Diane, we hear the mayor has pulled the local police out and replaced them with Highway Patrol. What is going on in the streets around you . He is calling in the Highway Patrol because of the intense criticism that the county Police Officers have been getting for way theyve handled these protests that have been going on every night since about sunday. I dont know if you can see behind me theres a huge crowd gathered behind me as they have been for every night for the past few days. Well have to wait and see how this is handled tonight. The protests have started out peacefully but as the evenings gone on theyve escalated and turned violent. As you probably know tear gas has been thrown out. So things that have started out peacefully have escalated into violent situations for the last few nights. So hes hoping that the Highway Patrol might come in here this evening and maintain order. Is there some sense diane that theyre better trained, more time on the ground dealing with these things . How do we think the Highway Patrol is going to do better than the county police . Well, thats a question that we really dont know. The governor says that there are better trained to handle these sorts of situations. They do handle crime in rural areas. They do handle of course accidents on the highways. How well they are trained to handle incidents like this, we dont know. He says theyre better equipped to handle this but we have to wait and see if things turn violent this evening. All right diane youre on the ground for us. Stay safe and the others who are covering this for us, diane eastabrook. Some of the numbers that tell the story of who lives in ferguson, what they do for a living and how theyre doing financially. Patricia sabga has been following that. Reporter racial tensions exploding on the streets of ferguson, missouri overnight, a town of 21,000 where one in four people live below the poverty line higher than the state average. A textbook case of white flight, just over half of the citys residents identified as black or African American in 2000. While nearly 45 identified as white. Ten years later, the percentage of black or African Americans had risen to 67. While the percentage of whites dropped to 29. A working class suburb, the median annual Household Income in ferguson is 37,517. Nearly 10,000 less than the missouri median. Once a Bedroom Community for middle class auto workers and their families, fewer than 9 of fergusons employed hold manufacturing jobs, education, hearnlgt and assistance, 14 work in retail a low paying sector. Hit hard by the economic downturn, fergusons economic market is struggling to recover. Most homeowners own double than theyre worth, prices have started to rebound with median home values rising 6. 7 in the last year a trajectory that will likely feel the fallout of the racial tensions racking the small missouri community. A gun store in bridgeton missouri, business has spiked about 50 in the wake of the ferguson rights. Stein, the owner, joins us. Did you see the increase in sales as a result of whats going on in ferguson . Are you the likely place people would go to, to buy a gun . Yes, im a neighborhood shop. I service the north county communities and theyve been coming in on a regular basis. Did you get some sense people come in saying hey im worried about unrest in the area and thats why i want to buy a gun or people want to buy a gun get triggered to do so by this sort of event . Yes, what happens is the people see an event happen in their neighborhood and what they do is think about their Family Safety and their own personal protection. Theyve been coming in 100 of our customers in the last three days have been purchasing firearms for personal defense. This is not generally our store is a recreational spot. They shoot in the range, have a wonderful time. But this is not a jovial environment to be purchasing firearms. This is one of fear. And these people are coming in because they feel that their life and their family members lives are in direct jeopardy. I hear some horns going off hadnt you, i guess people are assembling. What does what is the fear that people have . Can people carry guns on their person generally speaking or not . Yeah, we have conceal carry in the state of missouri. The problem is that people dont know what this volatile environment is going to turn into. One minute we have peaceful protesters. Next minute weve got molotov cocktails and shouting screaming brickthrowing and quick trips burning up. Whats your sentiment . Do you, when people come into your store and say steve im feeling unsafe unsettled whats going on here, do you think its good for people arm themselves, they keep a gun at their house or with them . How do you see it all playing out . Ive got to tell you its very disheartening to see the people come into the store with such fear in their eyes. These are single mothers. These are shop owners. These are residents of this beautiful community. These are people that come in and theyre in fear of their life. They dont know whats going to happen. You know as well as i do when theres uncertainty thats the most fearful thing out there. When you dont know whats going to happen, when you dont know if your children are going to be safe going to school or going outside, you dont know if a brick is going to come through your window, or something else, you are going to get mugged, you dont know, so the uncertainty is driving the fear here. If we can all quiet this down let the police do their work it would help things out a lot. I do believe that the majority of people that are buying these firearms are peaceful people. Motion of them have most of them have not shot firearms before. They have taken a lesson to learn how to shoot. You have to understand without their Second Amendment right none of this could happen. There couldnt be any First Amendment rights. They are here exercising their Second Amendment rights. Picking up firearms. People are spread way too thin, they know theyre the first lining of defense for their family, being able to buy a gun from a local neighborhood shop that is here to help them. Well, i probably would say the concern and the fear was, with people still come out to our Small Business in the community . Because of what theyre seeing on television . And you are, but youre a business that serves locals mainly right . Youre not dealing with the tourist trade or transient trade. Are people coming in . Yes. Actually, a lot of people. Ferguson is the community that the majority of the world is not seeing at the moment. Our residents come together very well. So when this crisis first started, everybody turned out to support. And so weve had residents that went to almost every restaurant on that street, just to make sure that they could maintain during this crisis. So for us, and the residents and the people that live here, we want the rest of the world to see who we are. You know, the things that everybody is seeing on tv. Were just focused on one street only. You know you maybe just heard my conversation with steve king the owner of a gun shop a few miles away, metro gun, its fallen on hard times but its not a community rife with tension. Is that true . Has there been a lot of tension between blacks and whites, between the police and the community . Well, its a unique kind of tension. The first positive sign of ferguson is that residents white and black, we live together. We get along. But the tension that deals with the police primarily is focused on young black americans. Now, that is an interesting topic for the simple fact when you think about who is the young black american and how are we focused and how are we viewed on television today . What most people realize is the images that you see all day, youll see someone probably in their 20s, maybe white tee shirt saggy pants, that type of thing but what they dont realize is were focusing on who we are. For example, weve got a young man, hell look like a rapper like nellie. That doesnt make him a criminal. I believe if the police come out more to the community, at the schools, i coach at the school, i live here as well. They get to know what the young man is then it will be a different perspective. So the situation does exist between the police and young black americans. Jerome, thank you for joining us to tell us a bit of your story. Remember those fines that people were going to face if they didnt get obamacare, turns out, not everyone has to pay one. Plus, the small box like apartments that are coming. Thats next, keep it here. Get Health Insurance or youll pay a fine. That is the central part of how obamacare is supposed to convince americans to get covered and even though eight Million People signed up for insurance during the open enrollment there are still 30 million who are not covered. And get this only 13 of those who remain uninsured face fines. The big concept will explain it, exemptions. Even if a lot of people arent find, michael sparer, a great friend to us as we have tried to explain this very complex thing that is obamacare. Tell me about this. The word on the street, when we all watch that Supreme Court ruling, was that you get a fine if you dont sign up for obamacare. Right. Well, remember what the goal of the individual mandate was to begin with. The goal of the individual mandate was basically to encourage, to require Young Healthy folks to sign up for insurance. Why . You got to sign up the older the high risk the high cost, the Insurance Company says, if we dont get the Young Healthy, were out of business. The question is how do you convince the Young Healthy to sign up . The penalty is relatively minimal. I think the goal was to use the penalty as a psychological stick. The penalty wasnt a part of it really. Absolutely. The federal government isnt looking to raise a lot of money through this penalty absolutely. First of all did it fail . Are there too many insured for this to work . , i dont think, clearly the feds were hoping that lots and lots of uninsured would sign up that the psychological stick would work and that lots of Young Healthy folks would sign up. Open enrollment begins. You recall big problems with the website. With health care. Gov. Maybe the psychological stick was not enough. Maybe the Insurance Companies were right when they said you needed a tougher penalty. Lo and behold 28 of the new enrollees, Young Healthy people. Not a bad proportion. Hopefully, people will have more good stories than bad. Should there be some consideration to a bigger stick . The stick will get bigger under the law. First year was 95 or 1 of your income if you didnt have Health Insurance. Thats going to go up to almost 7th or 20 of 700 or 20 of your income in 2016. The fed is saying to itself were trying a logi chronology l stick early on. The cost . The cost always goes up. 80 of the people who buy Health Insurance on the exchanges, get subsidies to help pay for that. For some folks the cost will go up way more. For some folks it may come down. My december is over the next couple of years my guess is over the next couple of years, youre not going to see a big increase in people paying the penalty. How much of the failure to people not signing up had to do with the frustration over the website, lack of many, depending on there was a lot of stuff going on around the issue that wasnt true. Weve tried to get the truth out. But once once the parlance is known, the truth will come out . This is here, this is in effect, you know maybe i didnt know what was happening last time but i know what the story is and i think youll see the numbers going up. I think the people didnt know what was up and battles going back and forth and things going on in congress maybe just next year well be able to talk about health care. I hope so. New government figures registered zero growth in retail sales last month compared to june, that was ending a five month streak of gains. Sales of Electronics Appliances and Home Furnishings all dropped last month. Consumer spending accounts for twothirds of economic activity, thats why we pay so much attention to these numbers. They are leading indicators, telling you when the economy goes wrong. We know gdp growth is up and more jobs are getting added every month, the stock market is riding high but the consumer never lies. One theory batted around is consumers would spend more if wages were growing at a healther rate. Last month average wages ticked up 1 penny, just a 2 gain over the previous 12 months but still below the current rate of inflation. Now normally in a really healthy economy we see wages rise 3 and a half or 4 in a year which is real improvement to annual income that keeps pace with rising prices and then some. Since the recession the growth in wages has been stagnant. The argument goes, if better paying jobs were being added to the economy ever every month, te consumer might spend more. Working through industry head winds and improve business, joel, this is sort of a part time occupation of mine following Retail Sector but you really have to worry about this. What is going on with the consumer in america . Because the consumer warned me in 2007 that we were headed for a recession so i like to listen to the consumer. I think listening to the consumer is exactly the right thing to do ali. Unfortunately, as you said it is a tale of two consumers, it might be said it is a tale of three consumers. From the top of the income perspective, consumers are feeling good, you can see the luxury and ultraluxury consumers are doing good. A vast middle consumer is still under stress and still not sure theyre feeling that much better even though the signs are pointing that way. And then the bottom of the income ladder, they are having a great deal of difficulty as has been reported on this show and elsewhere. Weve been calling it the new normal, i called it, i refer to it as a bifurcation, but youre actually right. Well off consumer if you are invested in the stock market thats gone up pretty much nonstop since 2009, the Housing Market has done very, very well, 35 of americans are not in the Housing Market, more than half of americans are not in the stock market. If you are in the very low end you have businesses that cater to you. How does the retailer figure this out . It is an interesting conundrum for the retailer in the value segment. Small consumers are taking up a disproportionate share, accounting for about 60 of the total consumption and the bottom 70 are accounting for remaining 40 . But from a population perspective those are the people that these value and mid tier retailers are going after. You have a series of things that are affecting those consumers in terms of choices. What is the retailer is doing is trying to understand how they can grow in a low growth world. You have to do a couple of things. Make yourself absolutely invaluable in the Customer Base and fight for market share like its the lace day of your business. So the economic message im taking from you, sometimes the signal that the consumer goes off is that things are going bad in the economy. What these signals are is that things are changing. This new normal might be a way of going about things. Yes. And it doesnt necessarily mean the economys doing badly. It does mean the economys not well balanced. Its much trickier how to predict how the Consumer Behavior is relative to the economy at this particular moment. In the recession it was fairly easy, everything was going down. But something makes it challenging. The one thing i would say, coming out of the recession, we have seen this in past situations, the consumer is more cautious. The consumer is not as quick to go back to their old consumption ways as one might expect. So this doesnt necessarily mean that those Economic Indicators are not actually flashing as green as it sounds like theyre flashing. It just means that right now maybe the consumer doesnt quite believe it. But what were hoping it is as soon as the consumer does believe it theyll get back in the marketplace and well start seeing sales take off again. Joel biens is the managing director. Now the guardian wouldnt characterize the move as a move, it is incontro incontrovertible. Meanwhile the crisis in ukraine is starting to take an economic toll on europes economies. Germany shrank by 2 10 . 0 , no growth at all and italy shrank by 2 10 , sending italy into a recession. Lets be caution. No one expects all of europe to slide into recession, it wouldnt take much to feel that, the ripple effects would be felt here in america. The eu is the United States biggest trading partner. The u. S. Imported 385 billion in goods and services from the eu so any escalation of the crisis in ukraine has the potential to be felt by the world. Europes economies were already starting to slow down when geopolitics in ukraine started throwing them for a loop so it wouldnt take much for them to fall into recession. So says sarah johnson. Shes a Senior Research director at ih economics, a firm that counts thousands of european firms as clients. From lexington, massachusetts. Make clear for us who dont follow Global Economics as much as you do, how much was this already in play this weakening of europes economy and how much this has to do with whats going on between russian and europe . Frankly very little has to do with russia at this point. Not to say, results could not be far worse with the cutoff of energy supplies. I looked back a year ago and we were projecting europes growth to be 0. 7 for the full year, it could be a little better but the euro zone is clearly struggling for a number of reasons, on the consumer front, high unemployment, weak wage gains, high debt levels, Business Investment is also sluggish, given excess capacity, the euros Exchange Rate is overvalued. So there arent many positive signs in the euro zone. We expect growth will continue to be very, very sluggish. Obviously as i described, we had a potential flash point going on right now in ukraine and russia. What is your worst Case Scenario right now . We have people who say if it stays at this titfortat level, if russia chooses in the colder months to cut off natural gas supply, europe and germany which we are depending on to keep European Growth strong will take an economic hit. Well, russia has perhaps as much or more to use. Weve recently down graded our russian forecast showing that economy in recession this year with very limited prospects for recovery in 2015. Any cutoff of gas supplies would probably be shortlived. Given the dependence by russia on those revenues. Also, the euro zone has a fair amount of gas in storage, to cope with a limited cutoff. But yes, certainly, the prospects or the chances of a return to recession are much higher, if there is a cutoff of energy supply. Whether its russia or its europe, if we are looking for slow downs in those economies, what is the effect likely to be in the United States . I understand with russia it would be minimal. Our trade with russia is not of major concern. Might hurt some companies that do business with russia but if its europe, what happens . Well, about 20 of our exports go to europe. Only about 1 to russia. So there is an impact. But the u. S. Is not a an export led economy. We have not expected in fact we have been predicting that exports would be a drag on growth this year. The key for the u. S. Economic performance is Housing Markets and consumers. So were projecting that u. S. Growth will be about 2. 1 this year. Lets talk a little about what is there more to be done in europe structurally . The last time europe was in a big pickle we were endlessly talking about the things they have to fix and the trouble fixing them. Are these structural problems or cyclical problems the things that come and go . Id say primarily structural problems. Productivity growth has been very low, under 1 . Demographics are adverse and aging population with very slow growth. Other factors, the Banking Sector is still working its way out of the financial crisis. Rebuilding its capital positions. Also, fiscal balances have improved. But there still are deficits that will need to be reduced. So still work to be done. Sarah, thank you so much for your input. They can go up rather quickly. You are a husband and wife, and you have no kids but you suddenly have triplets. You can add on pieces, and youre not stuck with a big house that you cant afford. What is the criticism of them . As much as you are trying to make them look nice, youre embroidering a s so sows ear iu will. This may lead to neighbors revolting. They may not allow them, like modular housing or whatever. If you are looking at faster more efficient ways of creating housing there are other ways of creating housing, we dont allow mobile homes into most regular neighborhoods. Why would this be an exception . Well, at one level they havent been prohibited yet either. Theyre so new the laws maybe havent caught up yet. I hope the laws dont catch up. I think this is a great idea. But if some of them go south and one neighborhood has a bad experience somewhere, you can blog, you can google new home and you know, this type of construction materials, suddenly people are going to go whoa, lets pass quick ordinances prohibiting that and that would be the point. We do have a problem with household formation as these kids dont get good jobs coming out of college they choose to stay at home and that means all these things involved with owning a home dont get done affecting the economy negatively. However if you are moving into a container you wouldnt be doing those things if you would be doing if you moved into a loam. Are these remedying our drop in household formation . It is a step in the right direction, not a solution, not a silver bullet. This is a partial solution. We have multifamily construction going up, some cases smaller housings being built. This is one of the possible solutions out there. It should be allowed to continue, lets see you where it goes and how much it flourishes. It is a good experiment. Is this cost savings . Its really cost savings, anything off the bat is going osave 5 in savings in terms of time. These things are only costing 60, 70, 80 bucks a foot. Thats roughly half the price of a new home. Its a great deal. Right now where we are in the economy, speed to construction is not as important as it was in 2004 and 2005 when Home Builders couldnt build houses fast enough. Irvine, 15 miles from his brewery, evan, tell us about the changes youre making particularly in anticipation of this drought continuing. Well, its a complicated situation, thats for sure. Waters always been a problem in california. And we have to make some pretty hard decisions on occasion as californians in terms of you know Forward Business planning and what to do with our companies and you know, and our residences, due to the water shortage. Anything we can do to reduce cost, make things more efficient, is all good for us. Were looking for new equipment that will use less water and possibly relocated just to keep the cost down so we can afford any price hikes that come to us in the future. Relocating a brewery i would imagine is an expensive deal. You have other breweries in california who have done this. Is there an obviously place to go if you relocate . Everybody involved in your business has to settle in a new place. Thats right. For us i think we can stay within the state if we can continue to produce things at a low enough cost. The large err breweries are actually moving out of state larger breweries are going out of state. Lagunitas is moving to seattle, eect, moving east, water is where theres snow and heavy rainfall over the east coast over the last ten years. It seems that Global Warming is having a big impact over these weather systems and theyre going to benefit from that long term. Youve actually sold out. Demand for the beer you make is very, very high i assume will continue to be high, if anything the drought will make people hotter and thirstier. Thats right. Youre absolutely right. It is completely up to the way the brewery wants to brew the beer. Water signs is a very big thing but we use the water the same for everything. We treat our water very little. Some breweries use reverse osmosis. They want to make a lager straight out of the mountains in czechoslovakia, or appeal ales from england. It depends on how you want to make your brew. We try to make the beers as good as we can with what we have around its been good for us. Depends entirely how youre doing things. If the cost of your water is going up if you stayed there you could get as much of it as you need . For now, our supply is pretty steady and our cost is currently fixed for the remainder of the year. Although theres only afew months left, things could change going into the next year. If the drought continues, the entire southwest will have a lot of issues. Most of our water comes from colorado as it does for arizona and nevada and colorado and parts of new mexico and utah. So theres a theres going to be abig problem if we dont start getting a lot more water in the Colorado River basin. Some water from Southern California does come from Northern California and we are not getting any of that water currently because theres just not enough. So if things continue shortage is going to be an issue. Cost is going to be an issue all those things are going to be a problem at some point. I interview people in california usually in agriculture and brewing, we talk about water, thats what we do on this slow, thats the connection. You have a brew pub at the brewery, do people there talk about water . Is this a topic of conversation amongst californians regularly . Absolutely. Im a native californian. Im really familiar with the water. I think the residential folks feel the pressure first. They start incurring fines, and their cost goes up more easily than ours. I think theres a little bit more pressure on them to reduce. Theres a lot of dpras here. Its grass here. Its a desert. Southern california is a desert and we have landscaped pretty heavily. So thats where a lot of the water goes. The agriculture folks are big users of water and big wasters of water too. I think commercial guys are sort of maybe the last notch on the belt. We might be all right for a little while but it is a big topic of conversation. Theres fines going around if you rinse off your driveway, all kinds of things if you get in trouble for wasting water.
