This is real money. You are the most important part of the show, so tell me whats on your mind by tweeting me at ali velshi or hit me up on facebook. This is all about location. I usually bring you new national job numbers that the government puts out every month, but the Labor Department also compiles figures at the state and local level. Today we got new job figures for 372 metropolitan areas all across mark for april. Now while we reported earlier this month that the National Unemployment ratedont look at this. The National Unemployment rate fell to 6. 3 . But we learned that it was lower than that at 5th 9 . Thats versus the National Rate of 6. 3 . Which ever you use, the story is the same. Jobs are coming back and unemployment levels are going down. But where youre looking for a job matters. Look at these areas in red. These are locations with a local jobless rates are higher than the average for all metropolitan areas in the United States. As you can see in big urban centers in the northeast, in the great lakes, in Southern California these are local area jobless rates that came in above the national average. For example, when you look at los angeles it had a local jobless rate of 7 . But nearby rural areas that are only a car drive away from l. A. Were much worse off. El centro, california, has a jobless rate of 21. 6 . In yuma, arizona, 23. 8 . These are the highest in the entire nation. The metro areas marked in yellow, are locations with jobless rates that are below the u. S. Metro average. Generally speaking local areas taking advantage of this countrys growing knowledgebased Industries Like californias Silicon Valley or looking up at the Pacific Northwest over here you see a lot of these sections in texas and in florida, and up here in virginia. These are taking advantage of Americas Energy boom. Dallas, fort worth area, Oklahoma City and austin metro area which includes san marcos, texas, ill tell you about that in a second, they were tied with the lowest jobless rates in the country just 3. 8 each. Now last week we told you that san marcos, texas, is one of the Fastest Growing cities in the country according to the census bureaus. We wanted to find out how an why with surging population growth also has one of the nations lowest Unemployment Rates. We turn now to began yell daniel guerrero, he is the mayor of san marcos. Not only mayor, but he is a native of san marcos. Have you left san marcos. I have not yet left san marcos. I have born and raised here. I graduated from Texas State University in san marcos and graduated from st. Edwards university in austin, texas. Good lord, tell us about san marcos, which gets shadowed by the fact that youre near austin and other major populated areas. But youre the Fastest Growing city over 50,000. You have this low Unemployment Rate, what is it that youre doing there that causes that to happen. Our proximity to austin and san antonio is a huge asset. To be on the i35 corridor gives us proximity to almost a 2 million person job pool to be able to draw from. But the universitys presence in san marcos is significant. Their growth, their pursuits, Nano Technologies and new industries have been extraordinarily important for the county and san marcos. Tell me, does that mean people who live in san marcos and work in those other places . Absolutely pi. We have a commuter population that drives up to austin. But we have people coming from those communities directly into san marcos. So we see our daytime population get up to as much as 80,000 people. What is the advantage of being in san marcos as opposed to those other places. Cost of living comparison to austin or san antonio is much lower, but certainly the quality of life. 2,000 acres of park land, proximity to great Educational Resources at texas state and you run into an additional 25 different universities. So its the national beauty, proximity, cost, there are so many things that are attractive about Central Texas and san marcos. I get on the wrong side of absolutely everybody in texas because i get the university wrong. I never get it right with anybody. Were proud of our university. Were proud of all of our schools in texas. University of texas is just north. Both of them are wonderful. To what degree, and i was going somewhere, to what degree is the presence of these universit s helpful to your sustained growth. A lot of students graduating whether it be from direction texas state or university of texas want to remain in our community. Our hope is to ensure that they have the type of jobs, employers, Housing Stock and Educational Resources for their children and great quality of life. Were working with a region with all the different municipalities to make that happen. Its not a vacuum in san marcos. Im going to talk to somebody else about this in a minute, but texas is benefitin benefiting fe particular trends. People who are migrating from rural areas into cities, and people who are migrating to texas because its a state thats growing. And third one, texas seems to have more advanced immigration outlooks and laws than some neighboring states. So youre getting people in from mexico. The people who are coming into san marcos. Who are they mostly . I think its a mixture of all of them. You have a lot of students who are wanting to remain in the area. You have folks from california, florida, illinois, new york, throughout the nation that are coming to texas for all those different advantages that you referred to. Being lining i35 gives us assets when it comes to nafta as well, and having i10 just immediately adjacent. Were in the process of enhancing our transportation infrastructure. In san marcos alone we have 78 million of roadway and Infrastructure Development that were working on throughout this year. I look forward to seeing you in san marcos, mayor, good seeing you. Thank you very much. Mayor daniel guerreroer san marcos, texas. As these communities grow theyre squeezing out the middle class and creating a new economic landscape. Thats according to Richard Florida, the author of the rise of the middle class and really one of the foremost experts on cities and what makes them prosperous. Richard, good to have you here. Good to be here. We heard a lot of good things about san marcos and a lot of places around texas. There is another side. The good news is our economy is recovering at metro which produces 9 of our gdp. If you are yes in a metro area chances are that you have a lower Unemployment Rate than the national average. But what these numbers mask are the division of our economy. The middle class old factory jobs are being squeezed out. Were growing high wage inning based jobs. Great jobs in energy, which pay well, but at the same time were growing even more lowwage jobs. Our recovery up to this point has been a limited highwage recovery, and a mainly lowwage recovery. Youll have politicians say were the wage creation leader in the country and the fine print is theyre the lowwage job grower in the country. It has generated a lot of high wage jobs and low wage jobs. Houston has generated pretty good number of high wage jobs. But a lot of lowwage jobs. We generated high wage jobs. More ever them in the knowledge metros, and the energy metros weve been doing pretty good but adding a lot of low wage jobs. The largest year over year improvements los angeles, long beach, sa santa anna, californi. Its a large place, and its adding a lot of jobs. But i looked at the data before i came on. I think it looks like about 18 of its job growth was high wage. Factory jobs and service jobs, half of it was in low wage jobs. Los angeles is back, but the question for all of our metros in our country, the question that i keep asking, and i want to work with mayors on and i challenge them, we got to develop a way in our country of turning lowwage jobs into highwage jobs. The ladder. Thats not going to eliminate all lowwage jobs. There is a movement to raise minimum wage, as many of us support that, but can you start a lowwage job in college and by the time youre 30 youre earning a living wage. Or 25, youre earning a living wage job. We have got a geographically index the minimum wage. The minimum wage will do you well in san marcos will not allow you to eat in los angeles. New york, los angeles, San Francisco, we need higher minimum wages but we need that career ladder. Were going by region. Geographically index them by metro. Metro region. But the more important thing is creating what you call that ladder effect. My dad worked in a factory in the 1930s. He told me he had a terrible job. He came back from world war ii, memorial day, just last week. Came back from world war ii where he stormed the beaches of normandy. His low wage job turned into a job where he could buy a house and put his children through college. There is a big study out at m. I. T. A great study by the professor who says if you empower ground level workers they add to the profits of the company. The best Retail Companies are those who engage the worker. And those mind numbering repetitive task jobs. Thats what we did in manufacturing. We put them part of the solution. They were not just putting in a widget, and its sad our National Leaders seem clueless about this. Neighbor youre right, its not a national problem. Its a lot of local problems. One thing were going to do this july, were going to organize a summit in new york city to talk about creating pathways of opportunity to upgrade these service jobs, and to add technology and more education to improve these. Because we got to build a middle class in this country. Richard, its so great to talk to you. You dont have to let your circumstance dictate who you are as a person talk to al jazeera only on Al Jazeera America more than five years after taking office offered up his Foreign Policy vision today. He summed it up this way. The United States is not the worlds policeman any more but it will actively advance its interests in the world even if it goes it alone. But the preferable way to do that is by building coalitions with others to get things done. Well, the president touted cooperation with allies in afghanistan where all but a few thousand u. S. Troops will pull out by the end of the year. And he touted it with iran and touted International Cooperation in confronting russias meddling in ukraine except thats still an open book. President obama touted cooperation with americas allies in asia and now engaged in disputes with china over uninhabitable islands in the south seas. But what we didnt hear much about today was anything about the president s pivot to asia. In the months since the president has failed to get agreement with japan on a transpacific trade pact while suggesting any pivot just antagonizes china. Today we got what sure felt like another president ial speech who said u. S ansto critics who say president policy adrift under his watch. Now this all may sound like its a world away. If conflict breaks out in this patch of the pacific, the effect will likely ripple throughout the globe. Reporter stretching from the straight of malaccas to taiwan, the South China Seas waters and even rock are contested by six nations. Vietnam, the philippines, malaysia, brunei, taiwan, and china. One of the worlds Busiest International sea lanes as much as half the worlds Merchant Shipping and oil tanker traffic passes through this pass of the pacific, amplifying its strategic significance well beyond the countries to board it. So many countries even that dont have claims in the region are connected to the security that is they want to see unhampered passage of shipping through the region. Reporter each country lays claim. Giving t the most controversial boundary is the dash line drawn in 1947 it encompasses the sea as most contentious territories. The chinese have never clearly explained with the line dash line really stands for. They say they dont claim every drop of water in it but they v. Said exactly what at the do claim. Reporter that ambiguity is a major source of tension given the South China Seas potential energy reserves. The u. S. Government estimates it contains 11 billion barrels of oil. But. Most current reserves are near shore lines. With asias insatiable demand for energy is pushing exploration further offshore. Countries do not want to compromise on what they see as their land. They believe that they have sovereignty over the land and over the waters. And so in fact, i would say today that the political piece is a name driver for many of these countries, especially i would say beijing. The most recent clash has seen china and vietnam squaring off over a rig in disputed water. Most of the ships involved have been shipping boats and Law Enforcement vessels but naval. But to assert and suspend claims over the South China Sea this stretch of ocean is likely to remain as volatile as it is vital. Al jazeera. Well, chinas hunger for energy has slide collided with s desire for energy. China rolled out an air pollution action plan that started closing coal, steel, and cement plants but a new report says that thats hurting chinas economy. Last month it expanded at its slowest rate since march of 2009 which is not long after the financial crisis. Well explore what further declines could mean for chinas economic power. This is a tricky one. China has been under pressure from both the world and its own citizens to deal with rising pollution. Its a heavily industrialized country using more coal than anywhere else on earth, and theyve got to deal with this. Give me the implications. Reporter yes, well, i think 2013 is the year we have the tipping point. Of people being set up with oversocial media. People doing selfies with the masks on. Its not just awareness but outrage. Thats the problem for the government in terms of civility. A big worry there. Because people in urban areas, middle, you know, people with money who are saying this is not okay. So theyre having to do something. Whether they are actually able to get local officials in line to cut that capacity, youre just talking about thats the question. And there are preliminary signs that maybe they are being successful by changing incentives and things like that. Bottom line if theyre going to reduce their reliance on coal, theyre increasing it on natural gas. We know they just signed a deal with russia for the 30year gas supply arrangement, can they do that . Can china make that switch fairly easily . No, the steel, cement, glass, cement, all that, these are Key Industries that drive a tremendous amount of gdp. Theyre incredibly dirty because theyre very inefficient. The Chinese Government is trying to get these factories off line, but local governments dont want to because there are jobs on the line. Were talking about millions of jobs, so unrest. This is where it becomes complicate there are all sorts of things. Weve recently seen labor strikes in china. The Chinese Government has to tackle things that they didnt have to tackle in the past in terms of how the population is reacting to things. One of the things that theyre dealing with now that youve written about is the potential weakening of the Residential Housing market. Thats right. The Housing Market bubble that has been developing for as many as years, five years, maybe even decades, and the government keeps staving off by loosening credit. Right now property is falling really fast in the major cities. Its already started to bottom out in lowertiered cities. Thats happening as developers cut prices and this is in part of chinese Financial System because its used as collateral for loans and banks loan to developers so its a danger to the banging sector. We remember this back in 2008, and we know now that it is harder than it appears for a government to shore up a collapsing Housing Market. What are they doing . Right now at the local level theyre relictin relaxing lending they shouldnt do that because they already have an enormous debt problem. Its not going to fix the problem. The debt and Housing Market are closely intertwined, and were looking at situation that could get very ugly in the next couple of years. Well be following, and we know that you will. For this discussion think of passwords like the keys you use to open the door to your online lives. Lives increasingly conducted on smart phones or other mobile devices. The more connected you are, the more keys you need to protect your data and privacy. Meaning the more passwords that you need. Either way its a pain. Darren has come up with a system that manages your passwords. All you need to know is one master password, why should we trust the system . He said hackers try to break into the system every day and have never succeeded. He joins us from chicago to explain. Darren, ebay thought its system was safe right before it was hacked. Everybody thinks its system is safe until it is. And then were learning even those companies who tell us that things are safe get hacked every day. Why is your system different . Well, our primary focus is on security. We use multiple layers of encryption. We call it military grade encryption. And we incrypt on the customers device all the way is to what we call a Cloud Security vault and back. We use multiple layers and points of security. How does that effect the experience on your phone or computer . Thats where our focal point is. We focus on two things. Our product keeper, which is a pass ward managpassword managern two things. The first is convenience, making it super easy to use for consumers, logging into websites securely and protecting their most sensitive information. And the second is security. Convenience and security is really what the product is all about. For people who access their information on various devices, phones or on public computerrers, can this work . Or does this depend on you being tied to a particular set of devices that had a your inscription on them. When you use the products which keeper its consistent across all different devices and operating systems. Thats the key differentiator than other products on the market. We operate in window, in ios, android, and across all major browsers, operating systems and twice types. When youre entering and accessing your favorite website we make it easy to log in and stay ultra secure. What is your senseobviously youve been ablei read a lot of reviews about keeper and people say it works. What is the message to the world out there that passwords are outdated, and youre going to have to access your information through a multi layered encryption product like yours . We provide a simple user inter face for you to access your keeper vault and access though website straight from the vault and auto log into those sites with ease. Its created to make password management easy. The first thing that users often do, they use passwords that are too week. Theyll use words like password or 1234 or their dogs name or their first name or last name. We say use the was password generator in keeper, and the second thing we say is do not use the same password across multiple websites which is the second thing that a lot of consumers use. And so if a hacker gets access to one password, there is a high propensity and probability that theyll be able to generate multiple website. This hard drive sitting on this website is full. I can remember your rules. I get that. And increasingly sites are asking for passwords that have capital letters and small letters and symbols, i can get my head around that. But i probably have 30 or 40, i dont know, how would i do that . Is that reasonable . Yes, its easy. The average user in our david beckham, so we have millions of users, and over 70 countries. As of today we checked our david beckham, the average user stores approximately 90 different keeper records in their vault. As many as nine passwords. You can think of all the sites that you do business on, whether its travel and banking, social media. When you include all of those, i can see that it would be 90 or 100 easy. And it extrapolates really fast. Let me ask you this, what is the complaint you get . What is the one frustration get when they say oh, my god, this is keeping me from my information. We dont get too many complaints. The main thing we see is how sticky the application. It has a tendency of changing your behavior. It changes the way you set up passwords for new website. When you set up a new password you never have to remember it again because keeper remembers it for you. With keeper you only have to remember one master password. It does the rest for you. Darren, good to talk to you. Mastercard is hoping to give its card users more confidence about its security. Its extending its zero legal atm transactions in the United States. Here is David Shuster with how new capital is being parked in the industry. When i first moved out here it was hard for me to tell people that i lived in a Mobile Home Park. Reporter she livers in a Mobile Home Park outside of st. Louis, missouri. Renting for a three bedroom unit for 600 a month. Living here we have the money we need to get by. Reporter trailers, mobile homes, manufactured houses, whatever you want to call them, they often come loaded with stigma of low class living. But as middle class families find rents increasingly out of reach, and as americans struggle from the wake of the recession, its the only Affordable Housing around. This is a life saver for people who want to live decent and cant afford the high cost of living. Reporter they represent another major growing segment of the estimated 18 million americans who live in mobile homes. Seniors on fixed incomes who can now afford their own home at a fraction of the price. The economy is pretty tough. You know, right in this area. If were in a recovery, were not seeing in the Mobile Home Park business. You have a lot of people who are down sizing. 10,000 seniors retiring per day. You have a lot of other household who is have good paying job at a factory and now working at arbys and all the macrotrends are forcing people into our Business Model. Reporter that Business Model is simple and lucrative. Park owners charge residents a fee for using the land where the mobile home sits, usually 250 a month. Tenants will park their own houses on that land. But like the coolly family they can pay to rent a home for a couple of dollars more. I like the colors on it. Isnt it great. The parks now have 85 occupancy and bring in annual returns as high as 25 generating more than 30 million a year in revenue. Those kinds of numbers have brought mansionsized interest to an once cottagesized industry. I went from mobile phones to mobile homes. Reporter he worked on Cell Phone Technology before buying two Mobile Home Parks. He has three more parks under contract including this one outside of kansas city, kansas. One of the things that is attractive about this community that the homes are not more than about 15 years old. Reporter like many of the new wave the whitecollar investors seeking double wide returns, he started. They represent a relatively easy on ramp for investors. People could purchase a mobile home, renovating it and renting it out over time. Reporter tenants tend to stay put due to the high cost of moving their houses. The majority of residents only rent the land the house is on so Maintenance Cost remains low and supplies remain at 50 parks nationwide. Many places have banned construction of parks thanks to their unsavory reputation. Its still a fragmented business. Its fairly poorly run. Those of us who have had other management experiences and that have access to capital can and are increasingly coming in to this industry. Reporter critics say what theyre doing is profiting off of poverty making a cynical bet on the downward slide of the middle class. But rolf said he and other owners are serve aing a crucial need. We are not the one who is are losing the job making 40,000 a year and now making 14,000 a year. Were not the ones making healthcare cost gas up. Were not making insurance cost gas up. Were the solution, not the problem. Reporter David Shuster, al jazeera. I want to dig deeper in the nicks of Mobile Home Parks. With that we turn to someone who makes thinks living on the business. Frank rolf. He bought his first park two decades ago. He and his partner run the largest mobile park company in the country. And he has an onestop shop of how to own your own mobile park. Thank you for being here. Thank you for having agree take me back to the time when mobile homes first started to become popular in america. There was a very different impression of them then than n now. Its interesting for a lot of people to know that the word trailer park back in the 20s and 30s were positive back in that era of all the wealthy americans had their own private trailer that is they pulled behind their cars since there was not a good Hotel Infrastructure for traveling back then. So they would open free trailer parks to attract them to their town. So they would come in, spend some money and live in their own homes. And then it was really after the world wars, the troops started coming home that the government got involved in mobile homes and trailer parks. Thats right. The government bought 500,000 unites during world war ii. They used it for base housing and housing at major college. The problem after that housing need started to drop off you now have way too many mobile homes in the country. What you had was prosperity coming to america back in the 50s. So what happened is service men found their new careers through their g. I. Bill. They moved onto the traditional single family. You had the reverse of whats happening now. You suddenly had good times and people moved on to bigger houses. How how would you characterize mobile homes and trailer parks . Where do you think they sit in the imagination of america, and do they fit into the American Dream . Well, you know, 20 years ago when i got in the business it was just a night and day difference. Here i am on your show. 20 years ago i could not have been on a High School Radio show. The industry has not really changed much. Its just the perception has changed enormously as america is getting more focused on the fact that incomes are dropping, people need cheap places to live. And what sort of income levels do trail parks serve . We know it could be very low income people, but how high does it go . It goes all the way up to Million Dollar mobile homes out in california. Two parks in malibu, point doom dune and paradise grove. Sean penn has live there had. Pamela anderson has live there had. It runs the spectrum of people earning minimum wang to movie stars. What qualifies mobile homes. Were not up and moving them away . Well, theyre considering a mobile home because they come out on a chassis and a wheel. Theyre considered personal property. Thats why theyre mobile. There appears not too many mobile home trailer parks being built across the country . Thats correct. There are very few. We estimate ten per year. Why is that . Hostility from city governments of what they perceive mobile homes to be. The sentiment of the community is not near us. We see them typically where there a boom going on in north dakota, where they cant build housing fast enough to keep up with the fracking boon. Yes, there is an industry called man camps. Lets look at people who are looking to get into this business. You see at mobile Home University . We see everybody from high earning professionals. We have doctors, dentists, lawyers, and people starting out trying to build a nest egg in real estate. Thank you for talking with us. Thank you for joining us. Thank you for having me. I take Public Transit all the time and one thing that i do see on that bus is coollooking beats. We thought apple was going to buy beats. Now apple said its going to buy beats. A little less money, 3 billion. We all knew this was coming. Its still shock to go analysts who cant believe that dre and jimmy are going to be the first true partner of apple in a major acquisition since they bought the nxt company and started apple with it. Whether these guys are worth 3 billion, apple feels that this acquisition is going to jump start several things. The most important of which is a subscription music service. Itunes and the model are paying per download of song is an outdated model. I thought these guys, beats, only has 100,000 streaming customers. They dont have a big customer base. I believe apple believes theyre going to capitalize on their brand of awareness and then use the back end that beats has developed. Thats what itunes is not ready for. We need to get out of this business and start making an app. What are we doing here. 3 billion for a head set company that streams music . Our pocket squares. We can sell these pocket squares.
