids tomorrow than today. So, sure, districts can go out there and spend a fortunate on professional development. You dont always have to. Some of your greatest trainings are going to come from teachers sitting in your classrooms, some of the greatest experts that we have are right in our own schools. We need to use them to help lead and cultivate that teacher leadership in our schools to help with that training and much of that doesnt cost us much money at all. I would think some of the themselves. I find kids know way more about, you know, computers or different apps than i do. How do you leverage that . Have. You talk about the brig your own device possibility of this. Sure. Absolutely. And i love what you just said on there. The Student Voice absolutely imperative and everything that we do in education so when we see students taking the roles of the Tech Leadership in the building or initial tech support, we see districts out there leveraging using that for kids, a lot of times what happens is the fear comes from teachers, themselves, just not being comfortable with it. So they are hesitant to use it in the classroom and when they try to implement it, it may not go so well because they are not so comfortable. When we sit sidebyside with the student ant let them teach us and model sol of the things in the classroom, we become more comfortable with it. It chased a culture of students, your voice matters. Cultivate that Student Voice and encouraging that student leaderhip is pai absolutely. Is it realistic that every district will take this on, or is this for the richest School Districts . Thisdictal divide, is that going to be able to be surmounted . Sure. What i would say just for the richest School Districts, my response would be absolutely not. The alliance for excellence for education, we have the privilege of being able to see districts, like talladega who has free lunch and a project based approach taken them from a 26 Graduation Rate to 88 in four years. So districts really need to take a good hard look at their budget, every single line, and make sure that they are spending wisely. If we take a look and we are spend can like we did 10 years ago, trying to add technology on top of it, thats going to be difficult to sustain. When i was a technology director, in three years, we tripled the amount of devices we had for kids and lowered our budget every sing year because we made hard choisdz and looked at every aspect of spending. I think that i was just really in denial about how bad i hurt my shoulder in the move. I am at ut medical center, and i am definitely having some anxiety and scared of what the end result is going to be from the mri that i am about to do which is moving forward so that i can do what i need to do with the store, just praying and hoping that its not going to be too complicated. Spaifkt, the mri is normal. No tear. Its called frozen shoulder. It can be from an injury. It can be from a mild stroke. I have had a lot of dizziness and some other things neurologically going on with s so, i went to see a neurologist today as well. As the tests are coming back, they are all showing negative. And each time that a negative test comes back, it scares me a little bit more because i think, you know, whats wrong with me . The answer is coming down to stress. I am starting to realize that everything thats gone wrong with me physically could be all stressrelated. Gogetter. I started working in japan when i was 15, and ive always been very driven and a hard worker and determined. I am on a mission with the store to make it happen, and i just want it so much to be able to provide for julians College Education and for a retirement for me. Its a hard one for me to accept that my drive, as a Small Business owner, is now doing this to my body, and its taught me a big lesson. I mean its a wakeup call. For the first time in years, jody closed her store early today and she is taking off the entire weekend. The toll of stress a certified financial social worker, amanda, watching that, you feel so bad for her. Is that possible that this is just all stress from work and showing up in her body this way . Absolutely. Stress takes such a toll on our bodies, an especially chronic stress from our immune system to all of our headache symptoms and back aches, digestive issues. Its not uncommon at all. You see this a lot where people actually have physical symptoms of just being stressed with not having enough money or being stressed at work . Absolutely. Reported. So what should people do about it in what can you do about it . We all have to work. Most people have financial problems or financial concerns. Well, there is a real continuum. So something can be veristressful. A lot of us experience normal stress around money. But then, at the extreme end of the continuum, of course, it starts to have a negative effect on our health, on our relationships, et cetera. So the first thing that one should do is really make sure that you are clear about whats happening in your financial life. Sometimes, the things that you are most anxious about, you become incredibly vague. When you are vague, there are certain there is a monster under the bed. Fen no, ma phenomenon. Get clear with your finances. Make sure you understand the dynamic. Beyond that, you can take normal stress. It is good she took the weekend off . I am thrilled she took the weekend off. Some of your clients have plenty of money . Uhhuh. They are still stressed. Absolutely. Why . Well, financial distress is suggestive. Its something we experience. So, its not necessarily about a dollar amount or not having the money that you need in your life. Sometimes people just in the regular activity did of managing money experience a really severe level of anxiety. Why do we have such a complicated relationship with money and finances . Because we assume that money is just about numbers, but really, its not. It is much more driven by emotions, by how we self regulate. We use money oftentimes to sooth ourselves. So money impact did us in all kinds of ways that arent just about the dollars and cents. To break that cycle, what do you think is the most important thing for people to do . Well, i think opening up a dialogue in our society is helpful. We tend to be very shutdown and ashamed about money. Its often very private. We dont know what other people in other families are doing with their money. If something is going wrong with us in our family financially we think we are the only ones who suffer. I do think lifting the veil a little bit is helpful. I think, also, a certain level of understanding and education around basic personaling finances is beneficial as well. Talking to your friends about money, because a lot of people dont talk about how much their mortgage is or how much they make. Is that what lifting the vail is . Going that far . That, and i think having the motional attachment to that discussion as well, being a little bit more open about where we might feel stressed or where we might feel anxious around both our financial situation and the past of money management. On the edge eighteen only on Al Jazeera America fears of a volcanic disruption have put iceland on alert. Hundreds of tourists have been evacuated from the area surrounding the volcano. Kim vannel has the story. The biggest glacierier, the earth is rumbling. The volcanos. Coveted ice. Scientists say less than 10 kilometers. Magma is churning. They dont know if or where it could surface. Small earthquakes happening here every day. Something is imminent. We are on the northeastern edge of the glacier. The volcano is underneath this vast expansion of ice. Its what creates the real risk for iceland. If magma comes to the surface, huge amounts of melt water will flow downstream. Even if it doesnt break through, it could still melt enough to cause serious damage thats why authorities have evacuated hikers north of the eruptioin zone. It depends upon the magnitude of eruptioin bur most likely scenario is you get something that is 5 to 10,000 cubic meters per second, which is about 10 to 20 times normal flow of the gracious river. Its the possibility of ash thats worrying europe. In 2010, the eruptioin 70 plumes across the continent grounding 100,000 flights although Scientists Say it would be unlikely to travel as far. In the capitol, people are watching event did closely but are unafraid . Nobody coming into a pajjic. Its exciting. They are on facebook and waiting for something to happen. At the mercy of nature, they are prepared for another reminder. Kim vinnell. The 2010 eruptioin cost about 17,000,000,000 for the airlines. Could it happen again . Well, for more on that, joining me is henry hardefelt, with the Atmosphere Research group. Have the airlines learned anything since this happened in 20s 10 . Time . Absolutely. Both the air traffic organizations, air travel control groups, as well as the airlines in 2010. They are going to take steps for whatever is appropriate but they want to avoid any unnecessary over reaction. Are you competent that if something of the same magnitude happens again it would not be as crazy as it was . I mean new york was the best. The airlines were a mess. Are you competent that would not happen again . You know, we are speculating. I would certainly hope it would be more orderly. Airlines have invested in their operation sentencers, nerve centers, if you will, to explore how to better respond to these types of emergencies. Likewise, air Traffic Control organizations have worked to figure out how can they fly around these types of event did, what kind of flight paths can be created when others are no longer available. What about aircraft managers . Is this is something they have looked at in the last few years as well in do we know anything more about flying through and near ash . There have been tests done. Companies like boeing and airbus, the two largest manufacturers of large aircraft have studied this. However, its the jengines most at risk because they would inhale the ash. The airlines and the aircraft and Engine Manufacturers certainly want to err on the side of safety. What we learned in 2010 is that we probably could have done a little bit more flying than was done. But we dont know what we can do in this case. People are better prepared. The air Traffic Controllers are better prepared. What kind of financial hit would they be taking . Even if they have more of their ducks in a row here . We are speculating. A lot will depend upon the magnitude of whatever kind of eruptioin happens. Where the ash cloud goes, its size and so on. Are there subsequent eruptions as well . We dont know. What we can hope it was given a fact 400 years ago cancelled, 17,000,000,000 in lost revenue to airlines that it will be reduced. There was a sub starnl loss of productivity. There is an upside. We are going in to the end of the peak Summer Travel season. Hopefully if there is an eruptioin, there will there will be fewer people and fewer flights affected by it. You have to look for the silver lining. I want to call on point out.
