The white house says the situation on the border with mexico, especially along the rio grand in texas has become a humanitarian crisis. Today president obama, formally asked congress for emergency funds, 3. 7 billion, to help boarder and custom agencies deal with a surge of children illegally crossing the United States. In the last year the numbers arriving at the border spiked 90 . The majority of the Illegal Immigrants are coming from central america, many are fleeing poverty and crime. The money the president is requesting breaks down like this 1. 5 billion to the department of homeland security. Ipp increasing enforcement. 64 million to the department of justice, to higher more immigration judges. 1. 8 billion to the department of health and Human Services to take care of unaccompanied children, and 300 million to the state department to work with Central American governments. This is all happening as the debate on immigration heats up in washington ahead of midterm elections. Last year the democratic controlled Senate Passed a bill for farreaching Immigration Reform. The Budget Office estimated the legislation, if passing into law, would increase ement by 3. 5 by the next two decades and grow the economy by 5. 4 . More than over the same time period. The legislation has gone nowhere. Republicans object to a comment giving undocumented workers illegal status. Both agree on the need to tighten enforcement of the border with mexico, and why president obama hopes the request will get a swik vote in Congress Quick vote in congress, but does not address the demand from john boehner. He wants the president to Deploy National Guard along the border. For more on what the president is asking for did the politics from capital hill, the latest from libby casey in washington. Good to see you. We see what the president is calling a humanitarian crisis. Whether some say its a refugee crisis or an immigration crisis, and they are selectively chosen. Etch on capitol hill and the everyone on capitol hill and the white house agrees its a problem. Two things happened the number of children more than 52,000 have been detained after crossing the border since october alone. That could hit 90 by years end. On capitol hill, Immigration Reform is essentially dead. The president doesnt need to wait around to see if congress will do anything on their own. Is it there a chance that the Administration Takes action in terms of executive orders, and how is that flying with members on capitol hill . They are pushing back. The president is asking for more authority, telling them he wants to give more authority to the head of the department of homeland security. We expect the negotiations to go on now. The president may end up doing horse trading to get what he wants. What he needs is money, an authority to pay for all of the expensive items that he sees as top priority. Thank you. The surge in illegal border crossings were mexico is fuelled by a big jump in migrants from three countries in central america. Horned , where 6 honduras, where 64. 5 of the population lives below the poverty line, 2013 gross income in honduras was 2180 per capita, the United States brought in income of 53,670 per capita. Guatemala is not much better with 57. 7 of the population living below the property line, Gross National income at 3,720. And el salvador has 34. 5 below the poverty line, and Gross National is 3,720. The focus on mexico and the border detracts from a deeper discussion about the economics of immigration. Much of americas Agricultural Industry relies on myingant workers migrant workers. Without them, a lot think the price of food will go up. Current immigration rules put restrictions on students that try to stay on and work. High techforms apply for an h1 visa. Americas policies are holding back the u. S. You believe we should ease immigration regulations to allow skilled workers in the United States. Explain why. Well, lets start with the skilled workers, theres a long history of skilled immigrants coming to the u. S. Now we have a lot of foreign students coming to the u. S. To get educated in the u. S. These are bright people and we send them home or make it difficult tore them to stay. This makes no sense. These are part of could be part of the human capital. That brain power benefitted the u. S. In the past, many of these people formed companies, generated jobs, created new opportunities for americans. This is crazy for us to limit the number of skilled immigrants that come into the u. S. Either people who have been educated overseas that want to come to the u. S. Or especially those educated in the u. S. , and would like to stay in the u. S. A lot of critics a lot of critics say theres a correlation between illegal immigration and job loss. You say its not true. Explain what you mean . Well, to me the impact of immigrants, whether legal or illegal, at the low end of the income scale, is really what a lot of people are anxious about. I think, in the end. It gets comingled in pol comingled in politicians mipted. We ask what jobs do the people go more. You mentioned some. Agricultural or cleaning jobs. Most americans dont want these jobs. They dont want to be fruit pickers, hedge pickers or cleaning others homes. In that sense they are not taken away job. I dont under what the fuss is about. These people come here for jobs, as sometimes refugees, because, you know, they want the freedom. They are not taking jobs away from other americans. This is a myth. They help the economy. They earn money, spend it creating jobs. This is very shortsited of politicians, to want to punish, basically, immigrants who are already here, or try to, you know, put the very, very severe limits on immigrants coming in. You mention agriculture. So much agricultural labour is seasonal. How does a guest worker apply in that instance . It could be beneficial in the sense you document them, they come in, you keep track and they leave, and would be free to come back, assuming there are no problems the next year. That could be great. Like a safety valve. You need something sensible like that, and a reasonable path to citizenship for a lot of immigrants, whether legal are illegal. The reality is we have 12 million or so people in the u. S. , illegalals. What will we do with them . Will we tick them occupant. Its not feasible. We need to be sensible about allowing a reasonable path for citizenship. Thats understood. This is very silly. The chief economist at ihs thank you for being on the programme. Thank you. Truth seeking, award winning, investigative documentary series the coverage gap only on Al Jazeera America five years ago president obama signed a law making it harder for Credit Card Companies to jack up the interest rates. While the law helped consumers, its taking a toll on the profits that banks and other lenders earn from credit cards. In response, lenders are loosening up and giving credit cards to riskier borrows with lower credit reports. These are rough times for the nations credit card lenders. Credit card industry revenues are down from 169 billion i in 2008 to 145. 5 billion in 2013. Making it difficult for Credit Card Companies to hike up the rates they can charge with rates and fees, and with money tight for consumers, Credit Card Companies are reaching out to riskier subprime borrows ca with an earth to boost their sagging profits. A subprime borrows is defined as a consumer at 660 or less. Lenders issued a whooping 39 more credit cards in the last quarter and those consumers now represent a third of all credits, issued. Its a sign of the economy moving forward. In order to have a healthy economy you have absolutely have to have a healthy subprime credit market. Subprime do pay more for the privilege of having a credit card while consumers with accident credit pray 12. 9 on the credit card, the rate for subprime borrows is 21. 1 . Banks are willing to take on the risk because theyre having difficulty paying back their debt. Last year banks wrote off 84 billion of bad date. Now theyre seeing to are rebuild. Theyre looking to grow as opposed to just tread water. Reporter some analysts think its a positive sign that the credit environment may be start to go loosen up. For the time being even if your credit isnt stellar, the nations lenders want you to know that there might be a credit card out there waiting for you. Mary snow, al jazeera. With us now to talk about how the nations big Financial Institutions are making more credits available, we have ceo of card hub. Com, a credit card comparison website, the parent company, is it a wise idea for banks to lend cards to higher risk consumers . Well, for the banks that specialize in this segment like capitol one it is wise. If youre careful those consumers are no different than anyone else, and you can control risk and make a good return on investment. But for the banks that go into this segment in an attempt to try to make more money without understanding the segment well, without having experience , it could be a costly mistake. And consumer consumer, by making it easier for them, are we creating more problems for them as well . Well, defending on each individual situation. For more consumers in the subprime segment their number one priority should be how to get out of subprime. How do they get good credit, the lower rate, and even lower Car Insurance premiums. And Car Insurance premiums can go up as much as 100 . You do not need access to more credit but one of the best tools is to use secured credit card which is fully secured , and you can build credit. Of course, they should pay on time all of their bills and obligations, and they should have multiple lines of credit to report to their Credit Bureaus with positive information. A lot of consume necessary the subprime segment find themselves in that space because of a mistake or because of circumstances in the past. And the best way to get out of that is to dilute the negative information with as much positive information as you can. With credit being loosened a little bit now what does that say in your estimation in the overall u. S. Economy . I think thats a very positive sign. Obviously banks are known to make their own mistakes, but its very positive to see major Financial Institutions essentially betting that the next few years are going to be better than the last few years. As the report said earlier , delinquencies are at record low levels, and unemployment rates continues to drop. As the outlook for the future is definitely positive and Credit Card Companies have taken notice. What would you like to see happen with credit card availability in the months and years to come . I think the key thing is for both consumers and banks because it really takes two to tango, and to be responsible. Relative to each individuals income. Thats very important. So that banks do not overextend themselves and individual consumers do not do the same, and we hav we dont have a repeat of the great recession. Thank you for being on the program.
