He escaped from a hole that connected to a tunnel. It had air conditioning and a motorcycle. The government arrested several dozen people in connection with that escape. He first escaped from prison in 1993 by hiding in a laundry cart. It took police 13 years to arrest him the first time around. The president has previously refused to extra date him to the u. S. Where he is facing charges. One analyst tells al jazeera he thinks for sure he will be sent or extra dated to the u. S. Where an escape is less likely in philadelphia today a man inspired by i. S. I. That is still down from a peek of 67. 3 in 201 t but lets look at the year. 2015, the economy created on average 221,000 jobs per month, wages grew at about 2. 5 . Thats how we ended the year. A pretty good year given the jobs report, does that suggest that the fed will continue with its plan to raise rates again at the next meeting . Reporter yeah. It was a validation of the last meeting to start raising rates. Jobs at the top is an indicator for the federal reserve. It expects jobs to continue to grow. Thats what most are telling us, and wages to grow. 2015 saw some improvements in productivity and that means that the fed is on track to raise rates again probably in march. About the jobs by the way, most of the job gains were in higher paying areas, like business services, restaurants, things like that. Manufacturing is hurting and thats because of the strong dollar. As al jazeeras correspondent reports, efforts to deport them may have hit a roadblock reporter two weeks after celebrating christmas when the one gift she hoped for was asylum in the u. S. , this woman and her 12yearold daughter are back in detention awaiting deportation. They had crossed the mexico border last summer among the wave of women and children claiming to flee violence in central america. We spoke with her by phone inside the detention center. Her daughter was not safe in the country she says. She couldnt go to school because gangs would attack the school bus. The family had to pay extortion fees and when the money ran out, the gang killed an uncle and said the others were next. Thats when they fled. Once in the u. S. An asylum officer determined there was enough evidence for the mother and daughter to pursue their claim in court. They were released on bond to stay here with her sister in atlanta. Her sister said they had Police Reports to prove the family had been in danger, but an immigration judge denied the case and on the 2 january her nephew awoke to five agents pounding at the door theyre okay we will look for her. Reporter she wasnt home. Her frightened daughter told the agents her mom was at work. It was at the hotel where she had found a job as a made that she was arrested and taken to the airport along with her daughter. The the room they shared still had their things. They were not allowed to pack. Her sister says she understands when they target immigrants who are drunk drivers or delinquents, but why a mother and child trying to live a normal Life Reporter the scenes that have been described to us is nothing short of horrible. But now last minute emergency orders from the nations highest Immigrations Appeals Court has temporarily halted the deportations of at least 12 families, including this woman and her daughter. They have stayed the deportation of every woman on whose behalf we have filed a request which is a message to immigration that they are wrong. That these women do have options and they do have rights. Reporter the government says it is doing its job by enforcing the countrys laws and values. Meanwhile, she says if she is sent back to her country, they have no future the advocacy director joins us from washington. The Obama Administration signalled in december that these raids would be ratcheted up here in january. Now its happening, what do you make of it . We make of it as a complete betrayal of the immigrant community. These women and children have been fleeing violence that ruins their life and they have made the journey seeking our help and refuge. This very same president said these are the tactical raids was something abhorrent. This was an nclr event and so for us when we feel disappointed in the way that we are treating people that are coming to us for help and betrayed by an administration that sold us on the peace of hope and change and all we have is deportations the president also said that his administration will only deport criminals, gang bangers, not folks who are here trying to figure out how to feed their families. Is the problem with the president or do you think there has been a breakdown somewhere down the line with the people who are carrying this out . I think ultimately the president makes the decisions about how we exercise our immigration laws and so at the end of the day president obama is responsible for this. We have seen a communication tw from his administration saying this was a response to the surge of refugees coming into this country. This reminds us of his failed strategy. He had a similar straj gee of degree something bad with somewhere good with the deportations. Were left with nothing in our hands. Nobl is it a political cost, but its giving us into our community, but it is not the right thing to do. I think that that is the work of the amazing lawyers that made that happen, but i think it also is a glaring example of the lies that this administration has told us. When secretary johnson said that these people had exhausted all legal measures, we are seeing that thats not true and that these people thank god theyre getting their day in court. I believe that thats part of the American Value of ensuring that people get a fair chance. So we hope that that is something that all of these people get and we are our demand is one to stop the raids immediately and also to open up the cases of people and ensure that they have clear and meaningful due process thank you for joining us. It has the supporters who are looking at budget shortfalls and there are also critics which says it adds a financial burden to the families of people who are behind bars. Reporter the state wont say exactly why its going after these prisoners for their room and board, but the critics say the real reason is insidious. This man is just now learning how to use a smart phone and a computer since getting out of prison last fall. He served 20 years for murder and armed robbery. While sitting in prison he was thrilled to learn that his grandmother was going to leave him a small inheritance, but before he found out how much he was getting, before he saw a dime of it before he got out, the department of illinois corrections found out about it. It is crazy. Reporter he was sued for his room and board in prison. 338,000 it was a shock to me when i first saw it. Then when i started thinking about it i was upset about it because i didnt understand and i still dont understand it. Reporter the attorneygenerals office is relying on a 1982 law that allows the state to sue to recover for room and board. It is a law the state is using more and more in recent years as are our states. This man focuses on prisoner rights and he says an inmate is basically helpless there is a rule that you have to disclose assets to the department for Correctional Services. If youre an inmate and youre a prisoner and you dont disclose this, they could write you a disciplinary report and put you in segregation for six months because you didnt tell them where your money was so they could take it from you reporter his inher terrence turned out to be 14,000. He was allowed to kept 4,000. So the state took what was left i thought they were rushing to take it because they told me you cant have an attorney unless i was going to pay for one which i didnt have the money to do. Reporter the attorneygeneral admitted to us in a statement that the law may, indeed, raise roadblocks for them to lead lives. The department of corrections told us in a statement that it decides who to sue on a case by case basis and that a wide variety of factors are considered. In most cases the amount of money recovered from inmates is a drop in the bucket for the department of corrects 1. 5 billion dollar budget. In some cases critics say the state is retaliating against inmates who win lawsuits over Inhumane Treatment by turning around and suing them for their reward. There are plenty of reasons for an inmate to sue this man said the prison sim in illinois is the worst in the country. Reporter in what way . The health treatment, medical treatment, over crowding reporter beyond that, one criminal justice expert says the law simply doesnt make sense. If you want to make sure that people commit more crimes, wind up back in prison, cost taxpayers more money, a great reason or way to do it is to take away everything that they have reporter he says as tough as things are for him right now, he cant help but think of the grandmother who left him that inher thanes she wouldnt have gave it to me if she knew they would take it. It was basically for me to be able to come home and be able to try some kind of way to fitity in because still i dont fit in. Reporter even though the attorneygeneral is now saying that maybe the state legislature should take another look at this law, neither she nor the department for Correctional Services is showing any indication that theyre going to call off their dogs has the state Legislature Said anything about this or the governor . Reporter no. Its on the backburner for them now. The governor could theoretically step in and tell the attorneygeneral not to file these lawsuits any more, but when we asked the Governors Office about it they said no comments you mentioned that the department for Correctional Services does this on a case by case basis s there any one particular factor that they look at in terms of trying to decide who to go after . Reporter they said that in a way of defending themselves, they said we only file these lawsuits against lifers. They wont need the money when they get out because they will never get out. Critics obviously say this disencourages them to filing a lawsuit for Inhumane Treatment and if they did win the money they could always give it to relatives or friends thank you for that. Steven avery and brendan daffner are spending time despite receiving a petition for more than 170,000 signatures. The white house said the president cannot pardon the men because they were convicted of state crimes not federal crimes. In u. S. The governor signed off on it tuesday, so at this point were just waiting to hear. We have not heard from washington dc yet how bad is it . We see the water and filter being handed out. You cant possibly get to everybody, can you . Right. Were trying our best to. It is a bad situation because its an ongoing situation and we dont know how long it will last. We have made the switch back to water from detroit, but in the meantime our pipes have been destroyed and the bio film has not had the time to build back up on the pipes so led is continuing to leach through the pipes. We cant use our water right now. We dont know how long it will take before that bio film builds back up and we can use the water. It could take four or six months. We dont know how long for the folks who use the water or dont know any better, whats the health risk for them . We know that for children five and under or pregnant moms and nursing mothers, it is brain damage for these children. Thats something that is irreversible. As far as seniors and people with compromised immune system, thats another factor there. We dont know the damage done to them, but we know it causes brain damage in Young Children and thats a huge concern. Some of that damage has already been done we know that flint has been kicked in the stomach several times over the last several years, whether it was financial problems or crime and now led in the water, so whats the mood in your city . It is a range of moods. There is anger, there is sadness, there is disappointment, theres confusion about what to do and then theres also some optimism because we did not expect the governor to sign off as quickly on the disaster declaration as he did. So we know that means things are going to start happening immediately and weve been getting water coming in, but we dont want people to be misled because we have switched back to the water. Thats a huge concern. They think, well, we switched back to detroit water, were okay, and were not. So were trying to let people know this water is still not safe, continue to use the bottled water, continue to use the water filters and for those who have been exposed, we need to get them the services that they deserve because none of us in flint deserve what happened but we do deserve services, we deserve some Financial Assistance as a result of what happened it just looks frightening. We saw People Holding up their bottles of water and pictures of water. Its sort of an orangeyyellowish cloor. That alone is scary color. Right. What was even more scary was when you could see that the water was bad, that was one thing, and in some homes the water came out clear. So you thought theres nothing wrong with the water coming out of my faucets, and people drank it pause it didnt always because it didnt appear dirty or orange or discolored.
