This is real money. You are the most important part of the show. Americas businesses went on a hiring spree. They added 281,000 jobs to their payroll. This is according to the payroll firm adp. The companys monthly reports on the private sector, thats all they report on, theyre usually a pretty good indicator of what to expect in the closely watched Labor Department and labor report. The report will come out tomorrow. Usually its the first friday of the month, but this month thats a holiday. Economists are forecasting that jobs added to all sectors will be above 200,000. Now the big take away from todays numbers, four out of every new jobs in june were added by small and immediat mediumsized businesses. Its the smallerler ones out there that take the chance to grow new jobs in the economy. New service jobs jumped by a third in june. The company may have taken a hit in 2014 with that crazy winter we have, but now its just expanding and the recovery in the labor market may be hitting its stride. Finally again we can confirm more of that when we get tomorrows government figures. Ill be talking more about that tomorrow. But let me alert you of a positive sign in the turn around of todays numbers. The number of new private sector construction jobs doubled in one month to 36,000. Thats a level we have not seen since early 2006. We still had a housing boom back then. The bursting of the housing bubble in 2007 and 2008 decima decimated private sector construction , which bled a million jobs before and during the recession. This week we learn that Building Permits jumped in may, but new construction stalled at the same time. We care about this because the economic ripple affect is a lot bigger than you might think. Home construction has tentacles that reached into lumber, home furnishings. And new construction create a lot of jobs that benefit the wider economy. Less than 10 of houses out there are new houses but theyre disproportionately important. The missing ingredient, wage growth. Its below the pace of economic growth, and according to danny branchflower americas economy wont recover until wages rise. Hes a professor at Dartmouth College and he joins me now by skype. Thank you for being with us. You hit the nail on the head. We have this very weird economy. If you dropped in from space and said, hey, how is the economy doing . I could list all those things i just listed which sound fantastic, but americans who are the engine of this economy are not making a lot more money. Tell me how you make sense ought of all of this. First of all, let me say thats what janet yellen is worried about. Theyre going to focus on wages. Jobs are being created, but a lot of other people want jobs. Thats keeping wages relatively low. There is always the prospect that firms could run to china and produce things elsewhere. We should put in context the number of people over 16 who need employment is still lower than 2008. Yes, youve told us lot of good news but there is still lots of slack in the labor market. So employers dont need to pay lots of money. Yes, firms are needing to hire people but they dont have to pay people higher wages. So i guess i would say good job. This is a cycle. If employers employed more people, people more confident. People invest, move out of their parents homes. And then everybody feels better and hires more people. Where are we in this chicken and egg thing . Think of full employment. Its a bit like photographry. Its hard to define it but we know it when we see it. If they can find people at the going price, the way you get people is that al jazeera can only hire people because it can pull from other firms. Were a long way from that point. That in a sense is what were talked about. The feds talked about theyre going to continue with the stimulus. Were going to keep Interest Rates low especially because the construction sector is struggling. We still have 11 Million People out of work. The fact it is these are good signs. But we were hit so badly. We talk a lot on this clash about Living Standards. I just came back from a week in the united kingdom. By the way, if you complain about how much it costs to live in new york or San Francisco, try it out in london. Tell me about the effect that all of this is haling on the Living Standards. Thats a fantastic question. If you go to the u. K. The story i just told you here is actually worse in the u. K. Real wages are about flat in the u. S. In the u. K. Real wages have fallen 5 in thesince 2010. The big issue going forward, what are we going to do about the Living Standards of the person in the middle . People at the low end have not done that badly. Weve raised the minimum wage. The person at the top has not done as well. But in the middle, theyre worse off today than they were in 2010. The election is coming, and are you better off today than five years ago, the answer is going to be no. This is going to have political implications. The answer is a tough one. What do you do . And the Housing Market is not playing that role in the economy. The over all economy suffers as a result. How would you typically solve this . You would think that after the housing crash, prices came down. Affordability increased. Interest rates are at an alltime lows. But young people have larger student debt than you and did i. They have a weaker employment situation. What is the best circumstance to create more homeownership . Well, it really starts with the job. They do face those head winds but it starts with a job, putting money in a savings account to move forward homeownership eventually. Yoi think the first step is to get a job and have the ability to pay rent and a mortgage. One of the positive outcomes of the recession in the crash markets that were entirely unaffordable suddenly became affordable if you still had the middle class salary and you had great credit. But according to some of your research, 28 of americans who rent their homes spent half their income on housing. Thats way higher. Obviously if you live in San Francisco, Silicon Valley or new york youre going to spend more than the recommended average, but how much should someone be spending of their income on housing . Well, the general rule of thumb is that they should spend 30 of income on monthly housing costs. It goes back to an old rule of thumb that said a weeks wages for a months rent. Its been increased to 30 . Thats long been the standard and thats built in to a lot of federal programs where we subsidize housing. That allows people to afford food, clothing, transportation and other necessities of life. I want to put up this chart and show homeownership changes since 2004, before home prices hit their peak, and all the way to 2013. It shows the biggest drop of homeownership is occurring amongst young americans. The Largest Group is 35 to 44, but those aged 25 to 34, homeownership in that category dropped 8 percentage points. What do you take from this data . What does this mean . Well, it certainly means there are fewer people who are moving into homeownership overnight. Omeownership overover time. There is a 64 rate that prevailed for much of the 80s into the 90s before rates started to rise. People think we still have a ways to go for homeownership to get back to what is considered normal. If we go back to the is th the 1970s. What it doesnt mean i dont think is that there less of a desire to own a home. Most of the Research Shows that young people still pro fess an interest ultimately in owning a home. I was going to ask you that. Given the changes in this Digital World where nobody owns anything, and everything is disposal. They dont want to own cars as much as guys like we did when we turned old enough to drive. Well, you know, its a question of when. The question in the survey generally asks do you expect to own a home at some point and if the answer is yes, when is that point. The recession has made it difficult to get that first job and it moves on the progression of independent living, buying a house. Ultimately i think this grouch are hav group would want to own a home. Many americans own homes because it does have that wealth and prosperity affect . Oh, absolutely. I think we certainly learned from the housing crash how risky homeownership can be. But still that home equity is an important source of wealth particularly for lower income houses, minority households. You look at retirement years. By 2020 it hopes to have 600 employees with autism on their payroll. We have a tremendous need for programmers in the Technology Sector as well as the Technology Side of the house. Jose velasco runs this program, and he said the competitive value in higher these employees. Were looking for people who have the ability to concentrate on tasks for a long period of time. In some cases do tasks that for other people may be considered repetitive but which are very importance for us. And the company. Reporter sap is not alone. Walgreens has a Distribution Center with 40 of its workforce hayes a disability, many of whom have autism. And freddie mac offers internships for people on the autism spectrum. There are many vacant jobs. One more incentive for employers to include people with disabilities in the workforce. Hes working with sap and the state of delaware and other tech businesses in the United States. But hes also in talks with pharmaceuticals, and National Banks to do the same. The global goal is to enable 1 million jobs through partnerships and knowledge. Reporter however people with autism often have real challenges in the traditional work session. They can be extra sensitive to noise, bright lighting and stresses that come with a full time career. Taking these things into account means extra training for autistic workers. Not only for participants but for managers and team members and other employees. In the short term there will be additional expenses and time and energy spent getting this up and running. Reporter many businesses are concerned about higher healthcare costs, workers comp and reviability. But velasco said that theyre aware of the extra costs but consider this an investment that will pay off in the long term. By 2020 well have the equivalent of a person effected with autism and it will make no difference. Reporter will it work and will the money spent on the front end really pay off . Jim thessels says hes watching the experiment with great interest. In the longer run there are many reasons to believe that this is going to be a real good mine. As for patrick hes on track to work at sap maybe as a software tester, but he has his sights set on a different career there. He insists that the battle led by the Islamic State takes priority over forming an unity government that is acceptable to iraqs, sunnies and kurds. The Islamic State found calipha. Iraq is not the only place in the middle east that is suffe suffering from ethnic blood letting, much of the region is torn by division, violence and meddling from outside powers going back decades. Todays middle east have their routes in the states and borders following world war i which broke out is hundred years ago this month. The genesis of todays middle east map dates back to world would be one. As ally and access battles each other they agreed to carve the middle Eastern Province of the Ottoman Empire into spheres of influences which did not wash with either side when the war ended. Ethnic and sectarian tensions in iraq flared in the years that followed creating an opening for sunni insurgents from the Islamic State to gain a foothold in iraq where they hope to undo the borders laid down nearly 100 years ago. Joining me now from the United States institute of peace. The institute was established by congress to do independent research on world conflict zones, and to help mitigate violence within them. An associate Vice President for the middle east and africa center. It has give her a wealth of knowledge inside the middle east conflict zones including and especially iraq. You have lived in baghdad, and we really have been struggling with this issue. Is the reality as patricia laid it down there so well that these are false constructs . That isil or isis or Islamic State, whatever you want to call it now, is as off the wall as they are, there is a colonel of truth in the fact that these borders didnt make sense from the beginning. I think thats a dangerous argument to start making in terms of what the role of the borders are. The biggest challenge has been for a very long time in addition to inheriting borders that may not have been organic in the region, you inherited rule of law and governance that was not inherit to the region. Thats thats a valid point. When we talk about rule of law from whose Vantage Point are we using . We want to see rules of law that are familiar to us, that seem sensible, and for some reason they are having a difficult time taking root in that part of the world. The word choice you used presents the challenge itself. What people want to see or impose a system. Every country that came to , instead, a lot of regional players and a lot of International Players finance to prescribe what they would like to see in the region. As youve seen from your own report over the last 100 years thats never succeeded. I wouldnt say only in the middle east but i would say globally when you have an effort to impose a system it just wont be able to take traction. The difficulty the u. S. Has and western governments have, of course, is as long as this doesnt come right in various parts of the middle east, the u. S. And western powers either by choice or by force get dragged into this, and this for americans ends up costing lives and money. We do have some interest in wanting to see something that is going to be more economically and politically viable in the long run, what is that . What is that something . I think the biggest challenge is recognizing the time that it needs to have success take root in the region. When i say time i say particularly for a process weve tried military intervention and where we were the governance handing it over to a local government structure. We havent been able to have have space where we see others in transition where that is a key element. In iraq a lot of vent went into iraq, but unfortunately we never saw a True National dialogue or reconciliation process. And until a from you dialogue and strong reconciliation takes place in country, iraq as we saw from patricias piece, this was crucial to have dominant interests in iraq, and those countries in the middle east, it remains today crucial for many reasons to not let this devolve on its own and come what may, right . We want to keep this as stable as possible. I think thats true, but i think we also moved way beyond the analysis of the center and the periphery being the center, the western nations, and the periphery are countries that just need to be stable enough for the center to be stable. We recognize there is much more inter dependence, and for it to be successful there needs to be space for people on the ground to be able to create their own system. I think that would happen naturally. I think the sectarian divides that you mentioned, the situation in syria the conflicts which have made it difficult to stabilize. I think to put the unity government to then deal with the pressing issues at the border and security. And at the moment thats not a priority for Prime Minister Nouri Almaliki.
